Coming up next it is something to Pay Attention to because it needs to be addressed. Every day we drive over them or under them. But after you hear this you might avoid them altogether. Were talking about the crumbling overpasses and bridges in the bay area. Plus paying more at the pump. California prices are taking quite a leap. Well explain why. And temperatures are about to take a pretty big leap. Right now 71 in san jose. Temperatures climbing up a few degrees from 24 hours ago. Millions of cars pass over or under them every day. The bay area has nearly 4,000 bridges, and without them our commute and economy would virtually grind to a halt. But are they safe . That is the big question. Senior Investigative Reporter steven stock made some pretty troubling discoveries. Reporter we obtained government bridge inspection records covering all 25,000 bridges here in california. When we crunched the numbers, we discovered almost 500 bridges here in the bay area were determined by experts to be structurally deficient. Thats the same rating given to that bridge that collapsed over the Mississippi River back in 2007. Its the video thats still hard to watch even eight years after it happened. The span of interstate 35w crossing the Mississippi River in minneapolis collapses without warning. Cars still driving across it back in august 2007. Sending 13 people to their death and injuring another 145. A bridge in america just shouldnt fall down. Reporter that bridge had been rated by government engineers as structurally deficient and categoryized as needing replacement. We found hundreds of structurally deficient bridges here in the bay area some rated structurally worse than that minneapolis bridge. Yet cars continue to use these same bridges every day. Yeah of course its too high. Reporter malcolm is the director in californias director of transportation or caltrans. It is an alarm bell it is something to Pay Attention to because it needs to be addressed. Does not mean that its not safe for the traveling public to go over it. Reporter according to the most recent u. S. Department of transportation data from 2013 engineers rated 472 bay area bridges as structurally deficient. Meaning some of the bridges core structures need repair or replacements. These problematic bridges span the entire bay area including the richmond i580 bridge 280 at wolf road in cupertino, state route 13 over 580 in berkeley i680 over monument boulevard in walnut creek. Both the u. S. 101 offramp and the interchange between 101 and 280 in San Francisco. Look i am concerned about the condition of the brings. If i had a reason to be concerned about the public using the bridges, i would close down the bridges. Weve actually gotten to that point. Reporter about half of these 472 problematic bridges are in such poor shape that engineers put them on a list to be replaced. Yet they remain open for traffic. Some of these bridges carrying more than 200,000 cars every day. Well today were already behind the curve because we havent made a significant change in how we invest in transportation for about 20 years. Whether youre talking about the federal side or the state side. Reporter we visited many of the bridges on this list. We walked over them took a closer look under them. A few of the bridges had been repaired or replaced but most clearly havent. While we arent experts, some of the problems were visible. Exposed rusted rebar, chunks of cop crete contreat missing from the substructure, cracks in main supports that hold the bridge up. When you take a look at some of these bridges at first glance they dont seem so bad. But look closer. For instance here thats bare rusting rebar under a support for a bridge. This bridge happens to be carrying interstate 880 in oakland. Caltrans estimates that it will cost 57 billion to get these bridges and roads in california back to where they need to be. Plus another 3 to 5 billion every year for maintenance. We fall short each and every year. Reporter congressman Jared Huffman represents much of marin county in washington. He also serves on the u. S. House transportation and infrastructure committee. He wants congress to step up and better fund bridge maintenance and replacement now. Weve seen what happens when you neglect these structurally deficient designations for year after year after year. Eventually things begin to fail. I dont want that to happen in my district or in anyone elses. Its going to be difficult. Its going to take some real leadership coming out of washington, d. C. , to really think outside of the box, to have a lungterm solution. Reporter republican congressman jeff denham also serves on the u. S. House transportation committee. After we shared our Data Analysis with both congressmen, they said they will push harder for more bridge funding in congress. Yeah, the American Public should be very concerned about the longterm viability of our highway system as well as our bridges. When youve got a bridge that is rated at a 2 out of 100, people should be nervous about traveling across it. Reporter caltrans director emphasizes that while these ratings are not good news he says the low numbers do not necessarily mean these bridges are unsafe. He does say if engineers think a bridge is becoming unsafe they will put weight limits and restrict traffic on it. The first step before closing the bridge altogether. Those ratings are certainly alarming and need to be addressed. Again, if it were unsafe, we wouldnt keep it hope. No hesitation . No hesitation. Reporter weve broken all this data down on our website. You can find a list of all the bridges, plus definitions of what these ratings mean. Just go to nbcbayarea. Com. Im steven stock, nbc bay area news. Now, if you have a tip for our Investigative Unit do give us a call. The number is 1888996tips. You can also email theunit nbcbayarea. Com. Gas prices are on the prize. California drivers, we are really feeling it here in our state. Coming up next were going to talk about how much more we are paying at the pump and the cause of the big spike. And later, Heald College closing down for good. What students must do now to try and finish their degrees. As peggy was mentioning the temperatures are starting to rise so are gas prices. Nationwide the average for a gallon of regular, 2. 53 this week. Wouldnt that be nice . Nice. Here in the bay area, prices are way up jumping 25 cents last week. Gasbuddy. Com says problems at the chevron refinery in richmond and the plant in martinez are partly to blame as is increased demand. In san jose, take a look at this gallon of regular, 3. 40. San francisco, 3. 54. In oakland, thats where you want to fill up if you can, 3. 38 per gallon for regular. Its always a summer thing. We had a story about the summer blend. I never knew there was a summer blend of gasoline. Meteorologist rob mayeda is here with that microclimate forecast. How was your sunday rob . Very nice thank you. Were going to see a summer blend of temperatures here coming up tomorrow. Right now, though weve got a lot of sunshine. Temperatures ranging from the mid60s closer to San Francisco, low 70s near san jose. Up toward napa right now. 72 degrees, winds coming in off the ocean, a little breezy for you from 10 to 20 miles per hour, but the wind is part of the story tomorrow. Notice the wind direction as we get into tomorrow morning. Winds beginning to turn offshore across the diablo range. Those offshore range with High Pressure building in and our temperatures really starting to climb on up. We did start the weekend with some rain. Notice where the storm track is now, way off in the pacific northwest. For us for now, just a few high clouds drifting by. Nothing really showing up on the satellite radar view. On the coast you may notice low clouds. Mostly clear skies as we start off the morning. Then look for a temperature jump of 5 to 10 grows degrees of warming. In santa cruz youll see highs approaching the low 80s by tomorrow. Wakeup weather temperatures in the 50s all across the bay area. As we head toward lunchtime, already climbing into the 70s. Many spots warmer at noon tomorrow than the high temperatures we saw this afternoon. Look at the temperatures there close to San Francisco, near 70. Livermore jumping up into the mid80s. So a look at your forecast here as we get back to the workweek. 80 degrees in san jose mid80s around saratoga and los gatos. Youll see numbers in the 60s still for most of San Francisco and then climbing into the 80s around the north bay. You can see the trivalley of highs in the mid80s and a closer look there at walnut creek shows you 86 degrees. The story of the wokeeek will be bookended there. A cooldown towards wednesday and temperatures climbing up as they get into thursday and friday. Youll notice san jose kind of the same trend here near 80 tomorrow onshore winds cool us off for the middle part of the week thursday and friday youre seeing highs in the upper 70s to near 80. Exception to the rule here San Francisco. You get a warm day tomorrow and the sea breeze cools things off around bayside locations and climbing close to 70 again as we head towards friday. So the longrange outlook, unfortunately, you saw the temperatures coming up on well get the cooling midweek but nothing in the way of rain. High Pressure Holding its ground. The best chance for rain on the longrange extended forecast looks like may 5th. Good news with the pga coming to town wednesday through next sunday out towards harding park in San Francisco, youll see as we head into next weekend, temperatures still pretty warm. Close to 80 around the trivalley. Upper 70s around the south bay. By next sunday increasing clouds, stronger sea breeze but rainfree the next five to seven days. Tomorrow 70s and 80s inland 60s and 70s closer to the coast. The 40degree swing of temperatures we sometimes get in summer well see as we start the workweek and the start of next weekend as well. That is a blend. Yes, it is. Quite a swing there. Thanks, rob. Coming up next i definitely remember feeling like i think my life is about to change. Its a story you have to see. A rare disease is not stopping this woman from running eight Half Marathons in eight days. Whats inspiring her to keep going. Thats coming up next in our bay area proud. I like fun as much as anyone. But we need to talk about whoa what was that . About mustache safety. My blazin chicken sandwich has ghost pepper ranch sauce. You crave it. But you need to respect it. So remember keep it neat, before you eat the heat. Coming in hot jacks blazin chicken sandwich is back and its got a new bacon buddy. Theyre both firedup with spicy Crispy Chicken sliced jalapenos and ghost pepper ranch sauce. Youve. Been. Warned. Life of course is full of challenges. Challenges that you inherit and of course the challenges that you give yourself. A santa cruz woman has had plenty of both. What she has learned she wants to share with girls everywhere. Garvin thomas is here with our bay area proud series. Reporter heidi says she wasnt much of an athlete growing up. She only started running, she says as a way to get out of the house after the birth of her older son. It became though a form of meditation at the time. But it has turned into so much more for her and now others. With a sendoff like this who wouldnt have at least one spring in her step. See you later of course heidi boyneton is going to need quite a few springs because she isnt just running a Half Marathon on this day, its her third in three days. With five more to go. Why you naturally ask . Well, it fits in with heidis philosophy that challenging your body does wonders for the mind. The connection between movement and your head and your heart and what magic that holds. It must be said though that not all of heidis challenges were of her choosing. Like that phone call from a doctor. One fall 15 years ago. I definitely remember feeling like i think my life is about to change. It did, with the diagnosis of a rare and unfortunately aggressive form of blood cancer. By october i couldnt run. And by november i couldnt make it up our stairs. With the help of experimental treatment, heidi and her doctors fought back the disease and just a year later, she finished her first triathlon. I didnt care about my time i didnt even care about the medal. It was the sensation that i put my feet across the line and now what else can i do. I ran right where you guys did your race today. One of many things heidi has done is this. The Mini Mermaids Running Club started six years ago after talking with a friend about the limited options for fitness programs for young girls. And then i called her back within 24 hours and said why dont we just create our own and well make it free for every girl because why wouldnt you, and because im a pollyanna. Since then more than 4,000 girls have gone through the program. Six weeks of raising heart rates and selfesteem, all leading up to the girls running a 5k road race. Each one heidi hopes getting out of that race what she did hers. And if we could give that feeling to one person what would they do . Which brings us back to this run. Heidi is doing it to promote mini mermaids. Even though she is now battling that cancer for a second time. Just another challenge, it would seem, for a woman who hasnt yet met one she couldnt finish. Heidi has chosen her eight cities for her eight Half Marathons, based on schools where the mini Mermaid Program is held. She finishers her last Half Marathon down in mexico. Garvin thomas, nbc bay area news. Very impressive woman, thats for sure. Coming up next the deadly avalanche in nepal caught on camera. Were going to show you the dramatic moments.
