Matt keller is live near the lexington reservoir in the Santa Cruz Mountains but first lets get to Amy Hollyfield with massive flooding in schellville. Reporter hi, natasha. Look at this intersection behind me. There werent traffic lights there, i dont think you would know that it was an intersection. It looked like a river. It is completely flooded. This is highway 121 at highway 12. Were up in Sonoma County in a town called schellville. Look at this video of what happened to people when they encountered this water. This very dangerous situation. Some cars got stuck. The Fire Department had to actually pull three six people out of the three cars that were stuck here. And get them to safety. They couldnt get out of it on their own. Luckily, theres a Fire Department right here at this intersection, so i imagine they were here pretty quickly. So that was lucky for them. No one was hurt. They did leave the cars. They just abandoned the situation. No ones coming through here now. They have shut down the roads, leading and feeding into this intersection. So, it is the safe situation now. But a lot of water and a good reminder that it can come up quickly and really catch you off guard. It rained on us our entire drive up here from the east bay, heavy at times, and it is still raining right now. Live in Sonoma County, in schellville, amy a hollyfield, abc7 news. I just checked the chp website, and since i last saw you, we have one new incident up here in the Santa Cruz Mountains on graham hill road. There was a mudslide and it went and took out the northbound lane so you got to be careful if youre driving up here in the Santa Cruz Mountains and check out why. Look how much water is here. Im going to just trudge over here. This is up to my ankle, and this is a pipe thats coming down from the hill. You can see how much water is collecting here. And then, more water is coming from over here. Thats highway 17 right behind it. So you can just see how wet it is out here on the roads. Of course this is a reality up here in the Santa Cruz Mountains, and it doesnt look like were going to have much relief any time soon. Its a bad scenario. Luckily the people up here in the mountains are pretty familiar with these and are very responsible when these kind of things happen. Unfortunately, were on the beginning of what looks like a five, sixday stretch of a lot of rain so unfortunately this will probably be happening a lot over the next week. Reporter yeah, and the past 12 hours or so, weve already seen a lot of trees and tree limbs falling down and some slides as well. The chp reminds everyone to slow down, seen a lot of crashes up here, and expect that water to be on the road. If you see a puddle ahead of you, dont brake, take the foot off your gas, keep the Steering Wheel straight and cruise through it and if youre walking, just be careful. Three judges with the federal Appeals Court are going to hear oral arguments this afternoon. Each side gets 30 minutes to make their case on whether the president s ban should be restored after a federal judge in seattle blocked it. The Justice Department says its a matter of national security, and within the president s authority. The states that are suing say the ban is effectively mandating discrimination. The issue is eventually expected to be decided by the Supreme Court. The arguments here in San Francisco are slated to start at 3 00 this afternoon. He held a manager hostage in the east bay and his face all caught on camera there. Reporter a robber, bold enough to show his face at the u. S. Bank along crow canyon road in san ramon. Police say around noon. He demanded money from two of the tellers, instructing them to give him large bills. Reporter then he told the assistant manager to come with him as he ran into a nearby neighborhood, essentially holding her hostage. One of the tellers reported seeing him carrying what she believed to be a revolver, a small revolver of some sort. Reporter nearby Business Owners worry about the three bank employees. Very concerned because people know each other here. Im worried about their emotional well being and the trauma that they may be facing. Its traumatic. Reporter once the robber made it to a nearby neighborhood, he let the woman go. Thats a scary situation for anyone, especially if you do see a gun. They head into kaiser creek road so heading into the east bay hills and spilling over towards rasmore right now in alamo, up to walnut creek, up through 242 through concord and into pittsburg and bay point. Heres a look at the richmond bridge. Look at that. Slides all the way across because of the gusty winds right there and thats what you have to deal with. Stone ridge drive, that is right near those new not new anymore but new to us outlet malls and you can see that stretches all the way back down to union city, and that crosses the san mateo bridge and thats sliding down towards the dumbarton bridge so expect more puddles there. 680 and 24, where they come together, pud pudles developing there and 242, north of concord, pud developing and heres a look at the san mateo bridge and you can see how heavy that rain is coming down and how much slower people are driving. Moderate rain, windy today, two more storms through friday, weekend still dry and warmer. Northbound 280 weve got a vehicle that flipped over, landed on its roof, initially that was block the three left lanes. That is now fully blocking all lanes so it sounds like emergency crews are just arriving, the last we heard from chp, the occupants of that vehicle had not gotten out so there might be a rescue underway. I would avoid 280 if you can. Stick to El Camino Real or eastbound 380 at El Camino Real. Im not seeing any delays there. Quick check of niles canyon road. Thats where we had a large boulder in the road. They were saying it was almost as big as a car but it was just barely hanging over into the eastbound lanes so they pushed it back and all lanes are back open so that is all clear. Alexis smith tracking all the issues on the road, but were going to start with meteorologist mike. Did you see the sheets of rain sliding across the bay bridge toll plaza there in the lights . H hi, everybody. New information for you. This flooding warning extended until 7 45 because napa creek at highway 29 and Redwood Creek continues to flood. Lets take a look. This is also an update. A Flood Warning until 2 15 for southeastern Sonoma County as lower la gu that de santa rosa is flooding at the petaluma area and let me give you one more. This is until 6 00. This is a Flood Warning for east central Sonoma County. Sonoma creek continues to flood. Heres a look at the radar. While the heaviest of the rain is over for the north bay for now, were still getting plenty of are runoff. The heaviest of the rain right now is moving away from union city, hitting the sunol grade, 680, 84 as you try to get from pleasanton and livermore down towards milpitas or the other way, watch out. Its getting very dangerous there with a lot of standing water from that moderate to heavy shower. Going to talk about a serious crash now too, mike. This one is in the daly city area. We just got a sig alert issued for this rollover crash. Northbound 280 at sate route 1. Vehicle landed on its roof. Sounds like a rescue operation is underway here. Currently all lanes are blocked. We dont have an estimate on when that will reopen and im not sure if theyre letting vehicles by on the shoulder or if they are totally stopped there. In the meantime, you can use El Camino Real, state route 1, but if you are in that backup, you are approaching at 8 Miles Per Hour. Metering lights should be flipping on any second. Lets talk more about about some flooding. We are tracking a north bay highway that looks like a river. It left cars stuck in the water. Amy hollyfield live for us in Sonoma County. Reporter hi, reggie, i want you to look right now at how fast the water is moving. That is not something you would want to get stuck in but some people were and im sure it was some scary, tense moments for them as they realized what was happening. Thats an intersection. You would think it was just be a normal way to get normal road just to pass on through, you wouldnt even know the two were in trouble until it was too late. Thats why they have closed this off for now. So no ones coming through here right now but around midnight, about three cars got stuck, six people had to be rescued. This is at highway 121 and highway 12. In a town called schellville in Sonoma County. The schellville Fire Department is also right here at this intersection, so that was lucky for those people. Firefighters were able to rush out here and help get them out of this fast moving water, because they were in trouble, and could not safely escape on their own. So, firefighters got them out, they are okay. But they have shut down this intersection so no one else is coming through here. There is a lot of rain overnight and it is still raining and of course the ground is so saturated from the rain that we had all this entire winter season. So, just be prepared. Be aware that Something Like this could happen, especially up here in the north bay and it comes up on you pretty quickly. Reporting live in Sonoma County, Amy Hollyfield, abc7 news. And pg e crews have been working through the night to restore power across the bay area. So this is where the outage map stands now. At the height of the outages, more than 3300 customers in the north bay were out of power. Most from a large outage in san rafael just north of downtown. The Biggest Issue right now is vacaville. The red dot you see, more than 5,000 customers waking up without power. Heavy rains caused a small mudslide in los gatos. This is on Old Santa Cruz highway just south of idyllwild road. Chp has removed most of the mud at this point. The department of transportation is being called in to shore up the hillsidethese relentless storms are proving to be really expensive for our local counties. Contra costa county supervisors declared a state of emergency which allows them to seek federal funding. The county says it l has 18 million in damage. Absolutely. We have a very aging infrastructure, particularly with our Flood Control district, until you have that type of wear and tear coming very quickly with these series of storms, thats when those are revealed. Repairs for a washed out road in pinole are expected to run about 4 million. A sinkhole on minor road in orinda is going to cost about 1 million to fix. The ninth Circuit Court of appeals in San Francisco is going to hear oral arguments today over the restraining order against President Trumps targeted travel ban. The Trump Administration plans to argue the restraining order undermines national security. Many feel whatever the court decides, its going to be appealed anyway to the Supreme Court. Abc news chief legal analyst dan abrams had this to say on gma. The u. S. Supreme court very well may say at least for now, were not going to hear this. Were not going to hear the question about, should the should the temporary restraining order be in place. If that happens, that means that the administration cannot move forward with the order, at least for now, and thats a big delay for them and a big setback. Happening today, Alameda County supervisors expected to vote on whether to grand 750,000 to help its refugee communities. That money would go to a legal fund for immigrants. Supervisors are hoping to access another 750,000 from an anonymous donor. 30 of Alameda Countys population was born outside the u. S. California republicans are hoping that by blocking funding for caltrain they will also delay or kill governor browns high speed rail project. According to the chronicle, cal terrain needs roughly 650 million in order to electrify a line between san jose and San Francisco. It is part of the systems modernization program. Future high speed bullet trains will also need electric rails. Strait Congressional Republicans are asking the Trump Administration to hold off approving the money until they can audit the high speed rail project. Two drifters charged in the murders of a tourist in San Francisco and a hiker in fairfax could spend the rest of their lives in prison for their crimes. They pled guilty to firstdegree murder yesterday. Lamply admitted to killing audrey and steven in 2015. He now faces a prison sentence of 100 years to life. A third defendant dpragreed to a witness against the other two in exchange for um munphy and a 15year sentence.
