New at 11 00, San Jose Police officer is in the hospital this morning after a bizarre incident involving a suspicious person. It started around 7 00 a. M. On ka noeg ga drive near Los Las Vegas goes golf course when an officer noticed a suspicious vehicle parked near the entrance to the horse stables there. Police say the driver broke through the locked gate in the front and then drove recklessly on the property, hitting an electrical pole and a marked patrol car. Officers eventually took the suspect into custody. He will be booked into jail for assault on a Police Officer, for trespassesing and veandalism. The officer hit by the suspect vehicle is in the hospital, his injuries nonlife threatening. A house fire in the north bay turned into a bigger investigation into a marijuana grow. These pictures are from the Vallejo Fire Department showing the aftermath of this mornings fire. It broke out on crows nest court near top sail drive. Investigators say illegal electrical wierg caused the fire. Nobody home at the time but flames damaged the garage. No word on arrests. Public Health Leaders in berkeley are trying to contain a neurovirus outbreak after more than two dozen cal students got sick. This is happening as the entire state experienced an uptick in neurovirus cases. Now the warning is out. Nbc bay areas Stephanie Truong is at cal. You have the number forz the county. It appears theres a trend, right . Reporter it does appear theres a trend. A number of cases is on the rise around california, around the county. Now, this is highly contagious, neurovirus. It leads to vomiting and diarrhea usually. This is important to nip in the bud at a place like this, a college campus. Talking about thousands of people in very many shared spaces. What we learned this morning is 29 students visited the university hither centers last week for neuroviruslike symptoms. The City Public Health department which is leading the investigation tested four of the people, three came back confirmed cases. Cal says there is no one residential area or restaurant or event that ties these cases together. Neurovirus is hard to confirm because it is so easily spread. People can get infected with contact with someone who has it, eat it or drinking contaminated liquids or touching a contaminated surface and touching your mouth. California public Health Leaders just a few months ago sent out a warning that neurovirus were on the rise statewide. 32 outbreaks october through december likely resulting in hundreds of reported sicknesses far exceeding the number p in the same time in 2014. To gauge locally whats going on, we got numbers from the Alameda CountyHealth Department. Take a look. It has the number of outbreaks year by year, not the number of people. This is number of outbreaks. From 2010 on its fluctuated around 30. The most recent data of 2013 shows outbreaks at 42. So this is something that is easily avoidable if you are sick, stay home. Dont prepare any food, of course, for anyone. The Public Health department here at berkeley is going to continue with followup, interviews to see if it can track down where this might have come from and if thats the case, the environmental Health Department will go and treat that area. The justices today are hearing a case out of texas where abortion providers are challenging a state law they say is too restrictive, saying it interferes with a womans constitutional right to obtain an abortion. Lawyers for the Lone Star State contend that the law is meant to protect womens health. It requires doctors who perform abortions to have admitting privileges at nearby hospitals and clinics to meet standards for outpatient or ambulatory surgical centers. A decision is expected by late june. Three correctional deputies accused in the death of an inmate are back in court today for the third day in their preliminary hearing. The Investigative Unit has yearned that crews had to stop work for 70 days at the bay area station. Records show the original vta plans called for the installation of pvc piping in the underground sewage system. Instead, the contractor installed 1400 feet of cast iron pipe. It states very clearly that any sewer pipe underground should be be a pvc pipe. And they mentioned the specific name of that pipe in their specific issue. Is this pipe as good as what you originally called for . Yes. In this particular condition, it is as good, yes. No concerns about corrosion . Here is our storm system that were tracking thats going to move in tonight. Very extensive with the cloud cover. That still has yet to make its way into the bay area, where were seeing lots of sunshine. In just a few hours the clouds will move in and around midnight the rain will fall and it will come down heavy in spots. The heaviest of rain with this system will be in the north bay. Thats when it starts to rain right around midnight. Until 4 00 or 5 00 a. M. Then around rush hour tomorrow morning just keep in mind it will be a wet commute all across the entire bay area. Well get a little bit of a break before more rain pushes back in thursday night into friday morning. Then look at what happens as we get into the weekend. Look at all of these colors. Thats very heavy rain, the hell yel lows, oranges, whenever you see the bright colors that denotes very heavy rain, even the possibility of an inch of rain per hour. So this is going to happen saturday night into sunday morning. Thats when well get the heaviest shot of rain. Again, some very gusty winds along with this as well. Sunday night into monday another heavy round of rain moves in, and rainfall amounts with this are looking very large. Were talking about some of the heaviest rain that weve seen all season possible with this storm system, series of storms expected to move through. So the first storm system thursday night into friday, thats going to give us some minor accumulation. Then as we get into the weekend were talking about heavier amounts. Were talking even the potential of look at this 3 inches at the valley floor. That does not happen very often even in San Francisco, 2 1 2 inches possible in the north bay. We could be measuring about a half a foot of rain in the higher terrain, mountainous areas. Well continue to watch that, even the sierra, snow is expected to pile up. Were not only talking about 1 to 2 feet of snow for this first system. But as we gekt toward next week, guys, were talking about the potential of 3 to 4 feet of snow. Its going to get very active this weekend. If you have plans outside, id say now is when to make a plan b and probably go with that plan because it will be rainy on and often tonight all the way through friday, saturday and sunday. The sfpd continues to be under the microscope following the death of mario woods, a suspect wanted for a stabbing shot and killed by police in december after he repeatedly refused to drop his knife. Four San FranciscoPolice Officers are expected to take the stand today in court. They are being sued by the family of alex nieto for the wrongful death in a civil trial. Yesterday a crowd of about 150 people were there in support of alex nieto, the 28yearold City College Student who was shot and killed by police two years ago. His parents are suing the four Police Officers who fired a total of 59 bullets at their son, hitting him 14 times. Organizers of yesterdays protest called it a victory celebration. This is a victory because we have gotten to this trial stage. Usually, our voices are not even heard. The officers say nieto pointed a weapon at them and that they fired in selfdefense during a confrontation at a bruno heights park. The weapon turned out to be a stun gun that nieto carried for his job as a security guard. The trial is expected to conclude a week from friday. New details now, gun enthusiasts have about a year left before a popular east bay gun range is shut down. After hours of debate last night, the east bay parks District Voted unanimously to give chabot gun range a year to wind down operations. Hundreds of members of the gun club turned out to force that fight fight the eviction last night. The range has an impeccable Safety Record but it has been struggling to come up with the money to pay for new state and environmental regulations related to lead. They really provide a very Important Service to the public for 53 years. Weve got 53 years of lead in the soil that has got to be addressed. Officialsest maist it could cost as much as 20 million to clean up the park. A dog is getting help from verifys deputies after he was hit by a train. His name is charlie. Hes a puppy. The Santa Clara CountySheriffs Department set up a gofundme page and as of last night people had donated nearly 8,000. How were you treated . Like an animal. A bay area teen says she was forced into dreadful Living Conditions at statefunded facilities that were supposed to protect kids. Coming up, our investigation into why abused and neglected children are being victimized all over again. Some of the most Vulnerable Children in california have been forced into Living Conditions that are so horrible theyve been deemed an immediate risk to Childs Health and safety. All of this is happening at group homes. These are 24hour care facilities that house children who are abused and neglected. Investigati our Investigative Reporter has spent the last three months uncovering the story. Whats the state doing to solve this issue . The state is in the process of trying to overhaul californias Child Welfare system, but that will take years. In the meantime, we found examples of children suffering through physical abuse, seventhuseventxual abuse and even a lack of food. Tonight we investigate why more isnt being done to keep them safe. 2009. For most of her life, 16yearold mariah quarter was raise bid strangers. How were you treated . Like an animal basically. She and her sisters were placed with separate foster families after their father was sent to prison for murder. But mariah was later relocated to a group home, of a sort of modernday orphanage funded by the government to care for kids and teens who have been pulled from families because of abuse or neglect. Mariah says over the years she was shuffled to at least six Different Group homes. There was always a lot more accountability in foster homes. You had more of a family structure. Whereas in group homes its kind of like a warehouse for children. Did the staff there ever get physical with you . Yes. Did it ever leave a mark . Were you ever injured . Ive had twisted ankles, bruises all over, scratches all the time. At one group home, mariah says she was given daily doses of psychotropic drugs to unnecessarily subdue her. We confirmed once mariah was transferred to another group home, the staff there took her completely off the meds, saying she didnt need it. How did the medications make you feel . Tired all the time. How else did it change your personality . It basically took it away. There are 166 group homes across the bay area that can house anywhere from four to over 100 children. We discovered that over the past five years there have been 815 violations at Bay Area Group homes that posed an immediate risk to children. According to data we obtained from the California Department of social services. To find out what those kids and teens had to endure, we obtained hundreds of pages of inspection reports from the state. What we discovered were serious and disturbing allegations. The government inspectors determined these were true. A group home employee sexually abused a child. Staff did drugs with a child. An employee brought a loaded gun into a group home. And there were several violations over a lack of food for children. At one group home, staff admitted to locking away food as a discipline method. Investigators also found cases of delayed medical treatment. In one example, staff failed to provide medical attention to a child after a seizure. At the same group home, a child was injured resulting in two broken bones, but the facility did not report the injury. That home was also cited for using behavior modifying drugs as punishment. After acting out, one child was given benadryl on at least 30 documented occasions, which can cause drowsinesses. The state even found a group home employee physically abusing a child and using an unnamed object like a whip. And all of these group homes are still open. Is the system failing children right now . Yes. Thats the point. We showed our findings to california Assemblyman Mark Stone of monterey whos fighting for a complete overhaul of the states Child Welfare system. When you look at all the negative outcomes for the foster care population, the lack of children going into higher education, the lack of success, thats the danger that the system puts the kids into. Stone recently got legislation passed to eliminate group homes in california by 2021. Theyd be replaced with shortterm residential facilities, which would provide housing and medical services to the most atrisk children in hopes they could be transferred to foster homes after about six months. If there are severe trauma issues, theyll go into a shortterm treatment center. There are about 3700 children in group homes across california, most between the ages of 6 and 17. And many are there because there just arent enough foster families willing to take them in. So to close down all the group homes, counties across the state would need to recruit more foster families than they ever have and do a better job of finding family members of those children who are willing to raise them. If theres not enough foster families, we may need to have some group homes. But i tell you i will be one of them hoping that the department of social services will look at that very skeptically. The States Department of social services is in charge of licensing and inspecting group homes so we wanted to talk with the director, will lightborn. But the Agency SpokespersonMichael Weston told us he would be the only person available. We have quality providers out there, and when they care for children in the structure we have those childrens needs can be met. But if you have some group home thats are abusing children, that arent giving them enough food, arent kids being put in danger . In those cases, the department has the tools to deal with that. Weston says that can include meeting with a group home to discuss improvements, putting them on probation, or even shutting them down. Weston defended that process repeatedly. The department has a process. Theres a process for dealing with that. Its an administrative process that does take time, but it is effective. But if these kids are getting hurt in the meantime, can you honestly say thats happening fast enough . Well, the department has a process for dealing with that. Weston eventually admitted that process isnt quick ffs a very long process. In order to investigate and close a facility from start to finish. Mariah quarter is now out of the group home system and living with her mom. Shes also working alongside other teens at the california youth connection, a Nonprofit Group thats been advocating for Child Welfare reform for the past two decades. Mariah says if changing the system will take years, the state needs to do more to ensure children like her are protected in the meantime. Is there enough accountability right now for group homes . No, and i dont think there ever will be. Last year the state shut down six group homes, the year prior four were closed. But the state argues that essentially before it closes down a facility, it can still take steps in the meantime to essentially remove a staff member if they deem that that person might be a danger to children. Because fewer group homes are not going to help the children necessarily. Well, and the argument is these children obviously have to go somewhere. Right. So part of the essentially huge model change would be to have these shortterm facilities where children can go and get the therapeutic treatment they need. But again, the hope there is that they would only be there for a limited amount of time, not the years that children have the way some people put it languished there for years. And then they just age out of the system and go from that into nothing. Yeah. And unfortunately what the state acknowledges is that the outcomes when you look sort of big picture at children who have spent years in group homes just arent good. It talks about the possibility of suicide rates, the likelihood of homelessness i would think. Prison. Also the potential of pursuing higher education. All of these factors these children essentially come out of the system already at a loss. So the hope is that in basically providing for this really major reform these problems will hopefully leave with the old policy as well. But again the argument is that were years away from this change so what is going to be done in the meantime . Its a slow moving ship. Thank you very much. Robert vega is accused of killing officer gus vegas during a domestic dispute at the richmond Police Officers home in vallejo last month. A few years ago, michael and janet say they saw evidence of a spike in car breakins. Not just glass on the ground but purses, wallets and backpacks in the bushes nearby. The scenario is someone smashandgr smashandgrabs, drives away, drives down here somewhere along here and throws everything but the money out. Emptied of money but not of value. Inside, michael and janet discovered many drivers licenses, credit cards, passp t passports, even medicine, things people would certainly want back. So they did what they could to make that happen. Its a little bit of forensic analysis. Over the years, janet and michael estimate they have reunited dozens of tourists and locals with their belongings. A lot of them are in tears. I am bay area proud. Im a little bay area bummed that that many people when they visit our very nice city that happens to them. Yes. But with that passport part of the story, i am bay area impressed. Were going to stop it, anthony slaughter. Tell us the bay area weather. Youre going to be bay area soaked soon. Right now were just looking at dry conditions. We have a few areas of thihigh, thin clouds but the fog we had earlier is out of here. Were looking at beautiful sunshine right now. Hopefully you get a chance to enjoy it because once it starts raining tonight, it will be raining for the next week. Get out and enjoy, the last day of 70s and definitely the last day of widespread sunshine. 67 today for San Francisco, 70 for the north bay, 73 for the east bay today and 74 for the trivalley. Same deal for the south bay. Now, as we move through the next couple of days as i mentioned we have a big pattern shift headed our way. This is the first storm thats going to kind of switch things up. Thats really going to get rid of our 70s, our sunshine. Were headed back into the 60s and were going to see widespread rain over the next couple of days. Heres our time line which you can expect. Today just increasing clouds. Winds will start to pick up heading into the afternoon hours. Then tonight the rain comes its not good to be the heavy rain with winds. We dont get that until the weekend. Tonight it will just be regular old rain, tomorrow just you some light lingering showers. Well see some sunshine mixed in as well as our next storm system moves in for friday. Here is the first storm. This is move in tonight around midnight, light to moderate showers, nothing really crazy with this first round of rain. Same deal for tomorrow, continuing to hang on to areas of light showers and same for friday. But friday night into saturday, it starts to get really active, especially once we get towards saturday afternoon. Look at all the colors, this is very heavy rainfall and possibly an inch an hour in some locations as this comes in for saturday night into sunday. We clear out sunday morning, but then sunday night we do it all over again. Very heavy rain is expected not only for your saturday night but also for your sunday night. So if you have weekend plans, keep that in mind. It will be very soaking. Were just talking about treacherous rain, especially if you have any traveling to do in this. Again, it will come in the overnight hours. You may not always see the ponding on the road, the flooding or even some of the downfreeze that come was some of the storm. Keep in mind the first round of rain will produce about a tenth of an inch thursday into friday. Then we get another inch of rain on top of it saturday then possibly another inch on that on sunday. Once we get into the weekend, its just going to be raining nonstop. If youre dog any traveling to the sierra, were talking about several feet of snow, at least by monday. Two feet of fresh powder it on the way. So get ready, get the storm gear ready and clean out those storm drains. Its been a while since weve had rain. Seuss book and well read that after a while. Then i also have a book thats related to weather and the water cycle. Some learning involved here. Of course, well talk a little bit about weather. But thats all coming up. If your kids are in school right now, this is probably exactly what theyre doing, reading and of course as we go into the weekend weve been talking about it raining so it will be a good weekend to stay inside and just curl up with a good book and keep this tradition going. He landed safely in a russian spacecraft last night setting the record for the most time any american has spent in space. Nbcs tom costello reports. Reporter it was just before 10 30 a. M. Local time when the soyuz space capsule carrying two cosmonauts and american scott kelly touched down in kaz uk stan. Reporter the end of a 340day mission. Wanted to say goodbye and thank you. Reporter only six hours earlier, hugs and goodbyes on the International Space station as all three men climbed into the soy use space capsule. The hatch closed the at 3 43 central time. Reporter then close the hatch for the return trip home. Kelly had been on board since march 27th of last year, tweeting stunning photographs along the way. Having no running water, you know, its kind of like ive been in the woods camping for a year. Reporter nasa is hoping to learn about the longterm effects of space on the human body by comparing scott kelly to his twin brother mark whos been on the ground this past year. Both men subjecting themselves to a battery of medical tests. Information nasa hopes to use in preparing for a future trip to mars. While a 340day Space Mission may be an american record, its not a world record. Thats held by another russian cosmonaut. But this morning scott kelly is back on terra firma. Its a magnificent place and ill miss it. Mixed emotions, you know. How interesting. So many cool things up there. Obviously the science and the space stuff. Sure. But he called in to talk shows. He talked with people. Just so exciting. Kept space alive for us. That was tom costello. Kelly will undergo under medical tests but a big celebration is in the works.
