Is it closer to tax cuts or tax reform . Its got to be both. Tax relief is necessary to give the economy a shot in the arm and tax reform is needed for simplification and change in the International System so we can begin to bring the jobs and investment back here. Both are important. By the way, both are popular. The American People are tired of us just talking about it. They want us to get it done in terms of reforming the code to make it simpler, so that jobs are not leaving our country, money is coming back, but also in terms of tax cuts, particularly middle class tax cuts. Neil youre pretty conservative when it comes to the tax cuts and the math and you want to make sure theyre paid for. Some people call that revenue neutral. Some real diehards say that by definition minimizes the bang for the buck you would get and the tax cuts that as senator portman would want will be less than what others in your party want. Where do you stand on that . I talked about this before. Theres a way to do this pro growth and has some tax cuts compared to the current code and doesnt blow a hole in the deficit. You have to have this revenue neutral discipline in place. You say one, that youre going to assume the baseline for how much taxes come into the government is realistic. By that you keep in place the socalled extenders, particularly the bonus to appreciation. That gives you 450 billion more of tax cuts compared to how the static score would be or the current system. So thats one to get tax cuts. The second is, look at the tax reform proposal. You say what does this mean in terms of peoples behavior . Lets take for example if you reduce the taxes on businesses for the things that they buy. Depreciation. If you give them a faster write off. What will that mean . That will mean theres more economic growth. So that needs to be taken into account that will result in more revenue that is called neil but if you anticipate with that dynamic type of accounting, youre anticipating that and tag a number to it. Is it your sense that the tax cuts were looking at, lets say for corporations, should be 15 . The administration seems to be hinting bring the corporate rate down to that. Others argue thats unrealistic. Paul ryan is on 22, 22. 5 . What do you think is a realistic expectation for a Corporate Tax cut . In the count text that i just talked about, as low as you can. The realistic number is probably closer to 20 than 15. Paul may be right. Maybe its 22, 22. 5. Neil what about individuals . One of the things raised so maybe you leave the wealthy out of it. That might be part of the thinking the president might have in making a debt ceiling deal with nancy pelosi and Chuck Schumer that kept the government running a few more months, maybe longer and he might get democratic votes for something that doesnt include a tax cut on the wealthy . Would you be for that . Well see how it comes together on the business side. The 20 say thats as compared to 35 . So its a substantial reduction in the rate. Neil that is substantial. Would you be okay on the rich not getting a tax cut . Yeah. The key there as i saider will ier, middle class tax cuts. Not just because its the right thing to do with the economy but more popular as well. So right now, i think the biggest challenge in the economy and you and i have talked about that wages have been flat. You havent seen an increase in wage growth but you have seen an increase in expenses. Neil youd be open to that retroactive . Im not big on retroactivity period. I think it ought to be prospective. We ought to put something in place for pro growth and relief neil im sorry. Im not clear. Would you be for them being retroactive . No, im not interested. Retroactivity as a matter of principle is a tough thing. Its not fair to people. Neil rob portman from ohio. Thanks. Thank you. Neil he spelled out the broad parameters. That would include a moderate ring of the republican party, not very keen on going crazy here. Theres other super conservatives that are. The only way they make a mark is by having substantial tax cuts. Theres the difference. And then we have the backtoback hurricanes. Why the relief effort could also affect the size of those tax cuts if they come at all after this. Tais really quite simple. Est it comes in the mail, you pull out the tube and you spit in it, which is something southern girls are taught youre not supposed to do. You seal it and send it back and then you wait for your results. Its that simple. The president is prepared to push for as low of a rate as we can get. A lot of Companies Pay lower than that. Bring it down to 15 . You heard from ohio senator portman says probably in the 20 region. Weve seen speaker ryan say it will probably be in the 22 region. Not 15 . Were not even talking about individual rates at this point. Charlie gasparino on the fallout from that. It guess it depends on what allowances are included, what is not. You dont want this to be a wash because youve wasted peoples time. The devil is in the details on this. You can take it down to 25 and keep all the deductions that corporations have already. It could be a real tax cut. If you keep the deductions. Goes from 35 to 25. You have all of the deductions, the Interest Deduction on debt. So the effective rate was down to 22 . So this is really this is a moving target. We dont know enough to really assess it. Ill tell you this. I know from covering the Hedge Fund Business and short sales and sophisticated investors, if they bring it down to 25 and they get all the loop holes, they kill all the loop holes, guess what will happen . People start selling stocks. Theyll say that is not a credit to companies and you sell the s p. Thats what im not saying it will be a huge debacle in the markets, but there will be some selling pressure. Taking it down to 25 from 35 and leaving and taking out all the deductions really doesnt lower the effective rate that much. The effective rate is 27. 1. That sticks in my head. Neil youre right. Its what will be allowed versus not allowed. We had senator portman here from ohio who is a moderate revenue neutral dont go crazy. He said when it comes to individual rates, we have to be paying for them and find some offsets here. That is a wise accounting standard to take, but also conflicts with Freedom Caucus and other types that say no, no, no, we have to go significant or might as well not have them at all. I can tell you that the city of key west not only is u. S. 1 clear, all of the major roads are clear and they were making Good Progress on the secondary roads down there today. The upper keys have some spotty water pressure and occasionally they have some power. The lower keys are still without water pressure or any kind of electricity. Has to be looked at and worked on. So neil, we are not there yet regarding what we have to do with the u. N. But we have to look at both the economic elements of the relationships of both china and north korea and look at how we can go after the iranians. Because i think simply put, if theyre getting around the agreement we have with them on the nuclear deal by outsourcing it to north korea, i consider that a violation of the agreement.
