Another shakeup at the top of the a Bay Area Police department. This morning haywards police chief is now on paid admin st t administrative leave. Bob, we understand this is stemming from some sort of personnel investigation. Reporter thats what the city manager and the Police Department is telling us. Its a personnel investigation. Sergeant here at hayward Police Department says the matter is, quote, confidential. But this was an all of a sudden move that happened yesterday when Hayward Police chief diane stuart was placed on administrative leave and she is going to be on administrative leave until the end of the socalled personnel investigation. What that investigation is looking into the city nor the department will not say. A Police Sergeant telling us its cobfy den shul. The city appointed captain mark koller as acting police chief. Chief stuart became top cop in hayward in 2011. She the citys 13th chief. The first woman to hold that position. She started her Law Enforcement career back in 1986 as a San Jose Police officer. She worked her way up to assistant police in that department before coming over here to the east bay to the hayward Police Department about five years ago. Consumer investigators chris chmura is here to show us how he helped out. Good morning. In late june we responded to san jose owner whose broken mailboxes had sat unrepaired for six weeks. We called the post office and shortly thereafter the mailboxes were repaired. The Postal Service explained it had a backlog. That story pronted archie to write us about a similar yet lengthier situation. He says he and his neighbors have been waiting four months to get their mailboxes repaired. In the interim, they must each travel to the post office to pick up their mail. So we reached out to the post office again. The Postal Service quickly fixed nose mailboxes. This time a spokesman gave us a little more detail about its backlog. He said we are working as feverishly as possible to get all of them repaired but with more than 100 boxes in the queue, we have to rely on the current inventory of parts and putting in emergency orders for parts dwoent have. Peninsula couple is facing felony charges after their little dog sprocket died from severe burn injuries. Today in the bays pete suratos is live at the San Mateo County jail this morning. Pete, investigators say the couple put their dog in scolding hot water on purpose. Reporter yeah, good morning, laura and sam. The boyfriend in all this, paul was arrested in oregon last week. Brought here later this week to the San Mateo County jail. Lets show you that picture of that 2yearold dog that died as a result of those burns. According to investigators are the Peninsula Humane Society the couple allegedly intentionally burned the dog with scolding water back in april. His girlfriend shelby brought the dog to an emergency vet clinic in may. Thats nearly two weeks after this burning incident. The clinic wasnt able to save the dog which had third degree burns over 40 of the body. They said it was an accident and now this case is being turned over to the das office. Primary focus is obviously to hold someone accountable for causing that much pain to an animal. Reporter now, she has been released on bail and due in court in october. The search continues for the person who shot and killed at least three sea otters along the santa cruz coast. Those otters washed ashore in separate locations including sea cliff and twin lakes state beaches between august 12 and august 19. Investigators are looking into a fourth dead sea otter. State wildlife investigators say the shooting puts this threatened species at risk. So we consider this a very serious violation. Sea otters are a threatened species. They are protected both federally and by the state of california. Killing a sea otter is a crime punishable by both fines and jail time. A 10,000 reward is also being offered for anyone with information leading to an arrest. Happening today, keeping your family safe if you live in san jose. The city council is expected to vote on a plan aimed at putting more Police Officers on patrol. Today in the bays kris sanchez is live in san jose this morning. Kris, the situation is being called now a state of emergency. Reporter right. It sounds dramatic, laura, but this is essentially would allow the police chief to work around some of the terms of the contract between the san jose pl Police Officers union and the city of san jose. Take a look at why this is necessary. The sjpd has 176 fewer Police Officers than it did just five years ago. These numbers from the city manager. Because of that San Jose Police officers are already working mandatory over time. The average is about extra five hours. Some officers have taken to sleeping in rvs on City Property because they say the turn around isnt long enough for them to get back home. Look at the message sent to sjpd officers on saturday. Swing shift is shorten officers. By the way, the day shift was 11 officers and four sergeants short as well. So this state of emergency would allow the chief to shift 47 officers to patrol, all together without asking for volunteers. It would bypass bidding to ask them to choose other than patrol. The department would still be understaffed. Were going to do everything we can to move regulatory obstacles or any other obstacle to enable him to do what he needs to do to keep the community safe. But we all know this is just a bandaid. And unless we get measure f approved in november by the voters, all well have is bandaid solutions. Reporter that measure would essentially undo almost all of the pension reform that voters approved years ago and which mayor samly card do supported as a city council member. Puts in place protections or officers injured on the job and thats something that the police chief and the Police Officers union has said will be critical if the department is going to recruit and retain the officers that it already has. A very popular footbridge in the south bay may soon have to be closed an knocked down. This all appears to be a permitting problem. Bikers and walkers through that bridge which intel owns. The bridge connects intel headquarters with the trail known as the freedom path along the creek. The permit is set to expire very soon and the problem there is you cant own a private bridge that is situated across the public waterway. The permit from the Water District may be expiring soon. And intel does not need that bridge as a corporation, whereas the employees enjoy it, the benefits of that bridge. Thats where the issue is. The Water District is now working with intel to try and come up with some kind of solution. If some kind of agreement cant be met the bridge would have to come down. 6 51. Fish and wildlife war dens are trying to determine if a dead deer found with an arrow through its side at walnut creek may have been shot ill ellie. Someone who live on west park court found the deer sunday in open space behind their home. It was believed that it was shot at close range. While hunting deer is legal in unincorporated parts of Contra Costa County it is not allowed within 150 yards of a residence. Bob, this is just the latest Bay Area Police department to see a major shakeup at the top. Reporter theres little explanation for why diane stuart was put on paid administrative leave suddenly yesterday, sam and laura. Bedid ask the Police Department and the city manager for an explanation. And neither would explain. They just said that she would be on leave until the end of, quote, personnel investigation. What that investigation is looking into, the city nor the department will say. A Police Sergeant told us that the details were, quote, confidential. Now, the city has appointed captain mark koller as acting police chief. Stuart was top cop in hayward in 20 2011. The first woman to hold this police.
