Meteorologist kari hall has a look. Its tongue twister tuesday. Well have a lot of sunshine, warmer temperatures for the afternoon. Were in the upper 40s and low 50s as you get ready to step out the door, and it is all clear. We also have a calm wind as our temperatures are headed for the mid70s for much of the east bay, even upper 70s for the south bay, with san jose looking at a high this afternoon of 78 degrees, and 77 in martinez. Well be in the mid70s for much of the north bay. Look at tomorrow, even warmer. Well start to see 80s for parts of the trivalley, the east bay, down to the south county, and in San Francisco, also, in the 70s, as well see for much of the peninsula. On thursday, some of those numbers near the coastline start to come back down. We are still warm for parts of the south bay, with morgan hill up to 83 degrees and 81 in concord. So ill continue to follow this trend. A major cooldown for the weekend. More on that is coming up in a few minutes. A new look this morning at which california neighborhoods are getting hit the hardest as the states largest insurer announces plans not to renew some Home Insurance policies. Today in the bays bob redell is live for us in contra costa county. Bob, orinda is one of those cities bearing the brunt of this move. Reporter unfortunately, you are correct. Good morning to you. According to information obtained by the San Francisco chronicle, state farm, the states largest home insurer, will not be renewing 1,703 policies here in the town of o orinda. The 1,700 number is the highest number of non renewals by state farm. The highest other number is down south in los angeles. There are almost 1,000 policies that will not be renewed in nearby lafayette and over 1,400 in santa rosa. Last month state farm issued a written statement explaining its decision to no longer write new policies for california homes and to end coverage for about 50,000 existing customers. The statement reads, quote, this decision was not made lightly, and only after careful analysis of state farm generals financial health, which continues to be impacted by inflation, catastrophe exposure, reinsurance costs and the limitations of working within decadesold insurance regulations. Homeowners who live in areas that are at high risk of kind ofs like wildfires will have to buy into the california plan that is subsidized by the state and it is expensive and only coverage fire coverage. We talked to a Research Group about the problem of nonrenewals in densely populated zones and the group says insurers have been losing money due to california premium limits and for every dollar Insurance Companies receive, 1. 08 is spent out on paying claims, primarily due to wildfires. The Insurance Information institute says the California Department of insurance is updating regulations that could bring more policy options at competitive prices back to the state. That would mean being able to charge what is commonly known as actuarial sound rates, something thats not occurring today. Reporter but the institute says it could take a few years for the California Homeowners Insurance Industry to stabilize, even after the new laws they were talking about are put in effect. Reporting live, bob redell, today in the bay. Bob, thank you. Were learning some new details on an intense fire in hayward. Citizen app video shows flames shooting into the air last night. Firefighters say it started about 9 30 at an insulation business in the intersection of hall. Its around the corner from the costco on hesperian boulevard. Flames threatened to spread to the Cabinet Store next door. Firefighters closed off the area until early this morning. Flames were shooting through the roof about 30, 40 feet up in the air. Crews made entry and the fire load was pretty severe. There was a lot of stuff that was on fire. Backed out and we immediately went to defensive mode, called for a second alarm. No one was hurt. Firefighters are still looking into the cause of the fire. This morning, the posey tube is back open. This is after a fire trapped those cars inside last night. The traffic stopped around 7 30, firefighters battled a pickup truck fire inside the tube. Eventually First Responders evacuated the drivers, crews used large fans to clear out the smoke. Again, posey tube is now reopened. San francisco leaders are vowing not to give up the fight of the at least without a fight when it comes to the renaming of the oakland airport. The Port Commission on thursday will debate changing open airports name to San Francisco bay Oakland International airport. An airport spokesperson argues it would clarify more than confuse. San francisco leaders disagree, and last night threatened legal action if oakland goes ahead with the plan. The current proposal infringes on sfos trademarks. Sfo began operating almost a century ago, has used San Francisco International Airport or San Francisco airport through most of the history, and weve had these trademarks for so long, that they are incontestable under federal law. Airport leaders argue the change is needed because people dont realize its close proximity to San Francisco and business is being lost in the process. They also say a new survey finds about half of east bay residents are at least somewhat comfortable with the name change. A member of the San Francisco Sheriffs Department is facing Domestic Violence charged, sheriff Jonathan Espiritu was arraigned yesterday. His exgirlfriend reported him earlier this month after finding a tracking device in her car and claims he strangled her and later attacked her. The charges include Domestic Violence, battery and assault. Today Congress Returns from its twoweek recess with a busy agenda, including decisions on ukraine aid, israel funding, funding for the baltimore bridge collapse recovery and reauthorizing the federal aviation administration. Students could observe with special telescopes equipped with solar lenses. They got a look at a sun spot larger than earth in the middle of the sun. Im a scifi nerd, so seeing this is pretty cool. You see it in tv shows and movies. But to see it in real life is awesome and the teacher made it super exciting. San franciscos exploratorium passed out 1,000 free eclipse viewing glasses and sold more than 200. Visitors also had a live feed they could watch from mexico and texas in that zone of totality. It was a cool experience. It really was. We shared it. I like that we shared it. We ran out to the parking lot. And perfect weather for that, too. At least here in the bay area. Its clear, so it would have been nice to have that totality moment. But, you know what, maybe some other time. Maybe in the next 20 years. All right, so lets get a look at our temperatures, where were starting at right now. Were in the low 40s in parts of the north bay. It is 50 now in san mateo and 50 in san jose. After this cool start, take a look at where were headed. Were usually in the upper 60s on this date. In santa rosa, well see a high of 75 today. Its going to start to heat up this afternoon. It will be about 7 degrees above normal in concord, San Francisco a few degrees above normal, and in oakland well see a high today of 73, which is our typical High Temperature in oakland is 65. Now, save on our board is spirit airlines. Its having a lot of trouble. The government barred its merger with jetblue and its having problems getting its hands on enough airplanes. This is not a boeing problem. Spirit uses airbus and airbus has had some inspection and safety slowdowns as well. Spirit says it will have to furlough some pilots, this at a time when the rest of the industry is thriving. A civil trial against tesla for the death of an apple engineer back in 101 in 2018 was supposed to begin yesterday, but tesla settled the case. The ntsb says the driver was on autopilot playing a game on his phone when his tesla hit a barrier in Mountain View. We expected the familys lawyers would point to teslas marketing of its full selfdriving, which, by the way, it isnt, as the reason their loved one trusted the car enough to take his hands off the wheel. Thats according to the personal finance Company Credit karma. The poll finds more than 64 of some who received a refund have spent some or all of it. The other half are disappointed with the amount they received. About one in four fear they wont be able to afford their tax payments this year. 26 of those getting refunds splurging on things like clothing and electronics. Our advice to anyone who is considering just splurging with their refund, while that can be really fun, its a great idea to put away a small part of that, maybe 10 , to use for fun, to treat yourself, to have something exciting. But to put the majority of that refund towards either your debt or savings or investments. That can go a long way to getting 2024 off to a great start for you financially. Tax day, of course, is april 15th. You can also file for an extension. The deadline to do that is midnight on tax day. Trending this morning, a scaly surprise. A florida woman is opening up about finding an alligator inside of her home. Were talking about nearly eight feet long. Look at this. It happened in venice last month. This was near the states west coast. The homeowner says that she noticed a strange noise through her screen door. I thought somebody who didnt live here was trying to come in, thinking they were probably in the wrong house because that happens frequently. By the time i got up and went near the front door, the gator was already inside. Yikes. Definitely the wrong house. She called 911. Florida fish and Wildlife Conservation commissioners, as well as local deputies were able to wrangle the gator out of the home. Wow. I have so many questions. She said, people normally just come into the wrong house . How did that one get in . I think it was a screen door. Thats a big animal there. Okay. Can you imagine walking in on that . Yikes. Have whatever you want. Im out. All right, lets get started this morning, as we are seeing a clear sky. We had beautiful weather yesterday. Well, that continues today. Were going to bump up those temperatures a few more degrees. And well head for the upper 70s for today, but then by tomorrow into thursday we could see some 80s in the inland valleys, and then cooling down on friday, with rain chances for the weekend. We are all clear for now. Once again, taking a look at the big picture and the storm system that we had over the weekend, now causing problems over the texas panhandle and pushing off toward the east. Theyre dealing with some large hail and the potential of tornadoes today. Were seeing High Pressure warming up our temperatures and things will change for the weekend with our saturday only in the 50s. Were going to see some rain coming in, so we will have another taste of winter coming in. I know, just like last weekend, we had the warm weather throughout the week, and then a cool weekend with a chance of rain. So it looks like thats on repeat for now. As far as how much rain we could see, some of our rainfall totals in these areas in red near the coastline is about an inch of rainfall, while some of our interior valleys could see about a quarter to half inch of rain in the delta, and then for the trivalley to the south bay, its about a half inch of rainfall total throughout the weekend. And look at how our temperatures dip. In walnut creek, were going from 80 and 81 degrees for the end of the week to only highs in the upper 50s for saturday, so were having to get out the heavier sweaters, the jackets and the umbrellas as were seeing that rain coming in. Temperatures only up to 57. 62 on sunday. Then early next week, it will be clearing out while San Francisco will have some mild weather for the middle of the week, and then cooling down, only 56 on saturday. As youre heading out on the road, lets get a look at some of our cameras. Things are looking good for 101 in palo alto. Both north and southbound there is a smooth flow of traffic and it looks like for the bay bridge its a little early to see the metering lights. Well see if they turn them on within the next ten minutes. It does look good there, as well as 101 in san jose. A key vote is set to happen on the controversial proposal aimed at cracking down on homeless encampments located near schools in san jose. Ginger Conejero Saab joins us live. Independence high school, which is behind us and behind those rvs that are parked there, challenger is on berryessa, schools will be part of a Pilot Program that would create a buffer zone around these schools, buffer zone for encampments around those schools. We have previously reported on this before. Students and city staff proposed this ordinance, which would prohibit any tents, rvs and other dwellings within 150 feet of licensed preschools, daycare facilities or k12 schools. Now, when the schools brought the issue for an initial vote in january, unhoused advocates warned a blanket ban discriminates against homeless people. Now, the ordinance is up for a vote today. If passed, the city would have the authority to tow those vehicles and remove encampments. City leaders estimate san jose is home to 850 livedin vehicles and that nearly 1,000, 1,500 residents could be impacted by the policy. Mayor matt mahan wants to make sure students have access to education without feeling scared about going to school. Weve heard from a number of students that they dont feel safe walking to school, even being at school when there are tents and rv encampments up against the school boundaries. So we worked with a number of students, particularly at kip collegiate to bring forward a thoughtful ordinance. Student activists have said they do not want to criminalize the unhoused, but insist they should feel safe walking to school. There have been reports on cat calls coming from rvs parked in front of kipp and independence. Needles have been found on School Picnic tables. An important part in this, marcus and laura, for the students is providing services for the unhoused, which is part of the ordinance as well. And this comes as san jose is tracking with ai homeless encampments, gathering data. Theyre even using ai to work on potholes that are developing across the city, which is an interesting tidbit. Happening in San Francisco, a woman charged in a tragic death of a young girl near oracle park last summer. Shes due back in court for her arraignment. The unidentified 4yearold girl was in a stroller when an suv struck her and her parents, this is at the intersection of 4th and king streets next to a caltrain station in august. Police later arrested 71yearold Karen Cartagena who faces vehicular manslaughter charges. Police say she failed to yield to pedestrians in the crosswalk. Teslas stock price appears to be Holding Steady despite settling a high profile lawsuit that involved the death of an apple engineer in 2018 who crashed after activating the autopilot feature. The jury was set to begin this week in the south bay. Walter wong died in a car crash on highway 101 after his model x crashed into a barrier. Ntsb investigators found teslas technology was at least partially to blame, along with a possible Driver Distraction and confusing lane rerouting due to construction. His family filed a wrongful death suit claiming the company exaggerated its selfdriving abilities. A legal analyst calls the agreement an interesting one for tesla. The fact that a settlement was reached suggests that tesla did see exposure if this case went to a jury. We did reach out to tesla for a comment, but did not hear back. The company is requesting the terms of the settlement remain sealed. Illegal weekend sideshows are not only a growing problem in larger bay area cities, but apparently in smaller ones as well. At least that was the story this past weekend, this is when police in palo alto, Mountain View and menlo park all reported smaller and quicker sideshow incidents. This was all in the wake of a larger sideshow that stopped late night traffic on the bay bridge. Chp has this message for anyone taking part. Our main concern is the safety of the public, and we would ask that those who are considering or actually engaging in these activities would think twice before they do so. Now, the bay bridge incident, authorities did retain two minors and arrested two adults. Traffic was halted for about 20 minutes. New signs of trouble this morning for our climate in crisis. For the tenth straight month, earths High Temperatures in march set a new global record. Ocean temperatures also hit a new alltime high. The earth averaged just under 58 degrees fahrenheit last month. But there may be a silver lining. Scientists say the latest recordbreaking heat was partially due to the strong el nino pattern warming the Pacific Ocean and forecast temperatures to slide backwards slightly over the next couple of months with the conditions fading. Lets take a live look outside in San Francisco this morning. Meteorologist kari hall is tracking what we can expect from the forecast today. It starts out nice and cool. It is clear across the bay area. As youre stepping out, no issues with having to bring the umbrella or you might want to just make sure that youre layered up for the day. Because even though it starts out cool, its going to warm up significantly, with san jose going from 48 degrees at 6 00 to a noontime temperature of 70 and reaching into the upper 70s for today. So thats a pretty big swing. In fact, across the bay area, were going to see above normal temperatures, with santa rosa reaching a high of 75 today. That is well above our usual High Temperature for this date of 68 degrees. Well be up to 77 in concord and were typically seeing temperatures for this date at 70 degrees. You can see we are well above normal today in oakland, as well as san jose. The forecast does get warmer and ill have more on that in a few minutes. I wanted to show you the overall view of traffic around the bay area. We havent seen any major incidents. There are some slowdowns and potentially some backups coming through the Altamont Pass into the trivalley, but other than that, were not seeing any major incidents, and around the bay area drive times are looking pretty good for the bridges. It takes you about ten minutes to get across the bay bridge, and thats slightly slowing down just a bit now that theyve turned on the metering lights. Richmond bridge and san mateo bridge are looking great. Well check back in on all of this in the microclimate forecast and traffic report coming up in a few minutes. Well check back with you. President biden was surrounded by seven signs saying canceling student debt as he announced plans to cancel student debt at a speech in wisconsin yesterday. Tens of millions of peoples debt was literally about to get canceled, but then some of my republican friends and elected officials and special interests sued us and the Supreme Court blocked us. But that didnt well, that didnt stop us. I mean it sincerely. We continue to find alternatives to pass the student debt payment. We went over some of the numbers the white house sent us and they indicate more than 200,000 californians will benefit from proposed student loan relief. The white house says the plan is not reviewable by congress or the courts. But there is still a process involved and new relief might not come until fall. As we predicted, former President Trump is getting pushback from members of his own party over his newly announced policy on abortion. Mr. Trump says he does not favor a nationwide ban and thinks exceptions should be made in the case of rape, incest and the life of the mother. His former Vice President , mike pence, said that was a slap in the face to millions of prolife americans who voted for him in 2016 and 2020. Trump and republican senator Lindsey Graham got into a kerfuffle on social media. Graham, who has proposed a federal ban at 15 weeks, also angry at trumps announcement. Trump accusing graham of trying to keep the abortion issue in the news, which trump says would lose them the election. An Appeals Court in new york has refused trumps motions to delay his first criminal trial, the one over hush money to an adult film actress. Trumps lawyers argue they would not be able to find an impartial jury. That means the first criminal trial of a former president in all of u. S. History starts monday, and then the Supreme Court will hear arguments over president ial immunity on the 25th. In that case, trumps lawyers are arguing president s are above the law as president. U. And so i started talking with the interpreter and then communicating with the deaf people through the interpreter, and come to find out that deaf people are just like hearing people, they love music, but they have a lot of challenges and barriers to getting access to live entertainment. The more i go to an event or festival where they have the accessibility we need, i find myself more free, i find myself feeling more involved, i find myself feeling more normalized where, hey, i dont have to go above and beyond just to feel equal.
