North charleston patrolman Michael Slager is charged with murder. He told his bosses that 50yearold Walter Lamar Scott had grabbed his stun gun after an argument over a traffic stop. In the revealing video the unarmed father of four is running away after apparently being hit by the stun gun and the cords of the weapon are still attached. As scott is down, the policeman is seen dropping an object near the body. Although the Police Report said they administered cpr, theres no evidence of that in the nearly fourminute video. Not every officer is cpr certified. Reporter theres the issue of looking at slagers past police work. Hes had two complaints in five years. He was cleared in the only charge of excessive force. Other incidents hes had. Well look at that. Reporter black demonstrators are marching in the streets. They took their anger into a Police Press Conference where authorities tried to explain. Theyre ordering more than 250 police body cameras, enough for every officer. Walter scotts family said thats good, but theyre still suing the city in civil court. On Good Morning America saying their son was treated worse than an animal in the street. When i looked at that tape that was the most horrible thing ive ever seen. To see my son running defenselessly, being shot. It just tore my heart to pieces. Reporter scott did have an outstanding warrant for unpaid child support. But she says no reason for him to die. He has been raised in the church from day one. He sang on the choir. He played the drums. He would call his mom every single day. Reporter scott and slager have something in common. They were both in the coast guard. Slagers wife is eight months pregnant. If slager is convicted he could be sentenced to the death penalty. A conviction alone would be astounding. They are overused and so people from all over come to marin county to enjoy the outdoors. But with 3 million to 4 million visitors a year the spaces are becoming overwhelmed. The county finally has a trail Management Plan that is supposed to balance recreation and the environment. But as so often happens, the devil is in the details. Its wild flower season. One of the most beautiful times of year in the marin county parks and open space. But a lot of people enjoying the view are on trails that are not supposed to be here. And the Parks Department wants to close some down. Thats why 200 outdoor enthusiasts packed this meeting to get a first look at these maps of southern marin county, showing the proposal for what stays, and what goes. These trails are being used and loved dearly. Its easy to abuse them. Marin county open space is 16,000 acres with 250 miles of roads and trails. Many created by people who just carved out a new route. Thats really too many for us to manage over time. And most of those roads and trails were inherited by the district. They were built for other purposes. Under the district plan some trails will be eliminated. Others will be improved, with new rules about whou can use what. Thats a tough sell in marin known as ground zero for trail conflicts between hikers, bikers and horse back riders. Years of meetings have led to some cooperation, but bike riders want more. Our mission is to help open narrow trails, and allow more access for bicycles. Not everyone thinks thats a good idea. The concept of allowing bikers on the same narrow trail, to have horses and hikers on it is a dangerous situation. Theres also major concern about native plants, and wildlife. Here is a really nice patch of the oakland star tulip. Sarah works at Ring Mountain preserve where some trails may be closed. Ring mountain has one of the few remaining stands of native grassland and home to seven rare plants, including one found nowhere else on earth. There arent many other places that have this level of native species. This google earth map shows the mountain is covered with small trails that cut up sensitive habitat. This is one of the rare species. You can see how easy it would be to trample by mistake. These people dont know it but they are actually walking on an unauthorized trail that goes right through a patch of rare flowers. It travels straight up the slope. And as a result, it has a lot of erosion. These are the kinds of problems the open space district hopes to eliminate in its new trail plan. And this meeting is just the beginning. The district will have similar sessions to get public input around the rest of the county. Then begins the difficult job of closing trails and trying to make it stiblg. Stick. At abc7news.
