The cars may have been some of the dozens of cars that were driving the wrong way down an interstate. Tonight ten cars are impounded and two people in jail after a number of overnight sideshows were reported in oakland and Alameda County. Now take a look at this video. This was posted on instagram showing crowds watching these cars circle at one telephone locations. Chp says it started on interstate 880 in oakland about midnight. Dozens of cars got on 880 in the southbound lanes, driving the wrong direction. Then the cars began spinning around, doing donuts right is there on the interstate. About an hour later, chp says a large sideshow popped up near international boulevard and 55th. Also, there were more sideshows reported on city streets about that time. Now police say at least 200 vehicles were involved in the side shows. 200 cars. Many of them appear to be from out of town as well. Coming in from places like fresno and los angeles. All right. A developing story. The city of paris on edge tonight as its been for the last three days. Right now an International Manhunt for a suspected terrorist. Police have identified an accomplice of the attackers. And now he is on the run. Take a look at 26yearold abdeslam salah. He is from belgium. French officers pled him over at the border leaving france going into belgium after the attacks took place. But the police let him go. Theyre warning the public not to approach this man. They warn he is very dangerous. Right now paris is beginning to heal, but it is tense. Mourners at a vigil nearly became a stampede. Police pulled guns, tried to figure out what was going on, why the stampede and panic. In tend, there was no actual threat. It was false alarm. Its been a tense several days in the city of light. Thats for sure. Right now so many people are taking time to show their support for the city of paris. With candles and prayers and vigils. Theyre being held around the world for the victims of the attack. In San Francisco tonight, city hall is lit up with the colors of the french flag. The blue, white and red. Today hundreds gathered to show their support as well. Nbc bay areas Christie Smith attended a very solemn gathering in the heart of the city. Christie, we have so many people from france here and in San Francisco. They were expressing their emotion to you. Yeah, thats right. I can tell you it was very solemn as people came out to pay their respects to those killed in paris. But there was also a real sense of determination not to let fear take lo and behold. Hold. Hundreds gathered on the steps of San Francisco city hall, many proudly showing the french flag. And in the center, heartfelt words of grief and resolve. That was written on the board. Probably summarize as lot of the feelings in the french community. Reporter the consul general spoke to the crowd. We here are devastated with sadness and horror. But we stand. We are not afraid. Reporter more than 120 people were killed in the terror attacks in paris, including nohemi gonzalez, known as mimi, an Exchange Student from cal state long beach. A vigil was held there. You see some of the wind gusts we had around the bay area out at ocean beach today. You probably wanted some goggles or something out there. The winds up to 55 Miles Per Hour. You could see above 50milesperhour gusts at sfo airport. 40mileperhour winds from oakland, from benicia, martinez, and out towards the altimamont pass and hayward and into san jose you. Had the gusts close to 40 plus Miles Per Hour. Right now winds a little less strong out there. But still gusty at times. And thats the reason why just within the last hour, that wind advisory has been extended now into parts perhaps of the Early Morning community tomorrow. Coast and bays seeing those gusts still near 45 Miles Per Hour. So for our wind sheltered valleys tomorrow morning, downright chilly. A few spot could get into the 30s tomorrow morning. When the rain came, it didnt take long for problems to begin on the roads. In the south bay, water pooled at the Railroad Underpass in san jose. The car got stuck and had to be towed. The mini cooper got in trouble on southbound 280. The driver waited for help after his car swerved off the road. He was able to bring it to a stop at an offramp. And take a look at this. Big problems for this driver on 680 when he lost control and drove into a ditch. The driver is okay. At n oakland a cold, harsh wind may have made vikings fans feel at home. Winds tore through the coliseum, hitting speeds at 35 Miles Per Hour at times. In daly city, the strong wind caused much bigger problems. Power is back on for thousands of customers in south san jose after a gas line fire broke out this afternoon. The onealarm fire started just before 2 00 in the 4,000 block of harwood road. This is off Camden Avenue and highway 85. Pg e crews were able to turn off the gas that was fuelling the fire by about 6 15. The nearby building did have some exterior damage, but no injuries were reported. The building was vacant at the time of the fire. And we could learn more this week about the south bays delayed hospital project. A new building at the Santa Clara ValleyMedical Center is months behind schedule, and millions over budget. Over the next few days, the new Construction Company bolt is expected to finish its evaluation on the project. The former Company Turner construction is now being sued by the county. Nbc bay area broke this story as the countys frustration boiled over. The builders have missed several deadlines since construction began five years ago. The county spokesperson tells us the delays are costing Santa Clara County more than 100,000 per day. Take a look at this. This is the sign that the drought situation in california is dire. This is folsom lake outside of sacramento. It has hit its lowest level ever this weekend. The lake which provides water for half a million Northern Californians is now at 14 capacity. Look at the pictures showing the dry conditions taken by the California Department of water resource over the past couple weeks. El nino is expected to bring rain this winter. Hopefully lots of it. But state officials are concerned it might not be enough. This past week, Governor Brown issued an executive order that would continue water restrictions until the end of october of next year if the drought is still happening at the end of this year. You look at that and you think of course we had a couple of rain storms recently. But boy. We really do need a lot more than just an average rainfall here to make up that deficit. So far tracking the numbers around the bay area, its sort of the Glass Half Full and half empty from San Francisco, oakland northward. Its a little more on the rescue side. From oakland, San Francisco and santa rosa. Different story livermore and san jose. A mixed bag for the trivalley and the south bay. These numbers are up to 125 of average. But the north bay and into the peninsula, were still running just a little bit behind. So todays rain was certainly some good news. We had about anywhere from about a half inch to almost 3 4 of an inch of rain around santa cruz, dublin, just under a half inch of rain. But all of that activity now has started to move off towards the east. As you can see here on the satellite radar view. Still some scattered showers out towards the sierra. Some thundershowers earlier in the central valley, which made for some wild weather. And in the sierra, still maybe an inch or two of fresh powder with snow levels dropping close 3 to 4,000 feet. Storm totals more than a foot of snow in the sierra. Ands that measurements, that will start to drop down through the American River basin. Of course, we want that big snowpack as we get towards spring. But right now things are quite dry around the bay area. Dry roadways. Chilly start to tomorrow morning. Wind continues to be a problem around the bay area. Our wind advisory now which did technically expire around 10 00, it got extended to 4 00 a. M. The winds are still ongoing. If youre on the coast and around the inner bay, sustained winds around 15 to 20 Miles Per Hour. And during the nighttime hours for the hills, well see the wind speeds 30 to 40 Miles Per Hour. Turning briefly light towards the morning. And napa, out towards the trivalley. The windsheltered valleys should co. Be some of the spots that will wake up to chilly temperatures in the 30s. For tomorrow, high temperatures still running on the school side. 50s and soys for highs around san jose. No matter where you go from 58 to 36 degrees will be the temperature spread tomorrow. From the north by out towards the trivalley. But after tomorrow, things are going to start to warm up. High pressure is going to start to strengthen. Thats going to lead to a rise in temperatures around san jose. Close to 70. Likely some lower 70s south of downtown san jose. As you head over the trivalley, the coolest day of the week will likely be tomorrow. And the numbers climb on up into the upper 60s. The numbers starting to climb up into the mid60s the other side of this, though, it fortunately the dry weather. Were going to see High Pressure keep the storm track a little too far to the north to help us out. We had good rain and snow this weekend. But for the first time maybe in three or four weekends, next weekend right now is looking dry. Were going see some windy conditions at times that the north winds returning for next saturday. For now, unfortunately, if you saw the pictures of folsom lake, no help from the Weather Department in terms of significant rain. But now a former top Government Official is raising serious questions over how the u. S. Regulates this industry. Investigative reporter begad has been looking into this. Bigad . Reporter the highpriced hobby known as sports shelter. Outrage after the hunt organizers were accused of illegally luring the lion out of a wildlife refugee. But we discovered killing lions for sport is generally allowed. Even though the species population is at historic lows. In fact, federal records we obtained show that in the very same month cecil was shot, 69 other lions in africa were also killed by american hunter, all for sport. And more arrive to the u. S. Almost every day. Behind these crates are some of the most sought after animals in africa. A blue wildebeest. An antelope. Even a lion. Theyre all hunting trophies, legally shot and killed abroad for sport. Where is the skull . Reporter we were granted rare access to join federal wildlife agents as they inspect trophy shipments coming into the sport of San Francisco. Most are covered in pesticides to keep them from rotting. So the inspectors wear protective masks. The buffalo. Reporter annemarie holmes leads the team. For the people that want to go kill a lion and bring it home as a trophy, this is what we would see. Its been turned inside out. So you can see across the top where the neck and the head go. And then you have the four feet. I dont can you actually see the bullet hole right there. Yes, on that side you can see the bullet hole. About how often do you get lions like this . I would say probably one a week. Reporter we obtained more than 25,000 pages worth of federal records from the u. S. Fish and Wildlife Service and discovered at least 1. 2 million sport hunted trophies have been imported into the United States over the past 15 years. That includes 4900 elephants, which the u. S. Considers threatened. More than 6,000 leopards, also threatened. 513 rhinos, even more vulnerable. Since theyre listed as endangered. And more than 7200 lions. The federal government proposed listing them as threatened back in october of last year. But since then, 601 lions were killed abroad for sport. And imported into the u. S. As trophies. All legally. So the fact that it may be in danger order threatened doesnt mean it cant be hunted and brought back into the u. S. As a trophy. Correct. It just means youre going to have a lot more paperwork and good through a lot more steps to get the permits to bring it in. Reporter endangered and threatened animals are shipped to the u. S. Almost every other day. Its u. S. Policy to approve the shipments only if at foreign country allowing the hunting also has a conservation in place to help strengthen that animals overall population. Some wildlife experts see it as a bizarre balancing act while others view it as a tool to preserve wildlife. Killing a single lion can cost up to 71,000. Across africa, sport hunting is thought to bring in more than 2 million each year. Its the trafficking more than the hunting that is the big issue. Reporter david hayes is a former deputy secretary for the department of the interior. And for six years overlaw usa the u. S. Fish and Wildlife Service. Regulating the import of sport hunts under the clint and obama administrations. If the funding that is used for sport hunting is then plowed black into protection of the habitat, then that can be a net benefit. Have you found that money is always going where its intended to . Well, thats a major question. Its tough because these are fish and Wildlife Service biologists sitting here in the United States making decisions what is going on over in africa. Reporter hayes says poachers capitalize on the limited oversight by routinely using sport hunting as a front to be able to kill wildlife and sell it on the black market. Last year the u. S. Government banned sport hunted elephant trophies from zimbabwe and tanzaniaia. They made that decision in part because they couldnt tell where the money was going. There was no sport hunting involved. It was essentially a massacre of elephants that was occurring. But with the limited staff, is it possible they could be missing other infractions that are happening . Oh, certainly. Its certainly possible, yes. Sure. It gives us all a bad name. Reporter Michael Sutton a former wildlife agent and past president of the california fish and game coalition. How often do you think some of these sport hunted trophies are coming into the u. S. Illegally . I think it happens all the time. Reporter sutton is an avid hunter for food, but is now calling for a ban on hunting for trophies. Ordinarily, its not even a wildlife sector that looks. It may be just a customs inspector who makes sure they have the proper paperwork there is very little scrutiny of the animals coming in at all. Ill soak this overnight to rehydrate it so its stretchy and pliable. Reporter jeffrey makes a living trying to bring back the dead. It has emotion. Its alive. Reporter he is a taxidermist just outside of San Francisco. This is the plate. Reporter and has been mounting animal trophies for over 40 years. He is also a Trophy Hunter himself. And says the value hunting puts on animals means more money for wildlife reservations to breed more animals. Hunting protects these populations, maintains the populations. Without hunting, theyll disappear. Reporter some scientists agree, and believe killing weaker, older, and more aggressive animals can actually help a species thrive. But hunters cant always identify those types of animals. In africa, only 20,000 lions are left. The population has declined 33 over the past decade. During that same time period, u. S. Hunters killed 760 lions. And about 13 of those trophies entered the u. S. Through the port of San Francisco. Are inspectors able to inspect every sport hunted trophy that comes through here . , no not even close. I would say at least 50 maybe there is only four wildlife inspectors for the whole port of San Francisco, oakland, and san jose. So we have to use our time wisely. Reporter the u. S. Is expected to take in at least 10,000 more sport hunted trophies just over the next two months. Some of those animals will likely be endangered or threatened, leaving some to question whether killing wildlife truly is the best way to protect it. We wanted to give top officials at the fish and Wildlife Service a chance to respond to the criticism that the agency may not have the resources necessary to determine whether conservation programs abroad are doing what they claim. But they declined to be interviewed. The agency did send awes statement saying we do everything we can to fulfill our legal obligation and make required find twgs Resources Available us to. Now right now were still dealing with these breezy conditions around the bay area. 58 degrees around the north bay. 50 in san jose. Now tomorrow morning, temperatures in our wind shelter valleys have a chance to dip into the 30s. Our dew point temperatures tonight have dried out into the mid30s. And thats the temperature the air will try to cool down towards as you approach sunrise. You dont have any clouds to retain the heat of the day. Some chilly mornings in store for the bay area. Unfortunately, still a little breezy. Again, all the showers now kind of moving away from the bay a a area. And the snowshowers beginning to shut down in the sierra. But the wind is still the story. Especially out to the coast and inner bay. Youll notice around highway 1 tomorrow morning. Youve got the wind gusts highest along the coast. And the inner bay, and up towards the hilltops tomorrow. Upper 50s to low 60s around San Francisco. To the north by, mid60s around santa rosa. And thats kind of a sneak preview to what where the temperatures are going for the next few days. For san jose we could see temperatures climbing. Dry weather through the middle part of the week. Same thing as we get towards livermore. And San Francisco, second half of the week, temperatures climb after this cool start to the week. But unfortunately, it does not look like were going go 4 for 4 in the rainfall department. High pressure very likely for the week ahead, keeping most of the showers off to the north as we head towards next weekend, things are looking dry. Perhaps a little windy. Reporter well, planners say the tall height of some of the stages or installations may conflict with the height of the muni wires up above. But one idea is to at least temporarily take them down. But that has some people concerned. While the super bowl will be in santa clara, super bowl city in San Francisco will be a center for excitement leading up to it. Free to the public fan village. Market street is expected to be closed from beal to Justin Herman plaza. Specific plans have not been finalized. But were continuing to work with them to ensure that whatever plan does go forward impacts the least amount of people as possible. Reporter the Host Committee is still formulating a plan, but it may include temporarily taking down muni overhead wires along market, where muni will already be rerouted from beal to the plaza, just as tens of thousands of super bowl revellers descend on the city. The operational only just to make sure that any kind of stages, activities that are there for the festivities would not impede on the wires that are overhead. Make sure there is no damage. Make sure that everyone is going to be safe. If it is a safety issue, then certainly i think the city should consider it. And also consider the alternatives to it. But if the reasons are more superficial, i just dont see a reason why we should impose on our workers and our residents who rely on muni every day to get to work. Reporter supervisor jane kim wants more detail. But she is concerned. What will impact is muni service after the festivities are over and prior, given the amount of time it may take to take down and then put back up muni overhead wires. Reporter a spokesperson for the Host Committee says if there is a cost associated with temporarily bringing those wires down. That would cover it.
