With oakland and San Francisco police are urging motorists to make plans now for what is sure to be a nightmare commute for several days. The bridge will close on wednesday at 8 00 p. M. Obviously, you dont want to be trying to roll through there at 8 00 p. M. If you can avoid that area, that would be plan a. Im excited to go over a new bridge. But i dont like the closure at all. Its going to be a mess. Reporter while many drivers are trying to figure out alternate routes into and out of the city, some plan to leave town and avoid the closure altogether. We are learning tonight that the new span will not have that tricky s curve. In 2010 the stretch of roadway caused several crashes and at least one death. Caltrans has installed bumps in the pavement. There are no s curves. Now to a developing story. This is the rim fire burning in Yosemite National park. 16,000 acres have burned. As we pull out you get a better idea how big this fire has become. The fire fight is threatening homes and evacuating campers and churning through thousands of acres of trees and brush. Its burning west of yosemite. Nbc bay areas Chris Sanchez is live with the latest. Reporter this fire has a mind of its own. It is jumping fire lines and flashing hot spots nearly everywhere along the perimeter. And as we were headed to the command center this afternoon we had to reroute because the road was overtaken by fire. As we drove out we found areas of the forest that were burned and charred right up to the highway, thats highway 120. The u. S. Forest service says that the fire ballooned overnight to more than 16,000 acres, as you mentioned, and it is only 5 contained. At least two homes are3h÷ destd and 2500 others are threatened to the western perimeter along with campgrounds and resort areas. The access to the fire is a concern, both for fire views and for fire equipment. Fixed wing aircraft are working from above as the nearly 1,000 firefighters on the ground deal with steep and stubborn terrain. Now add to that dangerous mix heat and what jeff ranieri will be talking about later and that is the threat of dry lightning through tomorrow and some of the folks ordered to evacuate seem shell shocked by it all. Its only one way out of here. There are things that are not replaceable. Thats the way it is. As long as you have your health. Reporter a camp for kids with special needs is one of the camps that was evacuated and we saw a counsellor watching as flame retardant fell from the sky. Well see if that holds. Kids from berkeley were evacuated from family camp. And there are still homes and structures threatened by fire but on the northern perimeter there have r are no structure. There are 22 firefighters from cities across Alameda County that are here. They may be here for a while. The fire is 5 contained and the u. S. Forest service says that the danger of itf d expanding, Growth Potential is extreme. In groveland, Chris Sanchez, nbc bay area news. Chris is stalking about two camps with ties to the bay area that have been forced to evacuate. They sent their counsellors home and cancelled the event. The camp officials sent out Facebook Messages notifying people that the camp is not immediately threatened but Still Closing its doors. Jessica was going to take her family to the camp this weekend but now scrambling to make other plans. I cant imagine it will destroy the camp but its in my mind. We are planning on sending our son next year as an overnight camper. I hope everythings okay. Earlier this summer the camp was hit by tragedy when a counsellor was killed by a falling tree limb. Lets go to jeff ranieri for more on the role that weather is playing in this fight. And you told us earlier that the weather conditions will be more fievl for fiveday forecasts. It will help for the next 24 to 36 hours. That fear of expansion can be attributed to the steep terrain they are fighting the fire in but also the threat of lightning. You will see on the Doppler Radar right here we have in a 200 mile radius, 64 lightning strikes at this hour. We cant rule out dry lightning before this monsoonal flow starts to kick more off to the east. Now in terms of the conditions it does not look like the worst here for firefighters of what we could have this time of the year. The winds gusting to abo 20 miles an hour. May see it slightly higher in the canyons. They are fighting this in elevations around 3,000 feet. Very steep terrain. Humidity 20 to 40 on average. And temperatures ranging in the mid80s at least for the next three to five days. Now here is the remarkable thing. There is so much smoke in the atmosphere right now that after analyzing the radar, this repeated propagation of the smoke you can see the areas of green and yellow showing up, that is likely attributed to some of the smoke in the atmosphere. Again it is so thick and strong that as that radar beam is sent out across the Higher Elevations its bouncing back and picking up something. Of course its not rainfall right near there. We saw the clear skies in the shot. Some of that attributed to some smoke showing up on the radar. San jose Police Detectives are interviewing a Security Guard to determine if he was justified in shooting a suspected burglar at 1 30 this morning. Detectives say the guard saw a man trying to break into a car at the senior apartment complex. The guard confronted the man and is guard is saying that at one point the man appeared to be drawing a weapon and the Security Guard opened fire. The police found that man suffering from gunshot wounds a mile away. He is in the hospital under arrest for trying to break into cars. I sometimes rent a car and sometimes go in and out at different times. But now im going to pay more attention to when i go out and come in. Because thats scary. Police are searching for the three other suspected accomplices. A car drove into a home in the Oakland Hills today and the story goes on from there. The crash sparked a fire and burned for half an hour. The natural gas was fueling the flames. No one was injured but an ambulance was requested for an elderly patient on the scene. New details on the Southern California kidnapping investigation. The family of James Dimaggio wants to know if he was actually her father. The spokesman for the family says they want dna samples from hannah and her brother ethan to determine if dimaggio was their father. The trial of a man accused of Involuntary Manslaughter and child abuse in the death of his grandson began today. The man waved his right to a jury and a judge will decide his guilt or innocence. A sit in by students of city college of San Francisco ended in arrests. 26 people were arrested outside city hall. The sit in began at 5 00 p. M. After one last request to meet with the mayor was denied. Students have been trying to make their case to mayor lee for more than a month. Its unclear to us why the mayor is unwilling to meet the students. So it was decided we would wait, hoping that the mayor would come and listen to us. But instead of doing that he called the police to arrest us. Those two demands include lifting all sanctions against the school now that the department of education has highlighted problems with the way the school was evaluated. Jeff wilson called in his friends from operation freedom paws to help him look for lobo. The two were out for a walk just yesterday. Ran off. He wouldnt come back. He got scared and hes now on the run and were trying to catch him. Reporter lobo graduated from operation freedom paws. The group trains dogs to help returning veterans. He needs lobo to deal with the images of war he witnessed in iraq. When i get nervous he touches my hand and says hey, Pay Attention to me and calm down. Reporter the founder of operation freedom paws says she cant emphasize enough how vital it is to find lobo. That bound and that relationship that jeff has been working with lobo for the last year and a half, if we dont get lobo back, it will be another loss that jeff has experienced, which will cause the ptsd to become more severe and hes going to beat himself up and we are at risk of losing jeff. The same day a small fin whale washed up on the beach and died. Signs warned people to stay out of the water for the next five days. The surf shops say it has been bad for business. Yesterday we thought we were we were jumping the gun. Is it officially wednesday and that forecast can improve each and every day as we get closer to the weekend. A lot of you reveling in how awesome the weather was today. 75 in santa rosa. And mid80s in the east bay. We had 85 in san jose and one of the warm spots is gilroy at 89 degrees. Lets get to the forecasting issue that we have had for eight days this system in the pacific. Its what we call a cut off low. Its like a storm system without any kind of a road map for the past eight days. Eventually we think it will caught up in a stronger flow and kick off to the north tomorrow and thats why we are keeping a very slight risk of thunderstorms in the forecast. We have a lot firing up in the sierras as part of the monsoonal flow. As that storm lifts to the north tomorrow it may drigag a little bit of this moisture. The best threat is in the north bay. Lets look at the Sky Camera Network tonight. And we have the marine layer moving in and cloud top build up with the monsoonal moisture close on by. And the Golden Gate Bridge is clear at this moment. And in san jose, plenty of blue sky right now looking gorgeous in the santa clara valley. So a first look at the thursday forecast. We will find the areas of fog at the coast and by the bay and just a little in the interior valleys. But by 11 00 a. M. Sunny skies inland and temperatures in the mid70s. Upper 60s by the bay. And at the coastline the fog is in the mix. If you are headed there you get the cool weather that we expect this time of the year. No airport delays right now. But if you have an Early Morning flight, possibly drizzle and thick on the northern end of the peninsula. Look for delays at 5 00 or 6 00 in the morning. Heading out on a red eye flight, no airport delays due to weather. On the threeday forecast the temperatures start to trend up through friday with low 90s inland and by saturday were going to start to go back into the 80 degree category. That is a sign of what is coming our way next week. We have also been talking about that fire danger tonight. Theres a new study about autism that may answer questions or raise concerns. Especially if you live in the bay area. Reporter heres the stat for you. For the country, one in 88 kids is diagnosed as autistic. In some parts of the bay area that number rises to as many as 1 in 55 kids. There may be a way to predict if your next child is diagnosed as autistic. The Pacific Center for education works closely with kids who have autism and helps parents many of whom ask if i have one autistic child is it more likely that i will have enough . The answer may be yes. That doesnt mean its time to panic. He says it means it may be time to prepare. If you can get attention to the child early on with Early InterventionTherapeutic Services there is a good chance you can avert a more serious case of autism by helping the development start. Reporter he says working early with kids as early as 10 months old can accelerate development and beat back some of the challenges of autism. Its something closely watched here in the bay area where the rate of autism is higher than average. The incident rate of autism has been especially noted here in the bay area. At points in the history of autisms past they have generally seen more autism in technology centers. Reporter there may be genetic factors at work but there are also teachers at work to help. The study in the journal of the American Medical Association also says there is an increased risk for half siblings but only when they share a mother. A small study of athletes who suffered repeat concussions identifies the early signs of brain disease. Researchers studied 36 male athletes diagnosed with a brain disease linked to repetitive blows to the head. They interviewed family members and found out they had mood and behave issues as the first signs of the disease. Some of them had explosive outbursts and physical violation. Pg e incomplete recordkeeping may not have been fixed. Thats a concern of two law judges who might fine the utility next month. The San Francisco chronicle says they expressed concern when pg e using faulty recordkeeping. In a maryland courtroom today supporters gasped when the judge announced Bradley Mannings 35year sentence for espionage. He gave hundreds of thousands of classified documents to wikileaks. The judge took the middle road. Prosecutors had pressed for at least 60 years while mannings lawyers asked for no more than 25. The case will receive an automatic appeal. He will be eligible for parole in ten years. They are disturbing videos showing what syrian activists claim is a deadly attack by the government on a thousand people. The victims are reported to be civilian, many of them children. The administration denies responsibility. The white house has been unable to confirm what happened. We have seen these reports and consulted with some of our partners in the region about these reports. But that is why we are calling for this u. N. Investigation to be conducted. There is an Investigation Team thats on the ground in syria right now. Late today the u. S. , britain and france demand that those experts on the ground be granted immediate access to the area where the weapons were used. First it was phone call and now it appears the government has access to emails. The nsa is releasing that information that data from civilians can get collected inadvertently. The nsa admitted collecting 150,000 emails from americans with no terrorism ties. The Court Ordered the nsa to limit the information it takes. President nixon took supportive two phone calls from two future president s, ronald rag enand george h. W. Bush. Reagan insisted he was behind nixon and sympathized. Bush praised his speech to the nation. One year later, nixon resigned in disgrace. Infants and school kids will lose access to head start. In tonights reality check sam brock examines the report that shows 57,000 kids will lose slots in head start this year. Reporter this is a federal report that were going off of issued by the u. S. Department of health and Human Services. The feds have to approve every cut in every Head Start Center in the united states. If you take their word and take out the 1300 spots in u. S. Territories you have 56,000 which is close enough to the president s prediction that is splitting hairs to say he wasnt watch. If its true that each empty desk is a student set to lose a spot in the Head Start Program there will be 57,000 of those this fall. Because of the reckless cuts there are parent whose kids got kicked out of head start who are scrambling for a solution. Reporter president obama raised red flags in the spring. And in a letter to the congress, sebelius warned that up to 70,000 children would lose access to head start. Is that figure close enough to be called truthful . Yeah. Dont you think, 57,000 children not Getting Services that they would typically get otherwise. This is services preparing kids for school. Reporter pam shah is president s of californias Head Start Association and operates or partners with eight centers in the east bay. There are other side effects besides students losing slots. Her programs had to slash school supplies, close down a center and lay off substitute teachers. The 57,000 figure doesnt tell the whole story. I think other people are doing the same thing trying to keep as many slots as they can keep. Reporter lillian covers Early Education for ed source and says that the 5600 slots lost in california are on par with what state educators have predicted. But the fallout is still greater. There is a big range of how each program has run. But cutting days has been the most popular way to avoid cutting children. Reporter but for the programs that have had to cut kids, heres what it looks like. The baseline is 2010 when there were 904,000 children in head start. Billions in stimulus funding gave it a bump up to 964,000 and 957,000 in 2012. With the projected losses were basically back to where we started three years ago. If the fed numbers are baaccura. Are they accurate . After three requests, the health and Human Services spokesperson finally responded saying, we worked with each of our 1600 grantees. Any cut has to be approved by our office of head start. The government takes a survey from each center asking for the number of slots cut and positions eliminated. So the numbers appear accurate but its impossible to say for sure. Assuming that it is correct and all the school days lost and personnel let go plus buildings that are closed its a devastating impact on head start the kind that the administration was predicting back in march. And this happens to be in relatively unfriendly terrain and the weather is not cooperating in terms of being friendly to the firefighters. So all three of those factors are keeping it a very active fire. So far the fire known as the rim fire is just 5 contained and burned more than 16,000 acres. It has destroyed two homes and seven buildings. Fire crews have their hands full with at least 11 fires burning. Progress is being made against a wildfire in idaho that has been burning out of control for weeks now. In the last two days the containment has gone from 8 to 30 . Look at that map. Pushing the wildlife preparedness level to the highest time in five years. Spending has been pushed past 1 billion for the year. Meteorologist jeff ranieri has been tracking our fire danger conditions. We have more lightning strikes in the sierra and a few making it over the sierra right over here to our northern coastline. Its from this that we might get a few of the lightning strikes in the next 24 hours. Once again the greatest threat will be the north bay in the early part of tomorrow. And eventually we get the weather changes coming our way that will be a lot cooler. Today what is keeping our fire danger down across the coastline in the east bay are the winds that have turned more onshore and that has helped in our red flag fire warning that has expired. Lets get a look at our forecast. Cloud cover at the coast, by the bay. A little bit of cloud cover to start but nothing major. Temperatures in the upper 50s. By 11 00 low to mid70s. It doesnt look back in san jose. You can see plenty of clear skies. Haze towards the hills but nothing too bad. In the north you will see the marine layer building up to 1500 feet that will shroud in the peninsula and the coastline. On the bridge a mix of sun and clouds at this hour. At this fog factor forecast the worst will be at the coastline. The northern counties, marin, and napa dealing with the most cloud cover to start. Not much for the east or south bay at this point. In the afternoon well find it all the way down to halfmoon bay but plenty of sunshine in the interior valleys. As far as the daytime highs go for thursday about near average down into parts of the south bay. Youll see temperatures topping out in the low to mid80s. 85 in san jose. 84 in los gatos. And in the east bay, a slight on shore wind passing across the Eastern Hills will help to keep the temperatures cooler. 86 in dublin. Cooler in the coastline. 64 in halfmoon bay. But you go just inland and santa rosa is 82 there and looking good in napa with 85 degrees. Overall the pattern that has been with us the past eight days has been the same storm system, this area of low pressure that is lingering off shore. As that lifts off tomorrow the highest threat of lightning strikes will be the north bay. But the general trend in the forecast will keep a lot of the hottest air out of our zone way off to the north. The jet stream will stay here in Northern California and keep the temperatures cooler. We are going with mid to also upper 80s as we head throughout saturday and sunday. Then as we look at monday, tuesday, wednesday and thursday, you can see that the temperatures are going down even a little bit more for this time of the year. No 100s coming our way. So not exactly, you know, bathing suit weather outside next week but dont need the parka either. Somewhere in between. When are we going to get the real hot stuff .
