Point. And we think its time for the Union Leadership to let us know, to let the people of the bay area know whether theyre going to take an offer to their membership. It is the middle of october. Ac transit negotiations have been going on during the same time. There have been two offers taken to their membership but not yet in these negotiations though were months beyond the deadline. Reporter following the b. A. R. T. Board president s statement, scius executive director responded immediately. Theres a little bit of strangeness in this offer, and actually to make this offer at 4 00 and not even come to the table and say there it is, and now come out and say we want to talk about it is also very curious to us. So we believe it was b. A. R. T. s intention and the b. A. R. T. Board districts intention to make a last best and final offer and then walk away from it which is essentially what theyve done. Even though weve been talking, we feel they have no intention of reaching an agreement. We believe this is whats called jamming the other side. Reporter well, there you have it. B. A. R. T. s best and final offer is this. A 12 increase over 4 years. They want Union Members to make a 4 pension contribution and a 9. 5 medical contribution. When it comes to Affordable Care act, known as obama care, critics say many consumers are getting shortchanged paying for services that theyll actually never use. In tonights reality check sam brock joins us with whether raising the quality of coverage for everybody is actually a good deal for consumers. Sam . Jessica, good evening. Its a good question. The law requires a higher level of benefits. Its called the essential benefits package that every Health Insurer has to provide. Whos paying for it . In this case, the average person picks up the tab etven if they dont need the extra services. Is that true . What are you really getting with obama care . Lonnie chen is highlighting what he considers the flaws of obama care. But here hes focusing on something called the essential Health Benefits package. Its a richer, mandatory benefits package under the Affordable Care act that chen says drives up costs and includes services some people will never use. We asked, like what . I dont think you should be required to purchase coverage for maternity benefits. Now, thats something a lot of plans have to cover in california before, but now under the Affordable Care act, all plans will be required to provide coverage for maternity benefits. Reporter it turns out chen is right. Maternity and newborn care is one of the ten categories of essential Health Benefits under the law. One of the other ones, what you want to do is think of this as like a house framework. Okay . A basic framework. Here are some examples of benefit category thes. First, Outpatient Care which includes things like xrays, lab tests and outpatient surgery. Thats one category. You also have hospitalization. Thats another guaranteed benefit category that includes room, board, surgery and anesthes anesthesia. Mental Health Services guarantees counseling. Psychotherapy and treatment for drug and alcohol addiction. Prescription drug coverage, which includes generic and brand name drugs and ensures out of pocket costs go toward your deductible. These are all guaranteed in the new law, but then again, most of them were already guaranteed in california under a decadesold law called the knox keen act. Whats new now for you . There are a few new benefits that didnt use to have to be covered that now are required to be covered. Reporter such as pediatric dental and vision, acupuncture and an expanded set of mental Health Benefits. Nose a those are the only changes. We asked shelley who works for department of managed health care responsible for overseeing compliance for more than 90 of the insurance plans in california what added costs californians will be paying for these new benefits. If you spread the cost of that benefit over the entire population, its very small, you know, pennies for an individual to pay, but it ensures that everybody and the people who need it get the services. Now, keep this in mind. There are other factors that could drive up your premiums. Like telling insurers they can no longer reject patients based on preexisting conditions or putting a cap on out of pocket costs. Those are Popular Consumer protections that are also expensive. Wouldnt those things be more likely to drive up premiums. We asked mr. Chen that question. I think its all part of the mix. Its tough to aggregate, disaggregate, rather, whats driving cost increases. Certainly factor you mentioned are absolutely reasons why costs are going up. The notion that insurers have to write policies for everyone. Now, heres the other thing. Many people wont pay more in Health Insurance under obama care and many will. Theres almost too many factors to count here, but the bottom line is this. Its unlikely, at least in california, that youll pay for more richer benefits and all those benefits were already required by the state to begin with. It may be different, as mr. Chen suggests, in other states. Im sam brock. Thats todays reality check. Good information. Thank you, sam. A coalition of conservative groups is gearing up to overturn a transgender law passed by Governor Brown last august. The law requires schools to allow transgender students to use the bathrooms of the gender they identify with. Schools must also allow students to join sports teams in the gender they identify with. The group is called privacy for all students and is already circulating petitions to try to get a measure on next falls ballot. The jobs that men and women work and what theyre paid hasnt changed much in california. According to new data analyzed by the sacramento bee, men continue to dominate job sectors like construction and engineering. While women still dominate teaching, nursing and sales.
