Its the sun and uv rays over a long period of time that inevitably will break down a roofing system and create leaks. Weve gone through a couple of years now of very little rain and a lot of sunshine. The more sunshine without rain, the more problems that youre going to have. This is a good example. Reporter you should also be concerned about your trees, says certified arborist brian mcgovern. He inspects trees to determine if theyre at risk of falling during a storm. He also says the drought could mean a bigger risk of downed trees. When they dont have enough water their wood gets weaker, drier. They dont have the ability to hold themselves up as well. Thats additional concern. Reporter he says even though a tree looks healthy it may not be stable. Telltale signs of weakness the dark patch on this tree indicates rotting. Trees with two trunks are more vulnerable to snapping during a storm. Which is why before the storm hits, he says its important to determine if whats in your yard could put your family at risk. Another thing to check for is mushrooms growing at the base of your trees. That could signify that your tree is rotting which would make it more at risk of falling during a storm. New at 6 00, a san jose woman is asking tough questions of animal control after she and her dog were attacked by a neighbors pitbull mix. She says it took more than 12 hours for animal control to even show up, despite the fact they knew the animal had a history of violence. Tonight officers are searching for the owner of that pitbull but the victim says its not enough. Michelle roberts joins us from the san jose animal control office. Whats the problem there . Reporter when animal control is fully staffed there are about six or seven officers responding to calls every day. Currently there are only about four most days. When they get a lot of calls, which they do most days, they say they get more than 200 on average. Come on you can do it, youll get a treat. Reporter angela morrows says an afterdinner walk on thanksgiving turned into a life or death situation. I didnt realize how in danger i was until it was over. Reporter she says it happened too fast to think. I was punching, kicking, doing anything i could. Reporter gus was being attacked by a neighbors pitbull mix. And it wasnt the first time. The dogs owner and another neighbor pulled the pitbull off of him. And then it lunged at me. Reporter angela has a bruise on her face and some cuts on her hand but shes okay. She says the same dog attacked gus in march while her daughter was selling girl execute co ini im fearful for any child or animal that comes in contact with this owner or dog. Reporter the pitbulls owner was ordered to muzzle the dog in public. The bottom line the big dog was offleash and under control. If hed been under control, none of this happens. Reporter san jose Animal Service director says the owner vargas has a criminal history. As a safety precaution two animal control officers were needed to respond to the call. There were only two on duty on friday when the incident was reported. By the time the other officer freed up it was already dark. They thought it was even more dangerous. Reporter he says since the pitbull was contained by his owner after the attacks the situation was no longer prioritized as an emergency. When officers arrived saturday morning it appeared vargas and the dog had left town, which is exactly what officers were told after the first attack. I felt really let down by my city. Reporter angela says until the pitbull is in custody she wont feel safe walking on her own street. Cats have nine lives, i dont know, maybe dogs too are do too. Reporter animal control is asking for help to find kevin vargas. He drives a 2000 White Chrysler voyager. The dog is named peewee, brown brindle pitbull mix boxer. Vargas could face fines and be held in contempt of court. Mass eviction in the south bay. People who live in the jungle, which could be the nations largest homeless encampment, have been told they have to move. San jose police and city workers today posted the yellow flyers on trees and tents and other shelters there. The message reads that everyone has 72 hours to pack up and leave or be charged with trespassing. The city is facing lots of resistance from the people who live there, especially those that are mentally ill and the convicted felons too. In sacramento republicans and democrats are far apart estimating how much more drivers will be paying. Republicans have introduced a bill to stop the tax from taking effect. This will be a 16 to 76 cent per gallon cost. Could be up to 7 to fill up an average tank of gas. Those numbers are from the western States Petroleum association, which wants to stop this gas tax. The state air Resources Board favors the tax and estimates it will be about 10 cents per gallon. A move under way to overturn a state law before it takes effect. Now last august, californias legislature approved a ban on plastic bags starting next july. Now some activists supported by manufacturers want to block that ban. But now a group called the American Progressive Bag Alliance is circulating a referendum proposal. That would repeal the new state law banning plastic bags. The group needs 505,000 signatures. Thats 5 of people who voted in the most recent election. To place the measure on the november ballot. If the signaturegathering effort is successful, well, the law would be suspended until the election. So whats in it for the bag alliance . Why are they attempting to repeal the law . The Progressive Bag Alliance claims that the ban is a scam, its a scam that profits Grocery Stores which make money by selling special multiuse bags in place of inexpensive plastic. The case stems from a pennsylvania man who was sent to prison for violent facebook rants. Among other things the man posted vague threats to his exwife and an fbi agent investigating him. Today justices did not appear to agree with the lawyer who said his client was only blowing off steam. They argue that prosecutors must prove the man intended to carry out the threats. Its the first case to test the limits of free speech on social media. Facebook posts criticizing the first daughters has gone viral. The congressional aide behind the comments is out of a job. When you think about it, most of california is only 75 to 100 of normal. Were really seeing close to what we should have this time of year. Were already having so many problems. We havent seen anything like this probably in the past six to eight months. We have two different features happening. We keep pointing them out. Because really, together, theyre going to join together to give us quite a bit of rainfall over the next 48 hours. Weve got the core of low pressure well offshore. Once that moves right on top of california, thats going to give us quite a bit of rainfall. And check out this huge fetch of subtropical moisture. Thats going to interact with the storm system and pull out some Copious Amounts of water here throughout the state within the next two days. We really have two main concerns. The first one is the risk of Severe Weather the next 48 hours. For the entire bay area, the Storm Prediction Center thinks we might see isolated thunderstorms pop, gusty winds, the potential of hail. The second area of concern is a winter storm warning. If youre traveling to reasno sw expected at 7,000 feet. But we could see 1 to 2 feet all the way through thursdays forecast. So again through thursday, expect some snowy weather across the sierra. Now lets move right into our storm system. Weve got that area of low pressure we point ed out on satellite. That would normally give us that rainfall. As mentioned this subtropical moisture is feeding it all the way down near the equator. Copious amounts as we have been talking about of wet weather down in this area. All it takes is just a small branch of this to move into california. We think thats going to happen. Its like pointing a hose at the state and thats why were going to see rainfall totals getting boosted up. Future cast, we have a lot to go over on the different timelines of this rainfall. Follow with me here. You can see as we continue through tonight well start to see showers develop around 11 30 at night. Heaviest will begin in the overnight hours, 4 00, 5 00. So Early Morning commuters getting wet roadways from the north pea to the south bay. Throughout 9 00 in the morning scattered areas of rainfall. You may think youre done in san jose. Computer models are pushing in thunderstorms by 1 00 that could happen across the entire bay area. Youre going to have to watch for scattered thunderstorms that could bring us heavy rain. And then as we head throughout the evening hours a little bit of a break. Then check this out. With that subtropical moisture moving in, well likely see another round of some widespread rainfall by wednesday morning. So again, tuesday and wednesday morning, were expecting that wet weather to move in across the bay area. I think overall for the lower elevations, again, down at sea level, 1 to 2 inches of rainfall. Were looking at power out ans that are possible with winds that could top 30 miles per hour. That could also bring down some downed trees and maybe some isolated areas of flooding to deal with.
