hospital in richmond. >> reporter: that thick black smoke from the refinery fire made a lot of people sick. so many that the hospitals are reporting more than 250 people had to go seek medical attention last night for a lot of respiratory breathing problems, sore throats. one of those hospitals where a patient showed up was here. many hospitals had to call in extra staff last night. they say that was in order to handle so many patients showing up with problems. they say today they will be ready to go again, in case more patients come in with those health-related issues. those patients, many of them were having trouble with eye irritation, sore throats, trouble breathing, because of the air situation. the other scare was shelter in place order prompted one hospital to have to close off air circulation from outside and then begin air monitoring because the air was deemed so unhealthy. the shelter in place order was lifted last night at 11:15. a lot of patients say it still did not keep them from he getting very sick. -- them from getting very sick. >> my eyes started burning, throat scratchy, chest start hurting too. the thing is how this incident happened and how they everybody to the rescue mission and this right in the middle of all this. >> reporter: it remains to be seen whether or not there will be patients arriving at hospitals and medical centers today with respiratory-related issues. if and -- if that does happen medical centers and hospitals say they are prepared and staffed. doctors encouraging people that maybe did not seek attention last night that may be suffering from asthma or lung irritation to see a doctor today as a precaution. sue thompson, abc7 news. :05. even people who didn't get sick and go to the hospital are worried about potential long term health effects from the smoke. >> my wife is pregnant i'm a little worried i hope nothing bad happens. >> others took extra precautions like wearing surgical masks to filter out morning after being impacted. richmond -- three stations closed because of the fire. all normal now. all stations roped just before midnight. >> this fire may hit you at the gas pump. refinery fire coupled with california's tight fuel supplies are expected to cause a spike in prices in the days and weeks to come. mercury news reports analysts say the effect on fuel prices is likely took meaningful. the key is the nature of the damage and whether the fire hampers operations. the strict environmental and air quality rules means california vehicle use only a special mix of fuels. gas follow breaking in us in san francisco, four alarm fire fought now firefighters on the scene of a large business fire in the ingleside district ocean between capital and miramar. crews got the call 5:50 this morning the fire is spreading. again, a fourth alarm has been struck, spreading several buildings, including a clothing store all this near city college. fires have called in for more aid. sue thompson is going to head to the scene. frances will tell us how this affecting drivers and muni riders. you need to avoid ocean avenue a few blocks from the city college. right on the k line for the muni met toe. -- met right now affecting inbound and outbound trains blocking the tracks so they have bus shuttles in place from city college out towards west portal now. plan on extra time if you take the k line. i want to show you if you are drive going the area, freeway traffic fine not too far from 280 and city college. but if you are heading through ocean avenue is a spot to an individual in both directions at miramar avenue. we start with continuing coverage on our developing news out of richmond. chevron is apologizing for the large fire that lead to a shelter in place order and sent hundreds to the hospital. katie marzullo is live in rip money with the latest. >> reporter: -- in richmond with the latest. >> reporter: what is happening now there's a small controlled burn happening inside this refinery, crews doing a small control burn to release pressure the main fire that caused this touble last night is out. unit 4 where that fire began that is down chevron won't speculate as to when it will come back up. as far as other operations in the refinery operation safe are continuing as normal today. employees are being told to show up as if it is a regular day at work. that coming from a spokeswoman a few hours ago. we do not have answers to the big question why and how did this start? the cause of the fire and supposed gas leak that caused the fire, both under investigation. >> when incidents like this occur we've got government agencies and regulators, they've been onsite and they will continue and help us determine the cause of this incident. >> reporter: also chevron issuing an apology to neighbors and thanking them to shelter in place and thanking fires for their efforts. -- firefighters for their efforts. last time there was a similar incident here in 2007 explosion and fire at this refinery not in the same unit chevron not willing to compare that 2007 incident and last night's incident. there are discrepancies in 2007 it is described as explosion and fire. neighbors say they heard the explosion last night, several, chevron not confirming that katie marzullo, abc7 news. smoke from the fire has caused health problems. a couple of hospitals have been busy streeting patients. these are just a few -- busy treating patients. these are just a few that went to emergency rooms. they complained of eye, throat and breathing problems from the smoke. >> eyes burning, throat burning, feeling dizzy like i was going to fall out. my daughter complained of her throat being itchy and things like that i had to get them checked out as well. >> i got dizzy and fell out, i was taking my groceries into the home and i went out. chemicals and the reactions from the chemicals which triggered off some breathing complications. >> this morning toll-takers are back collecting tolls for the richmond san rafael bridge. yesterday the shelter in place order brought them in the building for safety that allowed drivers to pass through and cross the bridge for free. no word on how much the state lost in uncollected money. this is the third serious fire at the refinery in the past 13 years. the failure of a pipe improperly attached cause this fire january 2007. one worker suffered minor burns. chevron says no unsafe levels of hazardous materials were released. in march of 1999, 400 neighbors went to the hospital during that incident many complaining about respiratory problems. >> fire sent off huge plumes of smoke and created a stir many viewers grabbed their phones to share pictures. this image from 23rd seat. he's a dramatic
