Some numbers for you, 14,000 people have been evacuated. Many of these people. This is a mexican and vietnamese neighborhood. They dont have other family members or relatives they can stay with. They are being forced out into two Evacuation Centers tonight. A lot of people in the neighborhood telling us that their voices simply havent been heard. Not just this week, but 20 years ago, when this exact same neighborhood flooded last time. That was 1997. We are about 20 miles away from the abdomener son reservoir. Thats the beginning of the problem, the root of the problem where the water has been flooding in. We have a team of reporters here along with me. Lets start here in san jose in the flood zone with nbc bay areas michelle roberts. A lot of people frustrated they didnt get text alerts that this might be happening in the last 48 hours. Thats right, its been a waiting game for a lot of people. Dozens of families have been walking up, hoping to see incredible results and improvements. Unfortunately, this is what theyre seeing behind me. The family that lives in the unit youre looking at right now just showed up. Debris in their backyard and a foot deep of water. The water is coming up really fast. There was nowhere to go. Daisy and her family only had had minutes to escape from their apartment yesterday morning. We got everything in there. We tried to save as much as we could. Today she climbed through a hole in the fence to take a look at the damage inside. Mud all over the place, on the furniture. Robert and his family managed to pick up some clothes from their second story apartment. Its a disaster. Reporter daisy tried to secure the fence to prevent people from stealing any belongings that was not destroyed by the water. Gus owns one of the several apartment buildings thats still under water. Within a half hour, this whole place was flooded. How does that happen. Some, they live from paycheck to paycheck. And all of their belongings are gone. Crews with the Water District monitored the creek levels and began assessing the damage in the neighborhood. Many families who experience minor flood damage began the cleanup process. Its a really sad time. We have to pull together as a community and get back to what we had. Theres a local restaurant nearby as well, dozens of homeowners who werent affected by the flood, and theyre still waiting for their gas to be turned on. Even people who havent been devastated by this flood, theyre waiting to get back to normal life. Michelle, thank you. Michelle roberts is only about a block away from where i am. Many people are being allowed to go back to their homes and apartments, a lot of people are not as well. And thats where we are here, you can see the water here, about ankle deep, if you cross the street where those cars are, it is about waist deep, thats what people are dealing with here. Some are still going back to their home, even though police and firefighters do not want them. There are a lot of layers to this story, including the political fallout, in addition to the safety. Lets bring in damian trujillo, he continues our coverage from here in san jose. This Mobil Command Center here on 22nd and Williams Street is about to break down the mayor today said the evacuations themselves ran smoothly yesterday. Everything before that not so mu much. Reporter this is video of the same flooding in 1997. No Flood Control projects had come into coyote creek. There have been no federal no federal project built on coyote creek. Many are now asking why not . City leaders also say they didnt order evacuations sooner because their data showed it was not supposed to flood when it did. Specifically, they say the water was flowing below the creeks capacity. Were not anticipating flows to come out of the channel at that time. We need to figure out what went on. What were the issues that contributed to the channel. Flows coming out of the channel at that point. No excuses says the mayor. The first time a resident is aware. Triggering a mandatory evacuation of roughly 14,000, and forcing firefighters to rescue more than 400 over the last two days. Theyre hoping to give evacuated victims the green light to return home. An investigator with the Governors Office is here on the ground on location. San jose is getting right now some state help. Lets send it over in the rocks dale neighborhood. Good perspective there, this exact location was also flooded. Back to our sky ranger, its over head im down below. The disappointing news for the renters and homeowners and apartment owners here, many of these buildings are telling me within the last hour. Many of these buildings are red tagged and condemned. A lot of people wont be just a few days or a few weeks. This may be more than a year. Simply move to another home. Thats the latest for now. Thank you very much, the waters are starting to recede, weve seen that. There is more rain headed our way. Jeff ranieri is tracking a new storm. Do we think this could cause coyote creek to reach flood stage again . That is good news. Theres a key reason why. As we take a look at whats coming our way this weekend theres not going to be as much rainfall. Two storm systems. The other thing thats going to limit potential rainfall, these storms will not connect in with the Atmospheric River which is usually responsible for the heaviest amount of rainfall. Only a quarter inch possible saturday. Sunday and monday a quarter to a half inch. No major river flooding, at least based on the current forecast. We have continued to see a drop. Now its down to 9. 50. All flood concern should be alleviated once we hit thursday at 3 00 p. M. , in terms of that water level. Back with another update in about 10 minutes. Were talking about the rock springs neighborhood near happy hollows zoo. And the neighborhoods around mobil home parks city officials lifted part of the Evacuation Order for the Williams Street park area this area right here, a lot of people are allowed to return back home. They remain evacuated. Some are stay iing in evacuatio centers. Evacuation center is still filled. Volunteers are stepping up. Meal service being provided by the salvation army. They want to know when they might be able to get back home marnie and her family saw the crowds growing at the Evacuation Centers and decided they had to help. My heart goes out to the victims of the flooding. Last night, my son and i just decided to go through his closet, my closet, my husbands closet and grab whatever we could to help out. We saw that all day long. Heres some blanket the and stuff. People showing up to give a little help. Those evacuated from their homes say they appreciate it, but wish they had some idea when they could return home. Its a little overwhelming to know we dont know when we can go home. It is hard. Neighbors continue to try to help calm that sense of uncertainty. A lot of activity here that will be going on into the evening. The red cross says more than anything they need cash, among those stepping up to help the san jose earthquakes, theyll match 10,0 10,000 reporting liv san jose, scott bud man, nbc bay area news. Its not just people that need help, horses stranded by the flooding as well. The reason it will be another day before crews can help them out. Not just the people in the immediate area. But also some large homes are being threatened by floods in morgan hill. Well show you that. Welcome back to our live coverage of the san jose floods, youre looking right now at live pictures from sky ranger. That is us down below. Im going to give you a little wave here. That is us down below. A lot of people are curious and shocked that all of this is happening in the heart of san jose. This flooding we saw in 1997 happening again here, this is right off center road. Well come back down to the ground level, and you request see what were standing in. This is the contaminated water that stretches not just here, where i am knee deep. Well past me, into those apartment buildings and into the homes here, its not just this area, in fact, the people who live here, of course, have been evacuated. Some are coming back, its just the businesses also in this immediate area. Lets show you from sky ranger a bit earlier today. You can see the flood zone, and the Small Businesses. There are hundreds. Dozens of Small Businesses here, a lot of them salvage yards, painting shops. You can see this one salvage yard those cars down below flooded like so many of the streets here, next to spartan stadium. Down the road, about 15 miles away. Now were going to show you morgan hill, these are some large homes there, not yet flooded. Not quite flooded. You can see how close they are to the danger zone. The Anderson Reservoir and the dam just a few miles away from morgan hill. Back here now in san jose, one of the concerns for the livesto livestock. Over my right shoulder, there is a collection of horses that were hoping to be saved here, and there is some good news, for that, lets bring in peggy bunker who joins us here from the flood zone. Peggy . Its good news tonight. First interestingly just in the past five minutes, the helicopter landed right behind me here on the Peninsula Area where the horses were able to get out of the water all 28 of them up on the ground now. The owners think the police landed there to ticket them. Theyre still here, wanting to make sure their horses are safe. Desperate horse owners helplessly standing by as a volunteer lowered his brand new boat into the flooded creek. So theres 28 horses that are trapped. Police and animal control telling people, theres no way to get the horses out safely. Their advice . Wait and watch for the water to recede. Even if we can get to the horses, theres really no safeway to get them out, because the water is going really fast. The embankment is really deep mud. They wanted animal control to airlift helicopters. The animals are likely too hypothermic to risk it. Youre dealing with any animal, let alone more than one, becomes really challenging. Its a brand new boat. I bought it to take my son camping. I need a little more experience in the boat first. The hoarse owners say they are grateful for people like mackenzie who came out to help, like these young men who were able to get food to the horses. Everyone should help in times like thisp p. When theres a storm like this, or a disaster, everyone should pitch in. Just a few moments ago, i want to show you video i got. People getting a boat here. These are some owners getting to the horse here for the first time, many of them emotional after they were able to get some food across. The helicopter landing out in that area, no owners out there at the time. They have been able to feed all 28 horses. Many are going home now, they feel comfortable. The horses will make it through the night. That is some good news, a few blocks away from me where those horses are. Getting some last shots here as we head into the night. People arent recommended to come back here, some people are, most of the evacuees are still being urged to stay with their friends and family or perhaps these evacuation shelters. In terms of the businesses and apartments here, were going to swing over this way. That is closed. Shut down, they are losing business in the floods. And then to the other side, you see here, some of the apartments again. In black and thats another concern even when the waters recede, then pg e gets involved to make sure this is a safe zone in terms of the power and gas that runs through these neighborhoods. Were going to have a lot more, including a chat, an honest chat with mayor sam licardo about the challenges he faces in office regarding this flood situation. Guys, back to you. The dublin chp posted the cleanup of the mudslide. Good news in the east bay. Niles canyon road is open. We havent seen this kind of flooding in coyote creek since the 20s. What do you think will happen when the rain comes back . None of the flood gauges are showing it will go back up to that level. That is if it continues on the same current pace that it is right now. There was a notable amount of sunshine as well a lot of us enjoyed that after all this rainfall we had most recently. How cold its going to get, also a chilly 42 for the south bay. Make sure to have your jacket out in the morning for the north bay. Down to the coldest level at 46 degrees. The temperatures tomorrow, going to stay chilly. That will make it feel like the 40s in San Francisco when the wind kicks up. On the extended forecast, we keep dry weather as we head into friday, thats the good news. We keep the possibility of rain on saturday returning, also on sunday. It does not look anywhere near as strong as the storm system we just dealt with, in fact for the entire weekend, totals will only range a quarter to three quarters of an inch the three quarter inch potential is in the north bay. We could possibly see drying from next tuesday through wednesday. Ill have another update on our forecast. That will be a relief to a lot of people. A deputy hit by a prison bust in the east bay. Help for flood victims coming from the niners. The team pledged 20,000 to hen victims. A suspect robbed a girl scout at gunpoint. A 17yearold boy confessed to the crime and was arrested today at james logan high school. An Alameda County sheriffs deputy is in Critical Condition tonight after being run over by a jail transport bus. This happened in dublin this morning. He was walking behind the bus, when the driver backed up and hit him. He suffered traumatic brain injuries and is said to be on life support. Its tragic, terrible. Its just an awful experience. Ive gone through it before, and i dont enjoy this time whatsoever. Its difficult to meet the family, its difficult to express to our personnel the seriousness of the condition of our deputy. The sheriff says recent weather conditions, and visibility issues may be to blame for that accident. Punished for being a whistle blower. That claim today. Two workers say they were fired from the bay area quality district after challenging their bosses for destroying documents. They claimed the paperwork proved missteps in how the agency monitors and regulates air quality at local refineries. It was okay. Staff was destroying documentation. And matter of fact, it could hurt us if we actually had an inventory of the records that were being destroyed. The air Quality Management release released information that was determined to be false. We continue our live coverage here many of the residents here, upset that they werent given advanced notice of this flooding, at least proper warnings, we go one on one with the mayor, his response next. Right now, at 6 30, things are starting to improve for some people, Evacuation Orders reduced this evening in san jose, as those floodwaters begin to recede. Yet, it has been a long 36 hours for those evacuees. Some will have to wait even longer to go home. Raj mathai joins us live. You spoke to the mayor about the situation now and how hes going to try to prevent this in the future. The mayor was here, hes a san jose native, he was here 20 years ago, as we were when this same neighborhood flooded. Hes lived through this. Many of the residents here weve spoken with today, thats their one complaint here. Among their complaints. The Mayors Office and other city officials did not properly warn them, even giving them a warning a new days ago this might happen. The mayor to his credit came here where were standing. And talked to the people who were evacuated from their apartments, from their homes, as we mentioned throughout this newscast, many of these peoples are renters, they do not have renters insurance. Its a huge loss for them financially. And theyre staying in shelters tonight. A mayor was part of the whole project when coyote creek was redeveloped. Not this area where were standing right now. Is this the biggest challenge you think youll face as mayor . This is as big as they get. We know this is what happens in big cities. We have to deal with challenges like this what ive seen in terms of the outpouring of support. There is a huge amount of support here, thats the upside. Even if they were informed through some sort of channel, that a lot of it was in english, this is a vietnamese and Spanish Speaking neighborhood. People didnt understand it or didnt get the message properly, at least not in time. The mayor is working on it now, behind closed doors. There will be more rain and concerns with anderson dam in the future as well. Thats where it started. 20 miles away from us, the Anderson Reservoir. A lot of issues regarding Anderson Reservoir and 101 for the thousands of commuters and drivers that are impacts. For that, lets bring in robert honda for our continuing coverage. Robert . Were here alongside coyote creek, even without any storm or rain, you can see how powerful the water is surging. Something that many people cant resist seeing up close. The water surging gives you an idea where its causing so much trouble downstream and why so many visitors are showing up to look at it. The power of nature, and how something can change overnight. The stability of the zam itself is one of the things some people want to check out. They live in morgan him im right down below here. I worry a little bit about it but not too much. You come up to take a look . Just to see whats going on you need to go with the flow. Today in daylight the once flooded section of coyote creek. A gaping hole, but at least with no water gushing out. The Sheriff Training Center and juvenile detention center, remain evacuated after the creek caused damage all around the access bridge. Once the waters recede, we can look at the damage to the area and go from there. What has just happened recently blows you away. Havent seen anything like that, even with all the rain weve had befo before. As one cal trans engineer told me today, it makes it easy for the flooding and mudslides to return again. Theres also a concern of when the waters do recede here, that these properties here will be red tagged and condemned and people wont be able to move back in. In terms of insurance, theres a lot of people asking what laps with their car insurance. You see so many cars flooded. And if they have renters insurance, how to move forward. Local officials have known about the risk and dangers there. Engineers determined it would take about 500 million to protect neighborhoods from flooding along coyote creek. They approved just 30 million for the work, the improvements were only planned for certain areas when it comes to flood protection projects, its best to start down stream first and then work their way upstream. They simply ran out of money. Now, we want to show you where the flooding all began. This is anderson dam, when our recent rain filled up the reservoir and spilled over, all that water ran down into coyote creek and continued moving north into san jose. Putting neighborhoods and highways under water. Those improvements we were talking about, focused in the areas north of 101. However, those communities in san jose. Most immediately, though, what i want you to focus in on is 50 degrees in san jose. Were tracking the chilly morning tomorrow, and why this new weekend storm wont bring nearly as much rainfall coming up in about five minutes. We continue our live coverage from here in the flood zone, a couple things for you tonight. We hear from two people, evacuees who came back to their homes who tonight. Were also going to check in with chris kamara. Some of these people who have insurance may be out of luck. Well explain next. We continue our coverage here from the flood zone in san jose. You might remember if you were here 20 years ago, the same neighborhood was flooded in 1997. In downtown san jose, in 1995, big parts of downtown were also flooded. Now, here some evacuees are being allowed back into their homes, but most of them are not, however, people are still coming back, we saw a lady just a short while ago, she had nowhere else to go. She needed to come back, just to grab some change of clothes before she went to one of the shelters for the night. You can see wading through the water with her pants hiked up. She had a few belongings, a pair of pants, some other things. She needed to get in, and she had no advance warning that her neighborhood, her apartment would be flooded. Today i tried to come back once. The water is still too high. Now, you know i try. I try, i have nothing else to wear but whatever is on my body. We have nowhere to sleep now. Our mattresses are dirty, our house is nasty. Its bad. Its not cool. Best case scenario, these people will be allowed to go back to their homes and apartments. Many of these buildings will be condemned and red tagged. Perhaps these people can never move back in. With us also here in the flood zone is chris kamara. A lot of questions, especially insurance wise. People have insurance, are they going to be covered . And what about the ones that dont have insurance . People will likely not be covered. Homeowners insurance does not cover floods at all. The same goes for renters policy. Its true that a leaky dishwasher or burst water heater is going to be covered. Theyre not covered by renters and homeowners policiesp thats strike number two. Because its optional. Most people opt against it, most people do not buy it, only 290,000 homes in the state of california carry Flood Insurance. Its a sliver of the total number of buildings in this state. Only 30 of homes carry Flood Insurance. That means 70 do not carry it, its possible that federal emergency aid could come to the rescue. Its not guaranteed, and often times its not enough to get people back on their feet. Now, say you do have insurance. Youre in that 30 , youre in the minority that has it, now is the time to take action. Take pictures of everything thats going on of all of the damage, to document everything, to call your agent to make emergency repairs as well. If you do do that, save your receipts for reimbursement down the road. Insurance agents have told me this for years and years and years. Theres one universal event that convinces people to buy Flood Insurance so many people here do not have that insurance. They call us. Those generally are covered, which is great news for the cars the buildings behind those, most likely not coveredp. Were here at mariscos restaurant. There is a form of insurance for businesses and i do hope they have it. Its called Business Interruption insurance. If your business has to close because of an unforeseen circumstance because of a flood. They look at the receipts from a year ago. That is good news for Small Businesses. We have drying weather right now. City officials are looking at the storm coming this weekend. The forecast model update has scaled back what we think could happen in terms of rainfall, ill have details on why well see less coming up in a minute. We still do have a Flash Flood Watch that is up. Its basically for down stream flooding, all this water has been pouring into the delta, and it could continue to stack up and possibly produce Flooding Issues. Please watch out for this, right up until about saturday morning. You may want to have a plan b ready if youre right up near the water, and check your local city page for the latest updates. Storm ranger had some areas of hail reports in santa rosa, napa, also San Francisco. Were trying to get rid of this upper level energy. And its finally starting to kick out of here, we had some blue sky today, but tomorrow, i think dryer all across the board and much sunnier. Thats going to help the Anderson Reservoir to continue to lower. I want to show you these numbers right now. Anderson reservoir is a source of all the Flooding Issues that pushed down into coyote creek. Right now its dropped down to 103. Thats not that much, but it is going down. And based on the current levels and how its been dropping, if it stays the same, we could start to see the spillover start to dry up here by thursday night. We may not have water spilling over at Anderson Reservoir, once we hit thursday night, due to the fact that the water keeps on dropping, tomorrow mornings forecast, big deal here is the cold temperatures down to 38 in the trivalley. 42 expected for the south bay, my coldest temperatures here across the north bay. Lets take you into the micro climate forecast as we head throughout thursday, sunny skies in san jose. 55 degrees in downtown, were coming in with chilly weather, back for livermore and 51. A little milder in oakland, 55. Breezy near the coastline, winds out of the northwest at 10. 54 in belmont. San francisco cool near the coast. 51 and for the north bay, 55 in novado and 57 expected in napa. There are two main reasons why well see less in terms of rainfall potential. The first one is the storm system is coming from the north, thats a dryer direction. The Atmospheric River which has boosted up all of our storm systems will stay off to the south. The storms will not have a chance to connect in with the Atmospheric River, based on the current forecast. Thats much better in terms of getting less rainfall. We get that chance of rain returning on saturday. And the possibility on sunday. Overall weekend totals, only a quarter to three quarters of an inch, check this out, we could see drying in the forecast for next tuesday and wednesday. Possibly all the way into march 9th. If everything holds on that extended forecast, that could be the longest drying period weve seen since september or october. Im doing everything i can for all of you at home for that to happen.
