Carjacked the car and the suspect had a cell phone inside and thats when it got interesting because police were able to track the suspect through technology. The victim of that vehicle had his cell phone in the vehicle and within minutes we began a track on that cell phone. The vehicle was the cell phone was tracked to the city of concord at which time that vehicle began making its way back to east county. At one point during the pursuit the vehicle began driving on the wrong lanes of traffic and it was decided in Public InterestPublic Safety they we were going to terminate that pursuit at that time and have chp air unit follow the vehicle. The vehicle came back to the city of antioch and then into pittsburgh and at some point between those two cities the vehicle was spike stripped and the tires were somewhat disabled. Reporter thats when the suspect took off running toward the arco station and thats when police say that he took out a handgun and pointed it at police. Thats when the chp officer fired one round and that round did not hit anything. Now the suspect took in two hostages one the owner of the arco station and another an employee. He held them for several hours and we do not know what happened inside that arco station. We were asking him questions like, were they threatened with the handgun and police said at this time they just dont know. The suspect is a 35yearold male. The attack happened three weeks ago near the intersection of grant and geary. A woman says a man called her a derogatory name and out of the blue knocked her to the ground and he took off running. Reporter this golf course is surrounded by dozens of homes and this is a very close call. The fire broke out around the 9th hole of the golf course and quickly climbed up this hillside. Nbc bay area Mark Matthews has been talking to the director at the Marine Mammal center about the whales that have washed up in the past couple of months and he joins us from the center in marin county. Anybody who has been to the beach in the last couple of months has seen evidence of what the scientists are telling us and the link between these dead whales is not the cause of death, it is as you say, the weather. Look at this beach filled with the remains of tiny jellyfish pushed on to the shore by winds out of the west. The dead whales we are seeing are at the other end of the weight scale, but the reason we are seeing them is the same. So we dont think were seeing an uptick in whales but because the currents and the winds are were seeing them on our beaches. Scientists say all sorts of things are killing the whales and this baby gray appears to have been attacked by orcas and the humpback in pacifica looks like it had been hit by a ship and the cause of death isnt the same, but why were seeing them is. Why we have the sea lions washing ashore and there are no offshore winds where they would normally be. As dr. Sean johnson notes, the onshore winds is why were seeing a number of sea lions and the primary cause is a lack of food. Because the winds have been blowing onshore, the normal upwelling of colder nutrientrich water has not happened causing a collapse in sardines and other fish that sea lions feed on. Its colder right now than it was in january. Anyone in the water lately knows the temperature has dropped locally and a great blob of warm water has disrupted the food chain off californias coast and its effects are not expected to dissipate quickly. Its a system that even the top man in charge says is broken but he also says steps are finally be taken to begin to fix it. Far from the border where in the last 20 months tens of thousands of men, women and children have fled the violence in their home countries of guatemala, honduras and el salvador. The fate of those people picked up by federal Border Agents rest with attorneys who work for this Office Located in a nondescript building in the suburbs of washington d. C. Its the executive office for immigration review or eoir. We have 58 courts around the country and 240some judges and they are responsible for making those important life and death decisions. Suna deserves as director of the eoir and an office of the there is no question it is under incredible stress right now. More than 00,000 cases were received in u. S. Immigration courts in 2014 alone. According to Syracuse Universitys track system there is now a backlog of almost a half Million People in this court system. Would you agree the systems broken . Is the system broken right now . Absolutely broken. Honorable judge dana lee marks has served as an Immigration Court judge in San Francisco since 1987. She speaks to us as president of the judges union and not for the department of justice. The simple math tells you that thats more than 1500 pending cases per judge. Judge mark says her case load stands currently at more than 3,000 pending cases. The stakes of these cases are life and death. If somebody fears returning to their homeland because they fear persecution that can be a death sentence if i get that decision wrong. Would you agree . Agree. I agree. Thats why director osuna agreed to break with past tradition and for the First Time Ever sit down on camera to discuss the backlog and u. S. Immigration courts roles in these life and death issues. It has been a function i think, of many years of not enough resources being put into the court system to handle the incoming case load. In an open and frank discussion director osuna admitted the system has fallen behind. The budget restrictions that were imposed in 2011 resulting in the hiring freezes which for us were a disaster and really made a problem quite a bit worse. In addition we have the border surge which added a significant number of new cases about 60,000 cases in a short period of time to an already backlogged system. That surge of immigrants prompted the white house to change policy and discourage more immigrants for coming here. Immigrants caught along the border see a judge first jumping to the front of the line by pushing others already in line further back. Cases placed on the docket prior to the president s order are now being set on the calendar for 2019. The backlogs are a significant concern. Yes. I do think that as we add resources to the system over the next couple of years that the system needs that many of those cases will be able to be heard earlier. So what is he and the Current Administration doing about all these problems . Well later on tonight we will get some more answers. Director osuna will also talk about rampant and disturbing crimes occurring on this side of the border against these undocumented immigrants where the immigrants become the victims.
