According to court records, manlee sentence tied rhd tyree, appeared in front of him at least three other times, for three years. They were trying to find a bed for him while he sat in jail. While the judge would not talk specifically about his case, he did tell me he had 500 other people who he had released from jail but who are now being kept in the jail waiting for a bed in a Mental Health facility. We have waiting lists of individuals i have ordered released from jail to go into treatment. Its not an issue of punishment, the punishment is over. The question now is what treatment can we give people . Judge manlee also testified this afternoon before the Mental HealthSteering Committee to recommend more Mental Health spending by santa claras board of supervisors. This is not a problem unique to Santa Clara County, either. According to this report from stanford university, the population of mentally ill patients in californias prisons almost doubled since 2000. And this report from the Treatment Advocacy Center shows that severely mentally ill prisoners are more likely to be in california jails than in hospitals. Well stay on this story. Raj . Tonight were learning from a passenger in a stolen car that she crashed before she jumped that she was working as a prostitute that night. Police arrested Arlene Sanchez edwards in oakland on monday. Police say she not only survived the jump, she swam out and hi d hitched a ride home. She was working in the metro district in San Francisco before crashing the car and then was taking to other prostitutes in oakland when she did crash. A limo driver saw smoke coming out of the car. They believe it was an electric fire. All members of a band presumably traveling to a gig or something. When they had to pull over, they were able to get out of the car. It got engulfed like this. Right now traffic is snarled in that area. That fourth lane, which is the closest to Valley Fair Mall, that one is also tied up. But again, this limo fire happening just a short time ago and a viewer sending in this photo. I want to tell you everyone is okay, which of course brings back bad memories of that fire in a limousine that happened a couple years ago on the san mateo bridge where several women died. In this case everyone was okay and able to get out safely. Rock bottom, thats how Police Officers in san jose are describing the new academy class. The number of cadets is a record low despite good news of a new Labor Agreement with the city. Nbc Sammy Trujillo joins me from Police Headquarters where many are saying it cant get worse than this, and many were anticipating the numbers would be better this time around. The last graduating class graduated 18 cadets and that was a new record low. The next Academy Graduation next month has even fewer. Get your hands up in the air reporter even with todays temperatures, the Current Academy class spent the day practicing in the heat. 15 cadets are slated to graduate in the coming weeks. When the next academy begins in october, the number attempting to join the force is even more dismal. 13 recruits have been hired. Historically only 7 or 8 of them will actually make it to graduation. Have we hit rock bottom . Hopefully this academy will be rock bottom. Reporter the smallest, perhaps, in department history. The bad news comes after good news, the announcement of a labor settlement with the city that ended years of bitter pension and pay fights between the city and police where hundreds of officers left the force for other departments. The Police Union Says that Labor Agreement still has to be signed by the courts, and that could take weeks or months. It really underscores the reason why we need to get the new negotiated settlement implemented as soon as possible, so we can bring our academies back up to the 60 theyre capable of withholding. Reporter in a statement the city said, quote, everyone understands that rebuilding the San Jose Police department will take time, and well be working together with the poa to recruit both new applicants and former san jose officers to join our department. Were confident our renewed partnership with poa will help us achieve this critical goal. For now trainers are putting these cadets through the rigors to ensure that being a san jose cop is really what they want. They have only 13 cadets in the next academy but they had only 2,000 applicants. They will not complicate the standards. The results also show a wide achievement gap between the scores of minority and lowincome students with their peers. This is a whole new ball game for our students, so we anticipate the first year being great, but it gives us more focus as a state. Again, difficult photos to watch when you remember what happened on the san mateo bridge a few years ago when those women were on the limousine that caught fire and many of them died inside. You can see the limo completely charred at this point. Its right there pulled over on the shoulder. The chp is there as well. They said it happened very, very quickly. Again, an electrical fire. This appears to be a hummer limo that was transporting the band. We dont know the name of the band but we do know the band members are okay. This did stop some traffic, but as you can see now, traffic is finally moving again and things are smooth and running again as normal. Again, right by the Valley Fair Mall. Also new at 6 30, accusations of racial pro filing by San Francisco police. A young man says plainclothes officers assaulted him. Today he and the aclu went public with their accusations. Theyre filing a federal civil rights complaint against the officers and the city. Nbc bay areas Christie Smith is in San Francisco with how this whole thing turned ugly. Christie . Reporter travis halls Attorney Says he wasnt given clear information on why he was being questioned in the first place. The situation did escalate and police initially cited three reasons but now a lawsuit has been filed. The officer automatically assumed i was doing something wrong because im black. Reporter today travis hall read a statement about an encounter he said he had with three plainclothes San FranciscoPolice Officers. Not all police do terrible things, but the ones who assaulted me unfortunately cast an ugly shadow on the rest of the sfpd. Reporter his attorney helped hall file a civil rights complaint against the department, the officers and the city and county on behalf of the 23yearold who said it started when he was dropped off south of market in april. What we have is travis coming home from an evening out with his friends using his cell phone to call his mother, and then being the victim of an unlawful arrest and brutal assault. Reporter she says the situation escalated when he tried to call his mom. The officers then yanked travis from the car and body slammed him to the concrete curb. When i heard what happened to travis, the only thing i could think to do was call 911. Reporter they declined to provide any photos. Lets say he had cuts, bruises and a concussion. Were hoping the city will take this case seriously by actively compensating travis but also by addressing its problems. Reporter his attorney said the initial arrest was apparently on suspicion of resisting arrest. They did not press charges. They referred us to the citys Attorney Office for comment but they said they just got the case and it would be premature to comment right now. Christie smith, nbc bay area news. What went wrong . Theyre trying to determine why the engine of the British Airways boeing 777 caught fire just before takeoff. Were learning of the heroic actions of the crew. Reporter raj, investigators still have no idea why the engine caught fire. Did something fly in or rupture the gas line . Also, why did the suppression system intended to extinguish an engine fire not work . What could have been a catastrophic disaster ended with every passenger making it out alive thanks to the captain and crew. Reporter the heavily charred British Airways jet went off the runway and to the gate of the airport, providing proof of how extensive the damage is. We have an aircraft on fire with people coming out of it. Reporter yesterday afternoon the left engine burst into flames as the boeing 777 headed down the runway to a flight to londons gadwick airport. The crew then jumped into action. There was no hesitation from them whatsoever. The exit doors were opened, they were in full swing, it was like clockwork, to be honest. Reporter firefighters hosed down the plane and had the fire out in four minutes. I just spoke to one of the pilots. He states he believes everyone is off the aircraft. Reporter there are many sights in San Francisco, creations by the citys early builders that are still impressive. But theres one sight people never see but thousands depend on every day. This is one of our largest Drinking Water reservoirs in San Francisco. Reporter San Franciscos sunset district has the sunset reservoir. Its covered in thousands of solar panels reaching through the fog. But whats most startling about this place is the part the sun never touches. Sunset reservoir covers about eight city blocks. Its capacity is 177 million gallons. Reporter dozens of feet below the ground about the size of four costcos. Reporter two tanks hold thousands of gallons of Drinking Water. Reporter this holds approximately 267 size olympic swimming pools. Reporter but a cleaning that left the tank temporarily drained also made a rare opportunity to peek inside. Normally we would be 30 feet under water. Reporter on a recent day, workers scoured silt from the bottom of the reservoir, their work illuminated by giant spotlights. Our workers are down there with hoses and brooms and sweeping all the sediment. Reporter years ago, they would use hoses above ground on the pipes in the reservoir. Reporter its real important that we keep these reservoirs really clean. Reporter these reservoirs were built in the 60s to hold water, but soon it will also hold water coming from the citys own ground. San francisco is digging four water wells on the west side of the city. Those will supply four additional gallons of water a day, a small dent in the 65 million gallons the city uses daily. Its really designed just to make our water supply system more reliable in the face of events like this prolonged drought. Reporter San Francisco hasnt used groundwater for drinking since the 30s. The new groundwater system is set to open in 2013, but in just a few days, water and darkness will once again flood this reservoir as the citys watery workhorse quietly goes back to the job. Yes, very, very hot here across the bay area. Dangerous levels of heat whether you have the air on in the car or at home, it just didnt seem strong enough, and thats why. Temperatures have dropped off a few degrees, but i know youre still feeling the pain out here in the contra costa and alameda counties. 102 degrees right now for the peninsula. South bay 95. San francisco dropping to 74 and the north bay currently at 99 degrees. Humidity was down in the Single Digits and keeping our fire danger high. Thankfully no major brush fires were started.
