hd taken tonight before the west end of palm avenue in morgan hill today. that's where earlier this afternoon a volunteer with class kids found an empty box labeled stainless steel handcuffs and about 5 feet away 2 used condom. that volunteer called law enforcement medley. >> they are collecting it as possible evidence. we don't know if these items are going to be relited to the is sierra la mar case but we'll have them submitted to the crime lab for further testing. >> the field where the items were found is just a mile and a half from sierra house. she disappeared march 16. hundreds of volunteers searched a 12 mile radius from the 15-year-old home while about 40 law enforcement officials and members of the fbi continue to work this case. investigators are now saying sierra may have second floor window. people living across from the district main office on railroad avenue say the panel block their view of the rolling hills. neighbors have complained the school didn't give proper notification for the solar project. district did post notices of the school board vote in the local paper on christmas eve and new years eve back in 2010 but never said where the meeting would take place. >> i want to feel insured that those panels will be lowered. >>reporter: neighbors spoke out at school board meetings about the panel on railroad avenue that were to be lowered last year. they haven't been. they say the plant nut to hide the panel they are dying. >> most look dead so i still think they are pretty ugly and the whole vegetation isn't pretty. >> school says it's a construction problem. they are not finished. and they don't really get into details. >>reporter: i.team went to recent school board meat to go ask district officials about the hold up. why is it solar isn't working? deputy superintendent freeze has been overseeing the solar project. >> why isn't the solar working. the contractor has run into serious series of problems outside of our control. >>reporter: elected school board. >> yes we have concerns that the solar isn't up and running and yes we wish it were. >>reporter: deputy superintendent said somebody has replaced the contractor and is paying 1,000 dollars a day in people ty. company will pay more than 250,000 dollars. that won't make up the 1 million dollar the district hoped to save this year so according to freeze the district may have to spend 300 to 400,000 $or more out of the general found for their electricity. we asked her about the solar panel delay and said they don't comment on open contract. >> i don't think they did their due diligence. >>reporter: school board accepted lowest bid on the project. next lowest bid was 2 million dollars more no. way of knowing if a different contractor could have delivered on time but one board member wonders what lesson the school officials should take away from the process. >> maybe we learn the lesson that cheap is more expensive in the end. >>reporter: there was talk of suing the construction company to recoup the savings but school officials want to avoid lengthy and costly legal battle. solar panel are now supposed to be up and running in may. i'm posting a new i.team blog
