Because it directly affects this creek also reaching a critical stage. You can see how waters starting to push up the culvert. It will turn around and push this way. Reporter wendy lives on mill street in guernville. It is already underwater. So shes moving her livestock out today. With the threat of more rain on the way, five creek is in danger of overflowing, pushing as much as 6 feet of water into nearby homes. It comes so fast. This came in days. And were busy working on the house you dont pay attention. Next thing you know its go time. Are on summer home park road, crews worked to bring down 160foot tree. Now unstable following a landslide. Residents remain trapped until the roadway is clear. A lot of rain headed this way. All the tree guys and the roads guys, everybody is fueled up and ready to go. This is just sort of the tip of the iceberg from what ive heard as far as the forecast. Got a lot of rain coming our way and already saturated soils. That could end up being a long next couple of days. Reporter todays steady rain caused road closures and a warning to residents in lowerlying areas. Thankfully no injuries but more problems are expected as the winds pick up tomorrow. The heavy rain brought down the roof at a santa rosa kmart this morning. The collapse happened around 7 45 in the morning. Rain seeping into a portion of the Garden Centers roof which already had a dry rot problem. There was some damage to inside the store as well. Given the conditions here and our concerns weve closed off a portion of the store which is the Garden Center and electronics portion of it. Now, the up side is the collapse happened before kmart opened so employees were around but no one was hurt. The store will be open tonight but that Garden Center is still offlimits. But today it was in virtual lockdown amid a swarm of police. A 3yearold girl waves to her mom as shes carried to safety after being held hostage by her own father for more than 2 1 2 hours. She was fine, safe and sound, and happy to see her mom. Reporter San Jose Police say this all started when a woman reported her soontobe exhusband was holding their daughter at gunpoint in her willow glen home. Erica ridgway who works nearby says the couple was meeting to sign papers when the man pulled out a gun. The mom got away but the man took his daughter inside. And the grandmother showed up about 15, 20 minutes after the hostage situation took place. She told me that he came by to finalize the divorce papers. Thats when this happened. Reporter after releasing the young girl the man barricaded himself inside the home. Police and swat teams set up a perimeter while two Elementary Schools nearby were ordered to shelter in place. To see this happen on this particular street is really shocking. And i live two, three blocks away. So to know that this is happening in your backyard is kind of disturbing. According to the criminal complaint we just obtained, the man arrested is a white supremacist. 21yearold cody sisson, seen here, faces felony charges of vandalism with a hate crime enhancement. Police say over weekend he spray painted racist graffiti across a San Leandro School district office. We have blurred out the words and the message has since been removed. Police arrested sisson yesterday. They say he was under the influence of drugs and that he admitted to the crime. Documents show he told police he hoped the graffiti would quote cause terror. A family is voicing sadness and sanger tonight after losing its civil lawsuit against the sfpd. A federal jury cleared four officers who shot and killed alex nieto. Emotions ran high outside of the court this afternoon. Supporters of alex nietos family said they would continue their fight at least in the community while attorneys from both sides reacted to the outcome. Its a sad day for my clients. For people who are put their faith and reliance in the Justice System this is a hard pill to swallow. Reporter the verdict four San FranciscoPolice Officers did not use Excessive Force in the shooting death of the 28yearold in a Bernal Heights park in 2014. I very much feel for the family. However, i did not think that the officers violated the constitution when they used lethal force against mr. Nieto on this particular day. And the jury agreed. Reporter officers fired after they said he pulled what the believed was a gun but turned out to be a stun gun. He carried one for his Security Guard job. The familys attorney disputes how it unfolded and notes officers fired dozens of rounds. Nieto was hit 14 times. Supporters of his family say their fight isnt over. Weve been here about a couple of hours or so. And it is moving more quickly, and it is inching closer to us. Now all eyes are on the Russian River because how it handles all the rain and the runoff in large part directly affects all the folks who live up here. And its not their only concern. In a guerneville neighborhood on mill street, fife creek has already flooded the roads. Wendy is moving her livestock today, keeping watch on the rising waters. She anticipates 4 to 6 feet will run through her home this weekend. It comes so fast, you know . This came in days. These blocks when linked together form a solid wall that is supposed to prevent flood water from seeping into buildings. Chief meteorologist Jeff Rainieri is back with us. And jeff whats the timeline for possible flooding here especially in the north bay . Well, we are looking at another storm system arriving for tomorrow. That will bring some heavier rain and our flood concerns staying elevated as we head through fridays forecast. Youll see specifically though for the Russian River at gat guerneville we saw the water behind us this is expected to reach flood stage late tomorrow night also into saturday. Up to 34 feet. Thats a 20foot increase from the current stage. So as we heard in her report, we could have some of the water going up on the roadways. Then by sunday it goes down to 24 feet. Another area were concerned about here is the napa river at saint helena. This right now is about 7 feet. And this will be pushing up to 16. 2 feet by friday morning. That will bring it to flood stage. And then another location were watching is the napa river. Napa not expected to hit flood stage but rising very high through tomorrow night at 20. 3 feet. We are tracking more on this system and also a Flash Flood Warning. Well have details on that in about 20 minutes. Jeff, thank you. The Stormy Weather is pushing back the planned demolition of that apartment complex in pacifica. The work which was initially delayed until tomorrow has now been pushed back until saturday. The city tells us it could take up to four days to tear down this Apartment Building on esplanade avenue. Its been vacant for years. Its gotten a lot of headlines because its sitting right there at the edge of that eroding cliff. A lot of anxiety tonight as heavy rain rolls into lake county with thousands of acres blackened by last years valley fire theres big concern over the potential for mudslides. The countys office of Emergency Services posts regular updates on facebook. And thanks to a lot of sandbagging and erosion control, they say no significant mudslides so far this season. Local creeks are rising, though, and they should peak tomorrow. Now, of course were going to stay on top of the storms throughout the weekend both on air and online. It happened off highway 1 near the rocky point restaurant between car carmel and big sur. Police say the teenager was climbing on rocks yesterday and fell. He was swept out into the ocean. A swat Team Dispatcher has now filed a lawsuit accusing the department of retaliating after she filed that lawsuit. Reporter jim mcmanus describes the behavior of officers inside the mountainview Police Department as offensive and illegal. Hes speaking on behalf of his client, annie lowman, who is a 13year veteran with the department. She was exposed to a lot of pretty disgusting behavior. Reporter this week, lowman filed a lawsuit against the city of mountainview and police chief max bothell. In the suit she claims she was subjected to sexually explicit banter, lewd jokes, nudity, and simulated sexual acts dating back to 2005. Also saying the chief actively encouraged the behavior. Its unfortunate that his name and his reputation is being dragged into this. Reporter city manager dan rich says the city investigated harassment allegations after lowman filed the complaint. We did uncover behavior that doesnt meet our expectations. Reporter rich wouldnt say what inappropriate behavior was discovered or if any of the officers involved were punished. Whether or not it was after hours. Whether or not it was intended to be jovial or friendly. Thats just not acceptable. Again willow brook and lee howe creek you want to watch out near petaluma petalusome of the heav rain coming in right now across portions of the north bay here near nevada towards kentfield and San Francisco heading off to the north and east. Will be impacting vallejo. Back to concord the next hour. As we get a wider view it has been so frustrating in san jose. As forecasted the storm system just kind of stalls out across the rest of the bay but misses you here in san jose and gilroy. Sure weve had some scattered rainfall. We still may get a little bit thats Building Back out here. But the heaviest looks like it will stay away for tonight. But not all hope is lost. Looks like fridays forecast will spell a better chance of wet weather down in the south bay. You can see it 6 30 in the morning. Our biggest concern will be into marin, napa and sonoma counties. We already have isolated flooding happening right now. More heavier rain come morning going to make it even worse. Then it looks like it will pick up intensity by 10 30 on friday as the cold front moves across, winds 15 to 30 miles per hour. This will be the best chance for san jose down to morgan hill to get in on some heavier rainfall. By the afternoon we keep some scattered rain in the mix and some clouds, certainly not as widespread as the morning hours. And then by the evening well begin to see things clear out. Theres another system on the way as we head throughout saturday afternoon and evening. Doesnt look super strong but with the saturated ground well be watching it closely. How much rainfall thats what i want to show you next. You can see our estimated rain totals showing at least 1. 5 inches for friday storm and the saturday night system, close to 2 inches in orinda, possibly 2. 5 inches near santa rosa and 2. 23 near napa. All the rivers in the north bay will be ones to watch for the next 48 hours. Through the microclimate forecast for friday it will be windiest and wettest here in San Francisco with temperatures in the 50s. For the peninsula well come in at 62 in palo alto and a cool 57 in pacific cave. And for San Francisco low 60s. And that rain will be returning for you. For the north bay, east bay and trivalley coming in at 56 in napa, backs towards mill valley. 57. And throughout the east bay fremont at 60. Trivalley comes in with mid to upper 50s. So the overall rain outlook an easier way to digest all the information we have that rainfall tonight. Heavier rainfall on friday. A chance on saturday night and sunday night. But really i think the worst of this is happening right now through friday morning. So we get past this and i think well be able to handle the weekend just fine.
