The values our parliament represents, democracy, freedom, human rights, the rule of law, but let me make it clear today any attempt to defeat those values through violence and terror is doomed to failure. Reporter the white house condemning the attack. The city of london and her majestys government have the full support of the u. S. Government in responding to the attack and bringing those to justice who are responsible. Reporter police are still locking down this area, asking anyone with information to come forward as they continue to put those pieces together, trying to figure out who that attacker might be. Molly hunter, abc news, london. British students on a school trip found themselves in lockdown in the Parliament Building during this terror attack. They responded with a song, singing to help calm themselves and others around them. Woe also have some good news from uc berkeley and stanford tonight. Stanford tells us that all 69 students currently in london for overseas studies have been accounted for. Uc berkeley reports for issues for its 39 students currently on exchange at oxford university. Counterterrorism officials here in the bay area tell the abc 7 news iteam that they process more than a thousand reported threats each year. Now, the good news is the vast majority turn out to be dead ends. But todays attack in london highlights the very real concern over soft targets here. Dan noyes joins us now with that part of the story. Kristen and dan, this week weve heard about the threats to bring down airliners with explosives hidden in laptop computers. But its these lowtech attacks such as the one in london that keep counterterrorism officials in the bay area up at night. In the uk they are trying to make attribution as we speak, who did it and what was the motive for that attack. That has not changed our posture here. The fbis head of Counterterrorism Operations for the bay area tells me todays attack in london has not increased the alert level here. Craig fair says they are always vigilant for these lowtech attacks. It doesnt have to be some elaborate plot. Absolutely. By any means necessary is what we are seeing and that continues to be the trend. And this type of attack very simple using an suv and a knife is a serious threat around the world and right here in the bay area. Just last summer isis put out a video naming the Golden Gate Bridge and financial district as possible targets. The tourist attractions, wide sidewalks and sporting events are also what the fbi calls potential soft targets for a terrorist. A soft target is can be found in any community or any major city where its not hard by any security features, security personnel. There typically is not an armed presence. The fbi tells me theres little somebody can do to stop a terrorist running down people in a car or truck. Weve seen it several times in recent months. But craig fair says the objective is to get ahead of the threat, what he calls left of boom. Before the explosion, not after. Youre talking about information before the act takes place . Thats absolutely correct. We rely on all members of all communities to let us know when there is a potential act of terror. Youve heard it before, see something, say something. Several times after these events, theres a neighbor or a friend who says, yeah, he was acting weird or talking about doing something, but i didnt believe him. Its better to call the police and be wrong than not call the police and have something horrible happen. I think everybody is afraid to be the boy who called wolf. You cant be too careful. Officials and residents in two east bay cities are speaking up tonight to support the idea of sanctuary cities and they are against any efforts to crack down on them, including an order from the president. Laura anthony is live in richmond where, laura, officials there have filed a federal lawsuit. Reporter they have, dan. Here in richmond city, officials are asking for an injunction. A federal court order to stop the president s crackdown on cities like this one, which has been a sanctuary for more than 25 years. This is an unprecedented abuse of federal power. Reporter the city of richmond is going to federal court to stop President Donald Trump from executing a january order that threatens to cut federal funding to sanctuary cities. The way the executive order is written, they can just at their own discretion say were cutting off your funds. No hearing. Theres a lot we dont know. We just want to stop it. Reporter richmonds mayor says much of the citys federal money goes to its housing authority, about 27 million a year. The police chief says the citys sanctuary policy helps his department. Providing safety in the city really does require actively engaged residents who can interact with police without fear of other issues. Show your face. Reporter in martinez, demonstrators marched into the Contra Costa County building to the office of sheriff David Livingston who opposes senate bill 54, which would make california a sanctuary state. Sheriff livingston has gone out of his way to work basically for the trump administration. Is he afraid to meet with us . Reporter he was unavailable but a spokesman explained the opposition. Many sheriffs are opposed to it. They believe it could compromise public safety. Specifically it would prohibit Law Enforcement from even talking to i. C. E. It is from the School District and the Police Department. As far as we know, its a first of its kind. Wayne freedman has the story. Reporter lunchtime in novato, a scene that contradicts headlines. At least one undocumented immigrant relaxing with friends out in the open. This is america. This country is for everybody. Reporter but not without immigrant worry these days. Especially in schools. How can a child be focusing on their job as a student if theyre worried about whether or not theyre going to see their parents when they get home . Reporter hence this joint memorandum from both the School District and the Police Department going home to all families. A restatement of immigration policy signed by the superintendent and the police chief. Immigrationonly offenses are not the role of the local police. So basically if theyre in schools, theyre going to be safe. Reporter the memorandum is an unprecedented move. It would be very unexpected in most School Districts, but this one is a little different. Almost half the students in the novato unified School District come from homes where english is a second language. I think the police and the School People have more things to do than that. Reporter in a county that cast only 16 of its votes for donald trump, no one disagreeing with the policy cared to talk about the memorandum, not on camera anyway, but the undocumented did talk. Do they trust the Novato Police . I trust more here than san jose or richmond police. Reporter meantime, police say trust is essential to keep the undocumented from becoming preyed upon as victims. Todays students held a protest outside as the board of trustees met in long beach and approved a tuition hike of 270 a year at all 23 campuses. It is the first increase in six years. For me and many others this could mean dropping out of school. The University System says the money is needed to hire more faculty and add classes to accommodate growing enrollment. In a newly released report, a team said they may face significant risk if it is not operational by november 1st. Just today the county officially lifted the last evacuation orders issued last month after surging releases of water tore away big chunks of the main and emergency spillways. High water levels are not enough to help an endangered species of fish get to their spawning ground. Steelhead trout are having trouble getting past a concrete barrier near niles canyon road, but today they did get a helping hand. Leslie brinkley was on hand for that and what turned out really to be a historic rescue. Reporter a great news story, dan. Steelhead trout are an endangered protected species and here in the east bays biggest watershed theres been a big effort afoot to restore them to this habitat, and the big payoff came today. Five steelhead trout were netted today, four males and one female. That may not sound like a lot, but for this fishery manager, its a bonanza. A single female can have up to 8,000 eggs. They can reproduce quite a bit as long as we allow them to go into the proper habitat where they like to spawn. Reporter thats upstream. These trout keep getting hung up in a concrete barrier. Our volunteers have seen them there every single day and theyre jumping, trying to get over this and its physically impossible. Reporter so they got a little help from their human friends. As the Flood Control district inflated two pillow dams, volunteers waded in the waters scooping up trout in nets. They were then measured and tagged with radio trackers and loaded into tanks to be trucked and released three miles upstream. The last and only time this worked was in 2008 when two steelhead were relocated. Up next, construction of a fish ladder here so the trout can migrate upstream on their own. Theres local money to fund it. Now theyre waiting for federal permits to build it. Abc 7 news caught up with this group on bush street in San Francisco. The workers say they have been without a contract for one year and there have been no talks for the past two months. So they have walked away from the table. I understand they will be coming back shortly. But we havent seen any movement at the bargaining table. A walkout is not in anybodys interest here. Its unfortunate the union chose to do this. Were in discussions with them and we hope to get everybody back to work soon. Those workers say health care and wages are both issues. The company says its not proposing a wage reducti notes it is the largest employer of fulltime union workers. At t is among several Major Companies pulling much of its advertising from google over concerns the ads may have run by content promoting terrorism and hate. Each teacher got to choose up to 100. Many School Librarians showed up, of course. Theyll be able to give the books to their students. We just had a book fair where they had to purchase some books, so to be able to hand them to them is a special thing.
