New details tonight on two attempted sex assaults in the south bay. San jose police now have linked them to the same man. And heres the guy they are looking for. Now the first attack happened last month at the mitsua market off 280. Say the plan followed a woman into the bathroom she fought back and escaped. The Second Attack yesterday, he followed a 13yearold girl home from school and forced his way into her home. This guy is not concerned for anybodys safety. Under the new rules, meeting the governors mandate of a 25 statewide conservation, some areas will now have to conserve more than others depending on their current water use. For instance Alameda County will be asked to cut water use by 16 over 2013 levels. San jose by 20 . Morgan hill by 28 . And hillsborough by a whopping 36 . Things are changing and we need to change. And this drought is is the catalyst for that. The storm system across the sierra will be moving into the central valley. The more that gets near us the better possibility we have of some showers and right now, looks like its all about thursday afternoon, any time between 3 and 7. It is a good time only if this stopgap bill passes congress before the end of may. Otherwise, the funding for these projects, even the current ones under way, will end. And because of that today, congressman Jared Hoffman held a public forum in san rafael to hear exactly how to get this funding in order to fix those hundreds of brings and roads that engineers say need fixing. This follows our investigation that uncovered 472 bridges in the bay area deemed by experts to be structurally deficient and in need of immediate replacement or repair. But now gridlock in Congress Threatens to cut off that little money, which has been set aside for those fix and congressman huffman is pushing to pass new legislation by the end of the month to keep those projects running. The challenge in the next couple of weeks, literally, is some kind of an extension that keeps the federal Highway Trust Fund from going insolvent and interrupts potentially transportation projects all over the country this summer. We have got to avoid that. But we cant make it too long of an extension. Congress has been kicking this can down the road for too long. Reporter in addition to passing an emergency measure to keep the fixing Infrastructure Projects running this summer congressman huffman is now proposing a new bill which would fund bridge and highway repair to cover the next six years. Now, right now, the idea to get these funds and repairs is getting support from both sides of the political aisle, but whether it actually passes Congress Remains to be seen. Tonight, dal transis trying to ease the fears of at least bay bridge commuters. A live look at the bridge span. Caltrans says water discovered inside the base of the new eastern span tower is not salt water leaking in from the bay. Engineers tested the water and say it wasnt salty enough. The initial fear was that the salt water would corrode the rods that connect the tower to the base. Now, bridge workers are trying to figure out where the water is actually coming from. Until then workers have installed dehumidifiers to evaporate that accumulating water. Still ahead here at 6 00, a bogus Police Department. And no one really seems to feel it quite as much as the families of Michael Johnson, Jeffrey Fontana and the other fallen officers. But as youll hear, they also understand the sense of duty. Officer Michael Johnson was killed in march on an emergency call. His family went through Funeral Services last month before attending todays memorial along with the families of the other 11 fallen officers. The stark reality of what officers face every day, knowing there could very well be their last. Our families know the risk too. They feel it every time they kiss their beloved officer goodbye. Reporter mayor echoed those sentiments. The family of fallen officer Jeffrey Fontana already knows. Fontana was an academy classmate and good friend of johnson. Thats going to be the only spot tomorrow were we really do not see a large chance of showers it looks like the trivalley and also the south bay will have the best chance here of some thunderstorms. I want to take you through the futurecast, hour by hour of when we expect this to arrive. What youre going to see here is throughout the afternoon on thursday, by 1 30, a few hints here of some activity. Nothing major at this point, but watch how things begin to amplify as this upper level low pressure moves across. Mainly for the east bay and also for the south bay, the possibility here of some isolated showers. We might get some thunderstorms that pop up by 2 30 but its really going to be about areas from san jose down to morgan hill and possibly close toward gilroy to see the potential of some more of that consistent rainfall as we head throughout the forecast on friday afternoon. So again, that is what we are going to be watching through that thursday forecast. Now, on top of the rainfall heading for the snowfall get ready for some drastically different conditions in tahoe. Auburn at 1250 feet rain expected there. As we take you up tahoe for any kind of driving, you are going to see those conditions beginning to change still rain expected at colfax at 2500 feet. But as we take you up here to immigrant gap, we will see rain mixing with a few flakes and then eventually, as we head up to the summit, thats where we are expecting that snow to stack up heavy at times. Reporter raj, the concord green valley fault has been relatively quiet until just a few days ago. Now, we are standing along the fault line along the edge of what is known as a sag pond. Now seismologists tell us that the movement of the earth over hundreds of years caused the surface to sink creating this little lake. Tonight, folks here have more than the pond to remind them they live near an active fault. The bed was shaking and i can see my window a little bit, you know, the glass just kind of rumbled a little bit. Reporter thats what pricilla woke up to when yet another small earthquake shook the concord region about 7 00 this morning. Its the second jolt she and her family have felt in the past few days. Just little shakes. With cofeel the house shaking. Reporter jennifer chambers says, she, too, has been rattled twice since sunday. I was getting my son up for school and we just had a quick jolt and both looked the each other and said we just have another earthquake . I said yes, we did. This is the green valley, concord section of the green valley fault here. Reporter scientists with the usgs say the concord green valley fault has produced a swarm of 17 earthquakes since sunday. Three of them big enough tore felt this morning. Several sunday afternoon, also large enough to give folks a jolt. This is normal small earthquake activity. We expect small earthquakes all the time all over this whole bay area of the San Andreas Fault system. Reporter Scientists Say they are not certain how long the earthquake cluster could last, it could be days or weeks but the shakings is a reminder the earth beneath us is moving and the potential for the big one is there. Folks in concord say they understand. It definitely brings the awareness of you have to be prepared and make sure that you have supplies just in case the big one does happen. Reporter seismologists say that this earthquake swarm tells them nothing about the likelihood of a big quake hitting, but again, everyone in the bay area should be prepared. A woman is accusing linebacker ahmad brooks of groping her while she was unconscious at the home of former teammate ray mcdonald. Her civil lawsuit claims Surveillance Footage will show that brooks groped her before mcdonald carried her upstairs and sexually assaulted her last december. Mcdonald is suing the woman for defamation, saying the security footage shows sex between him and his accuser was consensual. Santa claras d. A. Dropped all charges in the criminal case against mcdonald, citing a lack of evidence. 49ers management released a Statement Today saying we are told to call 911 only in an emergency, but one location in the south bay may be abusing our 911 system by making calls for nonlifethreatening situations. And it could be delaying Response Time for real emergencies. Chief Investigative Reporter tony coval less ski expose the breakdown on what could be a huge waste of resources, tony. Firefighters and paramedics are telling us that they want the county to fix the problem because, as you mentioned, it creates unnecessary delays for calls for real emergencies. And this is troubling. County leaders were alerted several months back. And our investigation has found an increase in calls and no action to fix it. [ dial tone ] [ phone dialing ] fire and squad on scene. Reporter it looks and sounds like an emergency. [ dialing ] 751 south bass come. Should be at the Valley Specialty Center. Reporter firefighters and paramedic responding to a 911 call. Is there a better way to do this . Yes. Youre hearing from a veteran firefighter and a veteran paramedic. What made you ultimately decide to sit in front of our cameras . Engine 4, charlie response south bass come at moorpark. Reporter s here the problem. Reporter records show hundreds of 911 calls to this one address. In most cases, firefighters and paramedic spending time and resources on nonemergency calls. Reporter thats right. 911 calls to transport patients with nonlifethreatening conditions. Not across town but simply across the parking lot. Take a look. From the air, you can see the Valley Specialty Center is just across the campus from the emergency room valley medical center. Its located at the very same address. As the crow flies, they are separated by only a couple hundred yards. Reporter public records obtained by the nbc bay area Investigative Unit confirm the concerns raised by firefighters and paramedic. Engine 4, squad 4. Reporter initial review by the county found more than 200 emergency calls to the Valley Specialty Center in the 21 months prior to april of last year. Delta response, 751 reporter an audit paid with tax dollars. It included firefighters said these calls frequently turn out to be situations where ambulance transport is needed on a nonemergency basis. But 911 is being called out rather than arranging for transportation separately. Does this need to be fixed . I think we do need to look for ways to improve the system. Reporter battalion chief robert kulbertson is in charge of Emergency Response for the Fire Department. The concerns you heard are coming from a legitimate place, people that want to deliver good care to their community. Reporter concerns of firefighters and paramedics that were supported in the county audit. It includes this is an inefficient use of 911 resources and could result in a delayed response to a true medical emergency of another person else were in the elsewhere in the city. Are we correct in questioning what is going on here . I think it is absolutely correct to take a look at our system and look for ways to improve service. Reporter our investigation found since the county audit last year the number of calls has increased. 751 south bass come the second floor. Reporter this call on march 10th included par mixd and fire personnel. Boy all indications a nonlifethreatening situation. You can see, a clear lack of urgency. 4, charlie response, south bass come avenue. Reporter on march 30th another example. Reports show a call for an interfacility transport to the er. Again, watch the lack of urgency. Records requested by the nbc bay area Investigative Unit show calls to 911 in the ten months following the county audit have more than doubled, increasing by 149 . Do you see this issue as something that concerns you . I wasnt concerned until you brought it to my attention. Reporter a potentially troubling response from the chief medical officer of Santa Clara Valley medical center. That audit from last december recommended the hospital the Fire Department and Emergency Communications all Work Together to find other options for nonemergency calls. The audit that was released in december you have not read . I have not read it. So nothing has changed . This is the first time its been brought to my attention. Is that a problem, doctor . I would say if ems felt that they needed to sit down with us and talk to us that that would have we would have welcomed that. Reporter both the audit and several paramedic and firefighters point to Better Options for transporting nonemergency patients from the nearby specialty clinic. Options like using a private transport company. Or applying for a special waiver to use this underground walkway that connects the Specialty Center with the hospital and the emergency room a trip that takes less than five minutes, significantly faster than most responses to 911 calls. cause if you read the words of the audit, this is a significant issue. And it sounds likess been ignored here at valley medical. I would not say that its been ignored. I would say that it has not been brought to the attention of medical leadership here. Reporter we also wanted to ask questions of the countys ems director, but the county declined our request. Heres why change is critical here. Fire and paramedic resources are already stretched in Santa Clara County finding other options for nonemergency calls at that specialty clinic will free up firefighters and paramedics to handle true emergencies. Now, the county supervisors are scheduled to address this issue in june and you can bet we will be there. Seems like such a simple solution to get this taken care of. It is on paper. The police hope someone saw something and can give them information about the paint ballers. The suspects car is described as an older, gold sedan. A woman being held hostage found an ingenious way to get help. She ordered a pizza. Investigators say a florida woman and her three children were being held at knife point by this man, her boyfriend. She ordered a pizza using the pizza hut app on her phone. She included a message that read, hostage, help and get 911, help. The pizza hut manager called police. The police then rushed to the womans home. The mother and children were not hurt. The boyfriend is in jail. A chilling twist about the pilot who deliberately crashed that germanwings airline. It appears did he a practice run just hours before the actual crash. Janelle wang joins us now with more. Janelle . Reporter raj french investigators released a preliminary report today. They say it shows the copilot crashed the plane with premeditation. The report found copilot Andreas Lubitz practiced putting you the plane into all descent five times in five minutes just minutes before. He did it when the captain was out of the cockpit. He set the altitude to 100 feet just briefly and set it back to its normal altitude. I dont think that the passengers would have noticed that cause the input on the altitude setting was very short and so the aircraft did not have any time to react on the input. So, i guess nobody noticed. Reporter investigators say on lubitzs next flight from barcelona to duesseldorf, germany, he locked the captain out of the cockpit and then crashed the plane intentionally, killing all 150 people on board. It has since been revealed lubitz had suffered from periods of depression. Lufthansa, the Parent Company of germanwings had no comment to todays report.
