Communication is located within the 911 dispatch center in downtown dubuque. Its called edacs, a system thats been around since the mid 1980s. Dubuque has used edacs since 1997. The system works great. Its just that as soon as that date comes along, if something goes down, they are not going to be able to send it to the company, because the company is no longer going to support that. By july 1, 2018, the county 9 11 communication s board will need to upgrade to whats called the p25 system. That new system is the national standard, but comes with a hefty price tag. They way we did it back in 1997, the county supervisors paid for it. But we were able to use a Public Private partnership with racom, in order to get that cost down. The 911 communication s board is investigating similar partnerships for ways to fund the project. Berger says the board is also currently dealing with budget shortfalls due an increase in cell phone use. The board receives one dollar per month from the 911 surchange fee from all land line users in the county. But with so many people getting rid of theirirand line phones. Weve lost almost 200 thousand each year from people migrating away from their the good news, berger says, is theyve known about the needed upgrades for years, so theyve already replaced all the field equipment. Thats the portable radios police, fire and ems wear right here and the radios they have in their vehicles. All of those tools will be compatible with the new system. The Rural Mainstreet index shows fewer than nine per cent of bank ceos who responded said their local economies were expanding. 36 point 9 per cent said their local economies were in recession. Iowa lawmakers are taking action to make sure the state doesnt lose money for road projects. The house transportatio n committee passed a bill that would keep 17Million Dollars a year in iowas road fund. Without the bill, that money would go to a fund for cleaning up underground storage tanks. Thats because one cent of a 32 cent per gallon fuel tax earmarked for storage tank cleanup is expiring this fiscal year. The bill would cap the storage Million Dollars. And Chipotle Mexican Grill plans square foot restaurant march 5th in the same retail center. The city of North Liberty is asking the public for input on how to improve travel, parks and water capacity. Its holding a Public Meeting right now focusing on road work, developments and traffic flow at a number of points in the city. Its also looking at upgrading the Penn Meadows Park and centennial park. But it does mean one or more of the bridges key elements is in poor condition. Since 2004, more than 19 been built in iowa. 227 have undergone major reconstructi on. Kcrg tv nines Dave Franzman joins us live tonight from a bridge in linn county. Dave, people might be wondering how iowa tops even much larger states needing repair. Bruce, the short answer is simply because iowa has so many bridges compared to other states. But theyre mainly in isolated areas with little traffic. The 10 cent a gallon increase in the state gas tax a year ago is pumping more money into bridge work. And this year, that could start to make a difference. Most of the potentially problem bridges in iowa arent where people drive a lot. Sot nn theyre out in rural areas like here along bloomington road mt. Vernon where a 600 thousand dollar project will replace a deficient bridge over big creek by july. Only a few dozen cars a day passed by here when the old bridge was open. Still, drivers hear the phrase structurally deficient and the reaction is well do something. I think it is a big deal, you never know when youll come upon a bridge that deficient we dont understand theyre in need of repair but it is a very big thing the iowa dot oversees about 41hundred bridges on state roads and interstates. Only about 100 are considered deficient. The vast majority are isolated county bridges in rural areas with little traffic. Like this 1875 blue bridge over indian creek. A 10 cent state gas tax increase last year added a Million Dollars to the county road budget in linn county and a portion is speeding up bridge work. Adding that in will make some difference, but linn county is in a pretty good position. With be in as good a position as anybody only 19 linn county roads are in the structurally deficient category. In some smaller counties, the number could be half the total. The county engineer says the added gas tax money should make a bigger dent in the deficient bridge problem in 2016.
