On our streets. Reporter its become a very visible problem for city hall. We get complaints almost on a daily basis. You just see all the homeless folks who are living in encampments, taking all their garbage and throwing all out on the sidewalk. You know how many people you have in the city assigned to trying to deal with this . To be honest with you, no. We preach these encampments with care and compassion. We do have mobile outreach units that come out to offer services and try and get people into transitional housing. Seeing people being pushed around from different areas for sometimes two weeks to a month in encampments. People are homeless all over oakland and the numbers are up over the last year and we are overwhelmed in the ability to deal with it. Were going to pilot tiny homes as well as explore sanctioned encampments. Reporter like so many of oaklands new residents, many homeless are coming because they are being pushed out of San Francisco. Theres spillover from San Francisco, absolutely. Reporter that absolute problem is now facing city helicopter because they are not equipped for it now. This is a city, not a city and county like San Francisco where they have a health and Welfare Department that can handle it. San francisco is spending 250 million a year on the homeless. Now that problem is coming to oakland. They dont have the money and resources. As a matter of fact, i called city hall today. They have three people assigned from the Human Services on this problem and an Outreach Team so they are understaffed and this is a problem thats emerging and getting more and morevous i believe. Phil, those three people, but is there an estimate of how many homeless floor oakland . Reporter last year, they counted 1300. That was the estimate. 6,000 in Alameda County total. How many are moving into oakland remains to be seen because they are going to be doing another count in the next couple of weeks. But allen, i have to tell you, its not just the numbers. Its the visibility. Its moving from neighborhood to neighborhood and like i said, just like San Francisco, theres the danger that it could suddenly become a problem too big to handle. [ music ] some of the top names in california politics taking the stage today at the Democratic National convention in philadelphia. [ chuckling ] lets take a live look inside the Democratic National convention in philly. We are looking at the 47th and current Vice President of the united states, joe biden, taking the stage right now. His wife jill just finished speaking. [ music ] [ theme from rocky ] earlier we heard from california governor jerry brown and Lieutenant Governor newsom. The other big names, tim kaine the vp pick. This is the biggest speech in his career. The virginia senators chance to make an impression. You saw the Vice President speaking joe biden and president barack obama will be headlining tonight. Cbs reporter don champion is live in philadelphia for us and don, earlier, gavin newsom spoke to voters as a politician and a father. Reporter thats right. Gavin newsoms speech got the crowd going focusing on children and the fact that in america today, they can live in freedom and express themselves and grow up to be however they want to be. Of course, newsom is known for being a champion for equality and he sure is continues with that theme here at the dnc and said that those freedoms would continue under a clinton administration. Governor brown attacked donald trump especially on the issue of climate change. When you hear people say that you and your family dont matter, because of who you are, or where you come from, or what you look like, or who you love, i want you to know one thing. That the people in this room the people all across this country believe that you matter. Hillary clinton, Hillary Clinton believes that you matter. Trump says Global Warming is a hoax. I say, trump is a fraud. [ applause and cheers ] trump says theres no drought in california. I say, trump lies. Now, don, as we mentioned briefly, president obama is taking the stage tonight behind you. We see Vice President joe biden. You know, the other night his wife set a high bar and we have been hearing reports that he has spent a lot of time tweaking this speech. So what details can you give us about what he is going to say tonight . Reporter definitely a high bar for that speech. [ applause and cheers ] reporter the president was going to take the stage behind me with two goals tonight. On the one hand he is going to spend some time defending his legacy at the white house, defending everything that he has done in the past 7. 5 years. But in doing that, he is going to try and make the case to voters that its time for him to pass the baton on to Hillary Clinton. We did get some excerpts and in the speech he also talked about clintons temperament and fitness to be Vice President to be president saying two quotes here, the america i know is full of courage and optimism and ingenuity. The america i know is decent and generous. Another quote, until you have sat at that desk, you dont know what its like to manage a Global Crisis or send young people to war. But hillary has been in the room. She has been part of those decisions. So definitely the president will be trying to make the case for clintons candidacy and certainly thats something that the Vice President is doing right now, as well. I should mention, veronica, he came out to the rocky theme. It will be interesting to see what the president comes out to. [ chuckling ] don champion, nice to see you. Thank you. Lets listen in right now to Vice President joe biden who just walked out moments ago. So many people here [ applause and cheers ] i see the faces of those who, um, who have placed their belief in barack and me. So many faces. But one. This is kind of a bittersweet moment for jill and me and our family. In 2008, when he was about to deploy to iraq, and again in 2012, our son beau introduced me to the country and placed my name in nomination.
