california tight fuel supplies expected to cause a spike in gas prices in the days and weeks to come. analysts say the effect on fuel prices at the pump is likely to be meaningful. the key is the nature of the refinery damage and whether theire hampers operations. the state's strict rules means california vehicles can use only a specialized mixture of fuels. gas prices can be affected even [ male announcer ] the magic of nature appears every day, within each strand of an oat's rhythmical sway. when an apple's vibrant red temptation, and honey's sweet touch of golden sensation, join together with a pecan crunch you'll savor, creating the most perfect lesson in flavor. at nature valley, nature's best-written recipe is ready for you to enjoy. delicious granola bars made with the best ingredients in nature. nature valley, nature at its most delicious. >> announcer: right now abc7 news begins with breaking news. we just learned the fire at the chevron refinery is out after a frightening scene that began yesterday evening in richmond with flames erupting. thick plumes of black smoke stretched across the bay area for hours sending dozens to the hospital. good morning i'm kristen sze. i'm eric thomas. the fire had affect on everything from transportation through hospital services. right now which are going to start our team coverage. last night neighbors had to shelter indoors to avoid the smoke. others sought medical care. let's check in with sue thompson at kaiser richmond for the latest. >> reporter: good morning. it was a very busy night for doctors and thursdays -- doctors and nurses and will be busy again this morning, a lot of them continuing to treat patients in the wake of this refinery fire. we know that at least 250 possibly more patients showed up at hospitals all over contra costa county. many of them complaining with health-related issues because of the bad air. so many patients arrived at hospitals last night they had to call in extra staff to handle the people. most patients showed up with respiratory-related problems, trouble breathing, sore throats, nausea. the air quality was so bad a shelter in place order had to be issued last night. one hospital reported having to shut off the air circulating system from outside in order to protect patients from that bad air from the fire. the shelter in place order was eventually lifted at 11:15 last night. hospital administrators and contra costa officials continue to monitor the air following what happened. it is air that many patients say made them so sick last night they had to go to the hospital. >> -- >> reporter: doctors today and this morning are encouraging many people that did not seek medical treatment last night to do so, especially if they are experiencing any type of respiratory breathing problems they say the bad air last night was especially tough on people that maybe have lung and asthma problems. medical centers and hospitals say they will be staffed and ready in case more patients show up today. sue thompson, abc7 news. >> now as we mentioned some neighbors sheltered indoors that order has been lived. let's find out the latest from what chevron officials were saying this morning they held a news conference and katie marzullo was there. >> reporter: that just wrapped up a few moments ago. some updates still a lot of questions this morning as far as the sheltering in place. yes it was lifted for neighbors last night also for the refinery here 10 minutes after those neighbors. also going on now, crews are performing a small controlled burn inside the refinery. the fire is out. that was the case 4:15 this morning, they are performing a small controlled burn inside to continue to release pressure. as far as the cause of the fire a spokeswoman says that is still under investigation. we understood there was a leak prior to the fire weed is her about that. she said that is still under investigation. they do not have any new information about what may have started this as of this hour. we know unit 4 where the fire break out is down and will remain down. she cannot speculate when it will be back up or what that might mean for chevron customers. she said employees will be back here going on with police as usual. she did also confirm three minor injuries at the site to employees and one first responder. minor injuries, minor burns they were treated here at the scene. the main question still unanswered, the cause and how this started and why and no answers to that at this hour. katie marzullo, abc7 news. 5:33. chevron says there were no explosions when the fire first broke out. some neighbors say otherwise. roberto gonzalez happened to be outside his richmond home when the fire broke out he took video of the giant plume of smoke on his cell phone. he says it started when he heard a series of explosions within after the other. >> i heard four explosions then i saw a lot of smoke coming out from the refinery. >> how loud was it? >> very loud like someone shooting someone. >> he and the rest of his family went inside the house soon after. they did what they were supposed to do, closed all doors and windows. residents tell us they are worried about possible long term affects. >> let's talk about the traffic impact. toll he takers are back collecting tolls yesterday's shelter in place order brought them inside that allowed drivers to past through and cross the bridge for free no word on how much the state lost in uncollected money. for that and the transit impact let's get the latest from frances dinglasan. everything back to normal in terms of bart, all stations open. ferries reporting no problems, no delays on the vallejo bay link ferry. you will have to pay toll across the richmond san rafael bridge, westbound 59 miles an hour, even for the drive westbound 80 from the carquinez bridge to the maze light now, 19 minutes the drive across richmond san rafael bridge 13 minutes. 5:34 now. some residents said they were not aware of the fire or dangerous smoke plume despite sirens and reverse 911 calls that went out. people in point richmond came out and took pictures of the fire. they were upwind from the smoke but could still smell the burning chemicals in the air. nobody in this neighborhood reported hearing explosions. >> i was home, my contractor who is working up the street and also working at my house, gave me a call and told me to get out of point richmond. i asked of course why? and he told me to look out my back window. and i did and i saw a huge plume of black smoke. >> that plume was an ominous sight. health officials told anyone who could smell the smoke to stay inside. this is the third serious fire at the refinery in the past 13 years. the failure of a pipe improperly attached cause this fire in january 2007. one worker suffered minor burns. chevron says no unsafe levels of any hazardous materials were released then. in march 1999 leaking pipe created vapor cloud that exploded and burned, 400 neighbors went to the hospital during that incident. many of them complaining of respiratory problems. when some of our viewers heard or saw the fire, they went and grabbed their cell phones to record it for us. let's share some of the pictures with you. a neighbor in richmond captured this image from 23rd street. here's a dramatic look at the fires that fill -- captured from across the bay. two fires seem to be burning there. this picture in the el cerrito hills minutes after the fire began. it didn't take long for the haze to fill the air. we want you to continue to share photos and videos with us. you can e-mail them to ureport. also upload them at abc7news.com/ureport. weather conditions yesterday certainly had an impact. >> winds were blowing northeast mike?
