They may not be obvious to us but they see you and your license plates and marin countys biggest city is looking to expanding their license plate reading acts targeting crimes in neighborhood hot spots. So we have been able to reunite people on missing persons cases or again get some dangerous people off streets who have committed shootings or stalking their victims. It is filled with what police say is stolen property from unlocked cars and drug paraphernalia. Four people were arrested. They are trying to get the stolen property back to owners. Last month california voters to legalize pot now lawmakers are trying to ban roadside billboards from advertising marijuana. Reporter at china camp park two feet under the surface live buffalos olympia oysters the only true native oyster in the state of california, billions of them. China camp has had the Largest Record population that we know of along this range. Reporter oysters are important because they clean the water and provide vital habitat and some believe that this area is the nursery that provides seed larvae for the entire oyster population in northern california. But in 2011 they all died. And what killed them couldnt be more ironic. It rained. It rained a lot. The bay area was pelted with a series of storms so powerful scientists call them atmospheric rivers. They carry intense water vapor and along with it comes intense rain and sometimes flooding in coastal areas. Reporter so much freshwater poured into the bay that it actually diluted the salt to a point where the oyster couldnt survive. Scientists at the romburg Research Center in tiburon happened to be studying salinity levels in the area at the time and have documented the oyster deaths in a just released study. So it, um, links that heavy rainfall with drops in salinity and dieoffs and they all died. Reporter now researchers say the oysters are coming back in whats probably a natural recovery cycle. But they also have a warning. With climate change, we expect to have some more intense extreme events over time and so we expect that these might happen again. Police believe this man is e one who stole more than 200thousand dollars worth rings from the sears store the sun valley shoppin Concord Police are looking for a jewel thief who hit a department store. This man stole more than 200,000 worth of rings from a sears store at the Sun Valley Shopping Center in concord. The thief pulled off that heist last saturday. Police do believe that he hid in a back hallway until the store closed. Then broke into the jewelry case taking more than 100 rings. That triggered the alarm but at first police didnt think anything had been taken. Employees went to the store to do an inventory for possible loss. They discovered a jewelry case smashed and jewelry in excess of 200,000 stolen. Investigators of course urging anyone who recognizes that thief to call police right away. Reporter we are standing in front of the california State Government building here in downtown San Francisco where employees no doubt got some distressing news today about their pensions. The California Public retirement system or has more than 2 million members and billions in assets but its under funded and today the board of calprs required state and local governments to pay more if they keep providing the pension benefits they promised to Public Employees. I work with the disabled and very hard. Reporter Betty Broussard his her pension is why she stayed in her government job. If they decrease that, people arent going to have anything to look forward to. Reporter calprs members are Public Employees like california highway patrol. They work with schools and local gotts too like the Alameda County firefighters and these hundreds of thousands of people may be paying more for that pension. In order to pay that benefit, you have to pay from three sources and those three sources are either the investment returns, the employer contribution or the employee contribution. Reporter right now, 64 of pension benefits comes from investment returns. 22 comes from state and local governments. 13 from employees. Today calprs voted to decrease the expected returns on developments from 7. 5 to 7 . That means the state and local governments and employees will have to pay more to make up that shortfall. Richmond is on the board of calprs. The last 10 years since the Great Recession has been stagnant. We have had highs and lows in the market but we havent had a lot of significant growth. Reporter according to calprs,it means in five years the bill for the state workers and School Employees will be 2. 3 billion more. Chuck reed is a former mayor of san jose and a pension reform advocate. He says change doesnt go far enough but its a good start. So lowering the assumed rate of return is a step towards reality of the fact that pensions investments are not going to be as lucrative as they have been in the past. And we need to put more money into the system to ensure that the system doesnt fail. Reporter richard actually agrees. A worldwide manhunt has been launched to find the driver of the truck that plowed into a berlin Christmas Market killing 12 people. A 100,000 reward is being offered for information on this man, anis amri. He is a tunisian national. His identification and asylum papers were found in the truck used in the attack. German Authorities Say amri was born in tunisia in 1992 and has used at least six aliases and three nationalities. His request for asylum was rejected in july. He was deemed a possible Terror Threat and is to be considered armed and dangerous. This time of year not just busy for postal workers but mail thieves as well and one guy in Southern California got so fed one it staked it out to catch the crooks.
