deadliest tear ortiz attack since the 2004 madrid train bombings. 14 residents after walnut creek apartment building are in temporary housing units at their apartments burned to the ground last night. blitz are saying it was accidental. it could have been far worse if not for the quick action of one man. we report from the scene. a lead up in the unit up here was yelling oh, my god, help. oh, my god, help. >> he was visiting his aunt when he heard the screams. this was video of the fire as it raced lou the buildings. he helped evacuate the residents with the help of a passerby, starting with high over the trees. we came down here and there were old people wandering around in their underwear barefoot just look completely lost. >> thirteen residents have been displaced. at this point we have no reports of injuries to fire personnel or to residents. >> all 13 were helped into the advance and taken to a red cross shelter nearby. fire investigators have determined the fire began in the apartment of the woman that johnathan caldwell first heard screaming for help. they are ruling the fire an accident. abc7 news. two men are expected to be arraigned on monday on felony charges related hour. a little breezy there and that will allow for cooling to head your way this morning. we are looking at the highlights this morning. definitely featuring more of the low clouds and fog with the cooling throughout the bay. but by tomorrow the other direction. we will look for some slight warming and then we will look for a pretty good warming trend, but not until the middle of the week which takes temperatures well above normal. that's the case for much of the country except of course here the left hand corner of the country where trough after trough continues to deposit the sea breeze, didn't get all the way to antioch yesterday. a hot one there. if you were looking for the hot stuff. but cooler on the coast for sure. more from lisa in just a little bit. this morning angel island state park will officially dedicate the centennial wall to honor the immigrants who passed through a hundred years ago when it was an immigration station. they will have an 11:00 a.m. deadgation ceremony. the centennial wall will honor more than 350 immigrants. angel island will remain open as opposed to other state parks but it will likely lose seasonal help under park cuts. there's a new push for donations to keep hiring seasonal workers to help it look as good as it possibly can. lisa is with us now. it will be windy there for the ceremony i'm thinking. >> you got that right. sunshine on the way, but the clouds are filling in and even the mist and drizzle at thexd coast. a peninsula and san francisco and oakland waking up to cloudy conditions with 1800 feet deck of marine clouds. here's a pan around the embarcadero. you can see it is a gray start downtown with temperatures in the 50s, upper 50s for the most part. good morning, fremont, 57 for you, as well as mountain view, and 56 in san jose, 55 on the coast with low 60s out toward antioch. finally the cooler sea breeze reaching far inland, allowing for more cooling today and slight warming around the bay tomorrow. minor ups and downs the next several days. so it's not looking like any big changes until most of the work week is over. here's the reason why. we've had trough after trough, allowing for temperatures to be a little bit cooler than afternoon. here's the next one on the way. we are sort of between systems here. that will provide the sea breeze once again today and allowing temperatures to just stay capped into the mid-and upper 80s around the bay and even into the delta today. the clouds will continue to retreat back to the coast. don't look for a lot of clearing here around ocean beach. numbers making it into the 60s but more widespread 70s around the bay. a couple 8 #* -- 80s as you head south and east but temperatures below average once again. you head into the valley and it's hot, 99 fresno, 104 palm springs. but notice from the north coast all the way down into san diego, we have temperatures pretty people pratt -- temperate around the bay and the coast. low 70s from sunyvale. low 80s here. look for a sunny afternoon. 71 san francisco. afternoon sea breeze here, up to 20 miles an hour. golden gate park still cloudy skies there. 79 sonoma. near east bay plenty of 60s and low 70s around union city. head inland, mild afternoon. concordat 82. up by the delta we have low 80 #* 80s. we have the minor ups and towns the next several days. that includes tomorrow. the numbers should come up a few degrees. notice throughout monday, tuesday, wednesday, 60 at at the coast, 07s around the bay, and mid-80sen land and here comes summer. the hot summer weatherby the end of the week. >> what exactly is average? we are below it. what is normal. >> we would see low 90s in the inland valleys, more like a 35-degree temperature spread from the coast to the inland valleys. >> looking toward the low 90s down the road, not that i'm holding to you a 14-day forecast all of a sudden, but will they be staying for a while or a roller coaster? is replacing water meters at each and every home in san francisco and ice caused damage to plumbing that homeowners may have to pay for. here's 7 on your side's michael finney with more. >> this 77-year-old woman, helen, had no idea there was any problem in her san francisco home until out of the blue a knock at the door. >> they came to say they had broken the pipe and i would have to get a plummer out. >> unbeknownst to her a city contractor just installed a new water meter for her house, and it caused her water pipe to burst. they said she had no running water, she would have to call a plumber and she would have to get it fixed and pay for it herself. >> you couldn't do anything. >> helen had to rush to find a plumber and it wasn't cheap. $4,200 to break open the sidewalk, install a new pipe and poor new concrete. >> thank god i had the money. it's not like you can do without water until next month. she filed a claim demanding to be reimbursed. the city rejected it but turned it over to their contractor, bmi meter services. after that the case stalled for weeks and then months. >> i got the idea of calling channel 7. i didn't know who to turn to. >> she did call us and we found out this was much bigger than helen's case. >> this is about a few-year project to update all the water meters in the city. >> the san francisco water department is replacing all 177,000 water meters in the city with these new wireless models. the department admits the installations can cause pipes to burst. in fact it's happened at 36 homes so far. helen's was one of them. >> what tends to happen is as you set up the water it causes a slight ripple or shock in the system. so in the case of the pipes are a little score rowed or they are very old, that shock could cause the pipe to burst. we've had 36 case where's it happened. >> and the water department said unless the contractor did something wrong, homeowners have to pay for the repairs that's because types tend to burst only if they are in poor condition. >> the homeowner is response i believe for the upkeep of their property. >> they say pipe breaks are relatively rare. so far bsi has installed 52,000 meeters and fewer than 1% resulted in broken pipes. still, there are 125,000 more homes to go and the department concedes some could be damaged. >> and we have to look at every single case to see whether it's the homeowner's responsibility for the contractor is at fault. >> and joe intends homeowners should not have to foot the bell. >> if many pipes have already burst, who is to say that your home is not next. they should at least give them the option to opt out. >> so far five homeowners, including helen, have filed claims for burst pipes. all were turned over to the contractor. another six claimed the meter work caused other damage such as broken toilets. they declined our request to sit down for interview saying it's not our practice to comment regarding individual teams. we treat claims seriously and have a well-established process in place to respond to etch and every claim. however after we got involved, helen got another knock on the door. >> i got my full payment. i was so happy it was unbelievable. bsi did pay her the full $4,200. >> bsi would not say whether or not it's paid for damages in other cases. however, we will be following up as the work continues on this project.
