What is happening right now, the san mateo bridge is closed and its closed for the whole weekend and that means tens of thousands of people will have to find another way to get across the bay. We have a live look for you so theres the bridge with not a single car on it. Its closed so that caltran can get earthquake retrofit work done this weekend. Abc7 news property has details. Caltrans truck is loaded with replacement beams begin the seismic work. Caltran Steve Williams said its work that may not be affected by expected rains. I hope not. We should be past a certain point late saturday or early sunday where we just are starting to put things back together to open this by 5 00 monday morning. This is the bridge section that will replaced with what caltran called a polyester concrete deck structure. It will be more flexible on an earthquake, 4,000 cars cross each hour. People working this weekend will have to find alternate routes, like rick. He lives in hayward and works in a hotel in foster city on saturday. His usual commute is measured in minutes. All nhl games have been cancelled through november 1st abc reporter nick smith reports on disappointed shark fans and the financial hit facing san jose businesses. The shark tank is a great place to go. Its one of the best venues. But so far this season it has remained sharkless. The nhl has officially cancelled all games through november 1st that means four regular season home games with the shark tank in the dark. I dont know what the issues are, but the bottom line is the fans want to see good hockey action and we arent going to get it. This is the third lockout for the nhl since 1994. The league has told the Players Association that if an agreement is met by thursday, they can still squeeze in a full regular season, 82 games per team, beginning november 2nd. New this morning, a fire has destroyed the attached garage of an antioch home. The fire on the 1900 block of melton lane near the antioch bridge sent smokes and flames some 60 feet high. The fire chief said first responding crews were calling for more help while they were still a mile away. But in then the damage was kept just to the garage. Firefighters had to work to keep it from spreading to a neighboring home. The loss is initially estimated at 75,000. No word yet on the cause. The fire broke out just before 2 00 this morning. A central figure in the gang rape of a richmond schoolgirl three years ago is on his way to state prison. 22yearold Miguel Ortega pleaded guilty to four felony counts, including aggravated Sexual Assault with great bodily injury. The 16yearold girl was raped and beaten in 2009 outside a Richmond High School after leaving a homecoming dance. Yesterday ortega was sentenced to 32 years in prison under a plea deal. We weighed the need for justice in this case with the needs and sensitivities to the victim in this case. What would she go through if she had to testify. He wishes he could undo that night. He never wanted what happened to happen. Five other defendants are still headed to trial. Starting today anyone making a call in the 408 dialing area must change their number. You must call the ten digits to cleat the call. A call on the 408 area code must change their dialing pattern. If dialing from a land line you have to dial 1, the area code, and then the number. New this morning, a nevada judge has agreed to hear an appeal by o. J. Simpson. Over his 2008 robbery and kidnapping conviction. It could put o. J. On the witness stand for the first time in this case. Simpson is asking to be freed from prison and given a new trial, saying his lawyer had personal financial and business conflicts that should have precluded him from taking the case. Simpson is currently serving a 9 to 33year prison sentence. He pled to stealing five guns in he head five minutes with guns inside a Las Vegas Hotel room to steal memorabilia. A windstorm caused a baseball pavilion to collapse during a game last night. Pennsylvania state troopers say at least ten people were caught beneath the collapsed pavilion in paradise township. None of the injuries are lifethreatening. The storm knocked down trees and caused Power Outages when it hit around 9 00 last night. In a few weeks you will be asked to decide whether to alter the nations toughest criminal sentencing statute, californias threestrikes law. Some say the current law is unfair. Opponents say the ballot measure is not only a bad idea, eats dangerous. Vic lee looks into it. The three strikes law was passed by both the state legislature and by voters after the murder of 12yearold poly klass in 1993. The law allows judges to give life sentences to criminals who commit a third felony, no matter how minor, if they have two prior serious or violent convictions. They would be eligible for parole after serving 25 years. Don kopke is an advocate for crime victims. We are talking about offenders who have serious or violent past. And these are also offenders who have shown a propensity to reoffend time and time again. Prop 36 would change the law to impose life sentences only if the new felony conviction or third strike is serious or violent. But criminals whose third strike was for nonserious or nonviolent felt nice that involved sex, drugs or firearms could still be sentenced to life. Under prop 36, three strikers currently serving life sentences could apply for a new sentence if their third strike was not serious or violent. But a judge would have to decide if there is still a risk to the public. Someone who commits a third strike thats not serious or violent but whose prior two strikes were more rape, murderer or child molestation, would still face life in prison. He heads the project. He said three strikers are going to prison for life even for the most minor third offense. The small amount of people who have committed nonserious, nonviolent crimes who have never committed a very heinous crime, like rape, murder, child molestation, the people who are in prison, clogging up our prisons and creating overcrowding, that they will get the benefit of prop 36. Im just a simple dad. And father of an 18yearold girl who was murdered at the hands of two repeat offenders exactly 20 years ago this year. Mike reynolds is a staunch supporter of the three strikes law. He testified against prop 36 at a recent legislative hearing. Thumbs down, one of the most effective crime laws in california. Secondly, it releases literally thousands of the most active serious and violent offenders back out on to our streets. Sacramento sheriff scott jones also testified at the hearing. To accept prop 36 is to accept and acknowledge that there will be new crime victims that otherwise wouldnt have been. San franciscos george gasgone is one of the few district attorneys in the state who openly support the measure. For him its a question of fairness. Someone arrested for a lowlevel offense, such as shop lifting with prior convictions or minor drug possession can go to prison for 25 years to life. I think there is something completely disproportionate. There are currently about 9,000 third strikers in prison now. If the proposition becomes law, a legislative analyst said roughly 3,000 could apply for new sentences. Vic lee, abc7 news. Gov. Jerry brown joins the California Teachers Association in San Francisco this morning to launch a final push to pass proposition 30. Its also known as the governors Tax Initiative would raise a statewide sales tax to prevent billions of dollars in cuts to schools and colleges. The governor will hold an 11 00 a. M. New this morning a coalition of labor unions fighting to keep kaisers pediatric unit has organized a ticket line with a halloween theme. The group called savepediatrics. So we are looking at a series of cold weather systems to bring not only the cooler temperatures, the breezy winds, but the rain. Locally the mountain snow, but not yet. We still have another day and a half to squeeze out of dry weather. Mostly sunny today. We will see a return to the 60s and 70s. Heres the timing on the rain. We start at 11 00 tomorrow night. Monday morning commute, we are soggy from north to south. Here is the frontal band. Notice it against to push through the north bay at about 7 00 and then continues to the south and east. So it will be out of here by noontime. We will be left with some sunshine and a slight chance of showers until the next weak weather system heads our way on tuesday. Heres the possibility of snow. Up to a foot in the sierra nevada. Now this is on monday. But thats also at the highest crest. Six inches before 6,000 feet. Of course, impacting the roadways from i80 to us50. Keep this in mind. Upper 60s richmond with upper 70s out by the delta. Southwest winds. You know it will be a cooler day today out toward our east bay. 71 watsonville, with 66 monterey. Plenty of things going on today, starting with the stanfordcal game at noontime. 65 degrees. 3 00 70. A Beautiful Day there. And we will look for pretty nice weather here, although it should be pretty cloudy throughout much of the day tomorrow. And for the evening hours, breezy conditions with temperatures in the low 60s at about 4 could 45, dropping through the 50s. And the rain then begins shortly after. I would say after midnight. Then towards your monday morning commute we are wet. Scattered showers on tuesday. Just a chance left over on wednesday but we dont begin to recover temperaturewise until the end of next week. But it does look dryer, sunnier, warmer. A little unusual to see so much rain, such as potent storm system for so early in october. But this is that kind of year we have having. Exactly. We get lost without our gps. Well, now bicyclists can stay connected without fear of draining the batteries. All thanks to this contraption from eco xgear, called ecox power. As your tire turns, this clutch goes on the spoke of your tower and as it resolves around it causes the generator to turn and charges an internal battery thats rechargabe. Corey is a member of the Oakland Yellowjackets bicycle club. He knows firsthand what its like to run out of batteries. My iphone, it just happened this last saturday. Corey sees a need for the product and grease to give the ecox power a try. Probably takes you about 15, 20 minutes to install it the first time. Our tester is a professional engineer and ready for the challenge, beginning with the installation. Ill bet you if we just walk over here and slide this over the hub, that its just going to magically work. But after a few minutes of fumbling around, corey knows this wont be that simple. I may have to break down and read the directions some more. Ive got to admit, its a little daunting. But eternal hope prevails and after about an hour hes all set. There we go. I dont think anything i went through in the installation process would or should deter anyone from buying it. Ecox power gives you a charge of about five volts. The company says thats about the same charge you would get hooking it up to your computer. If your battery is drained, you should be able to continue using your device almost instantly with ecox power. It also features a bike light that can be remotely controlled from your handlebars. We caught up with corey again a week later to get his take on the ecox power. He says it works as advertised. Your phone wont run out of power, your gps wont run out of power. But he does have some concerns. I had to take it off because the adjustment had failed. It loosened up. It was dragging on my spokes. Ecox gear says on its website its device wont work on all bikes because bicycle hubs come in many varieties. Make sure and check with your retailer before installing it. Hes also concerned about its weight. About a pound and a half. Im a bicyclist. This past week i have ridden 100 miles. Weight matters. Frankly for somebody who weighs everything down to the ounce and is looking for the superduper carbon fiber frame, this product is not for that person. This is geared for your everyday cyclist. The San Franciscos giants stirring comeback in the National League series played an unexpected role in naming a new ocean creature. Scientists from the National Marine sanctuary were 40 miles off the golden gate exploring an area known as the farallon islands. They provided us these amazing images. Their rover was 1400 feet deep when they came upon what they believe is a new sponge species. They named it the catchers mit sponge. We were listening to the playoff game and buster posey had just hit his grand slam home run. We said it looks like a catchers mit. We will name it after buster posey. The scientists are also excited about finding a black coral brimming with sea life in the Northern Pacific ocean. You heard the fog horns in the background as we were talking about. It should be a very nice afternoon. For the rest of the weekend the include increase tomorrow, the rain arrives probably toward midnight sunday night, making for a rainy monday morning commute with the frontal passage.
