mass amounts of pink slips going out to teachers. well, that's not the case this year. >> i'm very passionate about advocating and serving the student. and i love that i'm here at kennedy high school and i just love being a part of this district. >> reporter: and kennedy high school counselor phoene prack is relieved to keep the job she loves for next year. for the first time in five years prack didn't get a pink slip in the mail. >> this is the time period where everybody is on edge because they don't know if they are going to get the letter. >> reporter: but this year teachers in the contra costa school district don't have to sweat it. thanks to prop 30, the issue is not issuing a single pink slip. >> for us this is the first time -- and i've been a board member in 20 years, this is the first time in 15 years we didn't have to issue pink slips. >> reporter: pink slip protests spring up every year around this time. march 15th is the deadline for districts to notify teachers they may be laid off. but while some 20,000 teachers got the dreaded notices last year, only 3,000 got warnings this year as educators across the state are thankful for the drastic drop. >> prop 30 hasn't solved anything but it has solved a lot. and hopefully -- we have lost 30,000 educators over the last four years, hopefully we'll start to get them back. >> reporter: prock is hoping to focus on what's more important, helping students. a mother of four couldn't be more thankful. >> and just knowing i have a job next year and i don't have to worry about, you know, if i have to look for another position or anything, it's just, it's a huge burden just lifted. >> reporter: now school board member charles ramsey tells me it is his hope his district will never have to send out another mid-march pink slip again. across the bay and across the state a pink slip picture has changed dramatically and teachers hope it stays that way. reporting live in richmond, i'm jodi hernandez, nbc bay area news. thank you. san francisco city college met a critical deadline today in the fight to keep the school open. ccsf filed a report today outlining the school's plans to address a long list of financial and administrative concerns. if things don't change, the college might lose its accreditation. now that the report has been filed, inspectors will visit the campus in april to verify the plan. a panel then has 45 days to announce whether the school will keep that accreditation. and state funding that goes with it. the school has an estimated 80,000 students. tonight the parents of a missing scout valley man are leaving for utah where their man has been found alive and safe. less than an hour we received word that 20-year-old matthew abraham has been located in utah. matt disappeared earlier this week after a mountain bike accident which left him with a major head injury. a widespread search for matt had been launched in the forest around his home. his family believing he was returning to the scene of the accident, but apparently instead matt boarded a bus to utah. police now say it will take weeks to sort through all of the child pornography seized from the home of a substitute teacher in san jose. nathan was arrested in monterey county where he taught p.e. investigators say his computer had nearly 1,000 images of child porn. some showing children as young as 4 years old. for those taught in alum rock school district, he was a substitute from 2009 until february of this year. the superintendent sent a letter to the parents explaining the arrest and another letter with specific information about which schools he worked in. >> today we'll follow-up with parents to let them know what sites, what schools we believe he was at. we'll cooperate fully with the police and as soon as we get information, we want to let families know. >> mr. forstell is now on a psychiatric hold after trying to commit suicide last night. so far no local students have come forward claiming to have been photographed by that teacher. the army is defending itself tonight against criticism over a decision years ago to discharge a soldier instead of prosecuting him for rape charges. that man turned out to be jeremy golay who killed two santa cruz police officers last month. golay was accused of two rapes while being in the army back in 2006. leon panetta and members of congress demanded investigations into why the military did not prosecute the cases. today an army spokesperson defends his decision saying there was not evidence to prosecute. they say in one case the dna didn't match golay and in another the victim could not positively identify him. the army said instead they made a deal including honorable discharge. now to an nbc bay area follow-up, oakland's police chief is setting the record straight by a lawsuit followed by an accountant who claims the city wrongly arrested him. officers took him into custody on february 13th and he was later released and hasn't been charged. today howard jordan says that doesn't mean the arrest was unlawful or unwarranted. today investigators believe that van was at the scene of a crime and that they want to find other witnesses who can provide other information. the chief says when mistakes are discovered, the community can expect to follow through. but in this case van remains a named suspect. it took two years, lots of money, two trials, lots of money and four years, but the long-running case against the san francisco police lab technician accused of stealing drugs ended today with a guilty plea. debra madden seen her in court sketches pled guilty to a reduced charge of possessing cocaine. it's a misdemeanor conviction to carry up to a year in prison. madden as you remember went to trial twice on the more serious felony charge of stealing cocaine that was being tested as evidence. the bulk of the trials ended in hung juries. there were claims that she tainted the evidence. still ahead at back in a few minutes with the weather forecast and green on the doppler radar. the san jose police department added 43 officers today, the first time in three years because of budget ailing issues. while officers are leaving the force, things could be improving in the department. damian trujillo is live where the new officers were sworn in today. damian? >> reporter: well, jessica, the city manager did not rule out making acting police chief the permanent chief, but she said she's going to take her time in making that decision. in a department that's trying to turn the page. it's a big day for mark balencio. he still wants to wear the badge amidst the turmoil. why would you want to be a police officer? >> there are different reasons. i grew up in the area and there was no other place to go. >> reporter: palacio is honored to wear the blue in a city where the crime rate has gone up. >> there's a lot of holes to plug, but again, you cannot look past the fact that this is positive news, great news for our department and for the city. there are holes to plug, but without this, you could not plug them either. >> reporter: the city mag says she's taking her time finding a permanent chief because of the leadership of larry escovell and his staff, especially during this tumultuous time. >> there's very adequate leadership with the chief, assistant chief and all those following them. they are committed and doing a great job. >> reporter: and debra fergoni didn't rule out this promotion would be permanent given their credentials as former members of the elite merge unit. >> being so close to the troops, he has an understanding of kind of the plight everyone is dealing with. and it's been kind of a breath of fresh air. >> reporter: the chief say he's only concentrating on righting the shift and doesn't know if he'll apply for the permanent post. >> we'll just to see and let it run its course. >> reporter: the new officers hit the streets for the first timeext week. it's a duty mark has been dreaming of, wearing the badge of the san jose police department. and the police department is getting ready for another academy in the next couple of weeks. we are live in san jose, damian trujillo, nbc news. the fbi is searching for an oakland man armed and dangerous. he was also recently released from jail but shouldn't have been. pinole police arrested 22-year-old gary fike jr. on march 1st after robbing a bank, stealing thousands of dollars and terrorizing the employees and customers by holding a gun to a teller's head. four days later he was released from the county jail in martinez. the contra costa sheriff's department says they had to let him go. the agency didn't have any warrant or other charges to continue holding the man. a 25-year-old man is in custody tonight after carjacking a taxi and then being involved in an officer-involved shooting. police say the man carjacked a taxi early this morning in the pacific heights neighborhood. when the cops finally caught up to him, he rammed the police cruiser and almost hit the officer. that's when another officer fired his gun. bullets hit the taxi but not the suspect. police did ultimately find that taxicab a few blocks away and the suspect as well. he was arrested on suspicion of carjacking and assaulting a police officer. three lives lost in a devastating daily city car crash were remembered today in a prayer vigil organized by the archdiocese of san francisco. relatives are asking for prayers and donations so they can bury josepha and her sons, amado and jose. the car was making a u-turn outside their home when a drunk driver plowed into it traveling 60 miles an hour. dennis macedo faces charges of murder. the sunnyvale resident made his first court appearance on tuesday and is still on probation for a drunk driving conviction just last year and was racing away from another accident when this deadly crash happened over the weekend. critics are lining up against the governor's plan the overhaul water delivery from the sax a mento delta. parts of the plan were public this week. the plan has more goals to more efficiently deliver water to 25 million people across the state and to stop the decline of the delta ecosystem. >> i would hope that people would keep in mind that the situation right now in the delta is not good for fishing and it is not good for people. the water supplies are unreliable, unpredictable, and the fish are not doing any better despite all of the restrictions we have put on the pumping plants. we fill as if we've got to resolve this conflict. >> the delta needs a transfusion, which means more fresh water, not less. it's really as simple as that. >> now the governor's proposed project faces a number of hurdles including potential lawsuits. so it will likely be years before any decision is made. okay. our chief meteorologist jeff ranieri, we had two options, send him to dublin, ireland, or dublin bay area. with think it won't be a matter of if but when the republican party will change its position defining marriage between a man and a woman. one of the people we talked to was san francisco's own mark leno. >> i think we have turned the corner now. >> reporter: mark leno is convinced gay marriage is a defining moment and senator rob portman's change of heart will soon stand in the 2016 presidential election. >> they will take that line about marriage only between a man and a woman out of their platform. i wouldn't be surprised. >> reporter: san francisco state political science professor robert c. smith says change is on the way but believes it will take several election cycles. >> the republican party is still overwhelmingly opposed to same sex marriage, but half the republicans say they are strongly opposed to it. >> reporter: conservative groups like the family research council are blasting his decision to support same sex marriage. they said, quote, our unconditional love for our children should not override the historical and social science evidence which makes abundantly clear what is best for all children and for society-being raised by a married mother and father, end quote. dick cheney publicly switched his stance on gay marriage encouraged by his daughter who is a lesbian. >> newt gingrich did not have to change his position. allen keys had a daughter who was gay and he was a republican candidate and he viciously disowned her. so i think it took courage on portman's part. >> reporter: smith believes this announcement will be one of those factors to make a difference on prop 8 in a week and a half. several pick name reporters including meg whitman filed in brief support of same sex marriage. >> they had beefs filed by cheney and other republicans, collin powell, and republican opinion polls as well, so i think this makes it more likely that the court will, justice kennedy n particular, will swing towards acceptance of same sex marriage. >> reporter: as a congressman, portman has support of the defense marriage act from back in 1996. today we tried to reach his office and a spokesperson said he's out on a mountain biking and kayaking as the leader of more than 1 billion catholics around the world. their questions as you talk at the future of the church and about his past. applause echoed through the vatican this morning as pope other international news, they are not taking any chances, the u.s. is now ramping up its defense against north korea. nbc bay area's janelle wang is joining us with our wild tonight. >> the obama administration says it will add 14 interceptors to the missile defensive system in place on the west coast. chuck hagel made the announcement this afternoon in response to north korea's recent threats against the u.s. and military test. last month the communist regime conducted its third nuclear test and in december it launched a long-range missile. >> north korea, in particular, has recently made advances in its capabilities and has engaged in a series of irresponsible and reckless provocation. >> reporter: the u.s. mistill defense system is able to shoot down a long-range missile in flight before it reaches u.s. territory, but the white house strongly believes at this point north korea's missile program is not advanced enough to get a missile to the u.s. now to a different type of threat, cyber attacks. the u.s. continues to believe that hackers based in china are breaking into computers of several major companies. and yesterday when president obama called president xinping on his new position, he brought up to have constructive dialogue on securities. china does not support hacking. a solemn an verse any syria marking two years since the uprising began against president bashar al assad's regime. the u.s. estimates the war has killed nearly 70,000 people so far. the number of syrian ref you gees is rising quickly today. the u.n. checked in today its 1 millionth ref yugee. researchers from tokyo found levels of radioactive cessium near the damaged fukushima nuclear plant. the levels were 70 times higher than the safety limit set before the nuclear accident triggered by the deadly earthquake and e tsunami two years earlier this week. they do not believe there's any read yo active steepage but will investigate why the cesium level in the harbor is not declining. another problem, a different ship, but once again carnival said there was a problem with one of the thrusters on the carnival legend. currently it is cruising in the caribbean. the problem is affecting the ship's sailing speed so the ship will skip a stop but it's still scheduled for the seven-day trip. and earlier this week the carnival dream experienced interruption to the ship's elevator and restrooms while at st. martin. as a safety precaution, carnival chartered their passeners back to friday. and 17 passengers now filed a lawsuit after a fire last month left thousands will be the first cruise ship to call san francisco home. it is estimated the 2,600-passenger ship will bring tourism dollars with her. the grand princess is expected to carry more than 96,000 passengers in and out of san francisco during her first cruising season. destinations include round-trip sailings to the hawaiian islands, alaska, mexico and, of course, up and down the california coast. boeing said its fleet of troubled 787 dreamliners could be back in the air very soon. however, japanese regulators say not so fast. this has a direct impact at sfo and san jose ma net ta. in january authorities grounded the dreamliner after lithium batteries overheated on two separate planes. boeing said it has not determined the exact cause of the problem but it has identified 80 potential issues and has redesigned the system to eliminate the fire risk. the chief engineer said after testing the jets could be flying within weeks. however, japanese regulators dismissed these predictions saying there's still too much analysis to be done. san francisco's beloved rocket ship is heading to new horizons after two years on the city's waterfront. the builder is taking it down this weekend. it was originally supposed to leave the embarcadero after a year on display, but the port extended it to two-and-a-half years. it is a popular destination for pictures and family shift. working at night may increase a woman's risk for ovarian cancer. researchers found that women over than 50 who worked at night had a higher risk of advanced ovarian cancer than those who work during the day. more than 1,000 women were asked about their work history and night workers were also 50% more likely to have early stage cancer. researchers suspect it's because light suppresses the body's release of melatonin which also lessons estrogen. the downtown business district is thriving but it's also aggravating the city's long-time parking problem. the city council will now address the parking issue on monday at a meeting which is expected to be very well attended. palo alto online reports the ideas for addressing the parking crunch range from creating more permanent parking in neighborhoods to building a new downtown parking garage. many residents complained that when developers are allowed to build downtown they aren't forced to include parking in the plans. let's head recreational area. it's a smorgasbord of items dating back to the bay area's military history. >> we have here ranging from the spanish era, these are wooden stirrups that would have been used by a soldier. >> reporter: there are uniforms, letters, photos, maps, blueprints of hundreds of historic structures that still occupy park service lands. >> we have those plans of how the structures were originally built. and people can look at those and get the details if they have to restore certain elements. >> reporter: there are artifacts from alcatraz, including evidence from the famous 1962 escape. >> we have here some paint samples that were used in creating the heads that they put in their place in the bunk. >> this is a blueprint of the presidio that the army made. >> reporter: the archives are open a couple day to researchers, but this saturday the park service is holding a rare open house to give the public a glimpse inside. >> before the golden gate bridge was built -- >> reporter: it's a chance to walk through more than two centuries of park history. from plans to a common nike site to a common butterfly. >> you never know what's going to get left behind or what start with green pancakes at our pancake breakfast at the firehouse. see the parade with over 80 entries of floats and bands and a variety of activities. then we go on to the festival at the civic center plaza, two days of irish dancing, music and food. and sunday morning wake up for the fun run. >> reporter: there's not too much sleep in between there. it's going to be a lot of fun, you guys. come on out to dublin, california, for that. traci o'brien, the deputy mayor of brayer, ireland, on a ten-plus hour flight? >> yes, we flew to chicago and then flew from chicago to san francisco. >> reporter: great to have you here. what do you think of the bay area so far, our dublin, california? >> so far it is a fantastic city. this is my first visit, and i'm hoping that over the next couple of days i really get to enjoy the city itself and the celebration. >> reporter: and we know in different countries celebrations mean different things to different folks. a lot of time here st. patrick's day gets the rap for the green beer or the green river in chicago, but for you guys it is a national holiday at its roots in ireland. what does it mean for you? >> back in ireland it is a starting in week 12. it is also worth noting smith was training for mixed martial arts as recently as three weeks ago. meanwhile, the 49ers continue to look for a defensive replacement in their secondary. they will not get louis delmas who resigned with the detroit lions. craig daas still on the radar as reports say he met with the team at their headquarters this afternoon. to basketball tonight with the warriors playing their seventh and final home game in a row. golden state facing a chicago bulls team who lost to the sacramento kings the other night by 42 points. our own henry chicago bulls lightly tonight. >> this is big ball so we keep playing the way we play. good defense, solid offense and finding ways to win ball games. i think that's important for us against a team that's going to be a challenge. we didn't lose ourselves, we was not playing good basketball. i think it would be wrong to say that chicago lost themselves. the good teams find a way to bounce back,
