It had and 19 miles under the surface at point mackenzie, which is about five miles north of downtown anchorage. We have reports of Severe Damage to the infrastructure such as roads and bridges and that sort of thing. So houses, tens of thousands are without power. Although Power Companies are working to get the power back on because they only have about six hours of daylight in alaska at this time of the year. The temperatures are in the mid 20s. Governor bill walker issued a disaster declaration. President trump tweeted that hes monitoring the situation closely and praying for those impacted. The airport is allowing planes to take off but not land. Theres a ground stop for planes coming in. Getting freight in and out of the area to the airport will be difficult. Were told it might be in the spring when they can fix that road when the thaw takes place. Alaska is the most seismically active state in the country by a long shot. Theres 10,000 quakes per year in that state. Theres 45 per year in the 6 to 7 magnitude range. A lot of earthquakes in alaska. What is unusual habit this one, the location. We dont usually have them strong in anchorage with 280,000 people. The taps pipeline that goes from the knot slope of alaska to valdez, that lifeline of alaska has been shut down as a precaution. Theres no reports of damage or injury associated with that pipeline. The good news is, no reports of sear you injuries anywhere in alaska. Theres no reports of major structural damage like high rises. Those buildings seem to have come through very well. Neil . Neil and the operators of the trans Alaska Pipeline said as a precaution they shut the system down as a result of this. A spokesperson say theres no damage or leakage from the pipe line. Now to a witness in alaska, david harper. What was it like . Its interesting. I was in the bathroom at my house. Everything just started shaking. I literally ran out of the bathro bathroom. My son was watching tv. I grabbed him. It was the worst shaking experiences had. Ive experienced other ones that havent been this bad. Now were having some aftershocks. Neil what did thing looks like outside . The cars were moving back and forth. Picture frames coming off the hinge. Dish ware falling out on the ground. Standard for an earthquake. There were blinds attached to the top of this window that fell off. Just there was a chandelier that was watching. It was swinging. The glass piece sitting up in top of it were all tilted and swinging to the side. Neil theyve had a hard time trying to assess damage throughout the area. Were looking at live images coming in now from ktva. This was like a curse of rich and bad. What have you been able to hear from friends of those youve been able to contact . We might have lost him. Were seeing a couple things from this. Hes no stranger to this, of course. Alaska does have a lot of quakes and tremors. More than all other 49 states combined. What startles people is how severe they can be. This was a shocker. An Anchorage Police chief has said that parts of the scenic highway from alaska towards the mountains and glaciers has disappeared following the earthquake. This might be separate from other roads and arteries, for example, go from anchorage to other points south. The point of the matter is, officials are evaluating the damage to the glenn highway. Some are so significant it could take a long time to remare. The images that we got from folks before we got up here make it looks like these are completely untraversable, that you cant get around. This is surprising in that there wasnt more reported serious damage. Certainly this is nothing to take lightly. Kathy joins us from the university of alaska. Kathy what are you noticing there . Well, we had quite a shake here with the major portion of the earthquake that came around 8 30 a. M. Alaska time. Im here at the university of alaska anchorage campus. Were happy to report that theres no injuries here. We did close our campus. We do have some damage in some of our buildings but i think its going to be manageable. Our emergency or Incidents Management Team is in full activity. We have planned for events like this. I can tell you, it will quite shaker. Im originally from california. I experienced the loma earthquake. This was very strong. This was close to anchorage and the duration went or for quite some time. Were fortunate it could have been worse. Shepard were hearing that kind of stuff. For a 7 magnitude quake, pretty serious stuff. The fact that we had no reported deaths or serious injuries yet and i hope that stays its remarkable how a number of buildings held up as well. Not so much on the number of reports and highways. Can you tell us anything about that . Were looking at the news as you are. Its true that our buildings did perform very well. That is probably a reflection that were a relatively new campus. So the building coats that were in place when these buildings were constructed probably really took the seismic activity to mind. We should be up and operating shortly. You know, our students and faculty and staff will probably have challenges getting to campus because of the pretty Severe Damage to the roads within the city of anchorage and, you know, surrounding areas. When you see these images coming from a larger state and you know how they build structures to prepare for this, especially after a massive experience that they experienced in 1964 where it moved the ground and dropped eight feet in some places, the geo physicist gavin hayes joins us in colorado, i believe. Normally when you hear something of this severity or sounds of this severity and you see what you see, you realize it could have been worse. What do you make of it . Yeah, certainly could have been worse, this area has bigger quakes like this in the past. When you get a quake like this, you have to be aware of the hazards that continue. Neil much of the damage is to roads. Not as many structures. Im not minimizing the structure raleigh damage. But to your point, maybe this is a post 1964 earthquake phenomena, but alaska, because theyre used to this thing or the frequency of these sorts of things at lower levels, they prepare for that. The roads is diceyer to call. Yeah, the roads are harder because theyre build on the soils and the rocks that are prone to ground failure. So its harder to mitigate against that kind of damage. Shepard as someone that follows this closely, what do you look for in the hours and days ahead . The aftershocks will be the important story. Weve record many. Theres about a 25 probability of more coming in the following weeks. A smaller chance of a larger earthquake in that time period. Thats what well be looking out for here at the usgs. Neil what do you know about this region and this area where the quake occurred . Its an area of convergence. The pacific play is moving towards the north america plate. Its somewhere that has had big earthquakes in the past. 1964 is a classic example of what we expect. These smaller events, while significant, are very common in these types of areas. I was president sure the house wasnt going to come down. It was very frightening and then it stopped. I ran downstairs to check out the house. Everything was on the ground, pictures, flower pots. I started getting dressed. I have older parents about ten minutes away. I wanted to see how they were doing. And then a second earthquake hit. Seemed as strong as the first. It was frightening. But again, everyone in my family is safe. Not bad on the property damage. They have closed the highways going north and south. They shut the city down for business. But well get through it. Neil and i know you have enough to contend with around your neighborhood and check on your family. But were hearing of roads and scenic highways and chunks that have disappeared, whole swaths of arteries that sunk. Do you know anything about that . The seward highway is closed. That shut down. The glenn highway going north, my understanding is that has been closed as well. There may be one lane of traffic going now. Yeah, some of the overpasses collapsed. Some of the roads, particularly on the valley north of anchorage, the cracks are so severe you cannot drive them. People trying to figure out how to get home. Neil you said that alaskans are a hardy breed. This is not you standard fare. No, this is the worst quakes been through. I wasnt alive in the 64 quake, which is the biggest one on record in the United States. My folks were. But this is the largest quake ive been through and seemed to go on and on and got more severe. They have six hours of daylight this time of the year. Important to keep in mind, they got a lot of earthquakes and a lot of strong earthquakes. Take a look at this list that top one there, the Prince William sound earthquake in 1964. That was a 9. 2. The second largest hurricane anywhere in the world and recorded history. The last one here, number 5, the 8. 1 caused tsunamis to antarctica. This plots where the quicks were in the past ten days. This is the center here. Just close to anchorage. The reason its so concerning is the proximity to anchorage. And all those red, those are aftershocks. Theres a lot going on here. The worst was the 7. 0. That aftershock was a 6. 6. Because of that, there was initially a tsunami warning across the cook inlet. Just want to tell you real quick, we dont have much more daylight, about three more hours left. Its 26 degrees. What is about this area that incites this stuff . Yeah, this has anchorage is located right along the cook inl inlet. A lot of the ground is susceptible to liquifaction. If you have soil with a lot of water it and shake it, it turns into quick sand. That end up being very difficult to build a building or build a bridge that can withstand that kind of ground movement. Neil i heard obviously maybe you werent a stranger to this in pasadena. Theyre more prone to try to build more earthquake resistant, not earthquake proof or stronger structures period. That seems to be the case with a lot of buildings, maybe not all the buildings. This is a post 1964 phenomenon. Is it your sense here its a different belt when it comes to things like roads, highways . Neil so there are many ways that we can build our roadways and other infrastructure so its more resistant to earthquakes in similar ways that we can build our buildings so theyre more resistant. Alaska is use they have very Good Building codes due to the 1960s earthquake. Its possible that the worse off buildings were damaged in that about 40 years ago. Now what were seeing is that theres New Buildings that are built to better building codes. Its very difficult to build when the ground is moving sideways underneath your building. Neil and you referred to that giant 9. 2 earthquake. That was the most powerful recorded in american history. Obviously did major damage to anchorage. 139 people were killed in that one. What do area residents have to prepare themselves or brace themselves for in the next hours and day . Yes, going forward, the people in anchorage will experience a lot of aftershocks. There was a magnitude 5. 7 that happened minutes after the 7. That will continue. Well feel aftershocks all day today. Continue the next week. The trans Alaska Pipeline that transports oil from the alaskan north slope that has still been taken down. No reports of my damage to this pipeline at the point with a separate feeder line along the alaskan north slope. No damage to that facility as well. Were hearing separately coming from congressman john young that will be joining his colleagues season, the alaska state delegation will update us on what is happening in the home front. Convention center has opened in downtown anchorage to shelter people that might be trapped or unable to get back to their homes or connect with family members. Well hear from alaskas congressional delegation and the reports weve had from the states governor that theyre doing anything and everything to make sure help is on the way. You might be noticing as we take a look at aerial shots of highways going in and out of anchorage for the time being seemed to be going one way. That was closed by a rock slide. The one side where a bridge has shut down all traffic on one side, theyre piling up on the other and slow going. Theres reports that some roads that feed into seward highway that some are impassable and some have sunk. Others reporting that they disappeared. Hard to get a sense of that, the magnitude of that. The good news is that it could have been worse. We have again at this point no reports of any injuries or deaths. We hope that remains the case here. To say this is a big event for this area, certainly the most significant since the 1964 quake, considered the worst ever in north american history. That was around 9. 2 and took almost 200 lives. A lot of Lessons Learned including building codes and the roads. Could be worse. Doesnt Trace Gallagher know it in los angeles. Neil a couple of contributing factors. You said the seward highway was closed off, a couple other factors playing in. You have the bridges along the roads in alaska and the engineers are not 100 sure the bridges are solid so traffic is being diverted off. Remember earlier, there was the tsunami warning. So people in lowlying areas were told the get to higher ground. That was lifted a couple hours ago. And then a lot of people trying to get back in their homes. You have some of the major roads. You can see this one. The others are either open or beginning to flow again. For electricity around anchorage, theres reports of 7,000 homes and businesses without power. One of the substations is ban online and no reports of lines down. Thats good news for First Responders trying to get to the various Business Districts and neighborhoods to help those that might be in need. The amazing thing is the fire chief said that he did not find any major structural damage to any of the buildings in anchorage, which after a 7. 0 earthquake which is stronger than the northridge earthquake, that is astounding and a very big testament to the citys very strict building codes. You mentioned earlier, Alaska Airlines had suspected their service. Its back online. Alaska is flying back in and out of anchorage. Thats the regions biggest carrier. The airport is emphasizing that theyre up and running and roads to and from the airport are open. So the roads earlier were closed. Now people are making a big point saying the airport is open. Come back. The Train Service across the state of alaska is not operating and might be a few days before its back online. Mostly because a major substation was flooded. Alaska as you may or may not know is the most earthquake prone place on the planet. They get an earthquake everyone 5 minutes. Most you cant file. Some you can. This one was felt for a 400 mile wide area. It was fairly deep. 25 miles. That depth allows more energy to be absorbed. A shallow quick. Like when you shake a blanket. You pick up a blanket and make your bed. Those waves, thats what happens in a shallow quick. Thats why shallow quakes are so much more devastating and damaging than deeper quakes. Deeper quakes are felt over a wider area. As you noted over the past 2 1 2 hours, more than ten 40 after shocks, ten of them stronger than magnitude 4. 0 or greater. Neil . Are you getting any reports that the fact that Train Service throughout the state, forget anchorage, you how long its a big state. Its a big state. What happens is, you have this major substation flooded in anchorage. That controls many of the trains and controls the passenger trains and the freight trains, a lot is electronic. The other half of the equation is, you have crews going out and making sure that the train tracks are solid. This was felt over 400 miles. Before you put trains on tracks, the last thing you want to happen is for one of these tracks to be off kilter or busted. Because theres no train now, you have to send out crews to get a visual to make sure that youre not sending a train into a very dangerous situation. Thats the pros says the next 12 or 10 hours. Neil all right. The congressional delegation and congressman don young among those leading the effort that say federal help is on the way. Weve been in the communication with fema. Well be in communication with the governor. The new governor, too. See what we can do to do it. Thats about all i have to say other than questions. My two senators would like to address you. Were here as a team to solve a problem created by god. Well see if we can make sure the people of alaska are taken care of. With that, ill go to my senior senator, mrs. Murkowski for her position and i let her have the podium. Everyone is seeking the update, the assessment and i think we all need to recognize that this is still just mere six hours after a 7. 0 earthquake in the heart of alaskas population center. The impact is very real. The impact is very hard. And it will require apparently a great deal of recovery and effort. Alaskans are resilient. We have a Bad Reputation for having more earthquakes in our state than any part of the country. That doesnt mean when you get hit by a big one, it doesnt have substantial and devastating impact. Again, thats what is being assessed right now. In the near term, we want to make sure that families are safe. Its dark and winter in alaska. There are homes without power. There is some concern that you may have gas line breaks that could lead to potential further disaster. So there is an immediate onsite lets assess it and get Families Together and safe. The infrastructure assessment will be a longer term assessment most clear by but has impacted the major arterioles in and around anchorage. That is a concern. So the congressman has mentioned, we are were in constant communication with the agencies, whether its the usgs, whether its noaa. The good news is tsunami warning has been cancelled. The coastal communities are not concerned about further impact to their areas. Wove had a conversation with the Vice President , with the administrator of fema. We have the regional head of fema coming up to the state as well as the second in command here who will also be on his way. So the response teamworking from the federal level working in conjunction with the state and the municipal, these are the integrated teams that needed to be put in place to begin the initial assessment. Then we move forward from there. Dan . Just real quick. Make no mistake, this was a big one. My wife was texting me. Shes in anchorage, when this was happening. Weve had a lot of aftershocks. Some above 5. 0. As congressman young mentioned so far, thank god, the good news, in loss of life. We wanted everybody in the country to continue to pray for people in our great state. Senator murkowski mentioned, the damage is significant. If you see it on the news, seeing pictures and where its very significant is with regard to our infrastructure, with regard to bridges, with regard to highways that have collapsed. What were going to have to do and as senator murkowski mentioned, weve been in touch with the president , with the fema administrator, had a good call with general kelly who is down in argentina. You saw the president put out a tweet saying no federal expense will be spared. Thats important. But we have to get building again very, very quickly. We will have a call later this evening with secretary chao. Whether its the core of engineers, department of transportation rebuilding what has happened particularly in terms of transportation infrastructure is going to be critical. Right now the highways in and out of anchorage with the exception of one going up north are cut off. Thats a big problem for us. So we need to get on that soon. But the good news is, we have the federal government fully engaged and well keep working with it with our governor and others in alaska. Any questions . So the roads in to and out of anchorage are in unknown conditions. What are you guys going to do in terms of getting supplies out to alaskans that need them . The road south the road south from my understanding is not working right now because of a rock slide. Thats not new. We should clean that up quick. The one north, the bridges. Were looking at the railroad. If the railroad isnt damaged, we can move products out of the port. Our knowledge, the port has been spared from any big disaster. Its not totally a disaster. The 64 quake that i went through, we had a lot of damage. Every building after that has been built to earthquake standards where we have 32 feet sway in some of our buildings and still wont collapse. The fema administrator when we were just briefed a half an hour ago said right now, no reports of any major building collapse. As youngman young said, knock on wood. Weve done well to the point again, expediting the infrastructure, particularly highways, thats going to be an effort. State, feds, corps of engineers will be critical and we have to go fast. Do you have any update on the wellbeing of the pipeline . The understanding is that the Alaska Pipeline is doing a surv survey, obviously a immediate one and a much more lengthy one. The pipeline has been shut down as a precaution to do this level of assessment. The hope is that they will be able to restart that relatively quickly. As a precautionary measure, it was shut down. Can you expect an update we dont know when. We know it was built to earthquake standards better than anyplace else in the word. We just had the 64 quake when it was built in 1976 and built to the standards and should survive and have done well in all the other quakes. Theyre reviewing it for safety sakes. Its been shut down automatically, which is good. According to the computer feed ins, it survived well. Okay. So theres requests pouring in from natural disasters from all over the United States. With this one, what do you see in funding and immediate ability to respond . That was a question that weve asked of the fema administrator. Whether or not there were Additional Needs to include more in the supplemental that we are currently working on to respond to the hurricanes. In reality, we have not seen the hard numbers coming out of the california fires. The administrator has assured us that they have sufficient funding in the Disaster Relief fund now to ensure we have got whatever assets need to come to us now. Its certainly my anticipation though that in the new year as were addressing not only the california fires but that an additional request for Disaster Relief for this earthquake will be included as part of that request. We dont know how much. As for the immediate money, the governor did make a declaration. Theyre working on that as we speak. Theyre going to get that to the white house. I talked to general kelly. He said once it gets to the white house, the president right now hes in argentina, that should be north coming very soon to enable to state to get access to funds immediately. Were hoping that as early as today the president would be claire that federal disaster. Any more questions . This might be additional money put in for that. They have to fund 7 bills to keep the government open a week from today. We are not sure what the size of the package will be or if they will put those 7 bills together. This is an additional bill. They have 12 bills that fund the federal government. This would be a 13th. I talked to the senator from alaska and she said they will have to reassess the needs. They cant work on bridges and roads until it gets warm in the spring time. It is alaska. Its cold.
