Managers have to say at this point and its gotten contentious again. Reporter very much so, jessica. B. A. R. T. s general manager says that theyre still willing to talk, but the unions say the talk s are over and its time walk. The unions claim that b. A. R. T. Is taking a radical hardline position. One they just cant accept. So they say in just six hours from now, they will go on strike. And i stand here to tell you that unfortunately, yes, we are on strike as of midnight. Reporter b. A. R. T. s unions say theyre bitterly disappointed to anounoyance the workers will hit the picket lines tomorrow morning. Despite a marathon negotiation session that lasted some 30 hours even causing paramedics to respond to a union worker suffering from exhaustion. A deal could not be reached. If this strike could have been averted, and i am saddened, discouraged and shocked by the lack of leadership from the general manager and the park board. Reporter both sides say money wasnt the sticking point. Instead, it was workplace rules. The union says those rules would strip away workers rights. B. A. R. T. Says they need the rules to manage the system efficiently. These are work rules that are essential to maintaining the future, efficiency and effectiveness of the agency. What happened is the unions decided to, if they wanted to take the money that was on the table, but not the work rules that were on the table. We had come together on areas of wages, of pensions, of everything that they were asking for. We were this close. And yet at the last minute, they threw in a management clause to take away our rights as workers. Reporter not even federal mediators could help. Theyre now heading back to washington. We folk with his attorney who said his client, officer ron gehrke admits he was going home, a little over three miles from here. Were along irving street. This has been officer gehrkes patrol, his beat for years. He says taking these kind of breaks is part of police culture. Its good to see a patrol car at my neighborhood. Reporter living a few doors down from a veteran Police Officer has put joan caboda at ease. You would see the patrol car. Occasionally. Reporter investigators believe officer ron gehrke going home while on duty is more than occasional. His Attorney Says it all began with an anonymous letter to the Mayors Office last summer which prompted an internal affairs investigation. Tweaks 10 and 15 hours between when he was on duty when they say he should have been not at home. Shouldnt have been at home and charging him with misappropriation of approximately 900 and pay another 300 in benefits. As for what the 19 year veteran officer was toidoing at home, h says relieving stress, applying for a new job in the department and working on police reports. Hes due back in court a week from today which is actually his 53rd birthday when theyre supposed to set a trial date likely the beginning of next year, january or february, and in addition to losing his job, the officer also faces up to a year in jail. Heres the first claim. We know that just the threat of default, of america not paying all the bills that we owe on time, increased our borrowing costs which adds to our deficit. This claim is actually not true. Our borrowing costs have not gone up. In fact, theyve gone down. According to bloomberg. Com, the Interest Rate on the u. S. Tenyear treasury note has dropped in recent weeks. A month ago, the tenyear treasury had an Interest Rate of 2. 85 . Now, the tenyear note has an Interest Rate of 2. 59 . That means our debt payments have actually become cheaper. At least in the short term. Long term, major lenders like japan and china decide they cant count on us to honor obligations, then borrowing could become more expensive. For the time being, thats not the case. Heres the next claim. And remember, the deaf is sit is getting smaller, not bigger. Its going down faster than it has in the last 50 years. And the deficit is getting smaller, but only for a couple more years. According to the nonpartisan congressional budget office. Heres a look at their latest reports. See the two lines are farthest apart in 2009. Come together, theyve since come much closer together which means deficits have shrunk. Yes, the president s climb the deficit is rishrinking now is t but expected to rise. Thats only because the deficit was high to begin with. We chopped off 750 billion the last few years.
