Reporter liz, this is one of the main sources to the problems the traffic problems you see in San Francisco. Take a look down at those barricades. Thats the entrance to southbound 280. As you can see, it is closed and thats forcing cars to go through other parts of San Francisco causing the congestion were seeing. Here on this side, this is the northbound side of 280. It is still moving. But as you can see, it is not moving very fast. Well see this all through downtown San Francisco. Traffic has been horrible all day. It was overwhelming, stressful. Im always frustrated in traffic. So this isnt helping. Reporter gridlock on city streets driving in downtown San Francisco today tested a lot of peoples patience. I saw a guy get out of his car and go up to the window of another driver and start tapping his window like he wanted to fight him. Reporter many drivers say it would have been faster to just walk. Sixth street just to come over to tenth and that took 30 minutes. Theres an accident. Four blocks. 30 minutes, four blocks. Reporter you can thank the closure of southbound 280 for the chaos. A caltrans Spokesman Says about 140,000 cars use the highway on a typical weekday detouring all those cars meaning everybody suffers. Traffic was terrible. Reporter terrible. Terrible i mean, i almost ran out of gas. Reporter caltrans is sympathetic but says they need to shut down a stretch of the southbound lanes so they can make the freeway seismically safe. Theres no good time to shut down the freeway. All you can do is look for the least bad time. Reporter caltrans admits this is not the best weekend either. You have the giants baseball game happening tonight at 7 15, not too far away from here, also some weekend games, also you have a large Graduation Ceremony at sf state on saturday. Tonight oakland officials are investigating an expolice officer on disability turned fbi agent. Kpix 5 reporter brian webb is live in oakland with the story. Brian. Reporter ken, this ex oakland officer has been collecting disability for the past 10 years and for much of that time he has also been an agent for the fbi involved in some risky and physically demanding investigations. Fbi agent Aaron Mcfarlane shot and killed a friend of the boston bombing suspects while he was being questioned in florida last year. The fbi refused to identify the agent but it turns out he is the same exoakland cop collecting 52,000 a year on disability taxfree. I think they should investigate. What do you think . I think we ought to hang him. Reporter a boston newspaper traced agent mcfarlands routes to california where he collected a half Million Dollars from calpers since breaking his ankle on the job 10 years ago. An oakland city councilman says possible fraud is hard to enforce. You know, oakland doesnt have the capacity to be enforcing following up so its not only a police issue, you know, its over employees take advantage of the system. Reporter and theres more. Mcfarland left oakland with a violent track record testifying in the infamous Riders Police abuse trial and then was sued for abuse himself twice. Attorney Ben Rosenfeld brought one of those cases against him and wonders how the fbi let mcfarland slip through its rigorous physical and background checks. Why the fbi as a premier Law Enforcement agency in the country has to reach that low into the barrel for recruits among probably a lot of qualified applicants . Reporter the city of oakland is now investigating mcfarland. Is he a good cop born to forever wear a badge or a bad cop trying to scam an overloaded system based largely on honesty and trust . Now, mcfarland may not have broken the rules here. He may be allowed to be in Law Enforcement as long as its outside the state of california, for instance. She claims she spilled it on herself at a drive through in oakland last april. She is suing because she says employees refused to help her. An employee claims she didnt call 911 because it was against Company Policy. The suit asks for money to cover the womans injuries which include first and Second Degree burns. There were two employees that said this that it was their Company Policy that they would not call 911. And not only was this said at the window, by the employees, but afterwards there were two witnesses on the scene that talked to Company Management and they repeated the same thing. Innout is not commenting. A new clue in the search for a man accused of shooting two hikers near a popular trail in tehama county. Authorities believe the suspect is driving a white Chevy Silverado with an extended cab and a snug top cover with eight hole chrome wheels and a chrome wraparound at the front bumper. A sketch was released. The suspect is thin, 6 feet, black hair and moustache. A 69yearold man visiting from massachusetts was shot and killed. He was hiking with a friend on the iron canyon trail last friday. A gunman shot them both. The shooter rifled through their pockets and then took off. A Santa Clara County judge today ordered a serial rapist to be released in the los angeles area. Christopher hubbard admitted to raping at least 40 women during the 1970s and 80s and has been held in a state Mental Hospital since 1996. He will be allowed to live in palmdale. The move has outraged residents so much that they came all the way to the bay area to protest the judges decision. No one is going to be able to sleep or live comfortably anymore because of this. Hubbard will have several restrictions including gps monitoring around the clock. He will also have security with him whenever he leaves his house.
