They have secured 1. 5 million from the state to pay for video camera Surveillance System that will be installed along i80 and highway 4, that announcement being made here in the main county building in downtown martinez. There will be 15 surveillance points along the freeways starting at cutting boulevard at i80 in richmond going along east to highway 4 in antioch. This will be a system of license plate readers, shot spotter microphones that can recognize gunfire and video cameras that can pan, tilt andsome into the direction of the violence. Since november of 2015, chp estimates that there have been 85 highway shootings in Contra Costa County, many gangrelated. Eight people have been killed and 21 people hurt at least. Law enforcement believes that the new camera system will not only help capture the shooters, but might deter them as well knowing that this technology will soon be out there. The message to the shooters on the freeway, the reign of terror is over. Let it be known that if you create a horrible act that it will be recorded and that you will be held accountable for your actions, and so were asking for your help as well in the media to make sure this metric goes out far and wide, that there are cameras on the freeway, specifically to help prevent shootings from occurring. The Contra Costa County District Attorneys Office believes it will be a matter of months if not weeks before these cameras and microphones are installed and operational. A shooting on interstate 880 in hayward is still closely being followed by investigators after two people are hurt at the winton accident near the southland mall late last night. A gray tacoma was going southbound and got on the exit. People fired shots at the drivers side of the tacoma. Two of the three people in the car were hit, but their injuries were not considered lifethreatening. The chp is looking for the shooter without a lot to go on. The suspect vehicle continued on. Its unknown what the suspect vehicle is though or what direction it continued to travel because we have no independent witness at this time. The chp says this appears to be an isolated incident and its unclear if a prior incident led to that shooting. Laura, we want to get to a story all new at 11 00 coming out of San Francisco where were getting word that multiple cars have been vandalized. This happened around Lafayette Park near pack heights. Heres new video right now just into the newsroom of a few minutes ago. Our crew just arrived to the scene and they report that there are many smashed cars, cars with smashedout windows with at least six cars hit on sacramento the sacramento street side of the park alone. Now its not clear what vandals got away with, but were talking with car owners and police to try to get you more information. Look for updates as they come in on nbcbayarea. We will see our temperatures rise a few more degrees from here and the south bay up to 67 degrees and 68 degrees in morgan hill, and once again we will have a cool start to the week but it will be warming up by the end of the week and some of us will be in the upper 80s. New this morning a woman attacked another woman with a rock at the pittsburgh b. A. R. T. Station. According to b. A. R. T. Police the attacker was apparently standing in the road. The victim stopped her car to avoid hitting her. The attacker then asked for a ride and then hit the victim with a rock when the driver refused. Police say the attacker was a white female about 25 years old and she was carrying a 2yearold child. 11 05 right now and happening at the moment. The defense team is preparing, this is for the man convicted of murdering 15yearold sierra lamar, to make a case to try to spare him frequents accuse. Last week as we reported a jury found antolin garciatorres guilty of firstdegree murder among other charges, and now the penalty phase begins. The prosecution and the defense are facing off in a special hearing. New Court Documents show that both sides plan to bring in psychologists to interview and to evaluate torres. His childhood is set to be brought up including antolin garciatorres whose father was convicted on 18 counts of child molestation. Firefighters say flames were on the first and second floors of the house working their way up to the attic. No one was injured but two people were forced out. Some drivers passing by saw the fire and pulled over to see how they could help. We helped the family out and we gave them water, and then we stayed for a bit until the fire trucks came. Homeowners say the home was being remodeled before the fire, but we still dont know how it started. An investigation into what causeded a mavis inferno at an east Bay Construction site continues this morning. Firefighters continue top monitor that scene in emoryville checking for hot spots. Crews dismantled an unstable crane that was damaged in the fivealarm fire that happened early saturday morning. The crane was in danger of toppling over into nearby homes or power lines. Its the second time in less than a year that same building has burned. On to this morning the atrocities just continue from sierra. The u. S. State department is accusing that country of trying to cover up now holocauststyle mass killings taking place in a state prison complex. The meat of this case though stills appears to come down to statements that candidate trump made about banning muslims and protecting america against the threat of islam. That if some other president had done this without these statements, that this executive would almost certainly be constitutional and then what they are left with are the statements, and they are saying, all right, look, on its face its neutral. Doesnt operate on the basis of religion but we think the president made clear over time why he was really doing it and you should look behind it. Mac, dont worry about it, and if you update your software, dont worry about it, but a surprising number of places, important places, still use old software. That said, lots of organizations like hospitals run very old computers, and those were exactly the sorts of computers that is were vulnerable to this ransomware worm. Berkeley, we see all that have clear sunshine and temperatures now at 59 degrees, and then as we go through the day, going to see highs reaching into the mid60s, 67 in the south bay and the trivalley up to 72. Also 72 in the north bay while San Francisco will see a high of 61 degrees. It will also be quite breezy. Were going to start out with the wind speeds at about 10 to 15 and then look at how the wind speeds increase as we go into about 6 00 this evening. A strong onshore flow will bring the wind speeds up to about 27 Miles Per Hour in San Francisco. Also along the coastline it will be quite gusty. Inland areas in the valleys, a little bit lower but still very breezy with wind speeds sustained at is a Miles Per Hour, and well see some higher gusts at times. Still staying breezy tonight as well as an approaching weather systems brings a slight chance of rain for tomorrow. As we look at what were expecting today, sunshine, temperatures reaching into the 60s, for tomorrow well start to see some more clouds moving in starting in the morning, and the rain will be very light and spotty. A special committee was developed to help tackle homeless encampment issues. Weve been talking a lot recently about the rising risk of fire danger right now this time of year, and the east bay Regional Park season says the fire season officially starts today and the district prepares for fires in 120,000 acres of parkland in contra costa and alameda counties. California routinely puts doctors on probations for a list of reasons from sexually abusing patients to overprescribing drugs, and weve discovered most physicians dont have to mention a word about their probation to you, their own patients. Reporter when it comes to complaints of dangerous doctors california has its own watchdog called the california medical board but theres serious concerns about how california lets some doctors off the hook even when their errors might have hurt or killed a patient. Why you are better off not knowing when your doctor is caught making a deadly mistake. My sister was dead. Reporter overcome with pain and anger, eric andres described the loss of his sister cali. She, too, was dead from gross medical errors. Reporter he and a long line of others shared stories of grief over what they described as poor medical care. My father died, so how was this minor . Reporter much of the blame focused on a lack of oversight by the california medical board. The state Agency Responsible for investigating complaints about doctors. After the investigation i felt like i was a victim again. Reporter medical board receives more than 8,000 complaints each year, but even when investigators determine a doctor did something wrong, it usually takes more than 900 days after a complaint is filed for those physicians to face any kind of discipline and nearly all of them continue to practice in the meantime. Could the california medical board be doing more to protect patients in is. Absolutely. Reporter senator jerry hill of san mateo chaired the hearing and is now proposing major reform to boost patient protections and increase transparency at the medical board that includes a plan to require doctors to tell their patients if they are on probation. That information already gets posted on the medical boards website, but its up to patients to find it. Of californians, 110,000 doctors 601 are on probation due to deadly medical errors, drug use or sexual assaults against patients. Those doctors have historically a 30 recidivism rate. Reporter the executive director of the medical board testified that her colleagues on the board, mostly physicians, appointed by the governor believe forcing every doctor to disclose their probation status would do more harm than good. They didnt want it to interfere with the patientphysician relationship that was happening. Reporter if doctors are worried that think relationship with patients could be damaged, isnt the best solution for doctors then to avoid the actions that got them on probation to begin with, rather than keeping this all secret from patients . Absolutely, and the part thats most disturbing is that when a doctor goes on probation, they have to notify the hospital they are affiliated with. They have to notify their insurance company, but they dont have to notify the most important part of the health care continuum to the patient. Just last month the medical board softened it stance saying it announced supports doctors disclosing their probation status for patients but only for certain violations. That mean doctors could seep some medical mistakes hidden, even if the errors proved deadly, and the medical board continues to face criticism over how it disciplined doctors. The system was set up to fail. Reporter one investigator testified what is supposed to be a team effort between the states medical board and the attorney General Office hasnt been at all. We had to investigate these matters and prosecute these matters being in two separate agencies. It has made it very difficult and very cumbersome. Reporter we expose nad breakdown last year when we introduced to mario and ludmilla guzman who says a misdiagnosis by his doctor left him a multiple amputee. Angered. Reporter the medical board recommend his doctor be disciplined by the ags doctor cited insufficient evidence in order to pursue the case. Reporter state lawmakers will decide how best to investigate this process to ensure dangerous doctors are prosecuted. Are worried the ags office may have been taking on the easiest cases to try . Look at these temperatures now in fairfield at 65 degrees. Its 59 in oakland and palo alto. Napa and 63 degrees and 67 in San Francisco. Dont think well see much more warming from here as we go into the rest of the day, but for the south bay, were up to 65 degrees in morgan hill and cupertino at 68 degrees for the high today and oakland 63 and walnut creek 72 degrees and there will be some inland valleys seeing those temperatures in the low 70s, but the coast will only be in the upper 50s at half moon bay. San mateo going to be a high of 62 degrees and 59 degrees in a Marina District and 71 in sonoma today so well have very comfortable weather. Looking at the temperature, you want to dress in layers because it will be very chilly out there as our temperatures start out in the mid50s at first pitch. Well have sunshine and breezy winds and temperatures dropping back into the lower 50s it will be very chilly out there, and also if youre going to be out and about or maybe just relaxing for the day, this afternoon outside, we will still have a high amount of tree and grass pollen, so if youre allergic, make sure you watch out for that and just be mindful theres a lot of olive, juniper and pine pollen in the air right now, and we were hoping for some rain to help with the allergens but this system as it moves closer has been drying up. We still see in a lot of clouds out there in the pacific and light rain moving across the pacific northwest, but then as it moves into the bay area, that rain will be drying out, so we continue on today with some sunshine, and then as we go into this evening, going to see the breezy winds and some mostly clear skies. For tomorrow well start to see the cloud cover increasing, and there may be spotty light showers right there along the coastline and also in the north bay, but it doesnt look like well see a lot of coverage out of this, and some of the models are only putting down a few hundreths of an inch of rain. This happened at her home in montecito in Santa Barbara county. Nbc news spoke with the Santa Barbara county supervisor who says this could damage the areas aquifer if its true. Thousand of wells have been drilled without any monitoring thats provided to the county or to local water agencies. We have thousands of straws into an aquifer that provides water to the public and we dont know how much water is being taken out. A new jersey family says they were kicked off a jetblue flight to las vegas over a birthday cake they brought on to the plane, but as nbcs tom costello reports the airline says theres more to the story. Reporter this morning another day, another video of an angry flyer. My kids are upset, and now weve got to sit here. Reporter Cameron Burks says a butter cream cake became between his familys surprise trip to las vegas. For a cake . A cake. Reporter the birthday treat for his wife was part of his carryon luggage on flight 611. I want to see las vegas. I want to see las vegas too. Reporter but before takeoff burks said flight attendants told him to move it twice which he says he did. We didnt do anything. Well, we didnt know. Reporter he contends the flight attendants still werent satisfied with the cakes location. I moved the cake. Its a birthday cake. Reporter thats when he took out his phone and started recording. Im uncomfortable with you recording. I understand that. Im not comfortable of being the cause of this. Reporter Police Officers were called on board. Unfortunately, you know, it got reported to us. No one did anything wrong to us. Everyone is going to be okay and, unfortunately, you know, they will have to rebook everyone. Rebook everyone. Reporter the burkes were kicked off the flight by the airline and given a full refund. For its part jetblue is blaming the burke family telling nbc news during boarding the customers stowed their cake and other items in an overhead bin reserved for safety and emergency equipment and refused multiple requests from the crew to remove the items. Adding the customers became agitated, cursed and yelled at the crew and made false accusations about a crew members fitness to fly. They say what happens in vegas stays in vegas, hu. Jetblue tells nbc news the video does not depict the entire incident and the captain determined that the customers behavior demonstrated a risk for escalation in the air. The trouble keeps coming for united airlines. Pilots and flight attendants worldwide that secret access cockpit codes were leaked. They werent hacked but accidentally made public and airline is moving to fix the issue. That could mean reprogramming the key pads on every united cockpit door with new access codes. Flight deck access is a major security concern for airlines. Flight attendants may even block access with food carts if pilots take a bathroom break. So this is on our mind all the time. We are trained to be vigilant and in fact our procedures are to remain in Constant Contact with the cabin.
