For the first time, the odds are looking good for an el nino to reach northern california. Until now, forecasters were predicting heavy rains in Southern California but werent sure about the north. Rain needs to fall in our northern reservoirs to make the most impact on the drought. The latest forecast puts the chance of el nino hitting california this winter at 95 . But no sign of el nino at least up in the sky. But i guess the coast is going to get a little choppy . Because of el nino we have had the warmer waters out over the pacific ocean. So we have had a record amount of cyclone hurricanes this season. And we have had the latest hurricane ever hurricane oho falling apart at the seams but its affects are being seen on our seashore and thats why the National Weather service has issued a hazardous beach statement going into effect tomorrow. I imagine it will be extending through sunday. And we are talking about 7 to 9 feet swells building some dangerous rip currents and most notably sneaker waves. This is really important to note because a lot of people like hanging out at the rocks at the beach and watching blue angels in the sky. Dont put your back toward the angry ocean. Kpix 5s Christin Ayers reports. Reporter this is john. He was washing his motorcycle at his home in oakland weather we ran into him. He says he and his wife are big water conservationists. I think were down to like 450 gallons a day. Sometimes even less. Reporter check out their drought resistant front yard filled with succulents. Its one of the reasons why their water bill is so low. We cut 30 . Reporter john is the kind of water customer the east bay m. U. D. Loves but not all of its customers are cutting their water usage. We have to ask our customers to continue to save water no matter what. Reporter but some customers are not listening and east bay m. U. D. Is done asking. Now a new ordinance forces anyone who uses too much water to pay up. The penalty is meant to bring home that message that were in a drought. There is a limit and really our focus is on making sure that we have enough water. Reporter the limit, 1,000 gallons a day. Go over, and you get penalized 2 per unit. East bay m. U. D. Expects up to 5,000 customers will face fines this time around. We have to draw a line somewhere. And thats the line. Police have tracked them there driving a vehicle taken from another murder scene. The killing of steve carter was in the loma alta open space preserve in marin county near fairfax.
