Obama is an antilaw enforcement zealot. Racial profiling is one of those things that you have to take seriously. What did you think of the ad . Um, you know, i i think its their strong attempt to make sure they know a Police Department is aware of things that people say. I think they have every right to voice their opinions, as well. Do you think that theres racial profiling going on in San Francisco . No. I dont believe theres racial profiling going on. But i know theres going to be mistakes. Reporter the ad campaign also comes on the wake of a scandal involving racist texts between a small group of Police Officers. How much of this ad campaign is the best defense is a good offense . This current one i suppose you could say that. Reporter the ad was recorded by a past president of the Police Officers union. But its also drawing criticism from some cops. The officers for justice which is a black subgroup in the department, the president there sent a letter to the toa saying that she thought the ad was brash, callous, overbearing and inaccurate. It also said it demonstrates, quote, a lack of experience in conferring with minorities. So clearly, theres unification within the ranks that needs to happen. Maybe they need to sit down together and work out a plan to deal with this. I think the plan is [ simultaneous speakers ] this is San Francisco. Nobody is united on any front. But we are not we are going to see more of this. Police are getting more aggressive with the messaging and the next one is go to be the debate about body cameras. This is a sharp move for San Francisco. Usually its everybody in it like you said to be. Now they are saying, no, were not going to take it anymore thank you, phil. Its a big get for the city of oakland. Uber is moving into the Old Sears Building downtown bringing a new wave of tech workers. Kpix 5s da lin says the city is trumpeting the news while neighbors arent really so sure. Da. Reporter veronica, uptown oakland has seen some big changes in the last five years. Once uber moves in some they it will speed up the revitalization process but not everybody is convinced or happy with ubers arrival. This neglected and boarded up Historic Building in downtown oakland will soon look like this. A vibrant space with glass ceilings. We are really happy about the changes that are happening in oakland. Reporter news of uber buying the former Sears Building and putting two to three thousand high paying tech workers here excites nearby businesses. Obviously will increase our revenues. Probably impact us i would say couple of hundred dollars every hour if were lucky. Reporter the city believes uber will be a magnet for other businesses that will fill up empty storefronts and attract more Tech Companies to move here. Right now, tech only represents 3 of all jobs in oakland. Game changing for oakland. To have this type of flagship tech company. Reporter city leaders applauded ubers expansion this afternoon. Uber gets to be part of that magic soup thats distinctly ours. So welcome, uber many of our employees again currently live here and talk about their love for oakland and the vibrant neighborhoods that exist. Reporter not everyone is happy. Neighbors worry about gentrification. If they move in here, like, rent gonna go up high, local people now where they gonna go at . Reporter mayor libby schaaf is asking uber to hire and buy local. This was a private deal. There was no public gift involved. So we dont have a Regulatory Power to mandate anything. Reporter uber plans to move in in 2017. Now, why oakland . Uber says about 20 of its high tech workers already live in oakland. And the east bay is one of the its Fastest Growing areas. So they say it makes sense to set up shop here. Da lin, kpix 5. The valley fire has turned more than 1200 homes to nothing but piles of ash. It is now considered the third most destructive wildfire in state history. Thousands of people are displaced. But now federal authorities are stepping in to help. Kpix 5s julie watts shows us one family who found a little bit of hope in the disaster. According to the department of insurance, they are not alone. A majority of the lake fire victims were insured. But what many of them dont realize, that may mean limited Financial Assistance from fema. If you have insurance, fema is not going to double up. Thats right. Fema does not duplicate benefits. Fema will not make you whole but we may provide temporary housing, crisis counseling. Now, fema stresses anyone affected by the valley fire whether or not they have insurance should register by calling 800621fema or registering online. There are hundreds of teams, hundreds of crews and trucks from around the state who have assembled here to do their best to rebuild this complicated power line. Specialty crews are reeling out spools of aluminum conductor that in this case is more than 4,000 feet long. With essentially two efforts, one beginning down here on the flats working west, and the other effort working from the top of cobb east, hoping to get those two to meet in the middle. The ads are all over tv for proposition f the move to regulate short term home rentals in San Francisco. Some call them a threat to the city but kpix 5s mark kelly found others who say it is the only way they are able to stay. Two buildings down that one is the short term rental. Reporter teresa has spent some three decades in north beach and she will tell you that short term rental sites like airbnb are driving her neighbors out of their homes. There are entire units that are removed from the market that are rent controlled units that were built for the workers of this city. Reporter out in the Richmond District this homeowner says what he calls home sharing is his best hope to stay in the city. Its personal for me for a couple of reasons. We love the city. We are trying to stay here. Nine months a year we have this room available to be able to rent that out. Thats been great. Reporter so after years of debate over what these websites really mean for the citys housing market, the issue is now heading to the voters. The ballot measure will do what city hall failed to do, which is provide any effective regulation of airbnb and the 60 other companies that offer residential rentals to tourists in this town. I think its important to acknowledge that there are short term rental regulations in San Francisco. Reporter and thats the first argument from prop f opponents. The shirt to remember rental law has been short term rental law has been on the book for a shortterm. Reporter people must voluntarily register the rental units and thats been slow. 650 registrants. 6,000 listings on airbnb. 90 of airbnbs listings are illegal. Reporter so prop f would allow neighbors to police the market on their own. Thats where opponents see another problem. You have friends that are coming to visit you and you have some wacky neighbor that doesnt like you and he kind of sees that, he can file a complaint, he can go ahead and sue you. Reporter so on one side we have people who think renting a room might keep them in their home. Prop f will ban short term rental of in law units, encourage neighbors to sue each other and violate peoples privacy. Reporter on the other people who think the law of profit is forcing people out. Shortterm rentals and Vacation Rentals have changed the community. Reporter in a city where so many people are worried about how they will manage to stay here, prop f is as personal as home. City hall failed us. So proposition f is the only avenue available us to fix the in he is. Everybody that i know including myself is grappling with the affordable crisis that San Francisco is facing. Yesterday, an 80yearold driver mistook the gas for the brake and plowed through the front of the gym killing a 49 yearold woman and injuring 5 others. Today, state assemblyman phil quirk is asking the governor to sign his bill that could literally stop that from happening. What is it thats really going to stop a car . May have an idea in your head. But you dont necessarily know what will actually work unless you have done the engineering study so now they will be done once and for all for the whole state. Reporter his bill creates insurance incentives for businesses to protect their storefronts with barriers and would also fund the research to make sure standards could withstand Something Like this. We felt it was very important that people know that they should be putting protections up and what those protections have to look like. Reporter countrywide, 500 deaths a year happen just like this one in livermore. In california, the Storefront Safety Council says crashes happened 380 times between 2013 and 2014. As our population continues to age, this law is a way to tackle a growing problem. Why not deal with the driver itself instead of a barrier . There is discussions about as you get older, how often should you be tested, how should you be tested and its not just this issue but many issues. And we should see perhaps that we look at older drivers more carefully. But thats something i havent studied and i dont know really what the right approach would be. Reporter the 80yearold driver, the District Attorneys Office is in charge of whether or not to charge her. They havent told us yet what that outcome will be. The troubled santa clara jail system is about to get some new recruits with improved training for dealing with the mentally ill. Graduation services were held today for 70 Correctional Academy cadets. This years class was the first to take an extra week of training on how to deal with the mentally ill. 48 of the Santa Clara County jail population has been diagnosed with mental illness. The sheriff called for more training after three correctional deputies allegedly beat a mentally ill inmate to death in his cell last month. This incident certainly prompted it. But what were also seeing is the drastic increase in the number of inmates that we have with significant mental illness. Its just a tool. Its a better way to do the job. We have put people in this training before but never into the academy. The three deputies were charged with murder in the august 27th killing. They are also accused of beating another inmate earlier that day. The sheriff says Mental Health training will become a permanent part of the Correctional Academy program. Its warming up again. Reporter last weekend he did all that and set World Records in five out of his six events. He says he says he cant practice pole vaulting so he missed. While this race doesnt look impressive the other guys running are 30 years younger than him. Reporter riding down constitution avenue while bodyguards lifted up children to be blessed. This little girl 5yearold sophie cruz handed the pope a message about immigration. All immigrants like my dad feed this country. Reporter earlier at the white house the holy father called on catholics and the country to take care of the poor and the planet. Climate change is a problem. Reporter the pope met with u. S. Bishops encouraging them to be close to the people and welcoming to immigrants. Now, pope francis pointed out he is the son of immigrants while at the white house today likely foreshadowing a message i will deliver to congress tomorrow. More than it was in contrast to the applause with which the poachs announcement wasment by catholic in the courtyard of Mission Carmel a few feet away. All saints have a paint. All sinners have a future. I think its important for the whole story to celebrate the wonderful things that saint Junipero Serra has done. Reporter the popes announcement earlier this year that he was making father serra a saint was met with a drumbeat of questions and criticisms from native american tribes who claim the Mission System destroyed their native culture. He was the president e of the Mission System and the Mission System tortured murdered our people our ancestors.
