You could see a huge influx of subtropical moisture moving in, as you see the Doppler Radar you can see it is moving off the south to the northeast. I want to take you where were tracking the heaviest rainfall, near bautista. Very close here towards gilroy, there is a chance that some of the heavier rain could come your way. But at least right now its a moderate rain producing one to 200th of an inch right now. Scattered showers right now, but more on the way as we head throughout tomorrow morning. Were tracking that full forecast. Well have details on that plus that powerful east coast Hurricane Joaquin in about 15 minutes. Okay, well see you then, jeff, tonight, the city of san jose says it is planning to take action about the drinking and drugs and late night parties on the stairs at communication hill. Many say its going on too long and that the party should come to an end. Nbc bay areas ian cole has more on the story. Reporter people who live around these steps have been asking for this for the last five years. And a new bill will mean no more midnight strolls at this popular site. The grand stair case on Communications Hill has become a hot spot for runners and athletes. Its a challenge, a lot of challenge. Reporter climbing the steps provides a great workout, but neighbors say the crowds bring added traffic, litter and noise at all hours of the day. At night, they claim the area is plagued by drugs and alcohol. No one anticipated that it would become essentially this hangout spot. Reporter the president of the local Homeowners Association jerry jones has been fighting for the city to regulate the steps for five years. Right now the steps are public right of way, open 24 hours by street. But a new law allows san jose to classify it as a parker trail and regulate the hours its open to the public. Our hope is that theyre going to use that power to be able to come here and say okay look, nighttime, we need to shut this place down. Getting the balance, having it available for the public. But also minimizing the nuisance factors that residents have been complaining about. Renewing privacy for some but taking away a popular spot at night for others. I had to put the curfew because it looks like the public space and people should be allowed. Now, a lot of people come here to work out in the morning. But city staff is recommending that the steps be open from sunrise to about an hour after sunset. The city council, of course, will have to make its final decision on the curfew hours in january. The push to put it on the ballot did not get enough signatures. Now earlier this year, lawmakers passed a law regarding that unless they have a medical excuse. Opponents of the law needed just under 366,000 signatures to get it on the ballot to let voters decide. Sacramento bee saw a tally of the measure, saying that there were only about 200,000 signatures right now. The official count should be out sometime next week. Well, if you failed to pay the parking ticket and cant drive because it tomorrow cannot come soon enough. You will get a chance to have your suspended drivers license reinstated. Reporter well, i want to make it clear for everybody at home that not everybody is eligible to take part in this Amnesty Program but for those who are they plan to take full advantage of it. The privilege of driving a distant memory for some riding this bus. Was your license suspended . Yes. Reporter she is one of the people in california with suspended licenses for failing to pay a parking ticket. Parks on the street, you know, just tickets piling up that i could not afford, so. Reporter governor jerry brown signed a piece of legislation in june to help folks like myesha. Here is what happens, if your ticket was due by january of 2014, in 2015 you could potentially get a 50 to 80 discount on the remaining payment and your drivers license reinstated. But if you owe money to a victim, have a misdemeanor or felony warrant or that ticket is a dui, youre not eligible. And the suspended license tends to have a trickle down effect. Without a drivers license you cant get to work. Its their job, they cant get another job. So they cant pay the debt back. Reporter for myesha she hopes she is eligible and can soon start to drive to work again. Much better, much better, this is not convenient. And a deputy is on leave as the sheriff investigates multiple issues inside the santa clara jail. Three of those deputies face multiple charges for the beating death of Michael Tyree in august. One deputy has been put on leave but the sheriff has not indicated why. At the same time we learned an autopsy report shows no definitive cause of death for another inmate. 33yearold Walter Roches who was found dead in his cell on monday. The autopsy says there was no sign of foul play. However it could be weeks before an exact cause of death in this case is determined. And only on nbc bay area today, Santa Clara County is considering replacing their troubled ambulance rider metro, they want to have a seat at the table about any new contracts. The county says no plan can work unless the San Jose Fire Department improves its response time. The department is not able to meet the eightminute response 30 of the time. Only having 70 responsive time puts the citizens of san jose at risk and that is not good. Firefighters say what they need is more boots on the ground to improve the response time. Station 33, for example, remains moth balled. The county supervisor says they will listen to all sides at tuesdays meeting. And experts say while she received excellent care at the senior Living Center it is not likely she will be returned because its illegal to keep the wild animal as a pet. But tonight her admirers are not giving up. Walter perada said the landscaper gave him a baby duck a year ago. The staff named the duck juanita and raised it at work. It seems like my little baby. Reporter he loves juanita, and so do the residents. I fell in love with her. Reporter pictures show her spending time with the residents in the back yard. Its not just a duck, its a companion to a lot of older people. Reporter after a year and a half, juanita flew off december 16th. Desperate to find her, the staff looked for her, turns out a neighbor took her to the wild center in san raphael. Many want her back. Also very empty. And we wish she could come back and have a place here with us. Reporter unfortunately that wish may not come true. Its absolutely heartbreaking to tell the people they cant have the duck back. Reporter wildlife Officials Say under state and federal law its illegal to keep a wild animal. And keeping juanita could lead to trouble. If we were going against them and keep her here, wild care would no longer be here to treat and take care of the 4,000 injured and wild orphans every year. Reporter they are circulating a petition and asking the state for an exemption, hoping she can come home. She gave us a lot of joy. I think that is important. Reporter now, if they cant get permission to keep juanita, it is likely they can visit her here. Wild care center cannot release her back in the wild, so likely she will be put on display here and be used for education. Well, we wish the best for her, for sure. Endangered seals are washing up on california shores at an alarming rate. And research ers say the rising Ocean Temperatures may be the culprit. 80 seals were found stranded this year, and 42 were found dead. The Marine Mammal center took in 30 seals. The researchers say theyre being driven away by warmer Ocean Temperatures. The biologists and others are working with them. They responded pretty well, most of them. But unfortunately some of them by the time they arrived they were beyond help. Now, the Marine Mammal center released several back into the wild with good health. And three more women are coming forward and accusing Comedian Bill Cosby of sexually assaulting them. Celebrity Attorney Gloria Allred introduced them today at a meeting. The women claimed they were drugged. I found two other naked people in the room, bill was sitting on the side of the bed and i had blacked out again. After a wild, mr. Cosby started to get fresh. He was touching me and rubbing my leg. The next thing i remember i was walking up waking up in my car. And bill told me to close my eyes and to use my imagination, and then he tried to kiss me like a boyfriend would. So i pushed him away and said what are you doing . Now, the women at this point cannot take legal action against bill cosby because of the statute of limitations on sex assault. All three women say their encounters with cosby happened more than 25 years ago. Bill cosby is expected to testify in another civil case against him by another woman. And allegations against him caused one area to rescind their award against him. They say his behavior is inconsistent with the university for a degree. Brown revoked his Honorary Degree earlier this week. Okay, how is this for a drug bust . A mini van with maximum plans. A driver was pulled over with pot plants overflowing from the back of the van. You can see there are hundreds of plant. It happened tuesday north of sacramento. Deputies say the driver and two passengers made a run for it. The deputies found the driver and one of the passengers a couple of hours later not far from the mini van. Theyre still searching for one more missing passenger. Well, trying to avoid an el nino repeat. The city of palo alto is wasting no time regarding the possibility of a wet winter. This is what el nino did, palo alto is getting ready to kick off a cleanup effort that will remove debris and clean up branches. We have rain that we can see in places like gilroy and morgan hill. Well have the radar scan in just a moment. With the el nino story we want to mention our above averages chances of rainfall begin to open up here middecember, january, february, also march. That is the time frame when we likely could see some boosted rainfall totals from el nino. Now, lets get you to the rainfall. You can see south of gilroy, over gilroy, now approaching morgan hill at about a quarter to half inch per hour. So again, very heavy rainfall. If youre up in the san jose area, watching this in morgan hill, watch for extremely slick roads moving to the northeast. Now, as we get a wider view its not only this stream of subtropical moisture but there is another branch right now entering the peninsula. Much, much needed rainfall now occurring across the Santa Cruz Mountains beginning here anywhere from san mateo down to about Mountain View even including sunny view with showers. This is just another start of wet weather that will continue into tomorrow morning. Expect slick roads for the morning commute with a chance of rain here in the north bay down to the south bay. Cooler start with temperatures in the 50s. So something unusual as you begin your thursday, not only your umbrella but likely you will need a light jacket to begin. The change sparking off this rainfall, upper level area of low pressure. Tracking it all week. As it moves to the south, the counter clock wise flow, anywhere from about a tenth of an inch expected really anywhere from San Francisco to san jose, where it will be north of the Golden Gate Bridge not as much expected across santa rosa. Now as we look at the forecast well be in for other changes this week. By saturday, you will find it ten degrees hotter. The best day to be outside. Sunday, watching another storm move down from the north looking like an increasing chance of isolated showers. So again, dry saturday and possible showers on sunday. Lets take you into the micro climate forecast, thursday, once again cool in San Francisco. With temperatures in the 60s, and right up towards the peninsula, were looking at 64, san mateo, 71. North bay, east bay and also for the trivalley, you can see napa at 75. Mill valley, 72, and oakland 71. So once again this weekend well see hotter weather by friday and also on saturday. Then cooler with a slight chance of showers as we head into sunday. I was so happy to see this rain, i dont know about you today. Yeah, good to see the rain. Were dealing with rain here on the east coast. Youre watching one storm in particular, joaquin. It will be a very dangerous storm system. The time and track on this has definitely shifted over the past 24 hours quite a bit. So well go ahead and get a look at that. You can see the storm center on this is definitely quite large just off the coastline of florida, not expecting a direct hit for florida, but again moving off towards the north. Right now winds at 120 miles per hour. The pressure dropped to 948 millibars. So a strong storm not expected to lose intensity. If youre doing any traveling, potentially a landfall near cape hatteras, by sunday, winds at 120 miles an hour. And if its not the wind with the storm system it definitely will be the rain and flooding potential. Anywhere from two to five inches on average, but there is going to be isolated amounts, possibly six to ten inches. So its a dangerous storm, this storm track changed a lot today.
