explain exactly what is happening this time in the ongoing saga. >> well this has been going on for years and this is the culmination. armstrong said tonight enough is enough. he's done fighting the persistent charges that he cheated and will not defend himself against the latest claims by the u.s. anti-doping agency. now be clear. this is in no way admission of guilt but certainly be portrayed that way by the group which has been after him for like forever now. they are banning him from competitive cycling. in june anti-doping officials claim they have new evidence proving armstrong had indeed used performance enhancers but couldn't give any details at that point. armstrong decision clears the way for them to press cycling governing body to strip lance of the title. armstrong claims they have no authority to take his titles away but the head of the agency disagrees with with him so we may have a bureaucratic beef going on. whatever the case, it's a stunning decision by lance armstrong. i have done so many interview with him over the years dan and he has maintained firmly he never cheated. and insisted all along he would fight fight fight. why he is choosing to give up the fight now is curious. >> as you suggest it may add tof guilt but l cycling officials have been absolutely dog about pursuing him over the years. he has fought consistently. why do you think now he will not. >> hard to understand. you can make a case for him where he just says look everybody has an opinion on whether he's guilty or he's innocent. nothing to be gained at this point. you are firmly seal in your view. one thing that is hard to get past is that pretty much everybody in the sport elite athlete in cycling they all have been either convicted of cheating or admitted they cheated. so you are to believe want to believe lance he was clean and he beat everybody else in the sport while they were all dirty. >> seems unlikely. >> but there is no proof. haven't seen any smoking gun evidence. >> let me move you along for a second. another major story in sports. this one is all local and a lot happier. >> this is fun. this is fun. there's no steroids in little league. we can say that pretty assuredly. petaluma has had a lot of close games in the past week. tonight l was not one of them. they put texas away early in the also league world series. little girl at home plate in williams port she was having fun. she had more fun than texas did tonight because this was just complete domination by petaluma. as you know they went through the loser bracket and so at any point in the series if they had lost they would be facing elimination. would be coming home. they got a great game from smith tonight. hit a grand slam. then came back and hit a solo homer later in the game. here we good. here's the little girl. there's dug out and mascot dressed up as superman. i'll tell you who was superman and that was the manager son hahns smith. grand slam made it 5 nothing. route was on and smith again another bomb finished 3 for 3 with two homer and 5 run pat batted in. petaluma a rare walk off victory in this game in the fifth. mercy rule and hears the deal with the mercy rule. game is called if the team is up by 10 or more runs after the 4th inning. so petaluma wins 11-1. that sets up a rematch on saturday for the u.s. national championship against same tennessee team that handed petaluma their only loss in the tournament. >> we see the same pitcher. same team. we know they don't give up. i see a lot of similarity in them with us. they are going to fight to the 6th inning. they have done that in the last 2 games. and so we know we have a battle. but we are happy we get the opportunity. >> they are sky high. how good is this? and they just killed it happened. you can see 4 men armed with mask bursting into hb jewelry store. happened just after 11 today. police say they got away with more than 200,000 dollars worth of jewelry. store owner the jewelry goods into the duffel bag. >>reporter: entire incident took less than 2 minutes and no one was hurt. police say they hope the image from the surveillance video will help them track down the thieves. look at them go. awful. robbers last seen in tan 4 door car heading westbound on interstate 80. in san jose tonight. quick arrest in grocery store killin killing. michael paul howard is accusesed of killing a man at the safeway on story road on tuesday. but despite the arrest the pressure is growing on san jose police to do something to slow a sudden rise in violence in the city. 7 news reporter has that story. >>reporter: san jose police arrested 27-year-old michael howard at his home. he's accused of homicide in death of juan munoz on tuesday at the safeway grocery on story road. paramedic first found munoz outside the store. >> realize he was a victim of a crime. suffering from at least one stab wound. at that point they called for the police department. >>reporter: he was the 31st person killed in san jose in 2012 in a year that has seen 4 more murder in the city since this point last year. an arrest in this case may ease some criticism hurled at the police chief recently by state assembly woman campos this week she pen a letter call on the california highway patrol to step in and help the san jose police. kept she calls over stretched. but san jose cops say chp officers have different law enforcement role than city police and any help would have to be tightly coordinated. >> they have been used successfully in other jurisdiction to assist in investigating primarily traffic related incident so that the local police department can redeploy those resources they have to criminal investigations. >>reporter: it's not clear if the city of san jose would have to reimburse the state for chp back up. at the lady of guadalupe church community members participating in a an event that is organized by city council member xavier campos the developmentally disable. state regulator say what happened at the sonoma developmental center is abuse, neglect. miss treatment. in conjunction with california watch the center for investigative reporting vick lae has followed this story from the beginning. and he reports tonight from sacrament sacramento. >>reporter: two weeks ago a joint committee of the legislature ordered an investigation into the department of developmental services. in particular in-house police force. o p s or office of protective services. now this scathing report by the kept of public health blasting the sonoma development center. largest of the 5 board and care facility for people with intellect disability. report a indictment of the center says health inspectors found very serious conditions impacting quality of care. where patients were abused. neglected. otherwise mistreated. the report said theq o p f failed to ensure evidence that all alleged violations and injuries of unknown origin were thoroughly investigated. it said the sonoma center is at risk of losing its federal certification. state senator leno authored a bill that would require the o p s to go to outside law enforcement to investigate major crimes. >> if writ to lose the credit it would last the federal money and upwards of over 100 million dollars a year potentially. >>reporter: report comes on the heel of an investigation last month by abc 7 news in our media partner california watch. that staff member was shooting patients with a taser. at sonoma developmental center. health department report includes sonoma center plan to correct the violations. administrators say they have already made changes but admit more needs to be done. the written statement says in part both the executive director and the clinical director have been replaced. several other employee have been terminated or disciplined. leslie morrison of disability rights california has been following the sonoma center checkered history. >> we are shocked and dismayed about the content of the repor report. it reflects a blatant disregard for patient rights dignity of people with disabilities. it discloses horrific incidents of resident abuse and neglect. >>reporter: the o p s in-house police department has been under fire for years for reportedly lack investigation into abuse and even death. now in the taser case the staff was caught a taser gun and loaded glock pistol in the car. eventually fired and pleaded no contest to misdemeanor possession of a loaded weapon. but he was never charged with a taser assault. navy seal has written a book giving details about the raid that killed osama bin laden. seals famously guard their secrecy so who is this man doing this and why? abc news reporter martha has the story. >> he was there when the navy seals busted did you know the door of the bin laden compound. he was there when osama bin laden was shot to death. the former navy seal who uses the sued name mark owen has written a tell all to beat all tell al all. no easy day. firsthand account of the mission that killed osama bin laden. has been a closely held secret by the publisher. but is expected to be an instant best seller when it is released on september 11th. nobody knows exactly what is in it yet but the publisher says the book provides a blow by blow narrative of the assault beginning with the helicopter crash that could have ended owen life straight through to the radio call confirming bin laden's death. administration military were quick to say that the author did not request atravel for the book which is usually standard even though the seal left the military a year ago. seal community hasn't shied away completely from publicity in recent month. some active duty seal playing themselves in fictional movie that has very real looking raids. but talking about the bin laden raid is different. already the author name has been made public by some news organizations and that worries active duty seals and their family who fear that the team that killed bin laden could be a prime target for terrorists. martha, abc news, washington. mean time scientist may have devised new way to bet protect soldiers from the heat of a bomb blast. key is new camouflage face paint that hide soldier from the enemy but also shield them from a bomb searing heat. when bomb connecticut nature there are actually 2 blast. the first is a wave of high pressure. the shock wave. second is a blast of heat that can exceed 1,000 degrees fahrenheit. researchers say it can literally cook a soldier face and hands. now researchers come up with safer heat blocking face paint. blow torch demonstrates the effectiveness here. the painted side on the left can block out heat for a critical 15 seconds. to achieve the effect researchers at the university of southern mississippi rae placed carbon base with silicone. that is non-flammable but could save lives and certainly serious injuries on our soldiers and marines. >> tonight pg&e is facing a lawsuit that could ultimately put money in your pocket. it's a class action looking for reill burstment for millions of customers. heather is explains what it is all about. >>reporter: the suit filed today says at least 4 million past present pg&e customers should be reimbursed for fee paid between 1997 and 2010. suit sets consultant hired by pg&e after the san bruno ex completion found 100 million dollars that was supposed to be used for safety was not. >> instead that money went to executive compensation. it went to bonuses. it went to stock payment. it went to millions of dollars paid in bonuses to the ceo. >>reporter: some of that money was supposed to be used in san bruno where 8 people killed and 38 homes destroyed in a 2010 pipe lane explosion. >> in 2010 pg&e collected 5 million dollars to make repairs in san brawn o. they didn't spend a penny of it on repair. instead the same year they paid out 5 million dollars in executive bonus and compensation. >>reporter: san bruno resident is one of 2 plaintiffs named on the suit representing all customers. >> they keep raising our rates. saying it was for our safety. but they haven't done that. they use it for their profit. i think it should be used for our safety. in san bruno. we are reviewing the allegations put forward today and intend to defend our self vision russly in court. >>reporter: how many times do you have to ask a big corporation like them to do the writ thing. what do you need to do seems like they need to be hit over the head with a lawsuit. anyone who was a customer is automatically included as plaintiff unless you opt out. this is abc 7 news. >> in sacramento tonight the assembly passed a bill that allows city and county to speed up the permit process for pipeline testing and maintenance. tl it will help protect community from a future pipeline disaster like the one in san bruno. well, moving on. we told you at the top of the newscast about for the little league team simply by rubbing the back of his headism everybody has to do it. because that's going to bring us luck. and so we weren't to keep going. >>reporter: here is the wonder kid behind the tradition. he is 4-year-old ted unofficial member of the team. >> they rub my head. >>reporter: all started in the regular sen and continued into the world series championship games. players rbing ted head for luck. kind of brain child of ted older brother max who was on all star team. they played a little ball of their own this afternoon. >> and i had the idea just to start rubbing his head because everyone just like really loved him. and we just we started winning a bunch of games witness and stuff. >> they just started. they love ted any way so he was always around for the gyms so-so they just started rubbing his head. it became the good luck thing. must have won a few fwims after doing that then they just wouldn't let it go. >>reporter: when ted can't be at the wonderful experience for me. i know this sounds cheesey but i feel in kind of close to people i'm interacting with on twitter because there's a certain the i think authenticity in the way we
