Its a major concern. Reporter metal engineer says the culprit is water seeping into the tunnel event actually permeating the concrete and rusting the steel reinforcements. The thing about this type of damage is that you cant see how deep it is, because you only see super officially. Reporter she says the rusting could extend deep into the tunnel. If you have a steel beam, the water can wick in to along the steel beam and cause corrosion. Reporter a spokesman for caltrans says investigators are looking into it. So what we have to find out is a, if its internal or external basically, was that caused by an internal structural problem or hit by an oversized vehicle or a combination of both .
