Ill tell you how warm coming up. We begin with new developments this morning on that fiery gas pipeline explosion in fresno. 16 people were injured, four of them critically. It happened yesterday afternoon. The fire ball just feet away from highway 99 which is a busy thoroughfare through the city. Abc 7 News Reporter katie utis has the story from fresno. Reporter flames soared into the sky where the natural gas pipeline ruptured. It was like a really loud bomb. Reporter drivers along highway 99 recorded the scene around 2 30 in the afternoon. They had us evacuate, so thats when i got worried. Reporter a county public works employee operating a front end loader at the sheriffs firing range, one of the many injured during the blast. As a result he was blown away from the strut loader. Reporter this video from the fresno city firefighters Facebook Page shows the roadway and dirt berm behind the firing range targets where the tractor traveled. Two deputies watched the tractor work said the sheriff. According to them the last thing they saw him doing was driving along this roadway. Reporter ten Fresno County jail inmates were also injured. One inmate who appears to be hurt the worst of all of them was airlifted. Reporter now a massive crater with a charred tractor in the middle remains. Its unclear if the tractor punctured the 12inch underground line or simply drove over it. Contractors are to call so Gas Pipelines can be marked. Theres no record of a call. Meanwhile the deputies already at the gun range they ran towards this immense heat immense fire got everybody out of the way and rendered aid. Reporter they have been treated for sunburnlike injuries on their arms and ringing in their ears. Many key witnesses are hospitalized, several in critical condition. It is expected to be a lengthy investigation. Now heres a closeup look at that charred front loader destroyed by the fire. You can see the tires have melted straight off the rims and the engine compartment is completely burned out. To give you some perspective, the fire was so hot, it warped nearby train tracks. You can see how the blast melted and twisted those rails. Well, this morning pga e is responding to the explosion with sympathy and caution. The power giant says a simple phone call could have prevented the tragedy. 811 is a service that marks and locates underground utilities prior to any digging project. Three numbers that could have stopped serious injuries from happening. This could have been avoided if people had called 811 prior to this. The pipeline that was hit could have been marked and not hit. But our thoughts and prayers go to those who were hurt as we continue to look into this situation and investigate what happened. Just last week pg e was slapped with a 1. 6 billion penalty for the deadly 2010 explosion beneath san bruno. Federal investigators ruled the pipeline had been installed with substandard welds that failed. Developing news from oakland this morning where a pedestrian was gravely injured after being hit by an ac transit bus. It happened just before midnight on Martin Luther king jr. Way and 36th street. The pedestrian was taken to the hospital with lifethreatening injuries. They have taken over the accident investigation from the Alameda CountySheriffs Office. The bus was towed away from the scene. Also in oakland this morning, at mlk and 59th street a twocar collision killed at least one person. The victims car rolled over and landed upside down after the 3 00 a. M. Accident. Firefighters used the jaws of life to extricate the driver but the person was pronounced dead at the scene. Police had little to tell us when we called them but they said they will release information after they have completed their investigation. In Millbrae Police are trying to find a man accused of stealing a car and then running over the cars owner. They say Antonio Andrews took a white acura that was left running in a driveway yesterday morning. When the victim came out of the house, the suspect hit him with the car and then ran over him. The victim went to the hospital with minor injuries. Police believe ambrese in is millbrae or stockton. Police are investigating a report of an attempted kidnapping of a 9yearold girl. This is what the girl told police. After school on thursday at kiwana elementary, the man watched her go into the restroom and grabbed her wrist when she walked out. The girl was able to yell and kick and run away. The man left in an older light brown car with a cracked drivers side window. Well monday is a holiday of sorts. The date 4 20 means thousands gather to smoke pot. Westbound kezar will be shut down all the way to lincoln and here is the story. Reporter from sky 7 hd a mostly empty hippy hill today but this is the massive crowd that showed up last year estimated at more than 15,000 people. With the huge crowd, came a few problems. We did have some issues with mostly traffic. And we did have one shooting. Reporter theyre expecting smaller crowds this year because it falls on a monday, but more streets will be closed and more officers called in if needed. The city supervisor says street closures last year were not good for local businesses. We had to do a number of street closures and unfortunately it negatively impacted some of our merchants. Reporter along hait street we spotted a couple of shops welcoming the crowds but some told us its not much fun, especially when the massive crowd leaves. People getting unruly. People coming in making scenes. Reporter he said stoners freak out at what they think is the devil. Down the street at a smoke shop one worker said shell be filling in for coworkers who are taking monday off. Im not really big about it so im just going to work and see how it goes. Residents of San Francisco gathered to honor the victims and survivors of the 1906 earthquake this morning. A big crowd gathered to mark the anniversary. It is a tradition to hold a moment of silence at 5 12, the exact moment the quake struck 109 years ago yesterday. Another tradition is to spray gold paint on the fire hydrant at church and 20th. The hydrant was the only functioning source of water in the mission that fateful day. At 10 00 this morning an audio and visual exhibition of the earthquake including items from 1906 will be held at the ferry building. The San Francisco giants will get some well deserved bling. A federal judges protective order may make it harder to suspend or fire San FranciscoPolice Officers accused of exchanging offensive Text Messages. And abc 7 news has learned the d. A. Will begin reviewing volumes of past cases for possible bias. Heres abc 7 News Reporter vic lee. Reporter the legal wrangling between police brass and the lawyers for the officers is starting to reach a head. San franciscos internal affairs unit reportedly received the offensive texts from the u. S. Attorney in 2012. Defense attorney Michael Raines says the statute of limitations for Police Investigations is only one year and that the Police Commission therefore cannot discipline the officers. A federal judge did sign this protective order preventing disclosure of certain information in the case but he did not mention Text Messages. The chief maintains that the federal public corruption probe of ian furMartin Luther kinginger and others when theres a federal case, we want to make sure that we dont hinder the investigation in any way or theres any kind of crosscontamination if you will. So we want to make sure they complete their investigation. Reporter meantime abc 7 news learned that the Police Department will give cases in which these officers are involved to the d. A. To see if there was any bias. It raises questions about whether or not these officers have credibility when they say this person did this or that. That could be hundreds if not thousands of cases which District AttorneyGeorge Gascons office will have to review. 14 officers are facing disciplinary action from the text messaging scandal. The police chief wants the Police Commission to fire eight of them including a captain. Six officers whose texts were not as offensive face other disciplinary actions. But you know the fog has put a blanket over much of the bay so it hasnt been that cool. In fact its been rather mild. But look at the obstruction here with the mile and a half visibility from santa rosa, two and a half, Half Moon Bay. As the fog continues to retreat, well see the temperatures respond. So foggy conditions to start out and then a wide range of summer spread. 60s to the mid80s today and a slight chance of showers for many days next week. Temperatures all around the bay beginning to come down on monday. And in fact much of next week looks fairly average or below average temperatures. Doctors Medical Center has run out of money leaving thousands of patients without a local hospital. Abc 7 News ReporterLyanne Melendez has this story. Reporter the last patients were released and outpatients meeting with their doctors for the last time. Jocelyn harris drove from stockton to doctors Medical Center in san pablo to take her mother to her appointment. Today is our last visit yeah. So we dont know where hes going to relocate to. And were kind of distraught because shes been coming here so long. Her mother actually passed in this hospital years ago. You know, its really devastating, really devastating. And its sad that they couldnt come together and come up with some terms to keep it open. Reporter doctors Medical Center was operating on a deficit. The latest number 18 million a year. The hospital was losing that much money because 90 of its patients are on medicare or medical. The hospital found it impossible to survive on those reimbursements which are as low as 60 cents on the dollar. I love working, ive been here for 15 years. I love the staff and the people that i work with. Its just really sad for me. But, you know im just taking it with a grain of salt i guess. Reporter the closure leaves a big void in this community known for its patient services, like the drivethrough flu shot clinic, something few hospitals do these days. The only other emergency room in west Contra Costa County is kaiser richmond. Id like to know whos responsible. Id like to punch his face. In developing news, at least 33 people are dead and more than 100 wounded in a terrorist attack in afghanistan. Authorities say a suicide bomber with a motorcycle packed with explosives blew himself up in front of a bank. That bank was crowded with both civilians and military personnel who were getting their monthly checks. This happened in the eastern afghan city of ji laulalalabad. New this morning president obama says Climate Change can no longer be ignored. In his weekly address, the president pointed out that 14 of the 15 hottest years on record have all happened in the first 15 years of this century. He says there is no greater threat to the planet than Climate Change which poses risks to our national security, our economy and our health. And the fact that the climate is changing has very serious implications for the way we live now. Stronger storms deeper droughts, longer wildfire seasons. The worlds top climate scientists are warning us that a changing climate already affects the air our kids breathe. The president added that there is some good news. Carbon pollution in the u. S. Has fallen 10 in eight years and china has recently agreed to limit its emissions. Fence jumpers at the white house may face one more obstacle to reach the highly secure grounds. The secret service wants to attach steel spikes to the perimeter fence. Now, its a temporary fix as security considers a more longterm solution. Just last september a man jumped the fence and he made it all the way to an unlocked door and into the mansion. The security measure still needs approval from the capitol planning commission. Well the Southwest Airlines passenger hoping to get a refund for a flight he cancelled ran into quite a bit of turbulence. That is until 7 on your sides Michael Finney stepped in to smooth things out. Reporter Geoff Schwartz was all set to take off on southwest to celebrate his friends birthday, but his buddy had to postpone the celebration, so geoff grabbed a phone and cancelled the flight or so he thought. They told me great, youre all set. I hung up and went back to my meeting. Didnt think about it again. Reporter the next day he received an email that read because the passenger listed before failed to cancel, all funds from the noshow reservation are forfeited. Stunned, he called southwest. They said prove to us you called. I said, you know excuse me . They said, no, you need to prove to us you called. Reporter geoff couldnt really do that. Youll recall he was at an offsite meeting when he picked up the phone to cancel his flight. Tracking down that call on that companys phone records would be nearly impossible. In a lot of ways i felt like i had done what i was supposed to do. I called and cancelled i talked to a rep and i didnt feel like i needed to put other people out to solve that problem. Reporter he appealed to southwest management but his appeal was rejected. He posted his frustrations on twitter but was told the same thing. Without proof he called, there would be no refund. He remembers the exact time he turned to 7 on your side for help. 3 00 p. M. On a sglenswednesday. At 8 00 a. M. On a thursday i got a call from southwest saying my money had been refunded already. So thanks very much for that. That was very helpful. Reporter southwest told us exceptions are considered on a casebycase basis and may require documentation. Our records indicate that our Customer Service department worked with mr. Schwartz to resolve this particular issue. Clearly you guys carry a lot of weight with southwest. That was great. The state water board says it will release new enforcement regulations today. Those guidelines will put some teeth into the 20 to 35 cutbacks being imposed for most cities across california. Some cities are facing deep cuts but are seeking revisions including morgan hill in santa clara county. Reporter morgan hill residents believe they have really lived up to the drought challenge by reducing consumption by 21 . They were surprised to see their goal is now 35 , the highest in santa clara county. Many residents are letting their lawns turn brown or relandscaping to replace lawns and bushes that require more water. Cutting back another 14 has them perplexed. Jennifer morgan has a 3monthold daughter, beatrice. The hard part is laundry because we do a lot of laundry. We do have a 3monthold baby so its going to be really hard to try to figure out how to cut down on that. Im not sure if there is more i can do because we have the low flow water already and we only use water thats essential. We dont use any extra. Reporter morgan hill has asked the state water board to reconsider the formula used to set its 35 mandate. If the state agrees it could see the 35 figure drop to 25 . We reevaluated and resubmitted our consumption data and are waiting to hear back from the state to see if they concur with us that we are actually below the 35 level. Reporter the water board has not indicated how soon it will reviews requests. In the meantime the 35 cutback is mandatory and residents could be fined up to 500. I think that would be a little unfair. I think everybody should be committed to reducing the amount of part that they use and it should be pretty much the same across the board. The city estimates that it picks up about 7,000 gallons of waste at the park and that is just on the weekends. This morning city officials will set up whats called an ecopopup. A large dumpster for garbage that could be calm posted or recycled. Well, its time to pitch in and clean, green and beautify oakland today for earth day. To be precise this is the 21st annual oakland earth day. Community volunteers will be working at over 90 locations throughout the city and the work will be mirrored across the country. A mile and a half there, two miles along the coast, so definitely getting worse before it gets better. You can see its still a little foggy around hayward. Heres a look from sutro and you can see the low clouds blowing across the city. You cant see the city but you can see the fog blowing across. The fog is a little more widespread this morning, so the range of temperatures will be wide from the upper 50s to the mid80s. So well above normal inland valleys, even above normal closer to the bay. In the coast is where well have typical temperatures but it is a summer spread. We should be feeling more like spring and we will next week as things get a little bit interesting around here. Heres the setup for the weekend with High Pressure to the north and east of us and to the west of us. Thats not going to change but we are looking at a weak system dropping down from the south. Its going to stall and that will enhance the low clouds, the fog, the marine layer and wide range of temperatures today and tomorrow. Then were going to get a cutoff low. In fact several systems will visit the west coast in the upcoming workweek and that will allow for a slight chance of showers, nothing too great. By the end of the week we could see a better chance.
