caused a damaging power surge. >> alan: the flick of a switch could have preventedded the sewage but instead fried appliances, tvs and air conditioners. the surge ripped through 28 homes in livermore, and the mass roman is her to explain how it happened. >> reporter: pacific gas & electric tells us when the power was been upgraded a switch to at the transform had to be set before sending power through. apparently the contractor forgot. >> the principle, the stove, tv, stereo, electric toothbrush, fan, heating pad. >> those things went, poof, when a su surge from the transform sent twice the voltage to the homes. a pg&e contractor was switchings from 12,000-volts to 21,000 votes when the extra holtages went to home. this one still shows the charring from the surge. she took is through her home, showing the things she has to replace. luckily her air conditioner was repaired but nothing else. >> at this point i haven't repoliced anything because i wasn't sure how they were going to reimburse. i haven't heard from anyone. >> across the street this neighbor piled up the items, minus her washer and dryer, which were toasted by the surge. the only thing sheced replaced the washer cool everyone else off into the mid-to-low 50s with mist and drizzle and fog near the coast. also starting to move into extreme north bay valley so definitely an indication that the westerly winds
