Increases to customers. Increases the cost of your salads and soups and your goods that you sell all that sort of stuff. Reporter and spreading that cost increase over several years keeps people from noticing that they are paying more. So they increase the cost of a sandwich another 50 cents or so. Do people really notice it. Reporter not every business will be impact by the increase. Unemployment is low in San Francisco and most workers are already paid more than minimum wage. If you want someone now you have to pay them more. Or you wont get anyone. Why should i work for you when i can get more down the road . Reporter this man says paying people decent wages is good for people. You have to compensate someone so they have a standard of living so they want to come to work. Reporter but even at 14 an hour, its still less than 30,000 a year for a fulltime employee. How can you live on that . There are ways people can get by on minimum wage but not by themselves. Reporter next year, the San Francisco minimum wage will go up to 15 an hour and then each year based on inflation. Melissa caen, kpix 5. San jose has just counted its homeless population. And it turns out theres a startling rise in the number of young People Living on the streets. The homeless counted about a third were under the age of 25. That is a 185 increase over the 20 15count. Kpix 5s len ramirez says theres a story behind those numbers. Its going to be illegal soon passing that out. Reporter Church Members and volunteers walked across st. James park handing out food and water to Homeless People in defiance of a city ordinance. We call this the granola bar program. Reporter he is flouting law. A number of homeless in san jose is up 7 overall but one group youth under 25 is surging. You see children out there, parents with children living in cars, children living in tents and theres not enough family shelters. When you do go to a shelter theres so many other people there that you dont want around your children thats its better to stay in a car or a tent. Reporter an advocate for youth says young people are let down by the foster system. Theres a failure in the system where you go from a family to, like, dorm life and they just end up falling apart. Reporter san jose conducts the census every two years and says the youth count also included School District data for the first time. Those counts with youth and unaccompanied children did go up but i think it had to do with how were counting youth which we have never done before. Its a level that we did this time. Reporter the census found some decreases for the chronically homeless and homeless vets. And theres some evidence city programs that turn rundown motels into house something working. But with 4350 people still on the streets according to the latest counts efforts like these to feed and comfort people will go on. In san jose, len ramirez, kpix 5. An oakland man who admitted killing his girlfriend has just been sentenced to 11 years in jail even though the victims body was never found. Last november, police and the fbi dug up an area in west oakland for the remains of cynthia alonz so. Her boyfriend eric mora had denied killing her for more than a decade then last fall he confessed and told investigators where he buried her body. But searches in november and again in april turned up nothing. Mora has pleaded guilty to Involuntary Manslaughter and an Appeals Court threw out a murder conviction in the same case. We are hearing for the first time from the judge in the brock turner case to get him off the bench. Judge persky set off a firestorm last year in the Sexual Assault trial of former stanford swimmer brock turner. Prosecutors wanted six years. Judge persky gave him six months. Victims rights advocates started a recall petition. And today persky released a statement saying, quote, California Law requires every judge to consider rehabilitation and probation for first time offenders. Its not always popular but its the law. And i took an oath to follow it without regard to public opinion. Its the petition succeeds he would be forced to run again in a special election in june of 2018. Otherwise, his term doesnt expire until 2022. Only two judges in california history have ever been recalled. More than 3200 pounds of illegal fireworks were just seized by Alameda County sheriffs deputies. The cash was found at a san leandro building early this morning. Deputies say the fireworks were commercial grade and included aerial rockets where tens of thousands of dollars worth tens of thousands of dollars and an assault rifle. One juvenile was arrested. Undercover officers tracked him down by craigslist where they say he was advertising the illegal fireworks. And Health Officials in vallejo are trying to prevent a tuberculosis outbreak. Until late may, a person who now has tuberculosis often went to a 24 hour fitness on sonoma boulevard. Now the Solano CountyHealth Department is looking at logs of who checked into the gym around the same time as that patient. They are focusing especially on people who may have had close contact. Theres no infection that occurred in the people that are closest to that individual, then were able to determine that the person is not really contagious so a wider net isnt needed. Health Officials Say the gym is now completely safe. A couple of cars tangled with a fire hydrant in vallejo this morning. Water shot 40 feet into the air after the crash. Soon afterwards, firefighters were on the scene and able to secure the water. People in the trivalley area of the east bay want to know why does their tap water taste so bad lately . Its the smell and the taste of the water. Now, the water agency says the hot temperatures in the last couple of weeks made things worse. You can really smell it and taste it now. Reporter thats not what you want to taste in your water. Its got that musty smell to it. Reporter but tens of thousands of trivalley people started noticing the foul odor about two weeks ago. Reporter the water supplier the Alameda County zone 7 water agency says it received hundreds of complaints. They serve close to a quarter of a Million People in livermore dublin, pleasanton and parts of san ramon. We regret what incident is going on but whatever we can do, we are already doing it and, um, please bear with us. Reporter the agencys Water Quality manager blames the algae bloom for the problem. They get their water from the delta. He says the recent hot weather magnified the problem. We take the water sample. Reporter he says they tested the water and it is safe to drink. We are getting the same water at our homes and, um, we are drinking it. And we feel pretty comfortable. Reporter not everyone believes it. Laurie bought a filter to attach to her kitchen faucet. She now only uses filtered water to brush her teeth and wash her face. Im not buying that its safe not yet. Not fully. I believe that our Water Treatment folks are doing the best they can. We go to bottled water for the time being. Reporter water agency says its safe but its very hard for folks to get over that mental hurdle because were trained to trust our nose and our mouth. Now, newer homes like this one, they have a builtin filtration system. So homes like this one not going to be able to detect the problem. Water agency is saying that if you want, you can buy a filter. Thats going to help to eliminate the taste and the smell problem. San jose native accused of shooting a Sacramento County deputy in the face made his First Court Appearance today. 27yearold nicory spann is being charged with attempted murder of a Police Officer and assault on a Police Officer with a firearm. Prosecutors say he shot Deputy Alex Ladwig tuesday night at a height rail station after getting the deputys gun. He was arrested hours later. Today he was appointed an attorney who requested a delay in the case. Im going to ask the public to do something very difficult and that is to reserve judgment unless theres proof of these charges. Deputy ladwig is a fouryear veteran of the sheriffs department. He has surgery after the shooting and is expected to recover. Spann was an accessory in double homicide in Mountain View nearing a decade ago. He pleaded no contest to charges stemming from a home robbery that left two siblings dead. Spann who was then 19 years old was sentenced to 16 months in prison. A doctor opened fire inside a new york City Hospital this morning killing another doctor and injuring six other people. That shooting happened at the bronxlebanon hospital. Police say the gunman who used to work there was wearing a lab coat and had his rifle concealed inside it. After carrying out that attack, he shot and killed himself. Investigators say the shooter resigned from his job back in 2015 amid Sexual Harassment allegations. The manager for the Humane Society of the north bay found the cats wednesday night. They were stuck inside three wire crates just outside the vallejo facility. They were in various stages of health and most of them are more than 10 years old. The shelter manager tells us the last thing he wants to see is abandoned animals. You cant take an animal thats in a specific environment for its lifetime a majority of its life and then turn it out to have no way to find food or water. There are several ways to help the shelter. But this is not about adding to the desktop screen saver. I didnt know there were so many see anemones. Reporter this is about helping future generations know whats living on the california coast right now. Barnacles and worms. We are saying this species was found here today. Reporter the California Academy of sciences welcomes anyone who wants to get close to nature and takes pictures. Having your mind shifted to the frame set of like let me look for these things and you just are able to see more whats there. Versus kind of walking by. Reporter over the past week 500 people have pitched in on bioblitzs along the entire california coastline taking 10,000 photos of 10,000 species. We could never do that. I could do that maybe over the course of a year 10,000 photos of 1,000 species. This way we can do it over a week. Reporter this has produced some interesting results already like in the mussels that they found on yerba buena island. We saw the same species still attached to the rocks but open and dead. We think that is due to increased freshwater in the bay. This was in april. Next year will find out if they recovered. The downpour acted like a power wash and scrubbed toxins off the land into the bay. Disoriented or dead leopard sharks are all around the bay. This gives scientists a way to identify whats out of the ordinary. The baseline we can look at Going Forward about whether theres anything changing and whether theres anything we should do about it.
