Lets take a live look inside the stanford Memorial Auditorium where the president will speak and sign an executive order urging companies, especially Tech Companies in Silicon Valley to partner with the government to against cybersecurity, and right now on the podium, apple ceo tim cook addressing the cybersecurity summit being put on by the white house, and he was emphasizing just moments ago that everyone customers have a right to privacy and security. Earlier, the secretaries of Homeland Security and commerce moderated panels with ceos from some of the most prominent companies. To talk about what each side needs from the other in order to better combat the cyberthreat. Companies are asking that the government remove regulatory barriers and improve the nsa Surveillance Program and expressed legal concerns about sharing private information about the government. The president s Homeland Security adviser said Security Breaches have increased five fold since 2009. This is a transformative moment when public and private need to band together or attacks like sony, Anthem Health, could become the norm. This is a shared risk. And by right, it is a shared responsibility. To get cybersecurity right. And we can take some lessons from the fight that we have waged against terrorism over the last decade. To work across government better and frankly, to do a better job with all of you to up our defenses and our responses. A lot of the discussion here would be about how can you do that without having Companies Face baseless liability litigation, but at the same time you cant immunize neggns. They are not mutually exclusive concepts. There will be differences in opinion on that, but were not going to get over those unless we sit down and talk about them which is the point of these summits and sessions. Stanford students gathered to urge the president to veto the keystone xl pipeline legislation. And president obama is expected to veto the bill which was just formally approved today by the house. John boehner signed it. The senate has already approved a similar bill outlining construction of the controversial pipeline. The pipeline would carry oil from canada to the gulf coast. The white house arguing that the economic benefits to america would be minimal while damage to the environment would be significant. Supporters say the pipeline would lead to thounls of new jobs and bolster americas oil reserves. More details on the president s visit after his speech at stanford. Hes going to return to San Francisco for a private fundraising dinner for the Democratic National committee. We do not know whether that person is a suspect or a Police Officer at this point. Drivers are being told to avoid that area. Police this morning found a uhaul that crashed into Life Chiropractic west college in hayward. Lying behind the truck was a mans body. Two people arriving for work at the school who worked in the kitchen made that discovery around 2 00 this morning. They say they noticed the truck was backed into a window of the patio and there was broken glass scattered all around. Thats when they called police. We checked the area and we located a deceased male behind the uhaul truck. Outside of the building. At this time its undetermined how the male is deceased or what his involvement is with the uhaul or the business. Police told us later this morning that it does appear the ignition switch in the truck was tampered with and we also know it is now believed to be a suspected robbery or burglary gone wrong and that perhaps the victim was also involved. The family of a 14yearold girl who was found dead outside a crashed car in milpitas is asking for help from the public trying to figure out how she died. We told you about the Early Morning crash in milpitas last wednesday involving a garbage truck and a car. The body of the san jose teen was found next to the wrecked car a few blocks away from the crash site with the garbage truck. Now the girls brother wants anyone who knows ss anything to come forward to help the family get closure. We feel like for her and at the same time, anger because we dont have answers. We understand that tragedies happen, people have to pass away, even if its our loved ones but we will feel better if we have answers to our questions. Alex alkazar is the registered owner of the car and police say now he is a person of interest. However, they have not been able to track him down nor they have told us how theyre connected. Heres surveillance images of that man. Hes accused of knocking an officer off a light rail platform. The officer fell onto the ground but was not seriously injured. Even on his way up, hes looking to give back. It will make you bay area proud. Javier was born in the bay area, but his family moved to mexico when he was young. He returned at age 17 all alone. Knowing no english and with a simple goal make enough money to pay for his younger sisters keen kin yara. He reached that goal and a few others and is recognized for the effort. The city of richmond has a reputation as a tough place for young people to find success. But its no different than anywhere else really. Javier last summer at 22 years old was offered the job of project coordinator for ground work richmond a nonprofit working to beautify the city. He wasnt sure at the time they were serious. Its even more impressive considering he returned to the United States by himself just six years ago. Now, a Civil Engineering student, javier worked three jobs to support himself in high school. Even managing to tutor others in math before he had even learned english. It felt dw to help he says. I think if youre happy when you help others, that makes you feel really really good. And right now, javier wants to help his hometown. With ground work javier is concentrating on richmonds green way, a bike and walking pat that cuts through richmond but doesnt necessarily connect it. Javier would like to see that change, with plantings and parks, trees and trash pickup he wants to give back to a community that he says has given him a lot. I just wanted to know what im doing for the city. I wanted to know that im helping. We learned about javier earlier this year whether he was recognized by one of the local heroes for 2015. And most of the time when a baby is born the umbilical cord is tossed. But in the last 15 years, a booming business has grown to allow parents to harvest and store blood from the cord in a private bank. Valuable because cord blood is a Rich Resource containing stem cells that can be used to treat various diseases including leukemia. As a mom, its very devastating. Crystal described how she felt after his 14monthold daughter got sick. You go into panic mode what can i do how can i help my child . There was hope and it rested in biobank, where she paid 2,000 to store her sons cord blood neary two years earlier. When she tried to call the company, she couldnt get through. She discovered the business was on the brink of closing and she had no idea where her sons umbilical cord blood was being stored. That Life Insurance policy i did for my kids i feel like its been ripped away from us. We wanted to know how a blood bank could get into such dire straits without regulators noticing. We requested information from the food and drug administration. We found there are 310 facilities in the u. S. Licensed to store cord blood, but unlike restaurants or nail salons theres no law that says how often private cord banks must be inspected. The fda says it gets to roughly 1 in 10 banks a year. That may explain conditions like these. At newborn blood banking in florida, investigators found an insect trap and debris above the processing area and a dead insect near the liquid nitrojanuary freezer. They confirm their continue to store samples but hes not enrolling new customers. When we tried to ask further kwgzs, he hung up. At cell freeze in las vegas, they found no Quality Program for cord blood and no established procedures for cleaning and sanitation, and at vista cord in mississippi, a launtry list of Violations Including dust dirt trash, and various dead insects found throughout the processing and storage areas. Inspectors also found a failure in procedures for cleaning sanitizing and maintaining equipment. Cell freeze closed in 2009 and vista cord was acquired by family cord in 2010. The company says of the samples it has tested all are viable. And remember what crystal stored her sons cord blood . In a routine 2009 inspection the fda said they violated regulations including not screening mothers for communicable diseases. You feel like youre betrayed. It wasnt until two years later when crystal contacted the fda that the agency went back to bioy oeio bank and found more problems one, an admission from the owner that hey had no medical or scientific training. I feel like it was a complete letdown. Anything that could have gone wrong went wrong. I think any agency that was involved wasnt involved. We asked the fda why it didnt respond sooner and if its made any changes since the bio Bank Incident . They said they used a riskbased approach when they decide how often private cord banks are inspected and there are no plans to change. They did not reply to our request for standard. John walker is the codirector of umbilical cord blood collection, a private Cord Blood Bank. Parents can donate their childs cord blood to a public bank where it can can can canbe used in research or a transplant. He said parents who use Private Banking have to ask what happens if the bank goes out of business and who oversees it. Are they accredited by anyone. And vireerify how they collect and store their samples. You want to make shire theres enough blood and samples in there if you need it. Mom crystal tracked down her sons cord blood now stored in a private bank in southern california, but she has no idea if its still viable. She wants other parents to know what she learned the hard way. How the business of blood is actually regulated. Thats mine. Sunday, the last day to sign up for coverage under the Affordable Care act. About 28 Million People are still eligible for coverage but so far, only about a third of people have signed up. Experts say before you renew last years policy, check to make sure its still the best plan for you. It really depends on where you live and which plan you bought last year. As we gather here today, americas seen incredible progress we can all be proud of. We just had the best year of job growth since the 1990s. Over the past 59 months. Over the past 59 months our businesses have created nearly 12 million new jobs which is the longest streak of private sector job growth on record. And a hopeful sign for middle class families wages are beginning to rise again. Meanwhile, were doing more to prepare our young people for a competitive world. Our High School Graduation rate is at an alltime high. More americans are finishing college than ever before. Here at stanford and across the country, we have the best universities, the best scientists the best researchers in the world. We have the most dynamic economy in the world. And no place represents that better than this region. Make no mistake, more than any other nation on earth, the United States is positioned to lead in the 21st century. So much of our economic competitiveness is tied to what brings me here today. That is americas leadership in the digital economy. Its our ability almost unique across the planet. Our ability to innovate and to learn and to discover and to create and build and do business online. And stretch the boundaries of whats possible. Thats what drives us. So when we had to decide where to have this summit, the decision was easy because so much of our Information Age began right here. At stanford. It was here where two students bill hewitt and dave packard met, and started a company that eventually built one of the first personal computers, weighing in at 40 pounds. It was from here in 1968 where a researcher douglas inglebart, astonished an audience with two computers connected online. And you could click on with something called a mouse. A year later a computer here received the first message from another computer, 350 miles away. The begins of what would eventually become the internet. And by the way, its no secret that many of these innovations built on government funded research research, is one of the reasons that if we want to maintain our Economic Leadership in the world, america has to keep investing in basic science, research, and technology. Its absolutely critical. [ cheers and applause ] so here at stanford pioneers developed the protocols and architecture of the internet dsl, the first web page in america. Innovations for cloud computing. Student projects here became yahoo and google. Those were pretty good student projects. Your graduates have gone on to help create and build thousands of companies that have shaped our Digital Society from sysco to youtube to instagram, stubhub. According to one study, if all the companies traced back to stanford graduates formed their own nation you would be one of the largest economies in the world and have a pretty Good Football Team as well. And today, with your Cutting Edge Research programs and your new cyber initiatives youre helping us navigate some of the most complicated cyber cyber challenges we face as a nation. Thats why were here. I want to thank all of you who joined us today. Members of Congress Representatives from the private sector, government acadeem yeah privacy and consumer groups and especially the students who are here. Just as were all connected like never before we have to Work Together like never before. Both to seize opportunities but also meet the challenges of this Information Age. And its one of the great paradoxes of our time that the very technologies that empower us to do great good can also be used to undermine us. And inflict great harm. The same Information Technologies that help make our military the most advanced in the world are targeted by hackers from china and russia who go after our defense contractors and systems that are built for our troops the same social media we use in government to advocate for democracy and human rights around the world can also be used by terrorists to spread hateful ideologyiesideologies. So these cyberthreats are a challenge to our National Security. Much of our critical infrastructure, our financial systems, our power grid health systems, run on networks connected to the internet which is hugely empowering but also dangerous. And creates new points of vulnerability that we didnt have before. Foreign governments and criminals are probing these systems every day. The first sitting president to address stanford in 40 years, and he seems to be enjoying himself this morning. Talking about the fact that the very technologies the president said empower us also endanger us and how important it is to increase communication between all parties involved.
