Reporter dozens of family and friends of the victim packed the courtroom for this emotional opening statement. There is no dispute between the attorneys that William Shultz killed this young boy. The issue is whether it was a calculated, premeditated murder or the impulsive act of a delusional young man. Just 18 at the time, William Billy shultz killed his best friends little brother because he thought the world was ending and needed to practice his survival skills. Thats according to a contra costa prosecutor on the first day of shultz trial. After his arrest, the prosecutor told jurors shultz told detectives, quote, i needed to see what it felt like to kill somebody. Jordy was enormously friendly, happy and welcoming boy. Reporter an avid baseball player, jordy as his family called him was stabbed five times as he slept in his bunk bed inside his boehome. Shultz was a guest. They did not know that shultz had just fought from his mother and sheriffs were called or that he just returned from a Mental Health evaluation. In her opening statement, shultz attorney did not dispute that he killed the boy. Quote, the evidence you will hear will not make sense of jordys murder. The evidence you will hear is about billys unraveling reality. Jordys parents, extended family and friends attended the trial, expected to last several weeks. In martinez, laura anthony, abc 7 news. Police have identified the man who killed himself and his daughter outside a capitola mall. Carlos garcia shot his 7yearold daughter and himself. His wife called 911 to report he was making suicidal threats. They both died at the scene. The little girl was going to turn 8 next week. The woman accused of causing a standoff that shut down several blocks in the Mission District earlier this month and in court for a pretrial hearing. Samantha helstrom barricaded herself in a hotel armed with an air rifle. She told abc 7 news she blacked out and doesnt remember anything. The Highway Patrol will investigate a possible link between two incidents where bikers harassed motorists or local freeways. The latest ended in the arrest of a biker and the confiscation of two dirt bikes and two atvs, allterrain vehicles. This is new viewer video last night westbound on the bay bridge. A chp aircraft spotted about 30 bikers harassing drivers and driving dangerously. It then followed part of that group to oakland. At that time we surrounded them with ground units. We detained everybody. One female did attempt to flee the scene. We caught her just a few blocks away. Officers arrested the 27yearold woman on charges of evading police and participating in a sideshow. Several others were detained. Investigators will now review video shot from the chp aircraft to see if they can link anyone detained to any sort of illegal activity. The arrest last night comes almost two weeks after a lyft driver was assaulted by a Similar Group on 101 in San Francisco. Remember these pictures . Alex quintana was surrounded by the bikers march 9th. They broke his cars windows and then broke his nose and hi leg. So far no arrests have been made in that case. Police in union city are searching for this woman. She intentionally hit several people in the parking lot of the walmart yesterday evening. Police didnt say if any of those injuries are serious. This is the car the woman was driving. Its a 1998 to 2000 silver twodoor honda accord. Anyone with information should call union city police. New details on the woman found seriously hurt lying on treat boulevard in concord last night. The 26yearold from placerville who later died sadly was the victim of a hit and run. The driver, a 58yearold woman from concord initially took off but later contacted police. The victims name has not yet been released. The investigation shut down treat boulevard for more than five hours. Take a look at this accident in oakland this morning. You can see a car hit a light pole so hard, that pole came crashing down in the middle of the intersection. It happened on west grand avenue. Theres no word on any injuries. One of two San Francisco residents who got critically ill after drinking poisonous tea has died. The 56yearold fell ill after consuming a tea leaf blend supplied by a company in chinatown. A man in his 30s has also been hospitalized but recovered. Lab tests on the patient and tea leaves reveal the plantbased toxin called aconite. Theres a warning to anyone heading onto bay area waters, travel in pairs. This after a kayaker was separated from his group yesterday in the marine headlands. The Fire District provided this video of his rescue. It happened around 1 00 p. M. The man wasnt hurt. The man also advised to have a cell phone with you at all times. A stunning and sad announcement over the weekend. Legendary 49er dwight clark is suffering from lou gehrigs disease. As fans grapple with the news, the wife of a respected Bay Area High School coach is talking about her husbands own struggle with the disease and gives a glimpse at what clark could be facing. The legendary Football Player has now grown weak. He started experiencing the symptoms of als in his left hand back in 2015. Its something lucy knows all too well. Her husband, charlie, was a wellknown football coach at los gatos high school. He later died of als. Well, it seems to be a death sentence. He can fight it and he is a fighter. Hes very kraj ourks as my husband was. My husband had been told he had a year to live. He lived 34 years. Reporter in an open letter clark wrote i cant run, pray golf or walk any distances. Picking up anything over 30 pounds is a chore. The one piece of good news is that the disease seems to be progressing more slowerly than in some patients. Als affects the nerves and muscles. As it progresses, people with the disease lose the ability to move, speak, swallow and breathe. While clark suspects football may have caused the disorder, its unknown. Theyre all considered degenerative diseases. Something triggers the nerve to die and we dont know what that trigger is. If we did, we could obviously treat these diseases much better than we do. Reporter wedemayer works for the Als Association which is dedicated to discovering treatment and a cure. She hopes clarks diagnosis will help raise awareness about the disease. Dwight will probably become the new famous face of this disease which for him i know is difficult, but he becomes a voice for those that have no voice. But only this weekend was it turned over to the criminal prosecutors at the Alameda County District Attorneys Office. Sergio quintana has been following this story through the weekend and he is live with the latest. Sergio . Reporter dan and ama, late last month the lead prosecutor on this case learned that a draft report had been sent up to the sixth floor here at Oakland City Hall. Thats where the City Attorneys offices are. He immediately demanded a copy of that report and all of the materials that are associated with that report. This weekend it was finally emailed to the District Attorneys Office, but no one here today at Oakland City Hall wanted to answer any questions as to why that report was delayed for nearly three weeks. Now, earlier today a spokesperson for the District Attorneys Office sent me a statement confirming that they did get that report. The spokesperson writes as you know, we are conducting the criminal investigation and the report is part of that investigation. As such, it will not be made public. 36 people died in the ghost ship fire. It was one of the worst tragedies in oaklands history. Mayor libby schaaf and District Attorney omalley have promised an investigation of the events leading up to the fire. But this delay in getting the report to the District Attorneys Office could pose problems if criminal charges are ever filed. Why was that report given over to the City Attorney . And secondly, why did the City Attorney hold on to that report for at least three weeks . What was going on . Why wasnt the report, if it was going to go to the City Attorney, be turned over simultaneously to both the d. A. And the City Attorney . Retired superior court judge cordell says if someone is criminally charged, their attorneys can raise this in court. I spent the day at city hall and ask officials at the City Attorneys office, i went to the Mayors Office and the administrators office. No one wanted to answer the basic question, why was this report held from the d. A. s office for so long . As you heard in that statement, the District Attorneys Office is not going to be releasing it to the public. In a phone conversation that i had with the mayor yesterday, she said one of the reasons why the report was delayed was so that they could release it to the public. I did try asking anyone here at the Mayors Office today if that report is going to be released and when, and of course i havent gotten an answer yet. Reporting live at Oakland City Hall, im sergio quintana. Uber is scaling back its Expansion Plans in oakland. They are opening a new office in the downtown sears building. Uber will have a smaller employee presence than originally planned. A couple thousand people were expected to work there. Uber now says only a few hundred employees will be based in oakland. Meanwhile the San Francisco Business Times reports uber has bought a stake in the Office Project at the warriors new arena. Over the weekend, ubers president jeff jones announces he was leaving. Then the Brian Mcclendon also quit. A total of seven executives have left the ridehailing company in recent weeks following a string of controversies. The latest one was times that said uber deceived authorities in cities that banned uberes operations. Thousands of parents are on pins an needles waiting to see where their child will attend in the fall. They have not sent out the Student Assignment letters that were supposed to go out on friday. Its been sheer agony for 14,000 applicants who are expecting decision letters in the mail by saturday but instead found out the district did not send them on friday, as planned. I want to show you what San Francisco unified put on its website today. It says we are on track to send assignment letters via first class mail on monday evening, march 20th. Thats tonight. Families should receive letters starting on tuesday, march 21st. The district tells abc 7 applications were entered into the system correctly, but more double checking was needed to ensure letters didnt go out with mistakes. This delay is due to unforeseen staffing emergencies. Sfusds Computer System is working as designed and there is a dead stated staff team working 24 7 to get assignments finalized as quickly as possible. You do have parents that are applying to private schools as well as Public Schools and theres deadlines. Parents explained the delay in learning their Public School assignment is a big deal because many private schools want an answer and a deposit by this thursday so they have lost valuable time deciding. We just checked again, San Francisco unified said the letters will go out tonight and no further delays are expected and its registration deadline has been pushed back to april 21st. Reporter when you drive through this bay bridge tunnel toward oakland, you are covered by concrete that is 81 years old. 81, really . Wow. Amazing. Reporter pieces of it started breaking off about a year ago. A car hit one chunk that had fallen, causing 3,000 worth of damage. Now when you drive by here, you will see crews working to replace questionable patches of concrete. Drivers say they are relieved. Long overdue. I live in antioch and taking family over there to the airport. A little bit reluctant going that way. Reporter caltrans Officials Say they did an xray of the tunnel after it started breaking apart and found 200 spots that could potentially cause problems. Only a fraction of those actually had unsound concrete, but we just decided since theyre there, lets go ahead and be proactive and so were taking care of all 200 of the areas. Reporter theyll be doing the work during noncommute daylight hours, so you will see a lane shut down during that time. Drivers say this is good to say, but theyd feel better if they could see more proactive work being done. The ground is constantly moving and shaking here every single day. But the federal dollars also go to help smaller, more communitybased art programs which dont collect millions of dollars in private donations and really stand to lose a lot with the president s proposed budget. President trumps proposed budget will eliminate 148 million to the national skbourment for the arts and another 148 million to the National Endowment for the humanities. Youth speaks receives important grants from both agencies, totaling 130,000 for 20162017. Leadership says the loss of funds may eliminate one program and cut into their annual poetry slam festival. We also spoke to the chairman of the San Francisco republican party, who believes the cuts are necessary and that nonprofits should look elsewhere for money. You have to make cuts in a lot of areas. Sometimes, you know, a lot of these programs could actually benefit from private funding. They have access to all sorts of local Funding Initiatives as well. For organizations that are small to midsize we really have to scrap it out and try to receive our moneys through a combination of sources. Government plays a really Important Role in that. Not so much in kind of the scale of funding that we receive but in terms of being a catalyst for our individual contributions and foundations.
