And across the span of the bay bridge toll plaza, that will be an 18minute commute from the carquinez bridge and a quick commute through the toll those metering lights should turn on in 30 minutes or so. Lets head now to the Altamont Pass traffic coming out of tracy moving at 50 Miles Per Hour pretty good for the Altamont Pass commuters now. At north flynn road down to 33 Miles Per Hour but you can get through it once get to livermore, thats where the traffic frees up onto the dublin interchange. Altamont pass to 680 will take 14 minutes. Art, ace train, muni and caltrain all on time. A local taxi driver is facing charges this morning for reportedly sexually assaulting two women and police are worried that there might be more victims. 30yearold Julio Sanchez was arrested last week in campbell. Police say that one of the victims was intoxicated when she got into his taxi. She only remembers waking up inside his home. We believe that the suspect used his position as a taxicab driver to prey on those individuals who may have been too intoxicated and he took advantage of their vulnerability at that time. Police say that this is the car that sanchez was driving. They are investigating another woman came forward saying she was also assaulted by the suspect. The San Francisco Police Department has a new use of force policy. The new policy bans officers from shooting at moving vehicles, also officers will not be able to use the carotid restraint a move similar to a chokehold. It is an antiquated Police Practice that i believe needs to be eliminated. The question is of timing. Do we eliminate it now or later and give ourselves time to evaluate our intermediate options particularly for female officers and smaller officers. The Police Commission says the use of carotid restraint is rare but effective. But the concern was over training. So the commission ultimately voted that down. In Mountain View, several landlords are taking a last minute stand to stop new rent control laws from taking Effect Tomorrow. Kpix 5 reporter lisa chan is live in the newsroom on why the landlords have decided to file suit. Lisa reporter Mountain View voters approved the measure by 53. 4 but the rent control ordinance is being challenged and could be stopped. The Charter Amendment is set to take Effect Tomorrow but the California Apartment Association or caa filed a lawsuit challenging the new law and is going to court for a temporary restraining order. The measure limits the annual rent increases to Consumer Price index percentages 2 to 5 and prohibit evictions without just cause for multiFamily Rental units built before february 1, 1995. The company says the Charter Amendment is unconstitutionally vague ambiguous and overbroad. The lawsuit also claims the city ordinant preventing possible evictions and rolling back rents to 2015 levels will reduce the a of rent the landlords can get in the future. Caa says the measure deprives Property Owners of a fair rate of return for their properties and eviction protections within the rent control measure transfer Property Rights from the owners to the renters resulting in the loss of a lot of money according to the president of a small Property Owners group in San Francisco. There was a building up the street thats no tic, a six unit building. But unfortunately, the owner had kept it vacant for 10 years because he knew if he let people live in there, he wouldnt be able to get them out when he was ready to remodel the building. Reporter in a letter the caa sent to local Property Owners it said there are 10 potential legal grounds to battle the rent control ordinance. 6 out of 7 Mountain View Council Members opposed the measure during the november election and instead supported a milder alternative. Mountain view is not obligated to defend measure v. City leaders must decide in a vote whether to defend the law or not. In the newsroom, lisa chan, kpix 5. San Francisco Mayor ed lee stepped out of city hall to check on the people injured in a crash at a chinatown bus stop. Mayor lee tweeted this photo of himself with one of the injured victims saying he is quote thankful to see them in good spirits. He also met with several chinatown Business Owners after touring the crash site. This Surveillance Video from that accident on friday shows the moment the car smashed into the muni shelter. It was on stockton street. 10 people were injured, two still in serious condition recovering in the hospital. They are doing fine and they are very happy not only to see me but to to receive everybodys well wishes. One of them is 92 and the other one is 75. So theyre strong women. Investigators are still trying to figure out what caused that accident. A few events today will remember the lives lost in the ghost ship fire. In San Francisco this evening a musical celebration to honor the victims of the fire at the oakland warehouse. In oakland at the hatch on 15th street. 40 of the proceeds will go to fire relief fund. Entertainer alan thicke died of a ruptured aorta according to his death certificate. The cause of death was determined by a doctor. His publicist had previously reported it was a heart attack. No autopsy was performed on the actor, songwriter and talk show host. Makes it very hard to rescue these patients when its an acute onset like this. Thicke was buried this week and the aortic tear also led to the death of actor john ritter in 2003. You wont be seeing any selfdriving ubers on the roads in San Francisco at least for now. The dmv officially revoked the registration for the companys 16 driverless cars. Uber started using them just last week but got into trouble for not getting permits. The ceo says they dont need with you one but mayor lee says it was putting people in danger. He thought he was still being safe. I think i said thats what dmv is there for and you better comply or well be working with our attorney general and the dmv to get that compliance. On the same day the Company Debuted the cars, one of them was caught on camera running this red light. The state says getting the permit takes 72 hours. San franciscos public defender hopes Police Body Camera footage will get all charges against his 22yearold client dropped. Jeff adachi says someone wrongfully accused his client Michael Smith of trying to rob them with a gun. Body cam footage shows smith kicking cops multiple times and police pointing a gun at him. Smiths girlfriend pregnant at the time was detained. She later miscarried. She was one month pregnant. The footage helped the jury acquit smith of four charges and adachi hopes it leads to the rest of the charges being dropped. Really helped because we were able to show the jury that the officers were not truthful in their statements. For example, one of the officers say he tried to walk away. But he is stands in one place the whole time. As for the girlfriend who miscarried the Transit Agency says she was not visibly showing but bart adds after officers learned she was expecting, they treated her with respect. Time now 5 33. The agency says it will work alongside the fire and Health Department to make warehouses safer for artists. Concord police are looking for the man who pulled off a massive jewelry heist. Police believe this man smashed a jewelry case inside the sears store last saturday. He reportedly got away with dozens of rings worth more than 200,000 in total. Were looking good but, of course, the Altamont Pass is now slower as usual coming off 205 in tracy moving at 54 miles an hour. Its such a tease because closer to north flynn road your down to 17 Miles Per Hour. So north tracy boulevard along 580 westbound to the Altamont Pass will take you 26 minutes. Then it frees up through livermore into the dublin interchange. Heres a live look at the Altamont Pass to 680 taking 15 minutes. Moving now to the peninsula commute from hayward to foster city, across the span of the san mateo bridge, thats a quick 14minute commute. And then expect a quick commute on the nimitz freeway, northbound into downtown oakland. 238 in san leandro to the maze will take you 16 minutes. And then if you are taking that to the bay bridge toll plaza heres a live look at that metering lights traffic. The maze to downtown will now take you 12 minutes. So thats not a bad commute if you are heading into downtown right now. Lets head to the south bay looking good green all the way through meaning traffic is running smoothly. And 49 right now in oakland. So temperatures will stay cooler today than what we saw yesterday. Area of low pressure moving on in. As it does bringing with it a storm system that will bring rain and wind and low snow levels, as well. Here is the front as it moves through tomorrow morning around 5 a. M. Now, behind this front, though, we do continue to see scattered showers unsettled shower activity likely still going to see high winds and low snow levels throughout the day on friday and im sure many folks will be on the roads tomorrow traveling to see relatives so something to be mindful of. Tomorrow is going to be a difficult travel day on the roads. Scattered showers die down for the first part of saturday. Most of the day will be dry, certainly dry for santa making deliveries overnight saturday into christmas morning. A winter storm warning friday through saturday night gusty winds low snow levels down to 3500 feet. We could see a few inches of snow that will certainly cause some delays. Great news though for the slopes. Up above 7,000 feet we are talking 15 to 30 inches of powder. So there will be some great ski conditions for you. Alpine meadows 17 to 36. Heavenly 29 to 46 machine groomed runs there and 28 to 54 at kirkwood machine groomed there, as well. Sunrise today 7 22. Sunset 4 55 and it wont be until well after sunset that we start to see those first showers in the north bay overnight tonight into tomorrow morning. So in the meantime, high temperatures today the main story slightly cooler than yesterday topping out in the upper 50s for most folks today. Near 60, low 60s for the warmest spots inland. The extended forecast shows a Little Something for everyone. Thursday, we are dry. Friday, we have rain, we have wind, we have low snow levels. Certainly going to be a difficult travel day if you are hitting the roads tomorrow. And then we do start to dry out saturday. A couple of lingering showers possible but mostly dry on saturday. Sunday Christmas Day does look to be dry. However, the caveat there is sunday night into monday, we have another system moving in. We could see rain christmas night certainly showers on monday. At China Camp State Park outside san rafael, about two feet below the surface lies billions of olympia oysters. The only true native oyster in the state of california. But in 2011, all the oysters there died. Experts say too much rain actually diluted the salt to a point where the oyster couldnt survive. They carry intense water vapor and along with it comes intense rain and sometimes flooding in coastal areas. Some Police Officers in concord went out of their way to help a man who used to be homeless this holiday season. The man in the center of this photo named chris has been homeless for years. But recently he moved into an apartment with his girlfriend. When the officers found out he couldnt afford to buy her a christmas present, they all pitched in to help him buy her a jacket. The officers say they were impressed that chris was able to get his life on the right track so they were happy to help. With christmas approaching a mom found herself jobless and homeless with three kids to care for but her luck changed quickly when she accidentally asked a total stranger for prayers. Amy rickel meant to send the note to a friend with a similar name but her blunder turned into a blessing because the man encouraged her to set up a go fund me page and soon people from her Wisconsin Community and far beyond offered her a minivan to live, a place to live and shot at a career. We didnt want the kids to be out in the cold and we cleared out a room and brought em home. Totally restored my faith in more than just humanity, my faith in god. Another stranger who saw the go fund me page connected amy who is a nurse with a medical recruiting office. Her interview was a success and she starts a fulltime job in january. Very cool. Im kenny choi. Landlords in one community are trying to stop rent control effects from taking place tomorrow. Lisa chan reports on why the landlords are suing. Reporter Mountain View voters approved measure v by 53. 4 but the ordinance is challenged and could be stopped. The Charter Amendment is set to take Effect Tomorrow. But the California Apartment Association or caa filed a lawsuit challenging the new law and is going to court to get a temporary restraining order. The measure limits the annual rent increases to Consumer Price index percentages which is 2 to 5 . And it prohibits evictions without just cause for multi Family Rental units built before february 1, 1995. The lawsuit also claims the City Ordinance prevents possible evictions and rolling back rents to october 2015 levels will reduce the amount of
