Live, from the cbs bay area studios, this is kpix5 news. Tonight, battered by the powerful storm, a landslide crashed into this bay area home, causing the house to collapse as the owner watched. Some say this is the worst flooding they have seen in decades. Highways are shutting down, numerous rescues. The storm put on spectacular show turning bay area dams into raging waterfalls. Good evening, im elizabeth cook. Im ken bastida. We have Team Coverage of the storm damage around the bay area tonight. First, kpix5s betty yu is in the Santa Cruz Mountains where crews are dealing with a giant mud slide. Betty . Reporter thats right ken. It is so massive it closed both sides of highway 17. It will stay that way through the night. Only one southbound lane is open. Caltrans will be doing work through the night, but it says it is so overwhelmed it had to call in private contractors to help with all the work. The work is slow and methodical. This monster slide on highway 17 created a mess for drivers. More than 20 feet of mud and rocks covered the northbound lanes. It completely shut down the major route between the south bay and santa cruz in both directions for five hours today. This is the biggest one. There is quite a bit more earth. Half the mountainside came down into the roadways. Reporter this morning, the slide hit this suv. Debris slid under the car and sent the driver airborne over the center divide. Onto the southbound lane. The driver survived the crash. With the amount of rain we have been experiencing it is very challenging. Because every time we think we have something stabilized. The amount of rain we experience, it proves otherwise. Reporter caltrans worker cans not put in Permanent Solutions until it stops raining. And residents cant do much about this. Today, the San Lorenzo River crested eight feet above flood stage. Water went everywhere it shouldnt. There was a Flood Warning siren in felton grove. And sheriffs sent out search and rescue teams looking for anyone trapped inside their homes. Tomorrow morning, caltrans is bringing a special excavator to help with all the work. Elsewhere, at this hour, Santa Cruz County is dealing with about 50 active hot spots for mud slides, downed power lines and trees. Betty yu, kpix5. And meteorologist paul deanno is tracking the next storm tonight. The next storm will arrive thursday morning. It is tuesday night. It is pouring again in parts of the bay area. This will be scattered. It will not last several hours and it is raining again in marin county and napa county. Sonoma county, San Francisco. Oakland, richmond, vallejo. Yep, it could be a couple of hours of wet stuff adding to an impressive 24 hour rainfall total. Not in mount tam. Kentfield had 3. 6 inches of rainfall today. Boulder creek, nearly half a foot. More than three in lafayette. And twoandahalf inches in cupertino. Napa river, crested this evening but is still above flood stage. Minor the moderate flooding likely to continue there. And the Russian River at guerneville will crest later on tonight. That next storm, all that water will have nowhere to go. The ground is saturated so we will talk about the flooding potential from it and when sunshine coming back. Thanks paul. Reporter well, ken, public works knocked on the front door saying this family head to get out. Father, son, mother, and dog then walked out the front door for the final time. This is what is left of john futures san rafael home. Very much a split level. Reporter there are shingle on the sidewalk. John says the slow moving slide began around 8 00 this morning with the hillside moving for 90 minutes tearing his home apart piece by piece. The deck blew out. There was a deck here on the side we cant see. Then, the chimney kind of went. Reporter firefighters managed to grab a few things from a home stretching yellow tape around it. There are two pictures of my daughter. There is one Laundry Basket of her clothing we got out. Reporter in san rafaels black canyon, hillsides inundated with rain couldnt hold one more drop of water and waterfalls that looked like mini Yosemite Falls didnt just trickle off the top of the mountain, but roared. John says he wasnt worried about storms. But, fire season. There was too much growth up there. And a fire hazard. Not a slide hazard. I can remember thinking, looking at parts where there was grass growing and i was like well, i dont really like the grass growing there. But if it is holding up the hill i will not take it down. Reporter the home has been red tagged by the city of san rafael as reddish mud creeps down the side yard for john, his wife, and two kids, they have a place to stay and the support of neighbors. People do care, you forget that. People do. And, there are a lot of good people in the world. We need the remember that. Reporter now, to give you an idea of how strong this mud slide is, take a look at this chimney that is on the ground here, we have seen chimneys stand up through 6. 0 earthquakes but the power of this mud slide brought that chimney down to the ground. Now u just about an hour ago, the rain started back up here in san rafael. Probably the last thing these hillsides need. Live in san rafael tonight, andria borba, kpix5. It is all over tonight. Flood damage in palo alto. The rising San Francisco creek water logged a few businesses. One, auto body shop had to close when sandbags just werent enough to keep the water out. One again, the north bay is getting most of the storm. Raging flood waters gushing over the spill way creating an amazing spectacle. But, water is only one part of the storms story. In marin county, joe vasquez reports a big concern is mud. Reporter you can see the hiv i have equipment behind me. Crews are working hard to stop the hillsides that are collapsing. It is a disaster in the making. A huge chunk of debris gives way sliding halfway down the hill in green bray. Good thing is drought is over. Now you have a new problem. A different problem now. Reporter the mud slide is stuck now, but if it continues it could cover the roadway and smash into at least two homes. Officials ordered the folks in the houses to evacuate as a precaution. The north bay once again took the brunt of this latest bay area storm. Kayaks and canoes were a constant in kentfield as the creek rose over its banks and took over laurel avenue. The water was coming up our street very fast. Reporter marin fire says the creek hit 20 feet. That is well above flood stage. Flood waters got inside about a dozen homes. Thats a long way from the street. And it was probably eight or ten inches deep in that room. Oh no. Yeah, you can see the water in there. Reporter the napa river rose out of its banks as well. Which is happening in every major rainstorms this season. How bad is it . Depends who you ask. I lived here many years and i never saw it like this. No. No. This is nothing. I saw it a lot worse. Reporter many roads were closed because of high water. And that includes the per perennially flooded highway 37. This guy drives right through a flooded road and of course, he gets stuck, smack in the middle. Flood waters pushed his car backwards. Somehow, he made it out. What were you thinking . I dont know. Trying to get home. That was pretty darn close, you know . Reporter he was lucky this time. Back in green bray, the crews say they will continue to remove dirt and secure the hillside before the next storm comes along. In green bray, im joe vasquez, kpix5. Schools in marin and sonoma counties will be back in session tomorrow, but classes are canceled for the loma prietta School District in los gatos. Raging creeks tore through a golf course down the fairways with so much force, Christin Ayers reports nearly two dozen people had to be rescued. Reporter tonight, the roadway leading into Redwood Canyon golf course washed out and shut down after the worst flooding authorities athey have seen in nearly two decades. It is a rip roaring rapid out there. Reporter flood waters filling this Castro Valley golf course. Around noon, heavy noon caused the San Leandro Creek to swell. Overwhelming the green. Bridges chained to trees on the course. Ripped apart and sent downstream. A port a potty submerged. Golfer cory barios has never seen anything like it. This is just unreal. This is. I cant believe it. It looks like a river. You cant tell there is a golf course there. Reporter the golf force had slided. The flooding was so severe, the manager said they had to evacuate 22 people from a luncheon at the meadows restaurant here. We had to make the decision to close the road and get them out of there. Reporter employees say it is not unusual to have some amount of flooding on this side of the golf course, though certainly not no to that extent. What is unusual is this. The water spreading all the way across the entrance road here. That is ultimately what forced the evacuation here along with how quickly the current was moving. I have been here 17 years. Never seen the road flooded. Reporter lieutenant alone love said the visitors had to be driven out in suvs. Their own vehicles are stranded in the parking lot. Employees say with rain still in the forecast, it is a waiting game now. We are hoping that thursday is not as bad as they are calling for. Reporter Christin Ayers, kpix5. Meanwhile, redwood city, some communities that were underwater today could flood again tomorrow. A few mobile home neighborhoods got hit twice today. Heavy rain and water from the high tides created this mess this morning. And high tide returns at 10 00 a. M. Tomorrow morning. Westbound lanes of highway 84 in the la honda area just reopened. Tons of mud and debris block that area. Crews worked all day to shore up the hillside. And they are still trying to clear the eastbound lanes. Crews are scrambling to fix a massive hole in one of the states largest dams. That was left behind from raging flood waters. Steve large shows us the damage at the oroville dam. This is not normal. Reporter as concrete broke off the spill way, the water gushing sent the giant chunks flying some 40 feet in the air. Big cement just blew off. It is getting worse. Reporter this is what was left. A gaping hole, 180 feet wide. 30 feet deep. Forcing the department of Water Resources to close the oroville dam gates for now, even as water continues rising in the reservoir. The most important thing to say about this problem with the spill way is the dam itself is not in danger. Teams of engineers are only starting to investigate what went wrong. Maybe it was a soft spot under the spill way that was not known about. That could have been a pocket of material they didnt know about. Reporter the dam will not be open for at least several days while engineers inspect it. As water continues to pour into the reservoir, small releases are being made through a power plant. If it reaches capacity, state regulators say they will open the dam again. Over the spillway to avoid the reservoir overflowing. It will probably take out more concrete. But, that is better option than allowing the dam to become too full. Reporter gary and beth shot the video showing the spillway failure while they were on a hike nearby. We noticed a lot of water shooting up in the air where it shouldnt be. So as we got closer we saw there was a real problem. The judges asked both sides to cite specific evidence supporting their arguments. The travel ban on refugees and citizens from seven mostly muslim countries went before these three judges on the ninth Circuit Court of appeals. This government lawyer argued President Trumps executive order protects the u. S. From terrorism. Last week, a federal judge in seattle temporarily blocked that order. This is a Traditional National security judgment that is assigned to the political branches and the president. And the courts order immediately altered that. Reporter but this attorney for two states fighting the ban. Washington and minnesota argued it was causing irreparable harm. We have students and faculty stranded overseas. We have families separated. Long time residents who could not travel overseas to visit their families without knowing if they would be able to come back. We have lost tax revenue. Reporter a ruling could come within days but whoever loses is certain to go to the supreme court. The high court would need five votes to issue a ruling. Much of the state will be ten feet underwater. Only on 5 tonight, paul deanno tells us we are actually overdue for an historic megaflood. Reporter california is out of the drought. Atmospheric rivers fueled by tropical waters have pounded the bay area with rain. But this is nothing new. Over 100 years ago, we were in the same boat. Literally. You couldnt walk around the street. It was just people scrambling with row bouts and little houses floating away. An furniture and cows. Reporter it was 1862. Leeland stanford was sworn in as californias eighth governor. But he wouldnt start in sacramento because the capitol city along with much of the state was ten feet underwater. Devastated by 40 days of continuous rain. The culprit . Multiple Atmospheric Rivers. Hitting california again and again. These things can carry, you know, up to ten mississippi rivers worth of water vapor from the tropics. Like a firehose. Reporter and we have had several of those so far this winter. Tremendous amounts of rainfall and flooding. If all of your rainfall is represented by this one jug of water, you would need four jugs of water. Reporter could it happen again . Yes. Data says california will need a mug flood. So we are overdue. Long overdue. There are over 350,000 people that live in the 100 year floodplain. And im sure the vast majority of them dont realize they are living in an area that is at risk. Reporter losses could be over 700 billion leaving millions homeless. And it is not just rainfall. Coastal fluiding could crumble levees. If this seems unlikely, just ask ecologist and louisiana native john borgioruis. I know how much new orleans has changed since katrina. Because, people have left and it has come back. But, it is not exactly the same. And, we do risk that here in silicon valley. If you look at what is at risk here, it is not just the infrastructure, it is our high tech businesses. The good news, projects like salt pond registration are in works to protect the bay. Its a start, but a megaflood would still be devastating. The damages from the earthquake were about 11 billion. Thats the magnitude of impact we are talking about. And back in 1862, the Central Valley filled up from freding all the way south to fresno. They called it lake sacramento. It was almost 30 feet. So Atmospheric River passed through today working its way south. Why is new rain returning . Because there is a new storm coming. It is the same train tracks in the atmosphere. It will arrive thursday. Unstable air will give us scattered showers overnight. 7 00 tomorrow morning, most of the action is in the north bay and light to moderate showers. Scattered showers throughout the eveningful most of the day will be dry. We get a bit of a break wednesday. Thursday, not guilty a break. Here comes more rain. Only one inch of rain is forecast, but since it will all immediately turn to runoff when the rain moves through, lunchtime, 1 00, 2 00 in the afternoon, would not be surprised if we hear of new mud slides and new Flood Warnings because of that rain and showers will continue on friday. So, when do we get a break . High pressure finally builds in for the weekend. Saturday, for about five days there after, we will be sunny and dry. A couple of things to remember.
