I think the fire marshal is the most effective individual to enforce the codes. Meanwhile atf investigators map the building. They now say a refrigerator was not the cause of the fire, but they are looking at electrical sources. Just angers me because we have a lot of fellow artists who struggle, but live and work in better environments. He said she would like to see more evictions while the city pushes landlords to make safet abc7 news. Today there will be several benefits for the fire victims. Theres a free event at the aggregate Space Gallery in oakland with an artist round table discussion. That starts at 11 00 this morning. There will had also be concerts tonight. Fresh concrete has been laid down, but the blocked intersection poses a bit of an obstacle for walking. Did you hear about the water main break . I saw it earlier. Howard and fourth . Yeah. Its great the 121yearold water main failed at 3 00 a. M. Causing water to gush out of the street. Very little damage to any of the properties. There was some spillage into a couple garages in the area. That includes the Marriott Hotel underground garage. And the central subway construction project got water. But work continued. There was a slight reduction in pressure for nearby customers. And the water was quickly rerouted. Above ground some sources of the intersection continue to be ripped up. A nevada family escaped injury after lethal levels of Carbon Monoxide filled their apartment thursday night. 55 parts per million, to be exact. 9 parts is considered the maximum allowable. A resident in the apartment said his kids got ill after he unit. This morning abc7 news just learned Santa Clara County will pay out millions of dollars to the family of a mentally ill inmate found dead in jai three guards are accused of beating Michael Tyree to death early last year. We have information on the settlement. Its a resolution of just a very, sad, heartwrenching situation. Attorney paula speaking with us via facetime represented Michael Tyrees two sisters. The women and his 7yearold daughter have settled for 7. 62 million. , they will much rather have their brother or father, you know, being here a than any amount of money but theres no amount of money thats ever going to fix this. The county released a statement releasing the details of the settlement but would not comment otherwise. Three santa clara jail guards are awaiting trial, charged with killing tyree, who was mentally ill. They said the three beat him to death while he was in custody in august of 2015 legal analyst steven clark say it is unusual for a civil case to be resolved before a criminal case. The county wanted to distance itself from these three guards and the conduct they are accused of, so what this settlement says to Michael Tyrees family, its a statement of remorse, its a statement of sympathy. It happened around 3 15 this morning on southbound 101 south of the third avenue exit. Right now only one lane is open while the chp investigates. Of the three people taken to the hospital, one has major injuries. The other have the other two have minor injuries. Unclear this morning what caused the crash, but officers are saying wet weather and a dui are possible factors there. For the next few months the stanford band wont be seen or heard. The university suspended all band activities until the spring of 2017 quarter for violating the alcohol policy and violating an alcohol suspension and a travel ban imposed last spring. That investigation found alcohol abuse, hazing and Sexual Harassment among members. University leaders say the band will be restructured and there will also be a new band director. Shaping up to be a soggy saturday morning and afternoon for some of you in the south bay and also the east bay the rain is going to last throughout the afternoon. The storm impact scale for everyone shows you this is going to be a 2 today. A little more intense. We will see some heavy downpours, moderate rain and anywhere from a third of an inch to an inch of rain from santa rosa to santa cruz. The heaviest coast along the coastal hills where we are getting some pretty good downpours right now. Check it out. It started on bodega bay and dillon beach. Now the cells are slowly sliding to the east. Sonoma county, penngrove, highway 101 and napa the rain is picking up for you. I widen the perspective and you notice its just a north bay event right now although there is mist and drizzle. You need your wipers, and there is fog, anywhere from threemile visibility to three quarters of a mile. In the sierra nevada, snow levels well above 8500 feet. Its flooding where we are really anticipating here around the Truckee River where theres a Flood Warning. Its at 1. 8 feet and flood stage is at 4 1 2 feet. Later today the river is expected to rise to 5. 9 feet and at 6 feet we can get flooding around Alpine Meadows. Historically its been close to 6. 5 feet back in 1981. Certainly not what we want to see here but there will be moderate flooding. Shouldnt be a huge deal but we want to see the snow up there. In terms of amounts its 3 to 6 inches. Lets take you to the beach, the soggy beach in santa cruz where we are looking at more rain today. Perhaps anywhere from a third of an inch. And doing very well this year with the rainfall totals. So almost near average in san jose. Well above average everywhere else. Its 60 in the south bay. 59 oakland and one hour and tenminute delays at sfo. Stacking up already there with numbers in in the low 60s from novato. 60 concord. And finally you can see the foggy Vantage Point from the city. Rain increasing this morning from north to south. Showers will taper off this afternoon. Its going to be a dry evening tonight. After 6 00. And then looking for a sunny and cool sunday. So hour by hour its still up in the north bay through about 8 00. And then it begins to sink south into San Francisco, around i80. 9 00, heavy downpours in oakland, san leandro and san ramon. 11 00 the peninsula getting pretty good rain in the south bay throughout the afternoon. 3 00, 4 00, and even in fremont throughout the afternoon. Hi, cornell. We have a dry day to squeeze out of the weekend. Check out the yellows and reds. I put the clouds overlay on the radar. The reason being we have visibility reduced along the coast. Thats where we are getting the heaviest rain throughout the morning hour. A mile and a half half moon bay. But look at the reds just east of santa rosa, down highway 12, sonoma, napa. And the vineyards, they are getting pretty good do you know poor this morning. Scattered light showers elsewhere where. Are we will see about a third inch in the valleys with perhaps three quarters inch San Francisco, maybe halfinch in oakland. Of the coastal hills getting a pretty good soaking. In the immediate aftermath the Fire Investigation becomes more challenging. The charring, melting of objects and electrical activity or lack thereof. Reporter among the evidence, the most important clue. They are looking for indicators that tell you how intensified it was, which direction it was moving and helps them find the origin. Reporter thats when atf and other investigators used tools like this one. A thermal imaging camera. It picks up signals of heat and you can use that to map out an area and see which areas are still warm as opposed to areas of that gone cold. Reporter the mission of the investigators is to look for the origin of the fire. Then you can look for the cause. Heres what regular images look like. The cup on the table is red because its filled with hot coffee. My face and hands are red because of the warm blood flow. In a fire the camera picks up heat in places you cant see. For instance, inside a wall and the wall is still warm you may know that you need to remove the sheetrock to look into that area with a camera like that. Reporter so anything warm or hot is emitting energy in the infrared spectrum. You cant see it with the naked eye, but you can with a thermal imaging camera. Vic lee, abc7 news a few friends of the fires youngest victim visited the memorial at the ghost ship yesterday. The 17yearolds death shocked his classmates at the school of art in San Francisco. One friend first met mcgill about five years ago. He had such a humble and generous attributes within him. I still cant believe that someone as good as him just passed on. Friends also describe him as being a talented singer who belonged to a boys choir. He lived in dublin and he took bart to attend classes in San Francisco every day. Many people want to help in some way to do something positive in the wake of the tragedy. You have a chance to do just that this weekend at the crucibels annual holiday art sale. The mayor will be at the event today where the community can share their center for the new center. It housed a commuter lab, dance studio and art studios. It was also home to an inclusion camp for children with disabilities. Todays open forum starts at 12 30 at mosswood park. Thats on webster street. And a police shot and killed mario woods last december after they say he stabbed a stranger in the arm. Police confronted him and fired beanbag rounds and then fatal shots. Today at noon a group plans to restore the mario woods memorial at the site of the shooting today bikers will hop on their motorcycles to deliver thousands of gifts to children. A 2 on the storm impact scale with the main amounts up in the north bay. We could see a third inch to halfinch livermore and concord. The coastal hills really getting hammered. In the north bay, live doppler 7 with the yellows around highway 37. Just north of nevada. Look at napa, high bay 29 and 12, over toward vacaville, looking at pretty request downpours. Mist and drizzle elsewhere. Certainly slick out there. The visibility has certainly been reduced. I have good news and bad news about the sierra nevada. This system with snow levels above 9,000 feet. We have a Flood Warning for the Truckee River. So we are looking at several inches of rain. Temperatures in the mid40s right now and heavy rain blue canyon. We are looking at flood stage about 4. 5 feet. It should crest to 5. 9 feet tonight and then begin to reseed. On tuesday we are looking at a cold system that could bring over a foot of snow to the northern syria. Thats good news. Even though we dont want rain now. We will take any sort of moisture we can get in the mountains. In the meantime minor flooding around Alpine Meadows and truckee throughout the afternoon and by later on tonight things will get much calmer there. Heres a look at the beach. Soggy in santa cruz. 60 san jose. 67 at the coast with the fog. This is where you are going to get the heaviest rain, 62 mountain view. And sfo1 hour and 10 minute delays. 58 santa rosa, 59 napa and livermore. The first half of the day will be very wet for some of you but the second hatch of the day its going to take some time to clear up around parts of the eve bay and south bay. Rain increasing for everyone this morning. Showers taper off for you in the north bay this afternoon. And they become more scattered elsewhere. Sunny and cool tomorrow. We are looking at the hour by hour forecast here which shows the front still hung up in the north bay through about 8 00. Then by 9 00, 10 00, it pushes through the heart of the bay area. 11 00, you are getting downpours over in oakland into livermore and almeda. Then on the peninsula throughout the afternoon, if you are headed to stanford shopping mall, its going to be pretty soggy and in the south bay it becomes scattered throughout the 4 00 hour. But by dinnertime we are high and dry. It gets cooler tonight as the dryer air mass moves on through. So rainfall amounts through tonight anywhere from about a third to a halfinch in our valleys with perhaps a halfinch on the peninsula. San francisco, you are already at about 150 of normal. So add another. 4 to that and looking at nearly 12 inches of rain since october up in santa rosa. You will have an additional inch or maybe inch and a quarter today. Ryan tamm was diagnosed with leukemia at six months old. His cancer is in remission. And this is the second year tam and his Star Wars Team delivered gifts to kids battling cancer. He said the kids cant be part of the promotion for star wars so lets bring star wars to them. He says this is a cool way to connect with other kids dealing with the same disease. The stories they share with us and show me and they are joyful when they see a cancer survivor. We want you to join our team. Im there to come back and say you can make it. Twelveyearold Justin Parker is battling leukemia, too. Its been hard. Just going through it, im strong. I can fight. The tam family remembers the time when their son was in the hospital bed fighting cancer so this is their way of paying all the support they received forward. It puts things in perspective.
