This is where weve had the most rain all day. Now were seeing it across oakland, emeryville, down towards pacifica as well. Rainfall amounts have been really impressive across parts of the north bay. Doverdale got close to half an inch. Santa rosa up to 0. 3. And now rain starting to push into San Francisco near concord and even berkeley in the last couple of hours, about 0. 04 of an inch. Well, a lot of grief to contend with tonight in the east bay after two bay area teenaged girls were killed in an Early Morning car crash. Tonight police say the 16yearold girl that was driving this car now smashed to piece mace have fallen say aye sleep at the wheel. The crash happened overnight about 3 00 in the morning. It was on Franklin Canyon road. This is just outside of martinez. Tonight we are hearing from those who knew the victims. Nbc bay areas Christie Smith joins us live outside of College Park High school where the three girls went to school. Christie, this is a very tough story. Reporter absolutely. This is really shaken the community. Weve seen parents and students in tears. In fact, the school where the students attended has sent out notice to families letting them know that grief counselors will be here tomorrow. I know some of you have been to school with them. I talked to some of you. And its very hard for you to understand. Reporter at christ the king church tonight, a mass drew teens, many who knew the two teenaged girls killed in the car crash. Just her not being here anymore. I was with her all the time. Reporter Natalie Culver says she was a cousin to one of the girls. She would always remind me that she loved me and im really sad that she is not going to be here anymore. Reporter the coroner is not released their names yet. But the chp says they were passengers around 3 00 a. M. With a teenaged driver who lost control on Franklin Canyon road near martinez and hit a tree. All believed to be 16 or 17. Preliminary, we talked to her, and she said she fell asleep. And the last thing she remembers is speeding at 60 miles per hour. Reporter its a windy road. Investigators say alcohol or drugs dont seem to be a factor. All of the teens believed to be juniors at College Park High school in Pleasant Hill where a notice went out tonight to families. It was really sad. Reporter adele left flowers at the crash site. She says her 16yearold daughter is heartbroken, that she first became friends with one of the girls in elementary school. Its just devastating. Because we knew the family. We knew her since little. It was very tragic. Reporter now we also heard from the superintendent of the School District who expressed condolences to the family. Said that thoughts and prayers went out to the families involved in this tragic accident. Reporting live in Pleasant Hill, Christie Smith, nbc bay area news. Thank you very much. Man walking down a busy highway. What was he doing on the road . Chp looking into that after the man was hit and killed on the freeway. This accident happened near highway 237 just after 6 00 tonight. Thats near that Mccarthy Ranch shopping center. All lanes of southbound 880 in the area were shut down for two hours. Officers tell us that several cars hit the victim. But they didnt know why he was on the road. Its a traumatic event for anybody. This is a truly horrific event. We have a darkened roadway. We have quality overhead. Its very difficult to tell the of his clothing. Now officers say several drivers who hit the man then pulled over to the side so they can be there to tell police what happened. Some are calling it chaos on halloween. And it certainly look that way. These pictures from berkeley overnight. Thousands of partiers take to the streets of socalled Fraternity Row near the uc berkeley campus. But today some cleaned up the damage. Some are asking if police did enough last night. After a night of halloween parties, this broken windshield and other damage can still be found near the cal campus. Its all anyone is talking about today. I filed like several calls to 911. And they specifically told me that, you know, we werent going to be there unless it was an emergency situation. Reporter about 3 30 this morning Berkeley Police were called to change way and piedmont after hearing of guns and knives used in a fight. Police moved in trying to get the mostly peaceful crowd to disperse. Officials are quick to say it was not a riot. Some people like characterize this as a riot. I want to make that distinction. There was no there was no Unlawful Assembly declared. Reporter some Fraternity Members tell us they expected police to do more. It was probably the night of the year where we needed their protection most. They werent here. Reporter one person did have to be taken to the hospital after being kicked in the head. Three people were arrested. Police say they are still getting reports of damage. And that yesterday was an interesting mix of events with halloween on a weekend, a cal Football Game and even a water polo match. Sex offenders not following the rules. We have learned that patrol officers with the California Department found 62 different people doing something they werent supposed to be doing during their annual halloween sweep. They call it operation boo. Patrol officers make house calls to sex offenders. And the goal is to make sure that the offenders are not making their homes welcoming to trickortreaters. Parole officers made house calls to more more than 1200 offenders. Californian offenders. They say 16 of them were in possession of pornography. Seven had drugs and five had weapons. New charges were filed against four of the paroled sex offenders. Investigators are also searching for the arsonist accused of sparking a halloween night fire in the east bay. Witnesses told police they saw someone drive by, throw an object at this danville home and then speed off. No one was home when the fire started. Investigators say the fire causeded about 210,000 of damage to the home. This is on west linda mesa avenue. Firefighters were able to contain the fire in about half an hour to keep it from spreading to nearby homes. No injuries were reported. Its a city that just wont stop shaking. Today russian Officials Say the airbus a321, quote, broke up in the air that is fueling speculation that the plane was shot down. All 224 people on board that flight were killed. The planes two black boxes have now been recovered. And the voices from the data and the date will ta will be revealed. This is of course from the cockpit. The wreckage is spread over a huge area. The tail section was found about three miles from the nose sections. Investigators still have no idea why the plane suddenly lost altitude and speed at 31,000 feet. Why the pilots made no distress call or exactly why the plane broke up in midair. Things that you cant rule out at this time is whether or not there was an explosive device of some sort on the aircraft. Now the airline metro jet said again today that its aircraft are technically safe. Rescuers spotted the trapped whale two days ago, and today they were able to get close enough to free the whale from fishing lines and rope there that had entangled the wail in its mouth and tail. Scientists say they are sighing more of these incidents, more whales getting tangled up in the fishing lines. Later in the newscast, well show you why this is happening. Whats in a name . Facebook making real changes for users and their names. Social network says people should start seeing the changes next month. Facebooks real name policy became an issue last fall. Nbc bay area was there as dozens of people protested outside the companys menlo park headquarters. Most of them were people in the Transgender Community who felt they were being unfairly targeted after facebook reported them using a fake name. Well, facebook said it also wants to protect Domestic Violence survivors and native americans who use tribal names. It was all a misunderstanding. A woman believes she is being kidnapped by her lyft driver. It turns out he was just hard of hearing. The incident started when the woman told the driver to stop. And she says he was driving away from her destination. He wouldnt stop. And thats when the woman jumped out of the car at a stoplight and took off rung. She ended up breaking her ankle. San Francisco Police say the driver is hard of hearing and did not hear the womans request to stop. No charges are being filed. A push to save the birds is causing some changes at a bay area landmark. Take a look at these massive wind turbins in the Altamont Pass near livermore since the 1980s. They provide renewable energy. Today altamont winds, one of the companies that owns hundreds of these things says its going to stop operations. Environmentalists have been saying for years the turbines are a danger to birds and specifically the protected golden eagles. Other companies will keep them rung but they say they will upgrade their equipment to make them safer for the birds. As california prepares for el nino, officials in Southern California have a special warning for homeless. Stay out of riverbeds. Hundreds of homeless have been known to find shelter in riverbeds and storm drains around los angeles county. But when the heavy rains hit, these places are the first to flood. Officials are trying to warn their Homeless Population before its too late. They say roughly 500 people live in the danger zone. Now were finally starting to see that much needed rain across the bay area. This is the first significant rain and snow event were going to see of the season. Great news just as the calendar flips over toward november. Showers still falling near ft. Bragg. This is going to spread over towards clear lake and napa and towards the east bay well see more showers. But thou were starting to see a band from antioch towards mt. Diablo, danville seeing showers as well. And that stretches towards the peninsula. Half moon bay seeing showers right now. Even towards san bruno, headed towards redwood city and eventually towards the south bay. All of us will see some rain tonight. I dont think there is a place in the bay area that will go untouched from any showery activities. Expect damp roads for tomorrow morning. Tomorrow morning, thats when well see the heaviest of rain and skies begin to clear out towards the afternoon. It is going to be chilly. Were talking 60s widespread across the entire bay area. Lets time this thing out. Heavy rain exported from 3 00 in the morning until about 6 00. Thats when well see the heaviest of showers. And then after that, it becomes more scattered in nature. So once the sun does come up, skies will start to clear out. Well see a few thunderstorms towards the afternoon from the delta towards the trivalley. I dont think its going to be an allday rain event. By the afternoon skies will clear out. Its going to be chilly tomorrow. Were talking 60s across the by bay area towards san mateo, even San Francisco. Mid 60s across every microclimate for tomorrow. And again, that cold air will continue to surge on in. And thats going mean for the potential for thunderstorms tomorrow afternoon. Even though well see a good mix of sun and clouds tomorrow afternoon, its going to be chilly. We are expecting some good amounts of rainfall. Even at the valley floor with this rain. A quarter inch and maybe a half an inch across parts of the north bay. Weve already seen more than a quarter for places like santa rosa. Expect maybe another double of that and towards the south bay maybe a quarter inch in san jose. A little more than that across parts of the trivalley. The other thing that this storm system is going to do is dump a large amount of snow in a short amount of time. Were talking about up to 12 inches of snow across parts of kirkwood. Over near south lake tahoe, were expecting 10 inch theres to get even farther south, were expecting upwards of 19 inches above 7,000 feet. Winter storm warn investigation already been posted through tonight in through tomorrow night adds well. The final thing youre going to be notice, winds really going the start to pick up. Were talking gusts from 25 to 35 miles per hour. And higher than that at the coastline. Maybe the potential for 45milesperhour gusts in San Francisco and along the entire coast. Senator and actor fred thompson. His family said in a Statement Released today that thompson died after a recurrence of lymphoma. He had been battling it for about a decade. During his life, tom found success in politics and acting. He won a special election in 1994 to fill al gores vacated senate seat from tennessee. He campaigned briefly for president in 2008. As an actor, thompson appeared in major films like the hunt for red october and in the line of fire. He was also a regular in the hit tv show law order. Thompson was 73 years old. Distraught foster parents tried to do the right thing. We expose the failures to protect a little girl and what saved her. Plus, a whale rescue caught on camera. The reason that crews now are needed more and more out in the ocean. System that many say is failing our community. A rare behind the scenes look at a system that many say is failing our community. We expose the foster care system where kids are abused and victimized by the very people who are supposed to protect them. There is a test story but an important one. Investigative reporter vicky nguyen dove into the department of social services to ask who is watching out for these children. We have to warn you, some of the images are hard to say. Reporter we reveal a broken system few have seen up close. Youll meet people who open their homes to children in need. But youll also hear their frustrations about how they try to do the right thing for a 4yearold girl only to have their reports go nowhere. We also want to warn you, some of the pictures in this story are very hard to see. But we are showing you these images that reveal the abuse that so many people tried to report. Signs are everywhere in the venegas house. Theyre all good kids. Reporter what was built as a retirement home for two. We were just going to have them here for a little while. Reporter turned into a slightly crowded casa. And then we had them for going on three years. Reporter for four growing children. It changed our lives totally. These are my four kids. Reporter after racing her own family, isabel wanted to give back. So she and al went through the process to become emergency foster care parents. When they were asked to take in two kids, they did. Eventually, ending up with two more of their siblings. The fifth, a 4yearold girl lived in another home. The brothers and sisters met often for visits. She was the normal child. Very active. Reporter but then something changed. Run out of the car and run to us with her arms open. And gradually that changed to a point she didnt say hello, hi, or nothing. Reporter isabel noticed the first bruises and scratches on the girls face in january of 2014 during a visit at the library. I went in there, and i said oh my god, what happened . Because she looked like she had somebody hit her in the face. The two boys took the scarf off her. She had black markings around her neck. Reporter two weeks later at another visit, it was al who saw the signs of abuse. Her lip was turned inside out like that. Like she was punched. Reporter after both incidents, the venegas reported their concerns to the department of social services, worried that the girl was being abused by her foster guardians and halfsister crystal perretta. The 21yearold seen here on facebook photos lived in san jose with her brother jerry perretta jr. And their mother deanne. Nobody until it was too late. Reporter during this time, the venegas say they were in touch with the girls mother. She lost custody after her husband was accused of physically abusing one of the children. But she was granted regular visits, and it was during those visits that she too began to suspect abuse. She took these photos to document her daughters injuries. The venegas say this is what social workers ignored. The mom constantly in every visit she would pull the gloves off and take pictures. And she she would come become and show us the pictures. Oh my god, this couldnt be happening. Reporter and records obtained by the Investigative Unit revealed how social workers responded to the reports of abuse. The concerns ranged from two black eyes and a big burn on the girls cheekbone to a bruise underneath her right eye and the tip of her right index finger that appeared smashed. Reports show crystal always had an explanation for the wounds. She said the burns were an accident from a curling iron. When asked why it appeared there was makeup on the girls face as if trying to conceal marks or bruises, crystal said she took the girl to a princess party. Police records she also provided 13 doctors notes to explain the injuries and lengthy absences from school between january and june. In these three cases, social workers saw the girl, talked to her and determined the allegations of abuse were unfounded. What did you think the first time you got the report back and they said there is no findings . I was i started crying. Reporter leslie is the executive director of the Childrens Law Center of california and a Child Welfare specialist who also served for years as a social worker. When i read the various reports, the first thing that stro struck me was that the little girl was not interviewed privately by the social worker. That right there is a red flag. Reporter we asked her to review the case. She said while it can be difficult to detect abuse, social workers missed multiple signs and failed to verify the doctors notes there. Were many bruises and bite marks and various injuries all over her body. Those were not discovered until she got to the hospital. But they would have been readably advise to believe the naked eye if somebody looked. Just reading the words on paper was heartbreaking. She was hurt and no one came to rescue her. Even after 25 years in this field, its heartbreaking. Reporter at the same time, the venegas and others reported abuse, Police Records show the girls preschool teacher also called dfs about deep counts the girls face and bruises on her head. The teacher suspected the child was frequently absent because crystal was trying to give the injuries time to heal. She reported bizarre behavior that included dressing the girl in longsleeved sweaters and jackets even in the heat of summer. But wasnt until june, five months after the first report that the girls mother convinced the social worker to check on her. These are photos taken the same day the girl was found bruised, her eyes swollen shot, bite marks and scars covering her body. Police records show instead of calling 911 or taking custody of the girl, the social worker told crystal to take her to the hospital. When the worker called hours later, the girl was still at home. Police records show four hours passed before crystal finally took the girl to urgent care where she was rushed to the emergency room and given a blood transfusion. The doctor concluded she was a severely battered child and could have died from blood loss. Line 17 a, b and c. Reporter now crystal perretta faces felony charges of child abuse and child torture. And remember the doctors notes she showed social workers . Police determined at least seven of the 13 were forged. Crystals mother dee anne and brother jerry jr. Are out on bail, also facing felony charges of child abuse. All have pleaded not guilty. None of the accused abusers wants to answer questions what happened. Im vikki with nbc bay area. Were hoping to talk with you about how the county investigates child abuse cases. Im kind of into a meet right now. Well set up some time later. Reporter we caught up with him after the countys lawyer said no one from the agency would answer questions about its policy or trains. How does the county handle reports of abuse this what your social workers trained to do . We can set up some time and talk later about this. Reporter minutes later the county offered an on camera interview with lori medina. She is in charge of the department of family and children services. Two days later the county canceled. I dont understand why this happened. And why they let it go on over and over. And here im like practically screaming and yelling and telling everybody, everybody i could think of. Reporter as for the little girl found like this, she is now in a new foster home. Still seeing her siblings and the venegas. Now she comes over and hulgs and holds us and everything else. Signs of a happier life returning for a girl whose life was almost lost. And older aged to be foster parents, maybe we were meant to be here for just this case. One of the giants of the ocean, right now we have extraordinary images from a desperate rescue effort off the coast of california. One of the giants of the ocean, a humpback whale in distress from something man made. Its terrible to see. But rescues like this are happening more and more. Reporter in the waters off Southern California, whale watching turned into whale rescue when this humpback was spotted in distress. Entangled in fishing lines, some inside its mouth, the rest wrapped around its body. Based on what this looks like, its been a while that he had it. Just nobody saw it probably until he got to the channel islands. Reporter the whale was first spotted wednesday dragging a trail of crab fishing line. Two days later spotted again more than 100 miles south where a first rescue attempt ran into trouble. The whale became agitated and dove to deeper waters. On saturday, a crew from seaworld also joined the effort, getting their boat right up behind the whale. Its very, very dangerous. Theyre so big. Turning off the engine, letting the wail tow them along as they cut away at the remaining line. Its dangerous and kind of scary, it is exciting. And exhilarating. And at the end of the day, its a really good feeling to know that were able to help these guys. Reporter endangerlements like these average about a dozen per year. Thats been moving through parts of San Francisco and oakland, over towards Discovery Bay and the trivalley, seeing some of that showery activity as well. Its starting to fall apart. Thats going to be the general consensus as it moves towards the peninsula and were still going to see rain across parts of the south bay. Just most like after midnight. The next couple of minutes across the peninsula and the south bay. Across San Francisco and the north bay and east San Francisco as well. Tomorrow very chilly. The cold front once it slides through, were not going to recover much. 60s from the south bay all the way through the north bay. And we will see rain to start off the day. In fact, quite a bit of it. For the morning commute, this is the futurecast. And youll notice the leading edge of rain expected to move through the by area right around 3 00. Thats when were going to see the heaviest of it push through between 3 00 and 6 00. After that it will turn more widely scattered in nature. Then were expecting to see some sunshine tomorrow afternoon. Youll still notice by the afternoon hours a few drifting thunderstorms across parts of the delta over near the trivalley and maybe across parts of the extreme south bay. Overall, its going to be a cool day tomorrow. Were talking mid 60s from San Francisco, the peninsula, even into the south bay. And we are keeping the threat of thunderstorms in the forecast through the afternoon. So while were dry out tomorrow morning, even the afternoon hours, we could still see a few active cells across the radar. Overall, its going to be cool. Upper 60s even for the trivalley. Here is a look at the rainfall amounts. This thing continues to go back and forth. I definitely think were going to get half an inch across parts of the north bay. The San Francisco area, the peninsula, the trivalley, even the south bay, these numbers seem to be a little bit high. But i do think well at least get half an inch, even in some of those locations. Im thinking more of a quarter inch and maybe an inch at the higher elevations. Were going to get some snow as well. The potential of 4 to 8 inches above 5,000 feet. And 19 inches above 5,000 feet. The last thing youre going to notice as the system moves out its going to become very blustery tomorrow afternoon into tuesday. And thats going to make for some very chilly temperatures over the next couple of days. Were hanging on to the 60s and low 70s in san jose.
