Weve got some rain clouds to the south in Southern California and that cold front on the way to the north. So today, well call it partly cloudy. We have the air quality that is just not what were used to. Right. But, you know, its been a little bit better into the afternoon. But still covered in blue here. That means that were going to have hazy conditions all throughout the day. Sea breeze is going to be with us. So well continue to see and feel that which could improve at some point, allowing for some better air quality in spots. But youll notice the north bay, the coast and central bay may get hit with the worst air quality, 59in oakland. Good morning. Novato 48 for you. 58 in fremont. And well go through the Morning Hours with the fog peeling back, partly cloudy to mostly sunny as we get towards noon and then some hazy skies mid to upper 70s inland about 70 around the bay shore and 60 at the coast. Yearold died following a shooting in vallejo. Few details are available right now, but we are told it happened on alhambra avenue yesterday morning. Police say that a Family Member brought the boy to the hospital. The toddler had at least one gunshot wound. They say the shooting happened at a home, but the circumstances are not clear. No arrests have been made. A six year old, Jeremy Stoner, was assaulted and strangled. A suspect was arrested but later cleared. And jeremys murder went unsolved until this week. Abc7 News Reporter Tara Campbell tells us how police finally cracked the case and what we know about the suspect. Footage from more than three decades ago. Abc7 news there for the funeral of six year old Jeremy Stoner abducted near his familys vallejo home in 1987. His body found days later on Sherman Island in sacramento county. We are in the process as we have been for the last several days of going throughout that area and looking for suspicious people. Anything that may be suspicious that has come through that area that year. Police did arrest and charge a man with murder and kidnaping , but the case was dismissed and the investigation then went cold for decades. That is, until this week. Solano County District attorney Krishna Abrams announcing friday a new suspect in custody. I identified using Dna Technology pg. In a statement, she said, i am so thankful to have such dedicated cold case investigators that no matter how much time goes by, they remained steadfast in their commitment to solving these horrific cases. Jim hammer is a former San Francisco assistant district attorney. The second level is think about the guy who was wrongly accused of this. I mean, a man had falsely accused of rape and murder of a young boy. I cant imagine a worse false accusation. Now, this week, investigators arresting fred kane, the third, at his home in central point, oregon. Hell be transferred to Solano County to face a murder charge. Hes also accused of kidnaping and. But if dna is collected proper, he and everyone follows procedure. Theres in my mind, no better evidence in the world because it can prove conclusively who committed this crime and perhaps soon some long awaited closure for this community. Tara campbell, abc seven news. Governor newsom is urging the Supreme Court to reconsider a ruling that block cities from clearing homeless encampments. He filed a brief yesterday warning the high court that cities are paralyzed by the decision. Newsoms filing comes following whats become a hot issue in San Francisco, where the city is fighting an injunction that keeps it from clearing camps. District attorneys in sacramento and san diego have filed a similar briefs. Elon musk has pledged to donate 100,000 to defeat one progressive San Francisco supervisor during next years election. It comes after the supervisor got some pushback for comments that he made about the citys problem with car breakins. But as abc7 News Reporter tim johns tells us, theres a lot more to this story. Preston taking to the social media platform formerly known as twitter to urge the city to launch a campaign telling visitors not to leave things in their cars. The supervisor saying the move would dramatically reduce car break ins. The tweet getting noticed by several of prestons political opponents, including elon musk, who said hed donate 100,000 to help defeat him in the next election. And thats not instead of enforcement, right. The Police Department and the da will work on the enforcement side of it. During an interview, preston said his tweet was taken out of context by musk and others. He tells me he believes the city needs a multifaceted approach to tackle the car in epidemic. Thats why he hosted a special hearing thursday bringing together several city agencies to try and find solutions to the problem. Lets actually have real signage with graphics that are clear to people, no matter what language they speak. Lets have Community Ambassadors who are out there handing a similar flier to people as they park. San francisco has averagedber breakins a year since around 2017, a fact that perpetuate negative perceptions of the city for both locals and visitors alike, says sharky laguana. When visitors come here and their windows are broken and their luggage is stolen, their passports are stolen, their computers are stolen. Uh, it doesnt make them want to come back. Laguana is the president of the american car rental association. He says leaving a car empty doesnt always help, but its certainly no guarantee. Ive had my car broken into many times, and it didnt have anything in it. Laguana says San Francisco has been trying the same failed methods to prevent car breakins for years, and that city leaders need to find new solutions. And this is where were coming up short. One Police Commissioner wants to see it happen. Abc7 News Reporter lou pena looks at what it would take to revive the program of patrol specials. Crime in San Francisco is trending up. According to the latest city police data robberies over the last 12 months are up 6 compared to the annual average over the last four years. Vehicle thefts are also up 19 compared to the yearly average. City officials are now getting creative, looking at the past to stop future crime. Theyre considering something called patrol specials. A patrol special is a modified private security. So this also will free up our Police Officers to actually fight crime. San francisco commissioner Deborah Walker presented this proposal to the Police Commission this week, hoping to officially bring back a squad of this type to the city. Is an existing program that began back in the Gold Rush Days when we didnt have police. But its always operated sort of side at the same time as our Police Department. Currently, there is only one patrol special still active in San Francisco. He urged sfpds chief and other commissioners to revive this program. When i became patrol special in 1977, it was 450 patrol specials that was assistance and beat owners. Sfpd is about 600 officers short patrol specials would be assigned to specific blocks where businesses request their services in the past, they have been armed and their uniform is very similar to that of an officer. We have our ambassador programs. We are looking at using police reserves and paying them. There are about 260 businesses in fishermans wharf. The Community Benefit district says safety is a major concern in the patrol Specialist Program is Crime Prevention through presence. And that is what what were asking for just having them around will give tourists. Theyll make them feel safer as the Police Commission irons out the details, supervisor peskin is also worried about why they disappeared. The Police Officers union was never big. Fans of the patrol special. They saw them as competition. Were no longer in those days. Were short several hundred Police Officers, so hopefully those issues will go away. Now we also contacted the San Francisco police union for comment and did not hear back. Theres also an issue of fairness because some neighborhoods will be able to afford patrol specials and some want. For now, the Police Commission is working with sfpd to define what the training and strategy will be moving forward in the newsroom, lou pena, abc seven news. This is for a major lane resurfacing project. The closure is expected to run through 5 00 on monday morning. Abc7 News Reporter lena howland is taking a closer look at what this event means to the community. For the first time in martinez history, the city is holding its first pride celebration on saturday. I went to school in martinez and i remember there was Nothing Available for pride. Cristian aguirre is executive director of the Rainbow Community center for the lgbtq nonprofit serves people of all ages. In 19 cities across Contra Costa County. This year, its the main Event Sponsor for martinez pride. We really want to elevate that message to create awareness , and also to allow people to feel welcomed everywhere they go in our county. And for the main organizer, for sarah tucker, its personal. It just it helps as a parent and as a queer person myself, it helps to know that our community is behind us. Martinez is now one of several Smaller Community us that have adopted their own pride. Instead of relying on events in larger cities. Tucker says with a rise in anti lgbtq legislation across the country this year, pride has never been more important. There are lgbtq folks everywhere and we like to see it in our communities. We want to know that our local businesses support us and our City Council Supports us. And so its important to have representation. Its important for our kids to have representation. Martinez mayor brian zorn says the event is also proudly backed by the city, with a 2,500 cultural grant. In addition, it really shows our Lgbtq Community living in martinez that theyre seen and that theyre loved by their martinez neighbors. But with future Grant Funding uncertain, the Rainbow Community center is still seeking more sources of funding to make sure pride can continue next year. So were trying to bring more Community Members to step in and also build a donor base for us to sustain throughout many years. And if they can contribute to this group, then that will ensure that were able to have this event annually. Uh in martinez, lena howland , abc seven news in San Francisco this weekend. You can expect to see a lot of leather in the citys soma neighborhood. The 40th annual folsom street fair is going on sunday. The event draws thousands of kink and leather enthusiasts to the city every year. There will also be food, drinks, live music and, of course, local businesses out there. Folsom street fair will go from 11 a. M. Until 6 p. M. On folsom between eighth and 13th streets in the east bay. Tens of thousands of people are expected to stroll the streets of lafayette this weekend for the art and Wine Festival that starts at 10 00 this morning. It features hundreds of vendors as well as live music and kids zones and it takes over several blocks of mount diablo boulevard. You do have to buy your drink tickets in person if youre going. This is the largest annual festival in Contra Costa County in the north bay. The wine grape harvest is off to a late start because of a cold and wet spring that delayed the ripening. And now, with potential rain in the forecast, many vineyards are moving to pick some varietals quicker. But despite all of these weather roadblocks, many are optimistic that 2023 will be a good vintage. Abc7 News Reporter cornell bernard has the story from wine country. Im really happy with the way the my crew has gone through and balanced this canopy. Its a busy week for steve letson, a fifth generation winemaker in kenwood. Im up at 3 00 in the morning and getting people organized and im out in the vineyards checking fruit and stuff. Its harvest time for many white grape varieties. Most of the picking happening overnight to keep the fruit cool. We picked a day last week. Its a small block up in mt. Terraces. Its just incredible. We only make 50 cases of an incredible wine and so now were looking at chardonnay and sauvignon blanc. Steve says the 2023 harvest has been delayed 2 to 3 weeks after a cool wet spring which slowed grape ripening. And now theres more weather challenges ahead. All the smoke in the air from wildfires up north. Not a huge concern to steve and his crew because the particles are so high in the atmosphere. But rain in the forecast is a different story for grapes still on the vine in our red grapes cabrillo, all the reds, that wont really bother them that much. Thats not going to do anything but, you know, white grapes. What can happen, especially if you have tight clusters, get the matter some mildew bunch rot and stuff like that in there. The approaching rain is accelerating. The picking of the grapes. Normally this time of year, were were in the 80s and even in the 90s in mid september. So thats been a concern. Its kind of stalled the ripening process. This brooks painter from bay city winery in saint helena says his priority is harvesting white grape varieties at the labels vineyard here in the anderson valley, which could see three quarters of an inch of rain in the coming days. Last thing you want is a heavy rain right at the end of harvest when were essentially ready to pick the grapes. Ive been doing this my whole life since i was a little kid, steve says. As farmers, you have to pivot with changing weather conditions. And he believes when the harvest is done, theyll be something worth toasting to. A Halloween Museum where it looks like they have some creepy dolls in active games, food and drinks, night with unhinged. Yeah, were going to see a big pattern change come the end of the weekend, but also some big changes for your sunday, which most of you certainly will be looking forward to. Thats better air quality today. We still are under some haze and a spare. The air alert is moderate. Air quality lingers throughout the bay area as we cant quite get into that new air mass until the winds totally shift. So there has been some rain in Southern California to the north and west of us. This front arrives on monday. Well be getting the tail end of it. And in between that, we still are looking at those hazy conditions around the bay area. The smoke with the northwest winds gets pushed offshore and then the sea breeze pushing it back onshore, allowing for the haze to stay in the atmosphere. This is Tropical Storm ophelia with winds of 65 miles an hour, really bringing some pretty good rain. From raleigh, North Carolina, to virginia, all the way up through new york and cape cod for a really gray day here, anywhere from 2 to 4in of rain. And so well be looking at a very soggy scenario here for much of the atlantic and back home, its dry and well get into southerly winds tomorrow. Temperatures have been certainly cool, well below average. That continues again today. But well get back into a better fall pattern, which were more used to the end of this coming workweek. Well say about actually wednesday. How about the middle of the workweek . 55 in concord. Its 53 in martinez. And temperatures pretty cool consistently in the 40s. The last few days up in the north bay, 43in novato, 48. Napa, 47 pacifica and a little bit of fog up towards napa, a quarter mile visibility 880. It is milder in livermore this morning with Cool Temperatures from santa rosa four degrees cooler. Compare to this time yesterday and napa is seven degrees cooler. So we talked about our spare the air, the hazy conditions today, better air quality tomorrow. Chance of rain coming in monday afternoon. Heres the way its going to look today. Waking up to mostly cloudy skies. The fog pulls back, but well get into some high clouds around the bay into tomorrow morning. More in the way of cloudiness. That front is just upstream. Here it comes into monday afternoon from ukiah to cloverdale down through Sonoma County and then just kind of falling apart late in the day on monday for some spotty light showers across the bay. Agrihood is also the site of Affordable Housing, with a focus on seniors and veterans, providing not just a place to live and access to produce, but also a community with farmers markets and gardening lessons. Its going to give them something to do, places to be. Were going to have 50 pop up events a year here, so theyre going to meet each other, have fun together and really enhance their quality of life. Community member kirk vartan was one of the driving forces behind the project. He started encouraging the city 20 years ago to revitalize the former uc davis agriculture site. I started connecting and we started Engaging Community and we started having meeting. After meeting millions in funding from 2016 missouri Affordable Housing bond and the city of santa clara helped fund agrihood, bringing in a master developer called the core companies. 165 affordable units have been allocated for older adults, including 54 units of permanent supportive housing. For us, it was really important to look at what are we building and who are we serving . And we know that our Homeless Population is aging and agrihood is responding to that need. Residents are already moving into units with more expected and though the housing is key, those behind this urban farm stress that the brand new space is for everyone, not just for the residents. Its for everybody. And thats thats really the goal is so this is a this is a Community Public asset. How does public space serve the public . The senate backed bill would require a human operator in autonomous trucks over 10,000 pounds for the next five years, according to the sf chronicle, Governor Newsom opted not to sign the legislation, calling it a necessary. The Teamsters Union represents 250,000 members and rallied in favor of the bill this past week. They argued that not signing the bill could risk thousands of jobs being lost. United auto workers are entering their second week on strike. Employees walking out at 38 facilities say that some progress has been made in negotiations with ford, but not with General Motors or stellantis. Still, antis issuing a statement saying that it questions if the unions leadership wants to reach an agreement in a timely manner, accusing the union of pursuing their own political agendas rather than the best interests of employees. The union is asking for more than a 40 wage increase over four years, a 32 hour workweek for 40 hours of pay and a restoration of traditional Pension Plans for new workers. So far, the companies have offered a. The meetings have been bolstered by the presence of four top studio executives, as new developments now, a federal judge has ruled that california cannot not ban gun magazines. Pgandes says that an increase is necessary to put 2100 miles of power lines underground and to reduce wildfire risk. When you put those lines underground, it reduces the need to do things like tree trimming and maintenance around those lines. And it also far increases reliability. Pgandes wants to put most of its many of its power lines underground. That is far too expensive an approach for wildfire safety. The much better approach is to insulate the power lines, which is a faster and cheaper way.
