she was found along an unmarked trail in fall street state park located off highway 9 in felton. collins got lost while hiking alone last week. she did not have any food but told rescuers she sur vied by drinking water from a creek. a full scale search was not feasible so collins' name went looking for her and found her huddled near a downed tree. >> she had a little plastic bag in her pocket and said she would use that to drink water. sounds like she didn't eat anything during that whole time. >> collins injured her ankle while running along a path and tumbled into a radio convenient. she was unable to get out and ended up taking shelter until she was found. a 20-year-old man is in the hospital with with life-threatening injuries after being shot in the healed with an assault rifle this weekend. it happened on engel street in the bayview district. police are on the lookout for a suspect. they don't know what prompted that shooting. a nine-year-old girl spot while opening the door of her hercules home friday night is in stable condition this morning at children's hospital oakland. she is expected to make a full recovery. lisa amin gulezian reports on the search for the person who shot her. >> she looked out the little window. and that's when she was shot. >> in a matter of moments, this house on brighton street was under attack as soon as the little girl looked out the side window, the shooting started. the nine-year-old's aunt who was home at the time but did not want to be shown on camera explained what happened. >> the window, kept on shooting. shot the door. shot the walls. she got shot pretty bad. >> she was shot in the neck and the back. >> it takes a pretty cold-hearted individual to do that. >> the girl is the key witness so police say there are several others. the girl's aunt and nine children ranging in age from two to 18 live here and they think this was planned and someone in the house was a target. they run a day-care center out of the home. they disagree. >> i don't think this house is the house they wanted someone would come up and see there's a sign on the door that i was closed, child care's closed, they should have just walked away. >> they're very much the kind of people that everybody around here wishes was gone. >> this neighbor is afraid of retaliation and doesn't want to be identified. he says there have been problems here ever since the family moved in two years ago. hercules police confirm they've been to the house several times over the past nine months and about three months ago shots were fired at the same house. no one was hurt at the time and no one was ever arrested. >> i'm scared to death. like this is just not the neighborhood where we have problems like that. so it just really makes me nervous. >> police reiterate this was a planned attack and an isolated incident. still they are beefing up patrols in that area. in oakland, lisa amin gulezian, abc 7 news. >> a man charged with sexually assaulting a two-year-old girl will be back in court tomorrow morning. eugene ramos will appear in alameda county superior court to enter a plea on charges stemming from that incident last week in a union city dollar store. he grabbed the toddler after she wanded off from her family. the grandmother's screams alerted other shoppers. two men at the store blocked the suspect's exit preventing his escape. ramos is a registered sex offender. a way ward sea lion lost her way and ended up far from home. she ended up at a school outside oakland in contra costa county more than 50 miles from the ocean. amy holyfield reports. >> nanu didn't put on any kind of show but the locals were still very impressed to see her. >> it's cool! >> the local animal control officers corralled her here on the campus and then called the marine mammal center in sausalito to come and get her. while she waited for her rescue crew, they started rethinking the school mascot, the knights. >> our new mascot. aside from the novelty and excitement, nanu's situation is actually a serious one. >> he's been treated at our center before. right now he's just a little bit disoriented. he was taken back to the center. our vet and staff will take a look at him and from there we'll see what happens. >> this is nanu's third visit to the center. veterinarians treated and released her twice before. the fact she's turned up a third time is a bad sign. >> she might be suffering from chron unit poisoning. that's irreversible. >> it's caused by eating toxic algae. nanu's case is chronic. her days in the bay might be over. >> we want to give every potential opportunity for this animal to be out in the wild. at the same time we want to make sure we're doing the humane thing for that animal. >> officials at the marine mammal center say the number of way ward sea lessons is on the rise and they aren't sure why. they rescued nearly 1,000 marine mammals this year. the average is five to 600. >> there's issues such as ocean trash. they're entangled around the neck with netting and fishing lines, gunshot wounds. that's another one. >> disease is another reason. that's why nanu keeps turning up. the center will treat her and determine whether she needs to stay or can be nursed to health and released back to the wild. >> fisherman, lawmakers and scientists are urging state and federal officials to do more to protect california's dwindling salmon population. a meeting this weekend follows the cancellation of the last two commercial salmon fishing seasons off the coast of california. most of the oregon coast. a little more than 39,000 shan nuk salmon returned to spawn in the sacramento river basin last year. that compares to nearly 770,000 in 2002. many fishermen blame the decomplain on the transfer of water from the sacramento river system to farms in the san joaquin valley. >> the salmon are a resilient species. they will come back when we have clean water in our rivers and delta at the right flows and the right times of year. >> peninsula council woman sponsored a full recovery of the salmon that could spawn 94,000 new jobs and generate $5 billion in new revenue per year. if you want to do some jobs in san francisco, you may need to live in the city. the board of supervisors is expected to vote tuesday on a proposal to require contractors working on city construction projects to hire locally. the mandate would be for 50% of workers to be san francisco residents. although the local hire stipulation would be phased in over six years. the measure is an effort to counter a city unemployment rate of nearly 40% in the construction industry. tomorrow a federal appeals court panel of three judges will hear constitutional arguments for and against same sex marriage. they're reviewing a federal judge's ruling that proposition 8 is unconstitutional. judge vaughan walker also issued a stay blocking same sex marriages while the appeals court examines that case. same sex couples who want to marry have been waiting ever since. >> it's almost tangible, the way it feels not having legal recognition from the state. it feels like society's discouraging you. >> back in august two had been hoping they could tell family and friends to join them at city hall in san francisco for a legal wedding. now six months later, they are still waiting as at tomorrow's hearing the three-judge panel at the 9th circuit court of appeals wants those who oppose the marriages want to explain why they have any legal standing or say in the case. >> the united states supreme court has said if you just -- somebody who supported a law, voted for it or funded the campaign, you don't have standing to challenge -- to be involved in the challenge to that statute. >> the people vote for determination to become a nuclear power describe global opposition. iran says it's now self-sufficient over the entire nuclear fuel cycle. the uranium government is to meet over the issue. it could be an effort to get iran to freeze its nuclear work. two people have died and dozens injured after a russian airliner skidded off the end of a snow which runway during an emergency landing in moscow this weekend. the plane had just taken off from another airport in the rush than capital when two of its engines failed. a third engine failed during the emergency landing. russian officials report that plane carried at least 155 people. they say 83 of them were hurt. a surveillance camera caught a dramatic rescue inside a railway station in madrid, spain. you can see a man in the background fall on to the tracks. other passengers are waiting for an approaching train to stop just as another man leaps on to the tracks. he pulse the victim out of the train's tracks with seconds to spare. it turns make it out were delayed. about 5 inches of snow fell in the upper midwest yesterday. i have someone who's trying to make it out of chicago today but they could face delays here with the rain? >> yes. passage of the cold front. with the cold front some gusty winds and a wet weather pattern really stays with us for much of next week. but this storm system today, the biggest one that we'll see all week long. our seat and radar composite shows the system pushed through anywhere from a couple hundreds to about five hundredths of an inch of rain at livermore. an area of low pressure, a pretty strong cold front. that's going to swing on through here later on today about 10:00, 1:00 tonight. with it we'll get the rain. the wind will mainly be along the coast but with it we're talking gusty southerly winds, 25 to 35, maybe gusts to 45 mph and mainly right around here, the coastal hills. so from 2:00 this afternoon to 5:00 tomorrow morning and later on today, here's when the rain's gonna hit. after 1:00 look at santa rosa, point reyes and 3:00, 4:00, the front offshore but the rain moving into the east bay and by 6:00, 7:00 everyone looking at wid spread shower activity. some heavy and pushes on through after 9:00. the showers more widely scattered with rainfall accumulations in the santa cruz mountains, anywhere from an inch to 2 inches of rain, an inch on the peninsula, lesser amounts east bay, south bay. the north bay the higher elevations maybe an inch and a half. a pretty hefty system with the wind accompanying it along the shoreline. wind weather advisory from later on today with 6 to 12 inches of snow about 7,000 feet. starting out pretty high. it's a warm system. right now looking at rain at blue canyon and the snow level lowers to lake level 3 to 6 inches by monday. temperatures upper 50s to low 60s. a mild start with the cloudy skies. the winds picking up later on today. 58 san mateo and by about 3:00 there's the rain poised offshore. 58 downtown north bay numbers. 56 cloverdale with 58 vallejo near east bay ranging from the upper 50s, richmond to 61 fremont and more upper 50s dry the beginning of the day but that's all gonna change quickly. 61 describes herself and her husband as "peas in a pod." the san francisco police crime lab is facing new accusations about mishandling evidence. the san francisco chronicle reports the issue this time is with dna evidence. it has to do with a criminal trial in 2008 and a mix-up of genetic material that must have been used as evidence, a mix-up with a controlled sample of distilled water. the investigators were not as concerned by the mix-up as the way it was handled after the crime lab officials game aware of that error. during an inter face service in san francisco, local clergy members urged congress to pass the dream act. the group held a prayer service last night at the old mission basilica in support of two young people facing deportation. both came to the u.s. as children with their parents. elizabeth lee recently graduated from lowell high school and hopes to become a social worker after finishing college. the dream act would allow undocumented students who work toward recovery of the monterey bay is the subject of a new book. and in this assignment 7 report, karina rusk shows us the success story. >> the stunning beauty of monterey bay hides a history of exploitation. one wild species after another was hunted for profit and many to near extinction. in the early 1800s, it was otters. when they were gone, the target became whales. then abalone. 1915 ushered in a relentless pursuit of sardines. >> at its worst, the bay was a smelly, polluted, empty mess. >> in the decade between 1935 and 1945, the canneries were the heart of the economy hauling in about a million pounds of sardines a day. the process waste was thrown back into the bay and the stench permeated for miles. dr. steve palumbi says the depth of the destruction makes the revival an amazing story. >> they've recreated an economy in monterey that's based not only on tourism but the health of the echo system. >> the director of hopkins marine station and just coauthored a book called the death and life of monterey bay. one of the early pioneers in protecting the bay was a marine biologist who became mayor of pacific grove in 1941. she did make five miles of shoreline off limits to commercial fishing. that single act foreshadowed what are now called marine reserves. another turning point was the creation of the monterey acare yum. it's ironic and appropriate the nonprofit is housed in an old cannery with a mission of inspiring ocean conservation. >> no one had ever grown kelp in captivity. a lot of the folks in the aquarium business told us, one, you can't do
