In alameda this morning, firefighters rushed to eight different fires in a sevenblock area. Officers say they caught two men who had torched the homes, businesses and cars, maul the space of four hours. Nbc bay area Christie Smith joins us from the Shopping Center where the news is tragic for some businesses. Christie . Reporter good evening to you terry and peggy. Business ownersni and neighbors theyre stunned by this. We spoke with them, and they say they dont know why anyone would want to set a series of fires that caused this kind of damage. They say someone actually stayed in that unit up above. Down below you see a series of minivans. Were told those were used for deliveries for a business. And now some Business Owners say it will be a real struggle to bounce back. The fires popped up quickly overnight one after another, keeping firefighters moving in alameda, cars, trash bins, businesses, and even homes damaged. And i looked out the window, and it was justxd fire. Claims all the way to the sky. Really, really big red flames. And people were wounding on everybodys door, get out, get out. Its fire. Reporter at least four families were displaced. Five businesses damaged or destroyed. Im pretty numb right now. Reporter at angelasni restaurant on park street, the owner says after a remodel, they were finally about to open up in a few weeks. But they didnt have the insurance set up yet. I looked through door. The roof is gone. So there is a lot of damage. I dont know if well be able t build it again. Reporter Alameda Police arrested two men on suspicion of arson in connection with eight fires. A 27yearold alameda resident and a 22yearold transient. Both of them were located in close proximity to the fires, i believe about a mile and a quarter proximity to one another. Reporter while a motive is unclear, the damage is done. Delivery vance scorched at brite onehour cleaner. They took what they could salvage from the building, a few computers after decades in business. We were here 30 years. You work too hard. You say retire. Reporter and now injuries were reported in the fires. Well did reach out to Alameda Police tonight trying to get confirmation of the names of the suspects, but didnt hear back. Police in the east bay also investigating several other arson fires. These were set in oakland early friday morning. The fires broke out along international boulevard between 22nd and 31st avenue. One fire heavily damaged a home while nine people were sleeping inside. Everyone got out safely. And now detectives are looking into whether the suspects arrested this morning are linked to these fires. San jose neighbors fear that their street is getting more violent. Detectives investigating the citys 29th homicide of the year. And its happened in an area that has seen its fair share of violence. Reporter so far police have made no arrests, and investigators are still trying to determine the motive. But what we do know is that this homicide happened in the same area where theyve seen several shootings this year alone. Neighbors say a man in his÷d 20 was gun down in front of this home on azucar avenue off monterey road last night. Today three candles stand nearby along with flowers and a card offering sympathy for a life cut short and condolences to the watkins family. Did you hear the shots . Oh, yeah. Reporter neighbors say the victim was shot in the back several times on this driveway. Grace gonzalez heard five shots. Then she heard someone drive off. I heard that shots. And after one car go faster. Reporter she says she sawni man lying on the driveway. The victim was pronounced dead at the scene. Violence is not new to this area. Just a few blocks away, 34yearold lauren santrias was shot in front of a 7eleven store in august. Police later arrest lead men. Brenda paz lives in the neighborhood. Were you surprised to hear there is another shooting . No. Reporter why . Because it happens in this area quite a bit. Reporter she says her father was recently robbed at gunpoint. I believe it is getting worse. Reporter neighbors say the victim had two young daughters and another child on the way. Police have not released the victims name. Now the neighborhood is once again coming together to face another tragedy. And once again ask why. Again, this was san joses 29th homicide of the year. This murder just the very latest act of violence on a stretch of monterey highway in san jose. Tuesday night a father and son were shot dead at home on rancho road. They have been identified as 61yearold keith lange and 21yearold brian lange. Police have not announced a motive or suspects for that crime. New at 11 00, californiaxd adopts new legislation designed to prevent Sexual Assault. Governor brown announced today he has signed a bill that makes california the first in the nation to define when yes means yes on collegenr campuses. And that challenges the notion that victims of Sexual Assault must have resisted assault to actually have valid complaints. The new law says in order for colleges to receive student aid money, they must implement thex affirmative consent standard. It says that students must ensure in advance either verbally or cononverbally that sexual act is desired. It also requires training for faculty reviewing victim complaints and access to counseling, Health Care Service and other resources for victims. They were able to bring 19 people down by helicopter and some 20 others were carried down on stretchers or walked down on their own. Its also destroyed about a dozen homes and 70 other structures, and it would cost more than 53 million to fight so far. From grapes to almonds to rice, californias harvests are expected to be much smaller this year due to the historic drought. It is harvest time in california. But farmers are confirming that they will be harvesting less this year. An estimated 420,000 acres of farmland, or about 5 of the total has gone unplanted. But this year experts say the state will suffer a 2. 2 billion hit due to the loss of revenue and higher water costs. And if the drought goes on much longer, get this, water could soon be rationed per household. Separate allegations would be granted for indoor and outdoor use. Water would be calculated according to demographic area. Those who use more than they should be will be paying more. Coming up, we investigate bird radar. Why its not being used at our nations top airports. And a dangerous new drug showing up at schools. The warning parents need to hear. It happens every day, and its putting people at risk, birds colliding with airplanes. Now ua new technology that could reduce those collisions. But the faa has so far been dragging its feet on using this technology. Investigative reporter Stephen Stock has the nistory. Reporter were talking about bird or avian radar, radar that is so good, it can spot and even predict the presence of large birds or large flock s birds or flocks around airports. Its being successfully used at airports in india, israel, and south africa, as well as by our military and by nasa. Even so, the faa has yet to put it in place at most of our nations commercial airports. Its a topic many local airports dont like to discuss. Airport wildlife managers routinely shooting and killing birds that gather around runways in order to keep them from colliding with airplanes taking off and landing. For example, back in january of 2013, this male peregrine faulk was found with bird shot on n its shoulder on a taxi way at sfo international airport. In the previous two years, Wildlife Management official theres killed 964 birds, all part of a u. S. Fish and Wildlife Program meant to reduce the number of bird strikes on aircraft. During the same time frame, oakland killed 2375 birds. San jose mineta airport began killing birds only last year, killing about a dozen birds in the first month of its program. Even so, collisions between birds and airplanes continue to rise. Not only nationwide, but also in all three of the bay areas major airports. This is cactus 1539, hit birds. Reporter the most famous example of the consequences of that occurred in the skies over new york city when a flock of canadian geese collided with usair flight 1549, forcing the plane to ditch inco the hudson river. The socalled miracle on the hudson. The fact is that with the increasing incidents of bird strike, weve got to do something more than what were doing xdxdcurrently. Reporter thats why congressman james moran of Northern Virginia sent this letter to faa administrator Michael Huerta two weeks ago. We ought to use the technology that is available. Signed along with congressman Joseph Crowley of new york, the letter raises concerns that this, quote, valuable tool still isnt being used at, quote, our commercial airports. Nasa and our military, the israelis, other countries have figured out how to deal with this. But in the united states, the only thing we think about is well, lets go kill all the birds. And its ineffective, and frankly, its inhumane too. Were finding out that this one is working out really well. So we went to the only commercial airport in the country where avian, or bird radar has been tested and used continuously since 2007. Seattle Tacoma International airport. We get a bird persistence in those sites, which is two to three minutes, running over 15minute period, thats when we get an alert. Reporter this is the top wildlife biologist at seattle tacoma there. Is a lot of targets out there that the radar is picking up. Reporter seattle tacoma served as one of seven demonstration sites to test this system. The other six were military installations. Xd the avian radar was designed by a canadian company, and this research from three years ago demonstrates clearly that the radar works. What inr hope to get to in t future is a wildlife forecast in the same way we are have weather forecasts today. Reporter by using this radar, airport workers can go to the scene and chase off birds. Air traffic can temporarily hold planes on the ground or before final approach to land. And pilots can even change course or be on the lookout to avoid large flocks of birds. And i wouldnt be a bit surprised if this is a soaring red tail hawk. Reporter after seeing it on radar when we stepped out of the radar, we could see the very same hawk hovering right along runway 16. This is our starling trap. Reporter seattle tacoma also uses techniques such as these live traps, and extensive netting over retention ponds. Even so, the airport was forced to kill 853 birds in 2012, but they say they dont shoot any predator or raptor birds. A couple years ago we got 13 in one day. Reporter niinstead, they tr them like this coopers hawk, which he then recovered from the trap, put a hood on, then placed in a travel pan and then on the a local bus which drove 70 miles away and released the bird into the forest. Its kind of interesting that you have an airport doing Wildlife Conservation at the same time mitigating risks for some of these larger birds. Reporter all of it proof critics of the faa say that wildlife can be saved while keeping it from colliding with aircraft and putting peoplexd i jeopardy. I want the federal Aviation Administration to understand that there is a far better way of dealing with bird strikes than simply slaughtering all the birds. Thats ineffective. Its not working. Reporter at seattle tacoma, repor hahp hc attle tacoma, the airport about 60,000 in all for the equipment. Similar radar is now being used at Dallas Fort Worth airport. But it has not been installed at any other airports throughout the country, including here in the bay area. See how it doesnt move this were going to be looking at low clouds from that location on, really from sunrise to sunset. Everywhere else will see plenty of sunshine for your monday forecast. The other wild card is hurricane rachel. For the past three weeks, we have had three hurricanes in this part of the world. And sitting right off of cabo, you can see it spinning, category 1, not very strong. But the wild card with this, any of this moisture does hold together over the next week or so, what were going to be looking at on the Bigger Picture is an area of High Pressure that may scoop this up and push into it the bay area. That wouldnt happen, though, until next weekend. So in the meantime, its just going to be hot. In fact, tomorrow well start off that warming trend. And then as we head through the next couple days, an area of High Pressure forms. That scoots right overhead. Pulls in some of this heat from the desert southwest. So 90s across the board for thursday and friday for our inland valleys. And even at the coastline, it is going to be toasty. Were talking 80s there in places like San Francisco and even santa cruz. The try valley, one of our warmest, though. Tomorrow youll be in the lower 80s. Tuesday and wednesday in the mid80s. And then by thursday and friday, thats when were going to spike up into the 90s. And i think friday and saturday is going to be one of our warmest days. Temperatures are going to be close to 100 degrees. So take it easy if you have to work outside. A local teacher has been treated like a big shot for the past several month, all because he found a way for others to feel like big shots. Pretty cool guy. The others are special education students. Here is Garvin Thomas with our bay area proud. It was keith devereauxs dream at one time to play professional baseball. The Oakland Technical High School teacher doesnt recall if he had a good game or bad game the day the scouts came to watch. Either way, the call never came. Or at least it didnt until decades later for a very different reason. Okay, youre saying those are all the ones that are underlined. Okay. All right. Reporter sometimes in order to understand just how dedicated a teacher isni inside the classroom youve got to learn a little about their life outside of it. You should have taken the wednesday assignment home. Reporter like in keiths case, what he did outside the classroom for 16 years. So from 89 to 2005, i was doing both. And that was that was kind of rough. Reporter keith is talking about his second job, handling bags at night and on weekends at San Francisco international airport. All because his real passion, special Education Teaching just wasnt paying the bills. No, not even close. I mean you got to be there no later than 1 45. Reporter thankfully, keith says that second job is a thing of the past. But going outside to help what happens inside is not. Which explains why keith and these two oakland tech seniors are heading down the street to the Elementary School at the end of the block. Well, i think this is kind of part of what were supposed to be doing, finding ways to have our kids fit in. Reporter you see, eight years ago, keith started a mentoring program at oakland tech. During and after school, juniors and seniors head to two Elementary Schools to help thec teachers with whatever they need. All right. One reporter it is available to all students, keith says. But worth the most to his special needs kids. For kids with special needs to walk over and be a big shot somewhere, its just incredible for them. Because that never happens. Theyre not a big shot anywhere. So are you going go out for basketball . Reporter it is fitting this past summer keith was rewarded for his work by being something of a big shot as well, one of 30 teachers from across the country selected to represent their local baseball teams, the as in coots case, at the major league allstar game. He says his love of baseball he got from his grandmother, and he was 14 years old when he went to the very first as game at the coliseum, and has been a fan ever since.
