on our top story out of new york. police have found a car bomb inside of an suv parked in new york's busy times square. the bomb did not explode, but the vehicle did catch fire and now it has been towed away. wally zeins is a former new york city police hostage negotiator. he joins me my phone. thanks for taking the time here. it couldn't have turned out better, you could say, president obama even praising the nypd for doing everything right. tell us what's next in the investigation. >> absolutely. by the way, my hats off to the nypd as always. in this particular investigation, right now what they're doing is taking the car to a location where you can look at the car like a microscope slide. they're going to put that car under a slide and take every inch of that car and go over it to find some sort of fingerprint or some sort of investigative need that can help them in this investigation. in addition, the vehicle identification number was missing on the car, and there are hidden -- what we call hidden vins, and they will find those vins and they will trace it. and this investigation, wherever that car came from, that's where this investigation is going to go. in addition to that, the license plates didn't belong to the car, and that car then -- they were connecticut plates, so they will be taking the investigation to connecticut. in addition, they'll also be looking at all the security cameras. new york city is one big eye in the sky from security cameras from all the different buildings and hotels that are there. in addition to that, they'll be checking the bridge and tunnel security cameras because the car had to come into new york city. and as you know, new york is an island. >> it certainly is. as i can imagine in times square a lot of cameras would be focused on that particular area. also mayor michael bloomberg, wally, while he says we avoided what could have been a very deadly event. i think the man passing by, who decided to say, hey, that vehicle doesn't look right, should be credited for helping this, for helping save maybe dozens of people. >> absolutely. you're 100% people. you have to be vigilant. we all have to work as a team -- civilians, law enforcement, the media. if you see something out there, report it. and, you know, another interesting concept is that the collateral damage in this particular incident, for example, the psychological effect of a car bomb found in midtown manhattan during theater district time is going to leave an effect. so this investigation is going to really, really pan out, both city, state, and federal. the nypd fortunately works with the terrorist task force, the head of the fbi and they'll all be working as a team. >> brings a lot of people back to 9/11, the outcome obviously very much the south once again. the threat for flooding is really the biggest one i'm tracking today. it does include places that saw over a foot of rain already in tennessee. you can see we have a lot of rain accumulating in parts of the south, flood watches and warnings set in advance of this system. also it's going to be a hot one ahead of the front. look at this. high temperatures in washington once again, over 90 degrees, 93 degrees today for a high temperature in the forecast in our nation's capital. new york city, 86. 87 in atlanta. and atlanta you'll see some rain, as well, in the forecast as that front pushes to the east. behind us, we have much cooler air. in denver, a high of 52, san francisco, 68, and in los angeles, 70. note the weather in phoenix, arizona. 83 degrees. it will be windy in both phoenix and also further off to the east in albuquerque, new mexico. we'll see windy conditions there, a high of 75 in las vegas. so if you're watching us from tennessee, anywhere in the midsouth, just be prepared. we've had some tornado watches early this morning, we still run the risk for severe weather in advance of the system. but remember with all the water having accumulated yesterday, do not attempt to drive on any road that's covered with water because you don't know how deep it is. we've seen a lot of rescues yesterday for people that did get stuck in their cars due to 300, 400 yards of boom to protect this e this area. they were deploying this. they had four or five boats. they had about 20 personnel trying to anchor two ends of two lines of booms very quickly and behind me you can see some of these booms are loose. not at all connected anymore. the anchor on one side completely gone. the anchor on the other side still down. an anchor on one side doesn't work. you need to have it on two sides. this is one boom. one end they need to anchor it and other end they need to anchor it. what will happen sometimes as currents change the arc will move the other way. in this case behind me, that's what happened. the arc moved the other way and it then hit the shore because the arc was facing towards the ocean. and that is what they have to deal with all up and down the coast as we've been reporting the miles that they have to cover with these booms and dynamics and problems and challenges going forward as the weather changes here in the gulf. so now what they're trying to do is to take off this yellow rope. they'll rejoin the anchor on this end and if you look farther to the left, what you'll see is the other half that was curled up next to me earlier, they'll try to connect that to what you see way to our left. that's still outside. they brought in two boats in the last 10, 15 minutes. they'll pull that in. put them together and try to get them out there. this is a lot of work. this is something they put out yesterday about 24 hours ago. they'll do it again. and probably have to do it again because the waves and the weather system is
