The chp says the officer decided to help to stop him, rather for an expired plate after they say someone threw a cigarette out of the car at 880 and tennyson. The car pulled over but as officers walked to the car, the driver sped off and crashed just a few blocks down. The driver left behind a woman in her 20s and a child under 10 years old. Strapped into a booster seat. Here you see the car. They were removed from that car and taken to the hospital with minor injuries. Emergency crews are searching through whats left of a small illinois town after a massive tornado touched down there last night. We know at least one perb was killed. We know others were trapped under rubble and we know some people are still missing. Officials say at least 17 structures totally destroyed. 50 buildings badly damaged. The weather channels mike bettes is in fairdale with the latest. The day after shedding a lot of light on the tornado that swept through Northern Illinois in fairdale a town of roughly 200 people and every single building in town just seven square blocks, was damaged. More interesting thing we found this cinder block wall pushed off to the west here and its been torn right off the Mortar Foundation here. This building, by the way, behind us an apartment up above and more of a storage unit down below. Most of the roof structure has been taken off. You can actually see right down into it. Now, the city is still cordoned off. The Sheriffs Office isnt allowing anyone in. Theyre still doing search and rescue. Its ongoing, but at least 11 people have been injured and treated for their injuries. One fatality. One 65yearold woman who perished in her home. It could have been multiple tornadoes as well. Well have a few crews out here forecasting length widest, and wind speed and size of the tornado. Extensive damage with this. This is just the outskirts of town. Homes have been wiped off their foundations into town. We see some of the aerial pictures and a heart breaking scene in his rural, tight knit community of 200 people. The latest here in fairdale illinois. Im mike bettes for nbc news. Just in to our newsroom cement spill into an Oakland Creek may be worse than originally thought. Crews found another chunk of cement in glen echo creek. They believe its part of a spill they were cleaning up near clara wood in broadway terrace. This happened with a subcontractor filled an old pipe in the creek with a lightweight cement that is something they do, but they didnt know there was a valve open. A Swimming Pool worth of cement flowed into the creek. Fish and wildlife crews found dead birds and others coated in cement. A complete cleanup could take weeks. An internal investigation is already under way after a disturbing video of an arrest in San Bernardino county. This all happened yesterday as a man tried to get away from police, first in a car, and then on a horse. This chopper video shot by our sister station in los angeles, shows that man falling off the horse and there he is being hit with a stun gun. And then the officers start punching and kneeing him in the head. The suspects girlfriend says the use of force after he was already on the ground was unnecessary. This guy comes out of nowhere and he feels its necessary, okay i might as well get my kicks in. I dont understand why, why is Something Like that necessary. One of the effects of our drought is an uptick in west nile virus. 31 people died from the virus last year which is the most since california started tracking west nile cases in 2003. It was the total number of cases was also the highest recorded in a decade. Officials say the drought created more limited sources of water for birds and mesquiteosquitoes which helps it to spread and it caused more water to stagnate making perfect breeding grounds for mosquitoes as we turn off the fountains and other water features. Talking about this the California Drought forcing farmers to cut back on irrigation, but one group of farmers, almond farmers, say their crop is getting singled out. They say theyre facing more criticism over the amount of water they use to grow their crops, but it takes a lot of what toor make an almond. One gallon of water to produce a single almond. One group of growers say theyre having to make tough cutbacks just using enough water to keep the trees alive. Some almond shamers, as they call themselves, arent convinced its enough. Well almond farmers are taking a lot of underground water and depleteing that and we dont know how long its going to take to restore that. Over the last two decades, Almond Growers in particular have actually reduced their amount of water usage by 33 . And thats by using other forms of irrigation methods, for example, drip irrigation micro sprinklers. The almond hullers and Processors Association points out almonds make up a small fraction of the irrigated land in california but again, a lot of the water. You cant just forego one year for the drought. The trees will die. You have to keep them alive. See how that works out. Meteorologist Christina Loren has been watching the forecast. Damian trujillo shows us some of the hidden leaks. They were replacing an aging sewage line on san joses storey road when crews noticed water filling up the trench. We generally developed right here so it was coming to the surface this way. San joses Deputy Director of public werks drew a small diagram of the underground leak on a joint lynching a main to a 1inch house line and they say had it been leaking for some time. The soil is very permeable. I believe that a small leak could have been going on for quite a while. Not what the neighbors wanted to hear in a severe drought. I didnt know that was going on. I didnt know that. Hopefully they get it fixed and we wont have any more problems out here. Public works says they wont be surprised if there are similar undetected leaks throughout san jose. And given that the water system is roughly 150 years old, the San Jose Water Company concedes theyre losing water. The agency says on average, utilities nationwide lose 20 of their water through leaks, theft, and firefighting. When a utility reaches near the end of its useable surface life, it typically needs some rehabilitation to either extend the life or a complete replacement of the asset. Which is why the San Jose Water Company said it replaces approximately 25 miles of water pipe for years but thats a drop in the bucket for a city that has hundreds of miles of aging pipes, in a city as old as san jose, every dig could mean a new unwanted discovery. Drivers are getting ready to take on city hall. I always take a picture of the meter. Todd said he no longer trusts the socalled smart meters in downtown san jose. Dutifully put my 16 quarters in the meter and that was it. A few minutes before 9 00 came out on that occasion, 9 40 and had another ticket. Somehow, im just furious. He received three parking tickets. When he called the city to contest them they were cleared and hes told its a meter problem. A truck will drive by and rattle the street and reset the meeter. 1200 smart meters were installed last spring. Theyre only supposed to reset when you leave the space. City Officials Say in february they determined vibrations from large trucks sometimes reset them as well. Even if your car is still in the spot. Its not every single time a vehicle is there its reset. Its very sporadic that its been happening. The department of transportation says since february at least 90 tickets have been written and cleared but admits there could be more. Officials say at this point, theres no way to search the entire database for glitches but it could be done on a smaller scale. When a citation is contested, we can see a payment was made how long how much time that payment should have provided for, and if the sensor reset early. The reset function has been turned off on two dozen of the most unreliable meters but thaw say its not enough and thinks until they figure it out, people should get a free pass.
