Mark mathews, nbc news. Now to a developing story out of santa clara. Weve just learned that call terrain is running about 30 minutes behind in the south bay after a woman was hit on the track. It happened around 4 00 this afternoon near the santa clara caltrans station. Trains were stopped for a while, but all trains are back in operation. The person hit is alive and at the hospital but at this point we dont know why she was ton tracks or her condition. There were also 68 passengers on board. None of those people were hurt. Were also tracking developing news in the east bay, with the search for a missing hiker appears to have come to a tragic end. This is the man searchers were looking for. 70yearold irwin myers of palo alto. Myers went hiking on maguire creek trail in the sunol regional wilderness area yesterday morning, but he never made it back home. Late this afternoon, searchers found a body they believe is myers. Nbc bay areas Christie Smith joins us live along that trail, where authorities are still working to confirm the identity of that body christie. Reporter yeah thats right. You know today, more than 40 people spent much of the morning and the early afternoon searching for irwin don myers. We had a chance to speak with them. Of course, they were hoping for the best. This helicopter you see there, that was also involved in the search. Then word came late this afternoon, an outcome no one wanted. It was one of the highest peaks in the area. Reporter lieutenant lance free describes the area where the grim discovery was made. Approximately 2 10 this afternoon, our helicopter was circling one of the highest peaks in the area. They located what appeared to be a body in one of the caves. The caves, more of a rock outcropping. The Alameda County Coroners Office was called in to make an identification. But the east Bay Regional Park District Police Believe it is irwin don myers, who went hiking in the sunol regional wilderness wednesday morning. We also were able to ping his cell phone yesterday. The last ping with us at 11 00 in the morning and it was in this general vicinity. Reporter his car, still at the trailhead. He was reported missing when he didnt return home. Search teams looked yesterday and again today. Investigators say the 70yearold palo alto man was an experienced hiker, had the right gear, and hiked the area two to three times a year. Investigators say they found alcohol inside of the car. 23yearold christian cleannan is now facing vehicular manslaughter and drunk driving charges. Play ball will be heard in hayward after all. As we get a look at the fog data right now, youre not seeing too much happening right now at the immediate coastline, but theres some inklings of something happening out there. Well zoom out wider so you can see in a larger perspective what you are looking at building in and yes, thats a fog bank out in the pacific and thats going to dramatically drop our temperatures for tomorrow. Its still going to be mild about 10 degrees above average for the interior valleys, which youll see here for the north bay, trivalley and the south bay, as you stay in the 80s, but in San Francisco, well be dropping to 71 degrees. 71 is our downtown temperature. We think by the marina also real close to the coastline, its only going to be 60s for tomorrow. So thats going to be a dramatic difference for us. I want to take you to the futurecast next so we can detail that fog thats going to be moving in for tomorrow. And wrahat youll see by the morning hours, there it is bubbling up from point reyes to San Francisco, down to Half Moon Bay by 9 00 a. M. And by the afternoon tomorrow a starkly different forecast at the coastline. But the bad news students are now videotaping ecigarettes and that number has tripled. The ecigarette industry says its not trying to target teenagers, but the hello kitty packaging may tell a different story. And ecigs come in all sorts of enticing flavors like bubble gum, cotton candy, and peach, and like regular cigarettes they also contain nicotine. Nicotine is we know for sure an addictive product. Put into the hands of teenagers who are more susceptible to addictive products this is a problem. Reporter the cdc released its latest finding today. It found that 2 million teens, more than 13 , used ecigarettes last year compared to only 4 the year before. The fact that youth are even experimenting with these products, which we know can have lasting effects on their developing brain, can cause addiction, and can lead to sustained tobacco use, is concerning to us. Reporter the cdc is working on a nationwide ban of ecigarette sales to kids under the age of 18. 42 states including california already enforce a similar law but teens are just buying the ecigs online. California state senator mark leno has also proposed a bill that would define ecigarettes as Tobacco Products prompting them to fall turned states existing smokefree laws. Most bay area counties have already passed their own laws banning the use of ecigarettes in certain Public Places like the workplace and restaurants. But that doesnt seem to be stopping more and more teenagers from vaping. Another popular trend, water pipes of houka. Privacy for its passengers. Police have now identified a suspect in the deadly hitandrun in the south bay, of a local teenager. Today, prosecutors issued a warrant for alex alkazar. They believe hes responsible for a mysterious february car crash that killed a 14yearold girl. Police say cadillac hit a garbage truck with such force one of the cars wheels came off. That car was found nearly half a mile away next to the body of 14yearold cynthia bacera. At first, investigators thought she was the driver now they say it was alkazar. Tonight hes considered a fugitive and Milpitas Police are ask anyone with information about his location to contact them. Now to our drought. Governor brown met with Business Leaders today to discuss Water Conservation as the state tries to get everyone to cut back. Leaders hit on some key issues like replacing lawns with droughttolerant plants and capturing rainwater. It comes in our fourth year of the drought. Now, cracking down on water use. Tomorrow californias 400 water districts will get new conservation rules from the state. Nbc bay areas political analyst, larry gerstin, is here with a preview, and what we can expect and how bad is it going to be, larry . Its going to be bad. It just depends how bad, where you are, and how much you use. But clearly, urban and suburban water water users, theyre going to be the ones required to do most if not all of the heavy lifting with some districts reducing consumption by 35 . And expect enforcement. Therell be fines of up to 10,000 per day for those districts whose residents dont meet their goals. You know what . Those numbers add up fast. Boy, their they sure do. A lot of people have already cut back and theyre upset a lot of other people havent. And even farmers, they say, havent been asked to cut back. Is there a fairness issue here and how is that going to impact everyone . You hit the nail on the head. For many thats the core of their concerns. For example, consider just a few bay area cities their daily per capita consumption in terms of water gallons and the expected reduction requirements. Vacaville, down 35 . Lose altos, 25 . San jose, 20 . Hayward, 10 . Okay, that was fine but a 35 reduction in vacaville takes the city down to 121 gallons a day. Way more than san jose and hayward will get. And after their reductions in fact the 10 reduction in hayward takes residents there to 47 gallons per day. You can see why some communities are saying, you know take more from others leave us alone. Weve done our share already. And add to the fact that half the water users in sacramento have no leaders. And the fairness issue only grows. Yeah it doesnt seem equitable, at all. And doesnt even seem doable either, really. Doables a good question. Some experts believe that its going to take 20 years or more to get things right. Why . Thats because, until now, the Water Resources control board has really had little enforcement capability. Also, there remains the question of just how much the public is going to buy the program. Especially if the fairness issue isnt addressed. Including, by the way, some cutbacks in agriculture, which really arent on the board. Finally, theres the longterm supply issue. Look increasingly it appears like water districts will need to invest in expensive desalination plants rather than more than dams. A Measles Outbreak is considered terminated when 42 days or two incubation periods have passed since the last onset of the rash. Marshals partnering with local Police Departments arrested 137 fugitives, wanted for crimes in the greater east bay. Your federal Law Enforcement partners here live and work in the east bay. We call it home and we want to do whatever we can do to help. Reporter authorities seized 27 firearms along with ammunition and illegal drugs. U. S. Marshals say they took advantage of their resources to move across city county and state lines, Even International borders, to produce criminals. With this regional approach to combatting crime, this is what Law Enforcement really needs to be doing. What the Community Needs to understand is these criminals dont understand what borders are. They will go from city to city to commit crimes and by working together, were actually stopping them. These criminals have now been removed from our community and it enabled all of us to go forward in prosecuting cases. I know prior to becoming a marshal and being in local larmw enforcement, you know theres never really that closure for the victim until the person that committed the crime faces some sort of justice. Today, the Alameda County District Attorneys Office charged a seventh suspect in connection with pierces death. 16yearold Julian Ambrose was charged with attempted murder and other charges.
